This article argues that a return to the history of progressive political thought can help us to think afresh about what a renewed centre‐left politics might look like today. The article identifies some significant aspects of this history that attracted little attention in earlier debates over the British progressive tradition—in particular, debates about social ownership, nationalism and distributism. This revisionist history of British progressivism points the way towards some common ideological ground that could provide a starting point for a new dialogue between different ‘progressive’ political parties and interests.  相似文献

The vote to leave the European Union in 2016 and the political crisis that followed offer obvious subjects for the political historian. Yet, the study of Brexit raises serious challenges for academic writing, concerning method, the political preferences of the historian and the implication of history as a discipline in the European debate. This article explores some of the dilemmas and opportunities confronting the historian of Brexit, focussing, in particular, on the challenges to be addressed, the utility of conventional political methods and the insights that might be drawn from allied fields. It argues for a greater emphasis on the imaginative resources on which the different campaigns could draw, urging greater attention to conventional wisdoms, languages of class, collective memory and the forging of cultural or exceptionalist identities.  相似文献

Least-Cost Planning played a key role in the development of the energy efficiency and renewable energy industries in the USA. It has not been widely used elsewhere, largely due to differences in other nations' regulatory environments and the emergence of competitive markets as the dominant paradigm for electricity planning. Least-Cost Planning, however, may offer valuable insights for creating regulatory frameworks for competitive electricity markets. This paper examines some lessons which may be extracted from an analysis of the Least-Cost Planning experience in the USA and suggests how these lessons might prove beneficial in guiding Australia's electricity industry reform. This analysis demonstrates how market-based reforms may be flawed if they ignore the history of previous reform processes.  相似文献

This article reports on a highly unusual experiment in racial and economic integration, the Gautreaux program. This program helps black families who are either current or former residents of public housing move into subsidized housing in Chicago and its suburbs. Surveying a random sample of 332 participants, we find that suburban movers are significantly more likely to have a job post-move than city movers, even among those who had never had a job before moving. Multivariate analysis shows that these differences are significant even after controlling for respondents' previous work history, human capital, and personal characteristics. These results suggest that low-income urban blacks experience significant gains in employment by moving to middle-class suburbs. Thus, housing assistance may be an effective alternative to traditional welfare-to-work programs.  相似文献

The situational perspectives theory of job performance is a fundamental aspect of organizational and managerial psychology. Consequently, there is growing interest in conducting additional research to assess situational factors and job performance through the theoretical frameworks of social learning and social exchange theories, which are seldom applied in these domains. The data has been collected from 365 employees working in Pakistan Telecommunication Company Limited (PTCL). It was found that supervisor support stimulates job performance. It is also deduced that self-efficacy mediates the relationship while work engagement does not mediate the relationship between supervisor support and job performance. The situational perspectives theory of job performance provides a supportive framework for the development of PTCL employees. This work should be of interest in the area of situational factors and performance improvement. This study is one of the very few studies conducted to empirically assess the influence of situational factor on performance through the mediating role of work engagement and self-efficacy.  相似文献

Does job location impact on job satisfaction and self‐esteem? To answer this question, a sample of 298 responses was drawn from business process outsourcing employees working in four different locations in two south Indian states. The study conducted in both rural and urban locations witnessed that the job location (rural/urban) has a significant impact on job satisfaction and self‐esteem despite similar job demands and resource support conditions for all the respondents. Results show a very large divergence in self‐esteem between rural and urban settings and some divergence across genders. Location of delivery centres in smaller towns could thus be an effective solution for the high turnover experienced at urban delivery centres handling data capture and such low end processing.  相似文献

There exists a lot of research on the reservation wages of the unemployed as a determinant of unemployment duration. Little is known about the reservation wages of those who are not in the labor force but might be potential labor force returnees, such as Social Security Disability Insurance (DI) beneficiaries. The main objective of this article is to assess what can be learned from the subjective reservation wages of DI beneficiaries. Using the New Beneficiary Data System (NBDS), the article assesses the magnitudes of reservation wages compared to the last wage earned and the benefit amount, as well as the determinants of reservation wages in a regression framework. The NBDS is unique in that it provides the reservation wages and the work history of DI beneficiaries before and after joining the DI rolls. The article has several noteworthy results and policy implications: *Data show that a significant portion of beneficiaries report being likely to accept a job if offered one. Based on the NBDS, 13 percent of DI beneficiaries who did not work since joining the rolls in 1981-1982 reported in 1991 that they would be willing to work if offered a job and provided their reservation wages. *DI beneficiaries do not appear to price themselves out of the labor market. Half of them would want a wage that is 80 percent or less of the last wage earned before receiving DI. It is estimated that approximately 7 percent of long-term DI beneficiaries may potentially return-to-work if they search for jobs and have a wage offer distribution with a mean at 80 percent of their last wage. *The nonlabor income in addition to the benefit is positively and significantly associated with the reservation wage, while the benefit amount per se is not. However, this result needs to be treated with caution given that nonlabor income is endogenous to the model. *Heterogeneity exists between persons still under the DI program and those that have moved to the Old-Age program. The subsamples of persons who have shifted to the Old-Age program and those who are still under the DI program have median reservation wage to the last wage ratios of 0.69 and 0.93, respectively. A significantly lower reservation wage for persons who have moved to the Old-Age program was also found in a regression framework. This heterogeneity between the two groups may result in part from the different program characteristics both groups face, for instance, in terms of benefit termination and Medicare eligibility rules. *Subjective reservation wage data can be useful to study populations that are out of the labor force. This article is innovative in that it focuses on a group of persons who are typically considered as being out of the labor force, and therefore are not asked reservation wages in general household surveys such as the Current Population Survey. It would be of great interest to collect more reservation wage data for DI beneficiaries in a longitudinal data set to expand this analysis, for instance, to assess conclusively the effects of changing program characteristics on reservation wages and return-to-work outcomes as beneficiaries transition to the Old-Age program or as new return-to-work programs are put in place.  相似文献

Abstract An adequate methodology in the history of political theory is dependent on a adequate philosophy of history. Firstly, in the course of a critical consideration of other writers on methodology (principally W. G. Greenleaf and Q. Skinner) it is suggested that 'intellectual traditions', of two sorts, might provide an appropriate unit of context. Secondly, a broadly anti-naturalist philosophy of history is adopted, which makes use of Collingwood and Hegel, and it is argued that intellectual traditions are compatible with this view of historical knowledge. It is concluded that the opposition between the universalist text-orientated approach and the particularist historical approach to the study of the history of political theory is a false dichotomy. We can learn from past ideas as a traditional inheritance.  相似文献

This article explores the extent to which devolution within England can address the general malaise that is often described as ‘the English Question’. It considers how far the devolution genie might be considered out of the lamp. It takes as its basis three broad arguments for devolution—an economic case, a case concerning public service reform and a democratic argument for the decentralisation of power—and for each of these three it explores the theoretical underpinnings for the argument, how things are currently playing out in the current political context and what we might expect to see in the future. The article concludes with some suggestions as to how debates about the English Question might play out in the years ahead.  相似文献

Policy implementation has been an infrequently studied process although it has become increasingly evident that the implementation processes of policy development, policy approval, and policy application can shape and delay prospective implementation of legislation. The current study analyzes the implementation of P.L. 99–457 (Part H) the Education for the Handicapped Amendments of 1986. This law provides the states with planning money from the federal government to design a comprehensive interagency, multidisciplinary program of services for children with handicapping conditions and their families. Ratings were taken from key administrators and citizens knowledgeable about the law on state progress in implementing the fourteen requirements of the law and also on proposed influential conditions that might affect that implementation. Additional demographic information was obtained for the fifty states. The factor that seemed to be most influential in a subset of 35 states was the prior presence in the state of systems for interagency planning and development. Neither prior history of early childhood services, available resources, wealth of the state, or geographic region appeared to have a significant influence on policy development. There was some indication that different factors might become influential in the next phase of implementation, policy approval. It appears that progress in state policy development may be linked to the special requirements of the legislation itself and to prior availability of institutional structures that make mandated collaborative efforts more possible.  相似文献

This article considers whether the HOPE VI program has achieved two of its key goals: improving neighborhood conditions and increasing resident self-sufficiency. Findings from the Maverick Gardens HOPE VI program in Boston, Massachusetts are presented and discussed in the context of other research on HOPE VI and other relocation initiatives.

Evidence from the Boston site affirms that the combination of relocation and redevelopment can lead to dramatic improvements in neighborhood quality for many – but not all – residents. Self-sufficiency outcomes, on the other hand, were not achieved: employment did not change, job networks were not expanded to new neighbors, and some residents experienced a decline in economic stability as a result of the program. Why HOPE VI has failed to improve neighborhood conditions for all residents and why it has failed to impact resident self-sufficiency is discussed, and how program goals and strategies might be adjusted to make it more effective is considered.  相似文献

Abstract

Social capital has many faces in the geography of urban opportunity, and as such, particular housing policies might have positive effects on some forms of social capital and negative effects on others. The author defines social support and social leverage as two key dimensions of social capital that can be accessed by individuals. A sample of 132 low‐income African‐American and Latino adolescents is used to examine the early impacts of a Yonkers, NY, housing mobility program on social capital.1

Overall, program participants (’movers’) appear to be no more cut off from social support than a control group of “stayer” youth. On the other hand, movers are also no more likely to report access to good sources of job information or school advice— to leverage that might enhance opportunity. Adding just one steadily employed adult to an adolescent's circle of significant ties has dramatic effects on perceived access to such leverage.  相似文献

Contrary to the easy job that some conservative economists imagine, the task faced by the socialist monetary authority in controlling the money supply during economic reform is a daunting one, as recent experience in China indicates. It is difficult to estimate the demand for money in the mixed system that has emerged from the reform process, with all its structural disequilibria. Given prevailing economic and political interferences, keeping the money supply within targets is also beset with problems. Monetary issues have not received much attention in the conventional discourse about socialist economics, before or during reform. Hence the Chinese central bank often has to take uninformed action on events that it cannot effectively control. The results could be very serious, even tragic. In any case, it seems that the bank should not shoulder the main blame.  相似文献

What if we viewed the history of human spaceflight somewhat less through the lens of Cold War politics, which admittedly was central to the race to the Moon, but more as an expression of what might be called a religion of spaceflight? There seems to be a deeply religious quality to advocacy for the investment in and support for human space exploration, lending to the endeavor of a “higher purpose” that helps to explain both the generous nature of the actual investment and the ultimate unwillingness of Americans to eviscerate space budgets despite less than full support for space exploration. This article examines religious conceptions as a means of analyzing what might be termed a “space gospel.” I lay out here the proposition that human spaceflight may be viewed as a religion with similar attributes to those present in mainstream religious denominations. This approach to exploring the history of human spaceflight offers a different and useful frame of understanding that broadens basic conceptions about this aspect of the human past.  相似文献

This paper is an initial attempt to link the concepts of human rights and power from a social constructionist perspective. It looks at aspects of the social history of natural and human rights and the relationship of this history to extant power relations. It suggests that conceptions of human rights have both challenged and sustained particular forms of power, thus playing a highly ambivalent role. The paper also examines and criticises the philosophical underpinnings of liberal and marxist approaches to the concept of human rights. In a concluding section it considers the possibility of constructing a power analysis which might provide a way of anchoring the concept of human rights in social practices.  相似文献

ABSTRACT

Comparing public and private managers is a major subject in the public management literature, but there have been only a few empirical studies of the differences in their respective leadership styles. Traditionally, leadership style is explained by the characteristics of the manager, the employees, and their job. This study explains leadership by the manager's job context: the degree of job complexity, role clarity, and job autonomy. We argue that differences in job context explain the use of different leadership styles in the public and private sector. To clearly specify the importance of sector, the study investigates direct, mediating, and moderating effects. Based on a survey of Danish public and private managers with 949 respondents, this article shows that job context variables vary significantly between public and private sector managers. The article provides some explanations for why public managers use more participative leadership, while private ones use more directive leadership.  相似文献

The adoption of the civil service system is the most comprehensive reform of the personnel system in the history of the People's Republic of China. The reformers want to establish a highly qualified and professional administrative corps. Elements of the reform include a merit‐based performance evaluation system that rewards good employees and punishes poor ones, open and fair competition in recruitment and promotion to assure the quality of government officials, and a system based on law that provides continuity and consistency for government policies. The article summarizes case studies of implementation challenges such as recruitment, examinations, selection and promotion, performance evaluation, training, job rotation and salary systems. This article uses the tools of meta‐analysis to assess cost–benefit studies of 50 mandatory welfare‐to‐work programs that were targeted at Aid for Families with Dependent Children recipients and evaluated by random assignment. The findings suggest that the costs of a typical evaluated welfare‐to‐work program probably exceeded its benefits from the perspective of the government, but those assigned to the program, and possibly society as a whole, may reap small positive net benefits. However, there are individual programs that are very cost‐beneficial. Further analyses of the determinants of the cost‐benefits of welfare‐to‐work programs to government and society as a whole show that some services are cost‐neutral, but others entail net costs, which are sometimes substantial. The findings suggest that less successful programs might be made more cost‐beneficial by dropping vocational training and basic education as program components, leaving mainly lower cost components, such as mandated job search and sanctions, but also possibly the more costly financial incentives.  相似文献

Policy makers and public managers emphasize the importance of bringing private sector experience and skills into the public and nonprofit sectors. One result is an increased focus on privatization and contracting out, developments to which researchers have been attentive. However, the long-standing practice of hiring people with industrial experience into the public and nonprofit sectors has received remarkably little attention. This study, based on questionnaire responses from mid- and upper-level personnel in public and nonprofit sector organizations, attempts to understand the dynamics of sector switching from the private into either the public or nonprofit sector. Using event history analysis, the article looks at switching patterns. The probability of switching into the public sector is much higher for those who held a managerial occupation in their previous private sector job than for those who held professional and technical positions. Having more subordinates in a previous private sector job is associated with a lower likelihood of switching into a public sector job. By contrast, switching into the nonprofit sector is more often associated with a promotion.  相似文献

This article uses the 2008 State of the Service survey data to compare the job satisfaction and attitudes toward work of men and women in the Australian Public Service (APS). It shows that up to and including Executive Level (EL) women are significantly more positive than men about their work and the organisation. At Senior Executive Service (SES) level men are more satisfied. The article also looks at the predictors of job satisfaction separately for men and women at each level, and finds that career progression, support for work‐life balance, agency leadership, role clarity and authority and good immediate management are significant contributors for most employees. It suggests that the APS use these findings to identify those areas which need to be developed in order to attract men, and increase the job satisfaction of existing male staff at Executive Level and below.  相似文献
