This article summarises the results of a 'broad brush' global survey of 'new forms' of public management. The survey supports the view that the spread of the new forms cannot be seen as a global 'paradigm shift' in public management. However the new forms are increasingly found beyond the core set of OECD countries usually given as examples of reforming countries. The survey suggests that globalisation processes are increasing the amount of 'lesson drawing' between countries and contributing to the spread of new forms.  相似文献

The Big Society was a flagship policy initiative launched by the UK Conservative party, under the leadership of David Cameron, to win office in 2010. Closely associated with the ideas of Phillip Blond, the Big Society agenda seeks to introduce new forms of civic activism and revive wider civil society. There has been speculation that the Big Society agenda might take hold in Australia, and Blond has been active in promoting it in Australia. Using Dolowitz and Marsh's policy transfer heuristic, this article examines the likelihood of the Big Society being adopted by the Abbott Liberal Coalition. The article outlines a number of potential variants of the Big Society, and concludes that for a variety of reasons it is unlikely to be adopted by the Liberal federal government in Australia. The case also highlights both strengths and limitations in the Dolowitz and Marsh framework, arguing that it can be used in an innovative way to speculate on potential transfers, but is limited in accounting for why transfer may or may not take place.  相似文献

An area of recent interest in the International Relations and Comparative Politics literature concerns 'policy transfer'. This is a dynamic whereby knowledge about policies, administrative arrangements or institutions is used across time or space in the development of policies, administrative arrangements and institutions elsewhere. Policy transfer is deemed to be on the increase in an era of globalisation. Indeed, some governments and international organisations are proactive in promoting harmonisation and convergence or exporting policy lessons. This paper surveys the state of the burgeoning literature, identifies some methodological issues in studying policy transfer, and outlines some additional routes of research.  相似文献

Sceptical approaches to the Thatcher governments provide a useful corrective to exaggerated accounts of their impacts. In particular they point to dependencies in policy-making and implementation. However, evaluating Thatcher via comparison with other post-war UK governments questions excessive scepticism. It suggests that Thatchers governments have made more of a difference than most of their predecessors. In contrast with sceptical views, synthetic views see the significance of the Thatcher governments as more than the sum of their parts. They identify dynamic qualities in the Thatcher governments' approach to policy change, particularly regarding 'policy learning' and 'rolling agendas'.  相似文献

This article reviews the applicability of Kingdon's garbage–can model of agenda setting and alternative specification for understanding the complexities of policy–making in the housing policy context. Garbage–can theories reject conventional 'policy cycle' models which envisage policy development processes as rational and underpinned by the logic of problem solving. They posit a loose relationship between problems and the policy solutions offered by national governments. Using an Australian housing policy case study, this article demonstrates the usefulness of Kingdon's garbage–can theory. A modified framework is used to explain how the policy agenda has become narrowed to focus on safety–net assistance for the most disadvantaged, while housing problems have continued to worsen.  相似文献

This paper argues that while research on deliberative democracy is burgeoning, there is relatively little attention paid to the contributions of civil society. Based on an interpretive conceptualization of deliberative democracy, this paper draws attention to the ways in which civil society organizations employ “storylines” about environmental issues and deliberative processes to shape deliberative policy making. It asks, how do civil society organizations promote storylines in the deliberative system to change policy? How do storylines constitute policy and policy-making processes in the deliberative system? I answer these questions through an empirical analysis of two environmental controversies in the USA: environmental justice in New Mexico and coalbed methane development in Wyoming. Findings indicate that civil society organizations used storylines in both cases to shift the dynamics of the deliberative system and to advance their own interpretations of environmental problems and policy-making processes. Specifically, they used storylines (1) to set the agenda on environmental hazards, (2) to construct the form of public deliberation, changing the rules of the game, (3) to construct the content of public deliberation, shaping meanings related to environmental policy, and (4) to couple/align forums, arenas and courts across the system. These findings suggest that promoting storylines through accommodation and selection processes can be an important mechanism for shaping policy meanings and for improving deliberative quality, although these effects are tempered by discursive and material forms of power, and the competition among alternative storylines.  相似文献

Initiatives to encourage the involvement of citizens and NGOs in decision-making can be seen in a wide variety of countries. Interactive policy-making, citizen panels, citizen charters, new forms of participation and other forms are being used to increase the influence of citizens on decision-making. An important issue in scientific debate is the relationship between citizen participation and existing democratic institutions. The main question for this article therefore is: what are the possibilities and difficulties in creating interconnections between interactive governance and existing democratic institutions? We have conducted an action research project to organize this interconnection between an interactive governance project (Around Arnemuiden, Living with Water) and existing democratic institutions. We describe and evaluate the interface arrangements we created: political, executive, professional, and policy interface. The executive, professional, and policy interfaces turned out to be weak or moderate, while the political interfaces was strong. Executives and professionals are reluctant to actively involve and commit to interactive processes. The organization of the interconnection between interactive processes and existing representative democratic institutions is very difficult and needs constant maintenance.  相似文献

Partnership Arrangements: Governmental Rhetoric or Governance Scheme?   总被引:4,自引:0,他引:4  
It has become popular to advocate partnership arrangements. Such partnerships may be seen as new forms of governance, which fit in with the imminent network society. However, the idea of partnership is often introduced without much reflection on the need to reorganize policy-making processes and to adjust existing institutional structures.
In this contribution, we discuss the ambiguity of partnerships. An empirical basis is provided by means of an analysis of the policy making on the expansion of the Rotterdam harbor. This case indicates that although new governance schemes are being proposed and explored, they still have to comply with the existing procedures in which they are imbedded. Governments especially are not prepared to adjust to governance arrangements. Policy making continues to be based on self-referential organizational decisions, rather than on joint interorganizational policy making. This raises questions about the added value of intended cooperative governance processes.  相似文献

Are policies proposed by technocrats more easily accepted by citizens than those proposed by traditional partisan actors? This is a crucial question, as politicians increasingly rely on technocrats for resolving “wicked problems” such as financial, environmental, and health crises. To answer this question, we conducted a survey experiment among 5000 Italian respondents. At the time of our experiment, Italy was governed by a “grand coalition” of various technocratic and partisan actors, enabling us to realistically vary the proponents of different policy proposals. Overall, citizens are more likely to accept policies proposed by technocrats as opposed to party leaders. In particular, we find that technocratic proponents boost policy acceptance even more for economic and valence issues. Furthermore, we find that this “technocratic effect” is generally stronger among citizens who are more likely to disagree with the policy content.  相似文献

Claims for evidence-based policy-making are motivated by the assumption that if practitioners and scholars want to learn about effective policy design, they also can. This paper argues that this is becoming more and more challenging with the conventional approaches due to the accumulation of national policy portfolios, characterized by (a) a growing number of different policy targets and instruments, that (b) are often interdependent and (c) reformed in an uncontrolled way. These factors undermine our ability to accurately relate outcome changes to individual components within the respective policy mix. Therefore, policy accumulation becomes an additional source of the well-known ‘attribution problem’ in evaluation research. We argue that policy accumulation poses fundamental challenges to existing approaches of evidence-based policy-making. Moreover, these challenges are very likely to create a trade-off between the need for increasing methodological sophistication on one side, and the decreasing political impact of more fine-grained and conditional findings of evaluation results on the other.  相似文献

Contending conceptions of the "new" institutionalism claim to offer approaches that can develop generalizable social scientific theories of behavior. This article challenges that proposition, arguing that contingencies exist in which specific forms of institutionalism are best suited to addressing particular types of questions. Viewed through the prism of public policy, it develops the argument that 'policy dictates politics.' It suggests that four variants of institutionalism (historical, new economic, normative, and billiard ball) are each systematically most appropriate to examine the issues in the policy domains of redistribution, regulation, modernization, and liberalization, respectively.  相似文献

This article uses a debate between Michel Callon and Daniel Miller to explore tensions within economic sociology and anthropology.The tension is between characterizations of markets and economic rationality that seem to dissolve them into a generalized notion of culture and those which seem to abstract them as specific social forms. The paper argues that markets are best defined in terms of a form of transaction rather than a specific mode of calculation: market transactions involve the alienation of goods in the form of property. Such transactions require the kinds of socio-technical apparatuses that Callon describes, in order to establish both alienability and its limits; on the other hand, and drawing on Callon's own concepts of framing and overflowing, such transactions allow for more diverse, ambiguous and contradictory forms of calculation than Callon seems to allow. The latter point is developed particularly in relation to cultural calculation, typified by marketing and advertising.  相似文献

Governments are increasingly turning to public sector innovation (PSI) labs to take new approaches to policy and service design. This turn towards PSI labs, which has accelerated in more recent years, has been linked to a number of trends. These include growing interest in evidence-based policymaking and the application of ‘design thinking’ to policymaking, although these trends sit uncomfortably together. According to their proponents, PSI labs are helping to create a new era of experimental government and rapid experimentation in policy design. But what do these PSI labs do? How do they differ from other public sector change agents and policy actors? What approaches do they bring to addressing contemporary policymaking? And how do they relate to other developments in policy design such as the growing interest in evidence-based policy and design experiments? The rise of PSI labs has thus far received little attention from policy scientists. Focusing on the problems associated with conceptualising PSI labs and clearly situating them in the policy process, this paper provides an analysis of some of the most prominent PSI labs. It examines whether labs can be classified into distinct types, their relationship to government and other policy actors and the principal methodological practices and commitments underpinning their approach to policymaking. Throughout, the paper considers how the rise of PSI labs may challenge positivist framings of policymaking as an empirically driven decision process.  相似文献

Discussion on policy-making and of effective policy-making mechanisms is once again emerging in the policy literature. Much of the debate in the past focused on whether the method applied in the physical sciences was appropriate for policy and policy-making. Current debate appears to be reverting to some form of rationalism in so far as good policy processes are seen to yield the most effective results. This article discusses what appears to be a revival of rationalism — the process-oriented policy cycle. The article argues that there is little doubt that effective policy-making requires good process but it is erroneous to suggest that the content of policy, particularly in the case of contentious decisions, is derived from the policy cycle itself. It is argued further that the policy cycle is not a substitute for the actual making of decisions but an administrative and bureaucratic mechanism for effectively setting in place a process once the difficult decisions have been made.  相似文献

Quantitative-oriented diffusion studies, either focused on diffusion patterns or mechanisms, take for granted that policy adoptions are manifest and therefore directly observable in the legislation. A more nuanced perspective of policy adoption taking into account gradual differences between adoption and non-adoption is proposed with this paper, valid for diffusion among communities and states in federal settings and among countries on the global level. Besides the aspect of visibility, intentions are also important when measures are adopted. While some measures are transferred with a clear instrumental aim, others are rather transferred for symbolical reasons. Looking at specific processes, the paper proposes a concept that disentangles the current understanding of policy diffusion and provides empirical evidence that current diffusion research misconceives instances. The four different transfer types are illustrated with empirical evidence from sub-national energy policy-making in Switzerland. The systematic investigation of the cases allows to finding explanations for the different transfer types.  相似文献

For many years political scientists have utilized the subgovernment model of policy-making to explain certain types of policy output. Recently a number of scholars have argued that the traditional conceptualization of subgovernments was simplistic and incomplete. They view subgovernments as a complex and integral part of the larger policy-making environment. This paper examines this “new” subgovernment by analyzing its role in contemporary public policy-making. If subgovernments have lost their autonomy and been exposed to the complex demands of the larger political system, what impact does this have on policy outputs? Relying upon the literature on subgovernments and their principal components, the paper offers an interpretation of how subgovernments have potentially expanded their influence on public policy as a result of two contemporary developments: policy-making fragmentation, and the accommodation of policy outputs.  相似文献

Abstract This paper examines the political and organizational presuppositions of industrial policy-making. Empirical evidence about the structure of government-industry relations shows that fears of an authoritarian corporate state are unfounded, and that the institutional conditions described in neo-corporatist analyses of industrial policy-making do not exist, at the national level, or in most sectors of British industry. Organizations and interorgani-zational relations have evolved piecemeal and not as components of a system of economic management. The British economy is undermanaged rather than overmanaged. Moreover, organizational weaknesses represent a major deficiency because structural changes in the pattern of economic activity are urgently needed. A series of political economy models is presented and used to specify the characteristics of structural problems on the supply side of the economy, and the institutions needed to resolve them. It is proposed that, in order to deal with recurring structural problems, effective and democratic policy processes for the macro management of supply are required.  相似文献

The legitimacy of compelling citizens to vote is rarely explored beyond claims about partisan benefit or infractions of liberty and democratic freedom of choice. Using the Australian model as a particularly successful and well administered case, I explore more deeply the issue of whether the state imposed obligation to vote is a legitimate one. The problem is approached via a number of questions, among them: Does compulsion have any properties that make it superior to a voluntary system? Does compulsion place an undue burden on voters? Is voting in the interests of individuals? Does voting do any good? Is there an obligation to vote? And, if so, to whom is the obligation owed?
I conclude that compulsion is reasonable because it yields collective (and ultimately individual) goods and protects a number of democratic, liberal and moral values. It is suggested that although there may be an obligation (but not a duty) to vote, this obligation is not owed to the state but rather to other citizens. An important effect of compulsory voting is its capacity to make voting a more 'rational' activity because it limits informational uncertainty and reduces opportunity costs. Compulsion removes most, if not all, the barriers to voting normally experienced by abstainers in voluntary systems. In doing so it releases or generates a variety of positive values, utilities and capabilities.  相似文献

Employing cluster analysis, this article reconsiders a concept formulated by Francis G. Castles that stresses the existence of four families of nations, which markedly differ in respect of public policy-making. For two policy fields - social and economic policy - the hypothesised families of nations can be shown to exist, and they are quite robust and stable over time. Cluster analysis also reveals different paths towards modernity. On the one hand, there are more state-oriented versus more market-oriented models of public policy-making; on the other, there is a cleavage in public policy-making between rich countries located at the centre and somewhat poorer countries located at the periphery.  相似文献
