The Supply of University Enrollments: University Administrators as Utility Maximizing Bureaucrats

The supply of enrollments in higher education has receivedrelatively little attention in both theoretical and empiricaleconomic research. To address this, we formulate and test amodel of the supply of enrollments in higher education inwhich administrators are modeled as utility maximizingbureaucrats. We find evidence that individual presidents andprovosts have a significant effect on enrollment supply andfaculty demand in a panel of eleven public colleges anduniversities in Maryland from 1988 to 1996, implying thatinstitutions have enough market power to permit thepreferences of administrators to influence enrollment supplyand faculty demand.

优良的学风是进一步优化育人环境,全面推进学生的素质教育,提高人才培养质量的保障。整体上来讲,目前高校的学风是优良的,但也存在种种问题。要加强学风建设,促进良好学风的形成,需要各方面的努力和配合:发挥学生党团员、学生干部、学生党团组织、学生社团组织的模范带头作用;发挥教师的育人作用;特别要发挥学生的主体作用。

Understanding the ABC of University Governance

University governance is complex and contested. In view of the seemingly unceasing rise of commercial values within public universities, this contribution argues the case for a holistic, mission‐related integrated governance approach for the Australian public university sector. The ‘ABC of University Governance’, as proposed for broad‐scope governance within the sector, involves an integrated emphasis on the three key components of governance: academic governance, business governance and corporate governance. Respectively, these components of public university governance are concerned with scholarship, performance and conformance. Placing academic governance first in the ABC of university governance reminds us all of the vital role and importance of scholarship, which should never be downplayed or underestimated in public universities.

Ideology and the University

Ideology underpins recent transformations of British universities; it forms an unquestioned backdrop to policy‐making. The ideology at issue is a market‐based neo‐liberalism—accompanied by a doctrinaire private‐sector managerialism. Universities employing this ideology envision it as common sense. The ideology is thus not proselytised, but rather structures the vernacular of university speech. In reality it is a highly politicised ideology masquerading as a managerial reality. Its effect on universities has been profoundly destructive. The dignified public good of higher education has now become a huckstering marketised mechanism. What is so perplexing is the quiescence of universities. The ideology is so hegemonic that it appears exempt from criticism. University administrators are now quite unapologetic ideological functionaries and we need to relearn how to criticise those who manage us. Ultimately no ideology lasts, this present one will be supplanted, the question is what level of damage to civil and intellectual life will it inflict?

进入飞速发展的21世纪,社会日益知识化、科技化、信息化,对高校学报也提出了新的要求。学报质量的高低与学报编辑的素质有很大的关系。因此,要创办高质量的高校学报,学报编辑应该具备扎实的政治素质,良好的职业素质,娴熟的业务素质和敏锐的信息素质,才能适应时代的发展,办出高质量的学报。

多元文化背景下大学生理想信念教育研究——以复旦大学为例

在多元文化背景下,大学生的理想信念受到了不同文化的冲击,我们通过对复旦大学部分学生的问卷调查和走访调研,发现大学生的理想信念状况主流是健康的,积极向上的,但也存在一些问题。因此,本课题试图通过对影响复旦大学学生理想信念的多元文化梳理来找出对大学生进行理想信念教育更有效的方式方法。

University admission requirements as rent-seeking

The paper argues that admission requirements into public universities are best viewed as rent-seeking by several groups, in contrast to the conventional rationing rationale. The rents are principally nonfinancial for some of the groups. The paper concludes by showing why admission requirements are not set too high.Discussions with Joe Jadlow, Scott Turner and Larkin Warner, and comments by colleagues on an earlier version in our departmental Workshop helped clarify the issues. I thank them, emphasizing that the normal caveat is not pro forma.     

Life at a Teaching University

Many new political science faculty at teaching universities are recent PhD recipients, and are coming to these institutions from research-oriented universities. There are considerable differences between the training for graduate students received at research universities and the expectations for faculty at teaching universities. This essay reflects on the author’s first year at a teaching university and offers six themes that may assist other new faculty in the transition from life as a graduate student at a research institution to life as an assistant professor at a teaching university.
