This article contributes to the steady flow of critiques of the big society idea contained in The Political Quarterly. It focuses chiefly on two sets of parallels. The first is between the big society and the policies pursued by the Thatcher government which, despite their obvious rhetorical differences, contain many striking similarities, including their neoliberal origins, application of the ‘crowding out’ thesis and uncritically idealised notions of community. The second is between the big society and a policy with the same name pursued doggedly by the Chinese Communist Party for nearly 20 years until being abandoned as a failure. Lessons for the Prime Minister's flagship policy are drawn from the Chinese experience. The article concludes with a welcome for the rediscovery of the social by public policy and some suggestions as to how a more participative and democratic state could follow from this breakthrough.  相似文献

Growing divisions between Britain’s towns and cities have created a dilemma for the Labour Party in seeking to represent very different parts of the country. There are some who argue that Labour must choose the global networked youth—who largely reside in cities—in order to maximise its electoral chances. This is an argument that defies electoral gravity and fails to address the root causes of the gulf between towns and cities. As jobs and investment have gone into cities, many towns have seen the local population age and local economies become unsustainable. In both towns and cities there is a clamour for power to move closer to home and for the renewal of democratic institutions, offering Labour the chance to win power and end the divisions that have come to characterise British politics.  相似文献

Based on findings from the 1970s, research literature on senior government executives emphasized a growing integration of politics and administration. This integration was reflected in what we called the "Image IV" bureaucrat wherein political role traits combined with those of traditional bureaucratic ones. Although this was by no means a dominant trend, we were led to speculate that traditional divisions between political and bureaucratic roles were eroding. Data gathered from the 1980s and 1990s, however, lead us to infer that divisions between political and bureaucratic roles have reasserted themselves and that integration between them is being diminished rather than strengthened. We conclude that this may be because in an era of governmental austerity the demand for executive policy entrepreneurs has slackened while the political needs have shifted to those of managerial control over an inertial or even contracting state.  相似文献

ABSTRACT

Theories of discrete emotions distinguish contempt from other negative emotions, and recent evidence shows that contempt toward candidates played a major role in two US Senate races in 2014. Contempt felt by respondents was the most significant emotion predicting voting against three of the four major party candidates, and had effects independent of other emotions, such as anger, anxiety, and hope. In the present paper, the 2016 Republican Iowa Caucus provides the opportunity to examine contempt in a different context: an intra-party primary campaign, where candidates share the important characteristic of party affiliation. We find that while voters perceived all leading GOP candidates as expressing at least some contempt, Donald Trump was seen as expressing the most contempt by far. Voters also felt contempt for at least some candidates of their own party. When they did so, it predicts significantly lowered probabilities of voting for Cruz, Trump, and Rubio, and increased probabilities of voting for one or more of their opponents. Implications of these findings for theory and research on the role of contempt and other specific emotions in voting behavior are discussed.  相似文献

We study dynamic policymaking when today's policy agreement becomes tomorrow's status quo, agents account for the consequences of today's policies for future policy outcomes, and there is uncertainty about who will hold future political power to propose and veto future policy changes. Today's agenda setter holds back from fully exploiting present opportunities to move policy toward her ideal point whenever future proposer and veto players are likely to be aligned either in favor of reform or against it. Otherwise, agenda setters advance their short‐run interests. Optimal proposals can vary discontinuously and nonmonotonically with political fundamentals.  相似文献

This article attempts to set up a conversation between certain aspects of the considerable scholarship on rhetoric and populist identity, on the one hand, and the historical perspectives on American populism provided by Michael Kazin; Christopher Lasch and a recent set of studies of the history of presidential rhetoric. The revival in interest in the British far right as a result of recent localised growth in support for the British National Party (BNP) necessitates analysis of its political ideology and objectives. This article seeks to demonstrate that the BNP is virulently hostile to liberal democracy and that this hostility derives from its revolutionary, fascist agenda. The point that the BNP is a fascist organisation is significant and cannot be ignored. The past two decades have seen a proliferation of large‐ and small‐scale experiments in participatory governance. This article takes stock of claims about the potential of citizen participation to advance three values of democratic governance: effectiveness, legitimacy, and social justice. Increasing constraints on the public sector in many societies, combined with increasing demand for individual engagement and the affordances of digital technology, have paved the way for participatory innovations aimed at effective governance. Deepening legitimation deficits of representative government create opportunities for legitimacy‐enhancing forms of citizen participation, but so far, the effect of participation on legitimacy is unclear. Efforts to increase social justice through citizen participation face the greatest obstacles. The article concludes by highlighting three challenges to creating successful participatory governance: the absence of systematic leadership, the lack of popular or elite consensus on the place of direct citizen participation, and the limited scope and powers of participatory innovations.  相似文献
