透视美国金融危机:全球经济与国际货币体系的双失衡

美国金融危机的爆发是全球性经济失衡的结果,长期的超前消费经济模式导致美国财政和贸易的"双赤字",当美国与外部经济的循环被打断,国内的经济失衡便引发了金融危机.自2007年美国次贷危机爆发以来,危机逐步从金融领域蔓延到实体经济领域,并在经济全球化的背景下通过美元的世界货币地位传导到世界各国.     

金融危机与世界格局的新变化

金融危机使世界力量结构发生重大而深刻变化.全球战略格局多极化、南北差距趋小化、地缘力量均衡化、制度模式多元化趋势同步快速发展.但当前世界格局的变化仍处于渐变和量变过程,尚未发生突变与质变.美国独超地位、北强南弱态势、西方模式主导仍将维持相当长的时期.     

金融大危机与国际大格局

大约2500年前,希罗多德如此开始他关于波斯帝国盛衰和希腊荣光鹊起的经典史事讲述:"我将同等地报道大小不一的人类群落,因为大多数曾在往昔显赫紧要的,目前重要性已经衰减,而那些在我当今时代里超乎寻常的,往昔曾为青萍之末.     

国际金融危机的全球地缘政治影响

二战结束以来,世界经济经历过多次波折.引人注目的有20世纪70年代的两次石油危机、80年代的拉美金融危机和90年代的亚洲金融危机.这次出问题的是世界经济的中心--华尔街,国际社会普遍认为由美国次贷风波诱发的全球经济危机是战后最严重的一次.     

全球金融危机下东亚货币金融合作的路径选择

当前的"美元体制"在今后相当长时期内具有可持续性.正是在布雷顿森林体制和"美元体制"下,东亚各经济体的工业化和经济发展取得了巨大成功,成为"美元体制"的主要受益者和支撑者,也自然成为全球金融危机的主要受害者.现阶段的东亚货币金融合作巴经取得了一定进展,但东亚各经济体尚不具备推进国际货币体系改革的能力;同时,东亚货币金融合作应改变应对危机的实用主义哲学,以促进区域经济的持续、稳定增长为目标进行更加长远的路径设计,在区域整体层面和局部层面两个层次上加快货币金融合作的深化发展.在此过程中,人民币国际化战略的实施将使中国在区域货币金融合作中占据较为有利的地位,但其能否成功一方面取决于中国经济结构能否进行顺利的调整,使中国成为能够替代美国的区域内最终产品市场的提供者,另一方面也取决于中日两国能否比较顺利地开展汇率政策的协调与合作.东亚地区复杂的历史、文化、政治和社会背景等因素,决定了该地区难以出现"一家独大"式的货币合作模式.因此,中日两目的协调与合作在很大程度上决定着东亚货币金融合作的未来.     

国际金融危机与国际体系的变迁

发端于美国次贷危机的金融危机自2008年爆发以来已迅速波及全球,并由金融领域扩展到实体经济,美、欧、日等发达国家经济出现严重衰退,亚洲新兴经济体无一幸免,"金砖四国"均遭受程度不同的打击.经济学家和国际权威机构普遍认为,这是自1929-1933年大危机以来最为严重的一场危机,经合组织(OECD)将这场危机定性为"二战结束以来最为严重、覆盖面最广"的"一轮衰退".     

国际金融危机催化世界大变革大调整

2009年,在国际金融危机的深刻影响下,多极世界格局的特征,在国际力量对比和大国战略调整,及主要战略力量关系变化上,都不同程度地开始呈现。与之相适应,国际体系和平渐进的变革,在主要各方的激烈博弈中,从机制到理念,再到力量组合,都有新的发展。这种格局转换和体系变革的加速,势必造成权力真空与混乱无序。加上国际金融危机的负面效应发酵,国际安全形势整体上变得更加复杂严峻。亚洲作为这场大变局的新中心,集中体现了国际战略与安全形势中的动荡、重组和不确定。中国与世界各主要力量的互动,愈显全方位、大纵深、高频度的密切活动。     

国际货币体系改革与全球金融安全机制构建:关联与问题JP〗*

国际货币体系是全球金融安全机制构建的制度基础,从国际货币体系改革分析其与全球金融安全机制构建之间的关联性具有重要的政策含义。国际货币体系改革与全球金融安全网构建具有内在的逻辑关联。国际货币体系风险处置和危机应对功能使得全球金融稳定和安全具有了基础保障;国际货币体系对于流动性管理的重视和全球流动性管理机制建设有利于保持全球流动性的稳定;国际汇率协调有利于国际收支失衡改善和汇率基本稳定;国际货币体系改革还争取通过机制安排来弱化货币中心国的政策外溢效应;国际货币体系的治理结构改革是全球金融安全体系的基础保障之一。但是,国际货币体系改革与全球金融安全机制构建面临着诸如国际货币体系安全的内生矛盾、全球金融安全体系短板、全球与区域金融安全网络的迭代以及改革泛政治化等问题。基于国际货币体系与全球金融安全的内在关联,应在促进布雷顿森林机构的改革、构建全球金融安全网、建立流动性管理机制、推进超主权货币建设、深化区域货币合作五个方面,推进全球金融安全体系的建设,保障全球金融稳定。

In the global financial crisis, EU countries have suffered huge economic losses. EU Banking Sector Stability report issued by European Central Bank in August 2009 showed that the cumulative write-downs of European banks amounted to more than US$359.4 billion by the end of July 2009.     

后金融危机下的区域货币合作

东南亚金融危机中,东南亚各国在盯住美元的汇率制度下付出了沉重的代价。危机过后,我国实行有管理的浮动汇率制度,然而金融风暴再次袭来又对我国经济产生了较大影响。综合各种因素,本文阐述了后金融危机时期保持人民币汇率稳定是现实选择。而近期人民币汇率的稳定也充当了区域汇率政策协调的稳定器。只有进一步推进东南亚货币合作进程,才能最为有效地防止危机再次发生,保证东南亚地区经济的稳定。

本次金融危机给全球经济带来了动荡。其原因有很多,其中金融监管不利是重要的原因之一。本文从金融监管的概念和模式入手,从金融监管角度来透析金融危机爆发的原因,同时对金融监管未来的发展方向进行了展望。     

Reform of International Monetary System andConstruction of Global Monetary SecurityMechanism: Connections and Problems

The international monetary system is the basis to establishing acomprehensive global financial safety mechanism. To understand the internalconnections between the reform of the international monetary system and the globalsafety mechanism has important policy implications. The reform of the internationalmonetary system and the construction of the global safety network are inherentlyrelated to each other. Risk management and crisis response are the functions ofthe international monetary system and serve to ensure the safety of the globalfi nancial system; liquidity management and international exchange rate coordinationare conducive to the maintenance of the stability of the global financial system.International exchange rate coordination, the control of spillover effect of US monetarypolicies and the reform of governance structures of the international monetary systemcontribute to global fi nancial safety. However, the reform of the international monetarysystem and the establishment of the global fi nancial safety mechanism are faced withproblems such as Triffin Dilemma, the technical shortcomings of global financialsystem, the ill coordination of global and regional fi nancial security network and thegrowing number of political issues involved. In order to build a sound global fi nancialsafety system, cooperation should be enhanced in the following fi ve aspects: to promotethe reform of the Bretton Woods institutions; to build the global financial safetynetwork; to establish the liquidity management system; to facilitate the construction ofthe super sovereign currency; and to deepen regional monetary cooperation.     

拉美能逃过此劫吗?——论全球金融危机对拉美国家的影响

由美国次贷危机引发的全球金融危机对国际金融体系和世界经济都产生了严重冲击,与美国经济有着密切联系的拉美国家当然难逃此劫.金融危机主要是通过金融恐慌的传染效应、出口引擎遭受打击、侨汇收入大幅下降等渠道和机制对拉美国家的经济增长产生影响的.为此,拉美国家采取诸如向金融机构注资、扩大公共投资、抑制汇率波动等措施以应对金融危机.目前,拉美国家虽然有着应对金融危机的许多有利因素,但通货膨胀的加剧和金融危机影响的滞后性使拉美经济的增长存在着很多变数.

International System in Transition： From the Perspective of Financial Crisis

The U.S. subprime mortgage crisis has rapidly developed andspread from the region to the world and from the economic and financial field to the political and social field. It has evolved into an international financial crisis with a powerful force of impact and covering a wide range of fields rarely seen in history, and has become a major historical event that has a profound impact on the United States and the world at large since the 9/11 incident. The international community generally believes that it is a crisis of the existing order and system, and calls for reform of the international financial system are unprecedentedly high. This again has led to a discussion of the reform of the international system. The impact of the crisis on the transition of the entire international system has begun to appear.
