Jenseits von Zentrum und Peripherie

The central question for Karl Marx concerning the specific role of symbolic domination in capitalism challenges us down to the present day. We continue to improperly perceive the symbolic and immaterial structure subjacent to capitalism that is responsible for its peculiar ??symbolic violence.?? This article analyzes two interrelated issues: first, the racism implicated by concepts that articulate central and peripheral capitalism; and secondly, its principal consequence, which is the absence of broad and encompassing concepts in modern social theory. This eliminates a chance to articulate universal contexts??at least as universal as capitalism in its global expansion. The reach of contemporary critical theory is therefore limited in terms of central questions. Among the concepts that are abandoned by the fragmentation and contextualization is that of social class and that of the symbolic violence produced by structural changes that encompass capitalism as a whole. The following article draws on empirical studies concerning under class and the ??new?? middle class conducted in Brazil to illustrate its thesis.

国内法汉双语词典的现状、问题及应对策略探讨

我们对国内现有的五种大中型法汉双语词典做了深入细致的考察,发现共同存在的问题如下：1．中文对应词与源语词的所指意义的内涵与外延不同;2．忽略了两种语言在生活、文化等方面的差异;3．混淆了源语词的所指意义;4．拼写和语法错误等。通过分析,提出了相应的改进策略,如：提高编撰人员的素质,改变传统双语词典的释义方法等。

De l'usage des sciences cognitives dans l'analyse des politiques publiques

Depuis les années 1980 les approches cognitives des politiques publiques rencontrent un grand succès. Nous nous interrogeons ici sur leur contenu en le confrontant à la cognition telle que la pensent les sciences du même nom (principalement ici la psychologie cognitive) qualifiée de cognition forte. Après avoir défini trois types d'intégration des sciences cognitives aux sciences sociales (terminologique, méthodologique et théorique), nous cherchons à classer plusieurs approches de politiques publiques en fonction de notre taxinomie. Nous observons que dans la majorité des cas, les références à la cognition ne visent pas à transférer une théorie d'une discipline à l'autre. La cognition étudiée par les analyses des politiques publiques est le plus souvent une cognition faible, sauf exceptions. Nous concluons en examinant les enjeux épistémologiques soulevés par ces dernières et tâchons d'avancer quelques pistes pour expliquer ce phénomène.

Die Pluralisierung kultureller Formen ist auch in der Ökonomie nicht folgenlos geblieben. Der umfassende Prozess der Homogenisierung von Konsumpräferenzen und Warenangebot legt zwar die Auffassung nahe, dass die ökonomische Entwicklung zu einer Nivellierung bislang distinkter kultureller Praxen führt, doch es zeigt sich bei näherer Betrachtung, dass auch die ?konomie eine kulturell feinkörnig differenzierte Sphäre ist. Homogenisierung und Differenzierung sind zwei Seiten einer Medaille. Deshalb hat die Homogenisierung von unterschiedlichen kulturellen Praktiken durch ökonomisch oder politisch intendierte Versuche der Vereinheitlichung unter multikulturellen Bedingungen von jeher zu Gegenbewegungen geführt, die den Fortbestand von Unterschieden, Abgrenzungen und Vielfalt sicherten. Zu Konflikten führt das Beharren gesellschaftlicher Gruppen auf kultureller Unterscheidbarkeit nur dann, wenn dieser ambivalente Prozess mit Segregation, Benachteiligung und Ungleichheit einhergeht.     

Die Ordnung des Konsenses

For some time now, the welfare state crisis has been at the centre of the academic and political debate. But not only the analysis of crisis is omnipresent, the solution seems to be a matter of course, as well. Reasonable and united actors, who initiate the so-called “necessary” reforms are in great demand. Competitive corporatist co-operation of trade unions, employer organisations and governments, which emerged in several European countries since the late 1980s, are considered successful examples of a consensus-based crisis management. The most popular example is the Dutch Polder model that became world famous as a consensus model by the mid-1990s. However, in spite of its popularity, consensus has neither been formalized as an analytical concept nor has its creation been thoroughly scrutinized. In fact the question remains unanswered as to how and under what conditions it could happen that different and initially antagonistic actors started to regard the same solution of the stated crisis as the only conceivable option. Referring to the Dutch case and starting out from an interpretative perspective based on the Governmentality approach of Michel Foucault and the Symbolic Institutionalism of Karl-Siegbert Rehberg, the article raises the question why supply-sided strategies came to be seen as necessary and sensible and how power relations are embedded in the process of consensus creation.

第二届中德法学研讨会综述

La position des femmes en politique locale belge et l'impact des quotas

L'article étudie les quotas adoptés par les partis politiques belges. Les sections locales de parti ayant décrété des mesures supplémentaires étaient beaucoup plus nombreuses lors des élections locales en 2006 que lors des élections locales précédentes en 2000, ce qui indique que les partis politiques intègrent davantage la notion d'égalité. Par contre, les sections sont peu enthousiastes de trouver un meilleur équilibre par le biais de nouvelles mesures pour les fonctions élevées ou peu nombreuses. Une analyse mesurant l'impact du nombre de positions disponibles confirme une présence accrue de quotas au sein de sections locales disposant d'un nombre relativement élevé de positions. Les quotas se font aussi plus facilement accepter dans un climat idéologique imbibé par les notions d'égalité et dans un contexte où les femmes ont déjà balisé le chemin.

Die Wiederherstellung des Marktsubjekts

The UK is generally considered a laboratory for styles of governance influenced by New Public Management: outsourcing, internal markets, targets, auditing. The shifts in governance style, and the new instruments that have accompanied them, were once synonymous with “Thatcherism” but have since been adopted and refined by New Labour. Early critical social scientific analyses deployed the Gramscian notion of hegemony to analyse this shift. This was followed by Foucault inspired analyses of “governmentality”. The latter focused more explicitly on the micro-level of conduct. This article follows that lead, but seeks to address the central puzzles thrown up by this experiment through Max Weber’s conception of a “bureaucratic revolution” and Karl Polanyi’s analysis of the constitution of a “market subject” via a “double movement”: a simultaneous loosening and tightening of control. The Weber-Polanyi approach allows us, we argue, to make the link more explicit between micro-level changes in the “conduct of life” (Lebensführung) and the meso-level instruments designed to bring about such a re-orientation of conduct. The article makes the case with reference to empirical material from a number of public services, notably education and health. Overall, the decisive factor is not a weakening of the state, but a change in its capacities and instruments.
