This article asks whether information about immigrants beyond their age, education, and years since migration can be productively used to project their earnings. Although many factors could affect immigrant earnings, what is most useful for Social Security modelling purposes is relevant information that is readily available on a continuous basis. Country of origin is a good candidate, as it is regularly and readily available from several administrative and survey data sources. In this article, microdata samples from the 1960-90 censuses are used to examine the relationship between country of origin and the earnings of immigrants. By following cohorts of immigrants over 10-year intervals, we learn how country of origin affects the initial earnings of immigrants and how the relationship between country of origin and immigrant earnings changes as immigrants continue to live in the United States. The article also presents theoretical insights and empirical evidence about the underlying causes of the link between country of origin and immigrant earnings. 相似文献

Building on the research on immigrant earnings reviewed in the first article of this series, "Research on Immigrant Earnings," the preceding article, "Adding Immigrants to Microsimulation Models," linked research results to various issues essential for incorporating immigrant earnings into microsimulation models. The discussions of that article were in terms of a closed system. That is, it examined a system in which immigrant earnings and emigration are forecast for a given population represented in the base sample in the microsimulation model. This article, the last in the series, addresses immigrant earnings projections for open systems--microsimulation models that include projections of future immigration. The article suggests a simple method to project future immigrants and their earnings. Including the future flow of immigrants in microsimulation models can dramatically affect the projected Social Security benefits of some groups. 相似文献

If self-employment were much more prevalent at moderate and high earnings levels than at low levels and if the incidence of both the employee and employer taxes on wages is on the employee, then the social security tax structure would be regressive relative to taxable earnings. Analysis shows, however, that this is the case only in a very limited sense. For 1970, 6.5 percent of taxable earnings derives from self-employment. At least 6.3 percent of taxable earnings consists of self-employment income in each observed interval from $400 to $3,600. The proportion declines slightly with rising earnings until near the taxable maximum, when it begins to rise. If the average tax rate on earnings up to the maximum were tabulated by earnings both below and above the maximum, it appears very likely that mild regressivity would be shown beyond the taxable maximum, but of not more than a few tenths of a percent. 相似文献

The labor supply and benefit claiming incentives provided by the early retirement rules of the Social Security Old Age benefits program are of growing importance as the Normal Retirement Age (NRA) increases to 67, the labor force participation of Older Americans rises, and a variety of reforms to the Social Security system are considered. Any reform needs to take into account the effects and rationale of the Social Security Earnings Test and the Actuarial Adjustment Factor, which are likely to be widely misunderstood due to the relatively little attention paid by policymakers and researchers to the fact that Americans are willing to work while receiving benefits. We describe these incentives and emphasize that individuals who claim benefits before the NRA but continue to work, or return to the labor force, can reduce the early retirement penalty by suspending the collection of monthly benefits if they earn above the Earnings Test limit. We then argue that the Earnings Test can be distortionary and is costly to administer, and that these characteristics are inflated by the lack of information given to Older Americans regarding the consequences of working while receiving retirement benefits. We present results from statistical models of labor force exit behavior using data from the Health and Retirement Study showing the relevance of these incentives, and investigate the importance of informational asymmetries among beneficiaries regarding benefit withholding using a dynamic life‐cycle model of labor supply and benefit claiming. We then use the latter framework to compare the behavioral and welfare implications of a removal of the Earnings Test to the policy of providing more information regarding the Earnings Test and the adjustment of the rate of benefit pay to Older Americans. © 2007 by the Association for Public Policy Analysis and Management 相似文献

Women's labor force participation and earnings dramatically increased after World War II. Those changes have important implications for women's Social Security benefits. This article uses the Social Security Administration's Modeling Income in the Near Term (version 6) to examine Social Security benefits for current and future beneficiary wives. The projections show that fewer wives in more recent birth cohorts will be eligible for auxiliary benefits as spouses because their earnings are too high. If their husbands die, however, most wives will still be eligible for survivor benefits because, despite the increase in their earnings over time, they still typically have lower earnings than their husbands. Even so, the share of wives who would be ineligible for widow benefits is projected to double between cohorts. 相似文献

Taiwan holds the Asian record for the proportion of families that involve so-called ‘foreign brides’. Marriage migration has brought close to half a million immigrant spouses into the country over the past decades. Most of these women come from Mainland China, Vietnam, Indonesia and the Philippines. This paper discusses how the Taiwanese state and society have actively pursued the integration of immigrant spouses since 2002, with a set of policies that acknowledge the massive migration of ‘foreign brides’ and the impact of this phenomenon on society. It argues that the attempt to integrate new immigrants is fraught with a discourse that serves to further stigmatize these women, discriminate against them, and, therefore, create an ‘Other’ that is used to erect the ideology of nation-building in Taiwan. The paper provides a critical analysis of policies, academic discourse and NGOs fundraising strategies to show how these institutions reinforce the idea that immigrant spouses are problematic and, therefore, need to be ‘Taiwanized’. This results in a system of differential legal and social citizenship in which immigrant spouses are at the bottom of the social hierarchy in Taiwanese society. 相似文献

Historically, immigration has had a significant impact on the changing demographic of the Canadian society. Each year more newcomers enter the country. There are more than 45 ethno-cultural associations and more than 100 different ethno-cultural groups residing in Nova Scotia. In the recent past, social science researchers are becoming increasingly involved in identifying ways of effectively addressing the social and health needs of this culturally diverse Canadian population. There is very limited literature on the Nova Scotian experiences of immigrant women especially those of African descent. For the government to develop public policy that ensures the inclusion of vulnerable and high-risk populations in our society such as recent immigrants and black people, their perspectives should be considered. Some steps are being taken by individual researchers to illuminate these perspectives. The paper will discuss the findings of a project that examined the health care experiences of immigrant women in a Canadian province with a goal of illuminating health care needs of recent immigrant women and facilitating community capacity building to create positive change for more accessible health care. The data collection method was primarily focused group meetings and workshops held with the individual immigrant communities. Although the project was conducted with immigrants from five regions of the world, this paper will focus on the experiences of first generation immigrant women of African descent with emphasis on their perspectives on the process mothering in a multicultural society. The paper will discuss their childrearing needs and their attempt to address these needs within the spaces of multiculturalism, the two predominant ones being the Canadian culture and that of their countries of origin. The paper will conclude with some suggestions for change at both the practitioner and policy level in order to effectively address the social and welfare needs of this population. 相似文献

Recent interpretations of British politics have moved from the social and political homogeneity thesis to acknowledgment of Britain as a multinational and multiethnic state. An ‘ethnic marginals’ argument even contends that immigrant groups have played a crucial role in the outcome of recent general elections. This paper tests the electoral impact of different immigrant groups by matching the results of the 1981 Census by parliamentary constituency to the results of the 1983 general election. Immigrant groups collectively and individually are found to have almost no net effect on party voting patterns, but a substantial impact, largerly negative, on turnout. This study uses the 2000 U.S. Census data to assess the impact of antidiscrimination policies for sexual orientation on earnings for gays and lesbians. Using a multilevel model allows estimation of the effects of state and local policies on earnings and of variation in the effects of sexual orientation across local labor markets. The results suggest that gay men face an earnings penalty that varies significantly (though not sizably) across local areas, and that state antidiscrimination policies may decrease that penalty in private sector employment. There is, however, no evidence that lesbians in any sector average higher earnings or wages in areas with antidiscrimination policies. The strongest evidence of effects for antidiscrimination policies is for weeks of employment and for gay men who are in the private sector, white, and in the upper half of the earnings distribution. © 2011 by the Association for Public Policy Analysis and Management. 相似文献

A major policy issue for the Social Security program is the treatment of earnings of persons who have attained retirement age. This article discusses the retirement test and recomputation of benefit provisions, and provides statistical data for 1995. In 1995, about 806,000 persons aged 65-70 had significant earnings resulting in the withholding of benefits by the retirement test. Abstract The apparel industry is one of the most globalized industries in the world. Apparel manufacturers are moving production to areas of the world where they can obtain the lowest wage labor. Imports of clothing to the US have risen dramatically, while garment jobs have dwindled. Los Angeles is the one area of the country that is running counter to this trend, in part because of its access to a large, Latino workforce, many of whom are undocumented. This paper considers the organization of the apparel industry in Los Angeles today, especially the return of sweatshops. It examines the role of Latino immigrants as operatives in the industry, and the conditions under which they must work. The fundamental problem lies in the lack of political power of these workers, who must labor under an apartheid‐like system that denies them basic civil rights. Even recent signs of growing Latino political mobilization cannot bring immediate relief. Garment workers need to unionize in order to protect themselves. The problems and prospects for organizing are briefly considered. 相似文献

This report analyzes the importance of sociodemographic factors in the effect of rehabilitation services on the employment and earnings of disabled persons after their cases were closed by State vocational rehabilitation agencies in fiscal year 1971. The analysis is based on information about personal characteristics and on 1972 employment and earnings data for all such cases in the linked records of the Social Security Administration and the Rehabilitation Services Administration. It identifies sociodemographic factors that facilitate or hamper the effects of rehabilitation as measured primarily by employment differences between clients who completed and failed to complete a program of rehabilitation services. Rehabilitation appears to provide aid, especially to groups frequently disadvantaged in the labor market because of sex, age, ethnicity, or education. Impact was greater for men--but not for women--who were married and had larger families. These results differe significantly from conclusions based on previous studies of the disabled. Earlier studies often concluded that vocational rehabilitation was less successful for women, older persons, ethnic minorities, and persons with low socioeconomic status. Because those studies lacked information on rehabilitation status or focused only on persons who had received rehabilitation services and because they did not compare those who had completed a rehabilitation program with those who had not, they were unable to examine the effects of vocational rehabilitation completely. 相似文献

In the last 25 years, many cities and counties, as well as a few states, have adopted policies that prohibit discrimination based on sexual orientation in private or public employment. These policies may increase earnings for gays and lesbians by decreasing discrimination in hiring, firing, promotion, or pay. This study uses data from the 1990 U.S. census to estimate the effects of these policies on individual earnings and household income. The results suggest that the policies have been adopted in places with higher earnings and that same-sex couples are more likely to live in areas that have adopted policies. However, after controlling for individual and location characteristics, the results show no evidence of a direct effect of antidiscrimination policies on average earnings or income for members of same-sex couples. Antidiscrimination policies may be more important both for a small number of individuals and as symbols of full citizenship and legitimacy for gays and lesbians. 相似文献

ABSTRACTThe article analyses the main features of intergovernmental relations (IGR) on immigrant integration in Italy considering reception policies for asylum seekers and economic or family migrants. We study them in a region with an ordinary statute, Piedmont, and in an autonomous province, South Tyrol.First, we find increasing frequency and institutionalization of IGR. Second, we observe the prevalence of multilateral interaction in ordinary regions, and bilateral interaction in autonomous regions. IGRs related to asylum seekers appear to be more conflictive than those related to economic and family migrants. This is particularly the case in the ordinary region studied here. Hypotheses related to the constitutional structure and the distribution of competency between the central state and regions, have limited explanatory power, whereas party (in)congruence, European integration, and salience of identity claims raised by regionalist parties are stronger. Issue salience emerges as an additional explanation to account for the increasing frequency of IGRs, their institutionalization, and conflictive nature. 相似文献

The underlying theory behind child support guidelines implies that child support orders should change when the incomes of noncustodial parents change. This paper documents changes in noncustodial fathers' earnings over a five‐year period and examines the relationship between the changes in earnings and modifications in child support orders. Using detailed longitudinal administrative data from Wisconsin, the authors examine the history of orders and earnings for fathers in couples who had their first child support ordered in 2000. A substantial proportion of fathers experience large changes in earnings, but relatively few of the associated child support orders are modified. Using discrete‐time multinomial event history models that consider time‐varying variables and control for censored observations, we find some evidence of changes in earnings being associated with changes in orders, all else equal, but the relationship is relatively weak and order changes are not proportional to earnings changes. The findings highlight the challenges and importance of developing policies that result in child support orders being more responsive to changes in fathers' incomes. © 2010 by the Association for Public Policy Analysis and Management. 相似文献
