The mainstream literature on leadership has little to say about the role of ethics. Equally, much of this literature is concerned with the private sector and with managerial leadership. This paper addresses both these gaps, by reporting on the development of a scale for measuring ethical values in local political leadership, the public service values scale. This is one section of a larger instrument for assessing the skills of local political leaders: the Warwick Political Leadership Questionnaire. The paper reports on the use of this instrument in a 360 degree format, following piloting of a self assessment version. The responses of 19 elected members and 241 feedback givers are analysed. These data offer support for the validity and reliability of the public service values scale. The paper concludes with a research agenda, offering suggestions for how this scale can be applied to researching ethics in leadership.  相似文献

In response to rising popular disenchantment with elected officials, numerous scholars have sought to defend politics and restate why it matters. For the most part, however, these theoretical arguments overlook the views and reflections of politicians themselves. As a step towards filling this gap, the author surveys politician-centred studies from around the world and the reflections of academics who have become politicians. By paying careful attention to what ‘insiders’ say about life in politics, the author constructs a practical rather than theoretical defence of the vocation and the people who undertake it. The author argues that politicians' views remind one that human endeavour is central to the purpose and function of politics and associated political institutions. To link the practical views and experiences of politicians with the emerging literature on demonisation, the author revisits the work of Arendt and Weber. The author concludes that while one may not always like who politicians are or the ways they operate, revaluing endeavour allows one to give credit where credit is due; politicians may regularly disappoint people but representative democracy does not work without them.  相似文献

The way how Russia ignores the EU’s quest for liberalization and sustains a control over markets and supplies is directly related to her use of gas as leverage. Russia’s strategy affects many European and non-European countries during all stages: demand, supply and transit. It is not, however, possible to generalize a common statement that the EU’s position is based on a policy of market liberalization while Russia pursues an opposing strategy of increased state control. Russian energy strategy leads markets in Europe; sets tone for energy supplies at homeland and abroad, benefiting from a variety of means. This article shows how a symbiotic relationship between the Russian state and Russian energy companies emerge from a structure in which trade, markets and international politics have been embedded within the state interests and firm behavior. It identifies the economic and geopolitical trends with regard to recent developments of Russia’s strategy.  相似文献

In this article, I argue that emerging economies are systematically becoming more susceptible to both currency and banking crises after financial liberalisation (FL). Using data for 27 emerging economies from 1973 to 1998, univariate and multivariate analyses indicate that the likelihood of currency crises and banking crises increase after FL. In particular, liberalisation allows more liquidity to enter an emerging economy, which finds its way into productive and speculative projects. What is common to both types of crises is a significant increase in speculative financing, thereby increasing the chance for borrower default. Thus, the outflow of international capital becomes more likely. The chance of a crisis occurring in response to changes in short-term loans is greater after FL than before. Similarly, the chance of a currency crisis occurring following a currency overvaluation is larger after FL than before. In comparison, the likelihood of a banking crisis occurring in response to an overvalued currency remains the same. Finally, the results show that the chance of a currency crisis declines over time, while the chance of a banking crisis increases after FL.  相似文献

“Workforce Diversity” and “Managing Diversity” are multifaceted constructs. Workforce diversity is the resultant of three component forces of change: demographic projections, active representation, and workplace values. The significance of managing diversity not only rests on the understanding of these forces but also on the strategies designed to affect them.The orientation and preference of practicing administrators are important indicators for the choice of strategies and their institutionalization. Survey data on state and urban administrators reveal that a majority remain unfamiliar with workforce diversity and their support for diversity management strategies also remains weak. Within their pattern of support, empowerment strategies that focus on professional development seem to be the preferred means of diversity management.  相似文献

This paper examines the role of the competition on the waste-collection market. Based on the case study of the Czech Republic, we evaluate the influence of competition intensity on supply side of the market on efficiency of waste-collection services. The rate of competition was approximated by the number of submitted bids to public tenders and efficiency was measured by per capita expenditures for municipal waste-collection services. We developed two regression models – the first model verified a competitive effect on the public procurement market for the provision of waste-collection services; the second model identified factors that affected municipal expenditures for waste-collection services per capita. We concluded that the competition in the waste-collection market increases by organising open tenders for suppliers at regular intervals, by adapting the duration of contracts to economic life of fixed assets, by sustaining pressure on service providers through a change in suppliers or the distribution of contracts among jurisdictions.  相似文献

The need for public administrators to develop meaningful and implementable planning documents to guide the development of their agencies is increasingly important as society sprints from simple static environments to complex, dynamic environments. This escalation of future uncertainty suggests that the public administrator find an approach to planning that is both conceptually sound and adaptable to the cultural nuances of the organization. Understanding strengths and weaknesses of past approaches to planning and anticipating the next advancement, i.e. “transformational planning” facilitates the effectiveness of the public administrator.  相似文献
