ABSTRACT

Right-wing discourses and issues of belonging and collective identity in Europe’s political and public spheres are often analysed in terms of Islamophobia, racism and populism. While acknowledging the value of these concepts, Ke?i? and Duyvendak argue that these discourses can be better understood through the logic of nativism. Their article opens with a conceptual clarification of nativism, which they define as an intense opposition to an internal minority that is seen as a threat to the nation due to its ‘foreignness’. This is followed by the analysis of nativism’s three subtypes: secularist nativism, problematizing particularly Islam and Muslims; racial nativism, problematizing black minorities; and populist nativism, problematizing ‘native’ elites. The authors show that the logic of nativism offers the advantages of both analytical precision and scope. The article focuses on the Dutch case as a specific illustration of a broader European trend.  相似文献

Abstract

The paper examines the domestic politics surrounding South Korea's foreign aid policy. It delineates the institutional characteristics and strategic interests of key government and non-government stakeholders, and suggests an analytical framework to comprehend the country's aid policy regime. It suggests that two competing policy discourses exist – one emphasising ‘intellectual leadership’ and the other ‘ethical leadership’ as the key principle of aid policy. In practice, the country's political leadership promulgates a complex amalgam of these discourses in alignment with their own political imperatives and interests. The paper discusses ‘Global Saemaul Undong’ as such an example under the incumbent Park Geun-Hye administration.  相似文献

ABSTRACT

Almost 25 years has passed since transition, and Hungarian democracy is in a deplorable state. Party politics pervades every aspect of political life, undermining the autonomy of civil actors, treating them as a potential ‘fan club’ of parties rather than cooperating and consultative partners. In order to capture what went wrong in Hungarian civil society, we propose a structural analysis that highlights pathologies of the differentiation between the political and civil spheres. We elucidate how the political sphere usurps the autonomy of the civil sphere; thereby not only does it undermine trust in civil actors, but also undercuts their capacity to perform their control function over the political sphere. In the analysis, we concentrate on what we identify as the ‘fake-civil/pseudo-civil’ phenomenon and related discourses, relying on the conceptual and theoretical apparatus developed by Arato and Cohen.  相似文献

ABSTRACT

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

In January 2010, hundreds of illegal migrants took to the streets of Rosarno in Italy for a violent protest against the acts of racism which they had routinely suffered. A collective subject, considered invisible, dared to revolt. These migrants are an anomaly in the social, legal, and political senses. Their revolt is an example of rebellions who constitute a litmus test for the discourse of citizenship; it reveals itself as a form of political subjectivity and highlights the corporeality of the conflict. Understanding the revolt also troubles the boundary between body discourses and traditional political theory. In this paper, I analyse the revolt through categories of contemporary political theory such as the ‘bare life’ of Giorgio Agamben, and the ‘disagreement’ of Jacques Rancière. I show how these categories only partially help to interpret the phenomenon of this uprising. However, the Spinozist concept of indignatio is a more useful intellectual tool to interpret and understand the phenomenon of the revolt of Rosarno.  相似文献

  • George W. Bush won the 2004 US Presidential election despite the facts of one thousand people losing their life in the Iraq war, the highest rate of increase in unemployment in 70 years and a vitriolic propaganda campaign (Michael Moore, etc.) against him. This case study seeks to explain the success through the prism of marketing theory and conceptual structures, that is, that the Bush team had a superior communications strategy and, within those parameters, superior marketing elements. Thus we seek to surface and integrate a number of causal explanations for his victory that arose from a political marketing orientation, specifically the offer of a ‘coherent narrative’; the conduct of a ‘permanent campaign’; more effective negative advertising (especially by pro‐Bush 527 groups), targeting and packaging; the success of the late campaign ‘big tent’ ploy. None of this however seeks to exclude the more purely political explanations for his success (located in such phenomena as the mobilization of the ‘Christian Right’ and the continuity to the aura attached to the ‘911 President’); nor is the application of marketing thought to political contexts treated uncritically.
  • A further aim is to introduce political marketing modes of analysis to a political science audience—not to present them as a new ‘correctness’, for they are certainly vulnerable to challenge, but rather to precipitate more of an intellectual exchange between these two disciplines.

Abstract

This paper seeks to analyze a particular form of noncitizenship – arising from legal long-term temporary migration – that is increasingly significant to the contemporary Australian context and to understand some of its consequences. It argues that traditional pathways of permanent settlement and full citizenship are being disrupted by new temporary migration schemes that create ‘middling’ noncitizen subjects who experience ‘patchwork’ rights and statuses across complex and diverse migration pathways. Through a close analysis of policy narratives and discourses, as well as of the existing literature on the social conditions and emerging solidarities of these noncitizens, the paper shows the various ways that noncitizenship is depoliticized and citizenship contractualized in Australia. These entwined processes of depoliticization and contractualization have intimate effects on the lives of noncitizens, and also limit and constrain the emerging solidarities that seek to challenge their exclusion. The analysis has a number of implications for the ongoing study of contemporary transformations in citizenship in other ‘immigrant democracies’ globally.  相似文献

The attacks on the Charlie Hebdo magazine and Kosher supermarket in Paris in January 2015, as well as the announcement of a ‘Caliphate’ by radical Islamists of the so-called ‘Islamic State in Iraq and Syria’ (ISIS) in 2014, reignited political and academic interest in the possible appeal of radical Islamism among young Muslims living in Western Europe. This analysis expands existing knowledge by adding a large-n, cross-national comparison to the small-n or single-case-study approaches dominating research on European Muslims over the last two decades. Moving beyond examination of the interaction between European governments and groups claiming to represent European Muslims, this analysis takes into account the individualisation of Muslim religious discourses, practices and identities. Binary logistic regression analyses challenge conventional wisdom which emphasises discrimination and rejection of Western foreign policies in the explanation of political radicalism. Instead, religious guidance and socio-economic status emerge as consistent correlates of political and social attitudes among West European Muslims. These findings not only add to a growing body of literature providing empirical evidence for the political impact of religious elites, they also have crucial policy implications for West European governments working to maintain national security and social cohesion.  相似文献

Abstract

Immigrant associations are often assumed to be social phenomena already ‘out there’, while their developmental trajectories and social roots are relatively understudied. Much literature has explored their contribution to the socio-political integration of newcomers, lumping together all of their non-political activities as ‘co-ethnic sociability’. However, their micro-social roots deserve more attention, and the identity and symbolic dimensions of their initiatives are worth investigating further. Based on a literature review and an ethnography of a group of Ecuadorians living in Northern Italy, we revisit the factors affecting the development of immigrant associations as well as their primary fields of activity. While these associations are expressive of immigrants’ cultural backgrounds and basically deal with informal sociability, they also have an implicitly political dimension, as they mirror immigrants’ struggle for public visibility and recognition. A better appreciation of the political significance of immigrant associations (despite their shortcomings and political marginality), and of their evolving roots, is necessary to understand why, and how, newcomers such as the Ecuadorians in our case study may (or may not) join them.  相似文献

This paper critically examines the dominant, and predominantly negative, discourses around young people's political participation, or supposed lack of it. Drawing upon contemporary debates about young people within geography, political science and sociology, it considers the ways in which a redefinition of what constitutes ‘the political’ is required if young people's engagement in political participation is to be understood fully. The paper reports on research conducted with young D/deaf people that did not intentionally set out to research their political participation, action or identi ties, but which uncovered a range of political aspects in their lives and experiences. It explores the ways in which volunteering can be defined as political action and, after de Certeau and Scott, how the use of British Sign Language can be a resistive act, a tactic or weapon of the weak. Threaded throughout the paper is a consideration of the ways in which there are complex geographies of activism at play.  相似文献

The ‘emergence’ of the ‘market’ as the basis of economic and political decision-making has become a main focus of debate within the social sciences since the late 1970s. Even while those opposing the growing centrality of neo-classical economics and market-oriented political discourses remain a significant academic constituency, within their ranks there has been a growing realization that regulatory mechanisms, and in particular the role of the state, have nevertheless been the subject of extensive changes. Alternative schools of thought have argued in terms of the way in which such mechanisms have been refashioned. Regulation has become, in the words of Regini and Majone, ‘transferred’ and the ‘boundaries’ between regulator and regulated ‘changed’: the regulatory process has been seen to shift at the macro/national level and at the micro/enterprise level. While supporting the general argument that it is the boundaries of regulation which are to be discussed, not its presence, we shall nevertheless argue that these changes are, if anything, more contentious and that a set of ironies emerges which politicize regulation even further.  相似文献

In this paper we study the political economy of the inter-regional allocation of investment in infrastructure, in an effort to disentangle tactical and programmatic motives, where tactical politics refers to the discretionary allocation of investment to districts with more ‘political clout’ and programmatic politics refers to the allocation of investment according to certain ‘objective’ criteria (e.g., income level). We use a panel of data from the Spanish electoral districts for the period 1964–2004 to estimate an equation in which investment depends both on economic and political variables. The results show that tactical politics do matter since the districts receiving the most funds are those in which: (i) the incumbent’s vote margin is low, (ii) few votes are needed to win an additional seat in the legislature, (iii) the central and regional governments are controlled by the same party, and (iv) regional parties play a pivotal role in the legislature. However, the results also show that programmatic politics matter, since inter-regional redistribution is shown to increase: (i) with the arrival of democracy and European Union funds, (ii) under leftist governments, and (iii) the weaker the correlation is between ‘political clout’ and regional income.  相似文献

ABSTRACT

The analysis of ideology at the vernacular level requires access to peer-to-peer political discussions amongst non-specialists. It is in these discursive exchanges that political views are articulated, refined, and revised. Such exchanges are, however, difficult for the researcher to capture. Here we take c.25,000 learner comments (along with several hundred image uploads) from a Massive Open Online Course, co-produced by the University of Nottingham and the British Library, as a source of such peer-to-peer political discussions. From five topics we have selected ‘Freedom’, ‘Justice’, and ‘Community’ for close analysis. The idea of ‘freedom’ generated by far the most learner discourse, being both positively appraised and highly personalized. ‘Justice’ was generally seen as something to be delivered by political institutions, although accounts of injustice were frequently personalised. Accounts of ‘community’ often focused on the trappings of nationhood, but some comments, and many images in particular, highlighted moments of ephemeral and more personal, self-chosen communities. Overall, both comments and images show that, in their interpretation of the conceptual vocabulary of politics, people frequently frame their understanding through personal experience in a very direct manner. It is not only true that the ‘personal is political’, but also, for many, that the ‘political is personal’.  相似文献

Walters developed the concept of domopolitics to refer to the ways in which the securitisation of migration contributes to the construction of the UK as a ‘national home’. Domopolitical policies and discourses produce the UK as the ‘national home’ of ‘neoliberal citizens’; they thus serve as tools of neoliberal governmentality, disciplining both citizens and migrants into displaying qualities associated with neoliberal citizenship, especially economic productivity. However, the concept of ‘home’ has a particular genealogy within liberal discourses of citizenship. As Pateman contends, the political ‘public’ sphere of liberal citizenship is constructed in opposition to an apolitical ‘private’ sphere. The public sphere has been coded as the domain of men, while women have been relegated to the private ‘home’. Consequently, women have been deemed responsible for the reproduction of both the private, and the ‘national’ home, a construction which has persisted under neoliberalism. While often superficially gender-neutral, domopolitics actually relies upon, and reinforces, these gendered understandings of neoliberal citizenship. Domopolitical policies and discourses construct migrant women’s reproductive practices as a legitimate and necessary site of state intervention, disciplining migrant women to ensure they ‘correctly’ reproduce the neoliberal ‘national home.’  相似文献

This article takes the controversy over ‘Mad Cow Disease’ ('BSE') in Britain as the starting point to reflect on postmodern contexts for the production, circulation and control of scientific discourse. It looks at two competing models of scientific rationality, modernist and postmodernist, as they function in contexts we call ‘postmodern’. With BSE? the Government began with the modernist project of combating hysteria with calm reasonableness, thereby helping to produce the hysteria they feared. But science, far from being entirely rational or unitary, is a set of relatively independent discourses? including ‘entropie’ discourse: discursive black holes which are strictly policed but never fully contained—the unconscious of science? where scientific creativity and popular paranoia meet. Where modernist science defends against the crisis of unreason to prevent it from happening, postmodern science (chaos theory, fuzzy logic) accepts the normality of crisis? chaos and unpredictability, which are not coincidentally coming to characterise the postmodern world. The problems of modernist science are not purely epistemological. The postmodern alliance of modernist science and global agribusiness has meant unprecedented assaults on nature, producing a ‘return of the (biotic) repressed’ that, in turn, becomes the content of the discursive repressed of science itself. To contend with these processes, we need postmodern theories of science—including the anomalous? the improbable in the analysis—as was not done with BSE until too late? because current science refused to accept the possible existence of a phenomenon that was empirically unproven and did not fit in. Of equal importance is to include popular discourses among the full set of available sources of scientific ‘truth’. Films like Outbreak and popular science like The Hot Zone express a popular paranoia that discourses of science urgently need to attend to. The study of popular culture should become an integral part in a new postmodern sociology of science.  相似文献

Human rights theory generally conceptualizes freedom of thought, conscience, religion, and belief as well as freedom of opinion and expression, as offering absolute protection in what is called the forum internum. At a minimum, this is taken to mean the right to maintain thoughts in one’s own mind, whatever they may be and independently of how others may feel about them. However, if we adopt this stance, it seems to imply that there exists an absolute right to hold psychotic delusions. This article takes the position that this conclusion is ethically problematic from the perspective of psychiatric treatment and the rights of persons with psychosis. The article reflects on this particular challenge and sets forth an understanding of freedom in the forum internum that might apply to situations where for various reasons it is not, necessarily accurate to maintain that persons have an absolute right to their own thoughts. For the purpose of proposing such an understanding, the article engages with current debates within human rights theory and political philosophy and analyzes discussions about psychotic delusions and the way in which involuntary treatment is justified. Based on this analysis, this article in turn conceptualizes freedom in the forum internum as ‘negative liberty’, ‘authenticity’, and ‘capability’. This article suggests that when forum internum is redefined as encompassing a right to certain internal capabilities, the right remains meaningful for persons with psychotic delusions as well.  相似文献

ABSTRACT

The predicament faced by Muslims today, either in the United Kingdom specifically or in the West more generally, is often compared with the predicament faced by Jews at some point in the past. Muslims, it is suggested, are the new Jews. Klug's article homes in on one element in this view, the claim that Islamophobia is the new antisemitism, and considers the analogy between them. An introductory section sketches the political context, after which Klug focuses on logical or conceptual issues. The two middle sections contain the core of the analysis: consideration of the two terms ‘antisemitism’ and ‘Islamophobia’ in relation to the concepts they denote, followed by an examination of the concepts as such. Certain conclusions are drawn about both their general logic and their specific logics. The final section returns to the political context and, via critique of a thesis put forward by Matti Bunzl, discusses the uses of the analogy. Klug argues that the question we need to ask is not ‘Are Islamophobia and antisemitism analogous?’ but ‘What is the analogy worth?’ The value of the analogy lies in the light it sheds on the social and political realities that confront us in the here and now. Does it illuminate more than it obscures? These things are a matter of judgement. Klug leans towards asserting an analogy between antisemitism in the past and Islamophobia in the present, within limits.  相似文献

ABSTRACT

In reading British fascism as a cultural phenomenon, historians have started to chart the cultural products and visions of British fascists during the interwar and post-war periods. Such analysis has tended to focus on fascists’ discourse on culture (particularly the ways that they position liberalism and modernism as degenerate), or on the cultural texts of fascists/fascism in the form of, inter alia, literature, music, dress and art. George Mosse goes as far as to argue that it is only through a cultural interpretation of fascism that we can come to understand the movement ‘from the inside out’. However, the notion of fascist culture is contentious, and not simply because the meanings of both ‘fascism’ and ‘culture’ are highly contested. Eschewing Mosse’s invitation to interpret fascism as culture, Richardson nevertheless argues that ‘the cultural’ can be understood as one approach to fascism. In this article, Richardson discusses six ways into a critical cultural analysis of the continuing presence of fascist political projects, focusing in particular on the British variant.  相似文献

Abstract

This paper explores the development of Korea's online alternative public sphere and illuminates the characteristics of this space, ‘activated’ by non-gaek websites. These websites host highly partisan discourses which are produced and disseminated by a focused political agenda that aims at political reform. Such a method of conducting discourse has led to the dissimilitude of the alternative public sphere, resulting in the birth of a multiplicity of spheres that represent divergent political views. This paper argues that although the overall extent of the alternative public sphere is expanded by non-gaek websites, it is becoming at the same time an exclusive and intolerant space. Furthermore, it is argued that to facilitate functional operation of the alternative public sphere, an institutionalization of rules and norms that can solve such problems is necessary.  相似文献

Governments across Europe have stepped up their efforts to manage social diversity politically, often specifically targeting Muslim populations. Lewicki interrogates the policy tools that the British and German governments deploy to ‘integrate’ an increasingly stigmatized and racialized population, zooming in on whether and how they problematize patterns of inequality. Complicating the ‘one country, one citizenship’ rationale of the citizenship regime literature that assumes a one-dimensional interpretation of history, cultural identity, political institutions or legal norms, she points to four salient liberal citizenship discourses that currently frame policies of diversity management. These are civic republicanism, multiculturalism, civic universalism and cosmopolitanism. Her analysis demonstrates that all four liberal citizenship discourses have blind spots when it comes to problematizing structural hierarchies and the logics of racism. Over the last two decades, liberal citizenship and integration policy frameworks have thus contributed to the retention of binary distinctions between superior citizens and inferior Others, distinctions that can now easily be exacerbated and used for mobilization by right-wing populist movements.  相似文献
