It is generally understood that households make tradeoffs between housing costs and other living expenses. In this article, we examine the relationship between health-related outcomes and housing-induced financial burdens for renters in one of the most expensive cities in the world, New York, New York. Drawing from the Housing Vacancy Survey for 2011, a representative survey conducted by the U.S. Census Bureau of more than 16,000 households in New York City, we estimate the effect of housing cost burden on the overall health of renters and the extent to which they have postponed various types of medical services for financial reasons. Results show that higher out-of-pocket rent burdens are associated with worse self-reported health conditions and a higher likelihood to postpone medical services for financial reasons. This relationship is particularly strong for those households with severe rent burdens. In addition, housing cost burden is equally or more important than other physical housing characteristics in explaining the variation in self-reported general health status and health care postponement. These findings are robust across specifications with different degrees of household, unit/building, and neighborhood controls, and among longstanding and newer renters. Our findings point to the importance of considering health-related outcomes when designing housing policies, and that housing subsidies should target both renters' out-of-pocket costs and place-based repair and maintenance.  相似文献

Attempts to enforce immigration laws in the U.S. interior have proliferated in recent years, yet the effects of these laws on immigrants are largely unknown. This paper examines whether increases in immigration‐related law enforcement since 2001 have adversely affected the labor market outcomes of low‐education male immigrants from Latin America, a group that comprises the bulk of undocumented workers in the U.S. The crackdown on the use of fraudulent Social Security numbers, increased requirements for government‐issued identification, and other changes associated with greater focus on national security likely lowered the demand for undocumented foreign‐born workers in the years following the 9/11 terrorist attacks. Using Current Population Survey data and a difference‐in‐differences estimation technique, we find strong evidence of worse labor market outcomes among recent Latin American immigrants in the post‐9/11 period relative to natives and prior Latin American immigrants. The results indicate a decline in employment, hours worked, and earnings among recent male Latin American immigrants relative to similarly low‐skilled black and Hispanic natives and vis‐à‐vis Latin American immigrants who have been in the U.S. longer. Our findings are consistent with firms increasingly substituting legal workers for undocumented labor in the years following 9/11. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

Interest in the health impacts of renter housing assistance has grown in the wake of heated national discussions on health care and social welfare spending. Assistance may improve renters’ health by offering (a) low, fixed housing costs; (b) protection against eviction; and (c) access to better homes and neighborhoods. Using data from the Survey of Income and Program Participation and econometric analysis, I estimate the effect of receiving assistance from the public housing or Section 8 voucher programs on low-income renters’ reported health status and spending. Assisted renters spent less on health care over the year than unassisted low-income renters did, after controlling for other characteristics. This finding suggests that assisted housing leads to health benefits that may reduce low-income renters’ need to purchase health services. Voucher holders’ lower expenditures are influenced by their low, fixed housing costs, but public housing residents’ lower expenditures are not explained by existing theory.  相似文献

Immigration scholars have noted the rise of a distinctive discourse concerning immigrants in the United States. The ‘immigrant threat’ discourse is said to portray immigrants as an existential threat to the country and contributes to highly restrictive enforcement policies. Through a close examination of national political debates concerning comprehensive immigration reform (CIR) (2005–2007), the paper shows that most politicians involved in this debate (from liberal Democrats to conservative Republicans) agreed with the basic assumptions of this general discourse. But the paper also identifies important variants on the ‘threat’ discourse and associated strategies. Hardline conservatives stressed that the essential ‘illegalness’ of immigrants posed a threat to the country. Protecting the nation state from this threat required policies to totally banish all undocumented immigrants from the country, irrespective of their ‘good’ conduct or exceptional circumstances. Moderate and liberal reform advocates agreed with the idea that undocumented immigrants posed a threat to the country. However, they believed that banishment alone could not address the threat. Instead they advocated a strategy of risk management whereby the population would be differentiated according to levels of risk (high to low priority) and policies of inclusion and exclusion would be adjusted accordingly. This would allow the government to incorporate low risk/priority immigrants while freeing government resources to target the ‘truly threatening’ groups (i.e., criminals, delinquents, homeless, repeat unauthorized entries, etc.). Thus, while both sides conceded that undocumented immigrants were a threat to the country, they developed important variants on the discourse and contrasting policy solutions to exert control over the population.  相似文献

What explains the French government’s unwillingness to accept more legal immigrants or at least ignore those who enter or over-stay clandestinely? This paper answers this question by exploring the political economy and regulation of undocumented immigration in France during the 1990s. In light of a broad liberal and Marxist literature on the political economy of immigration, I argue that three ‘proximate determinants’ shape the regulation of undocumented immigration in France (a ‘Europeanized’ security agenda, ‘self-limited sovereignty’ and control of the labour market, especially informal employment). However, these proximate determinants do not necessarily excavate the social relations of power (that is political economy) which constitute the basis for policy making. I argue then that a return to the importance of the labour market (and thus the class and racial constitution of French society) is essential, but without a simple return to Marxist political economy. Instead, I suggest the value of ‘virtualism’ for carving out a new post-structuralist/‘postmodern’ political economy of immigration.  相似文献

Abstract

The residents of multifamily rental housing are different from both homeowners and single‐family home renters, and these differences have implications for the housing market and for public policy. This article describes apartment residents today, discusses recent changes in their number and characteristics, projects their future growth and composition, and highlights business and policy implications of future changes.

For purposes of business and public policy, a segmentation of apartment residents into three submarkets is useful: the “affordable” market serving low‐ and moderate‐income households, some of which receive government housing assistance; the “lifestyle apartment market” serving higher‐income adult households; and the substantial “middle market.” The number of apartment renters is likely to grow moderately over time. The combination of multifamily structure type and rental tenure form offers unique opportunities not only for provision of affordable housing but also for revitalization of downtown areas and balanced “smart” growth in suburban areas.  相似文献

Abstract

What are the most effective ways to provide low‐income housing to those left behind in new economy housing markets? Do winners and losers in high‐tech competition require federal housing strategies geared to metropolitan differences? This article examines 45 large metropolitan areas grouped along a high‐tech spectrum to see who is dis‐advantaged and to deduce effective local low‐income housing strategies from market characteristics.

Finding affordable housing was, on average, more difficult for low‐income renters and owners in high‐tech economies in the 1990s. Nonetheless, high‐tech metropolitan economies, like other local/regional markets, vary greatly. Sharp differences among and within metropolitan markets make it essential that federal strategies allow local policies to respond to local conditions. To most effectively provide low‐income housing to those left behind in all markets, federal policy should target sufficient resources to severe housing needs through many more vouchers and programs that permit and encourage effective local choices.  相似文献

There are many federal, state, and local laws governing the landlord–tenant relationship. Yet scholars know little about their variety and what impact differences among jurisdictions have on renters and rental housing markets. This article examines state-level landlord–tenant policy approaches to determine whether there is significant policy variation and whether states illustrate identifiable policy types. Using cluster and discriminant analysis, this research creates a typology of landlord–tenant policy approaches, finding three distinctive approaches: protectionist, probusiness, and contradictory. This research indicates there is significant variation among state landlord–tenant statutory policies, although states’ laws generally reflect one of three philosophies. These results are important for future studies on rental housing because treating all state rental environments the same masks important differences in rental experiences across states. As an illustration, this article finds that renters in protectionist and contradictory states move significantly more than renters in probusiness states do. Furthermore, understanding where renters have more or less legal protection allows policymakers and advocates to focus their efforts on areas where assistance is most needed.  相似文献

This article assesses the affordability of U.S. Department of Housing and Urban Development (HUD) rental assistance properties from the perspective of transportation costs. HUD housing is, by definition, affordable from the standpoint of housing costs due to limits on the amounts renters are required to pay. However, there are no such limitations on transportation costs, and common sense suggests that renters in remote locations may be forced to pay more than 15% of income, a nominal affordability standard, for transportation costs. Using household travel models estimated with data from 15 diverse regions around the United States, we estimated and summed automobile capital costs, automobile operating costs, and transit fare costs for households at 8,857 HUD rental assistance properties. The mean percentage of income expended on transportation is 15% for households at the high end of the eligible income scale. However, in highly sprawling metropolitan areas, and in suburban areas of more compact metropolitan areas, much higher percentages of households exceed the 15% ceiling. This suggests that locational characteristics of properties should be considered for renewal when HUD contracts expire for these properties, based on location and hence on transportation affordability.  相似文献

Irregular migrants tend to live in dense urban settings. Cities respond to this phenomenon with a variety of urban immigration and citizenship policies in support of irregular migrants. These urban policies produce a disparity between local inclusion and national exclusion. This article describes and compares such urban policies, namely, urban citizenship, sanctuary cities, local bureaucratic membership, and regularizations. Urban citizenship serves as the normative foundation of these policies because it claims membership for all people who inhabit a city. Regularization programs confer national residency status on irregular migrants. Pro‐immigration actors favor this policy; however, when regularizations are not possible, cities can turn to sanctuary city and local bureaucratic membership policies. It is important for practitioners to comprehend and engage with these types of urban policies since they are likely to travel to cities worldwide.  相似文献

This paper uses the Canadian 2006 Census and the Swedish 2006 register data to analyse the citizenship effect on the relative earnings of immigrants, using instrumental variable regression to control for citizenship acquisition. We ask: ‘Is there a citizenship effect and if any, in which country is it that we find the largest effect and for which immigrant groups?’ We add one further dimension, asking if the size of the co-immigrant population in the municipality has an effect on earnings. We find that the impact of citizenship acquisition is substantial in both Canada and Sweden. However, the place of birth of immigrants is important. In most cases, immigrant women in Sweden enjoy a higher citizenship premium than is the case for immigrant women in Canada. Amongst men the picture is more mixed. Most European groups receive a larger citizenship premium in Canada as compared to Sweden. Being in a city with more immigrants of the same background is better for earnings in Sweden than in Canada. However, being in a city with a lot of immigrants (regardless of origin) is better in Canada as compared to Sweden.  相似文献

The housing market boom over the last decade has been welcomed by most Americans as a positive economic phenomenon, with beneficial effects on families and neighborhoods. However, this housing boom, while benefiting homeowners, has hurt America's renting population, a population among which minorities and the poor are vastly overrepresented. As rents have risen, renters have been forced to commit a greater percentage of their resources to simply keeping their homes, and thus found it difficult to invest in their own properties. Steady or falling incomes have exacerbated this bind, while a worsening public education and transportation system has added to the burden, particularly for poor and minority renters. The Federal government has failed to respond to this growing crisis, instead choosing to cut or curtail major renter‐assistance programs.  相似文献

Advocates commonly highlight the exploitation that hard-working undocumented immigrants commonly suffer at the hands of employers, the important contribution they make to the US economy, and the fiscal folly of border militarization and enhanced immigration enforcement policies. In this paper, I unpack these economic rationales for expanding immigrant rights, and examine the nuanced ways in which advocates deploy this frame. To do so, I rely on statements issued by publicly present immigrant rights groups in six places: California, Florida, Illinois, New York, Texas, and Washington, DC. I also draw on interviews with immigrant advocates in San Jose, CA and Houston, TX, press releases from two alternative national immigrant rights organizations, and an ethnographic photo-documentation of immigrant rights mobilizations in 2012–2014. Economic rationales, I emphasize, can be found in each of these contexts, but are not mutually exclusive to other justifications, including narratives about civil, human, and family rights for immigrants. However, I argue that an economic framing of immigrant rights nonetheless runs the risk reifying work over conventional understandings of criminality, often relies on a narrow definition of economic worth, and could have negative consequences for coalition building.  相似文献

There is a major housing affordability crisis in many American metropolitan areas, particularly for renters. Minimum parking requirements in municipal zoning codes drive up the price of housing, and thus represent an important potential for reform for local policymakers. The relationship between parking and housing prices, however, remains poorly understood. We use national American Housing Survey data and hedonic regression techniques to investigate this relationship. We find that the cost of garage parking to renter households is approximately $1,700 per year, or an additional 17% of a housing unit’s rent. In addition to the magnitude of this transport cost burden being effectively hidden in housing prices, the lack of rental housing without bundled parking imposes a steep cost on carless renters—commonly the lowest income households—who may be paying for parking that they do not need or want. We estimate the direct deadweight loss for carless renters to be $440 million annually. We conclude by suggesting cities reduce or eliminate minimum parking requirements, and allow and encourage landlords to unbundle parking costs from housing costs.  相似文献

This article discusses housing and the welfare state in Norway in 1980 and 2005 by applying Esping‐Andersen's theories of welfare state regimes to this sector. How should Norwegian housing policy be understood in light of Esping‐Andersen's conceptual framework, and what is the impact of post‐industrial change? In 1980, Norwegian housing policy was mainly characterised by social‐democratic traits such as market regulation, substantial public expenditure and universal subsidies for both renters and a large owner‐occupied housing sector. The effects of post‐industrial changes, including deregulation of the credit and housing markets, marked a major turn in housing policy and the housing market in Norway. By 2005, Norwegian housing policy was mainly characterised by traits that are typical of a liberal welfare regime: market economics, low public expenditure and subsidies for small, targeted groups, while other segments of the Norwegian welfare state remain characterised by social‐democratic traits. Esping‐Andersen's claim that the effect of post‐industrial transformation was different in different welfare regimes is thus not supported by the case of the Norwegian housing sector.  相似文献

In response to the dramatic rise in the number of unauthorized immigrants to the United States, every state has passed some form of immigration legislation. These laws appear to be predicated on a belief that unauthorized immigrants impose greater costs than benefits to state and local communities, including the labor market. The United States is facing an acute shortage of reasonably priced housing with over 35% of households paying more than 30% of their income for housing costs in 2015. As the U.S. economy recovers from the Great Recession, will housing become less unaffordable as incomes rise and households could potentially pay a lower share of their income for housing costs? To see if this is likely, I examined the change in housing affordability in the 100 largest metropolitan statistical areas (MSAs) in the United States between 1990 and 2000, a period of exceptional economic prosperity. I used the percentage of housing cost-burdened households (those that pay more than 30% of their gross income on ownership or rental costs) as a measure of the availability of reasonably priced housing. I used discriminant analysis techniques to detect statistically significant differences in the percentage of cost-burdened households in the 100 MSAs based on a variety of factors. I found that despite the phenomenal economic prosperity of the 1990s, about 30% of households were cost-burdened both in 1990 and 2000. High MSA median income was correlated with a greater shortage of reasonably priced housing. Neither economic growth rate nor poverty rate nor population growth rate distinguished high-shortage MSAs from low-shortage ones. Large MSAs and MSAs in the West had greater shortages than other MSAs. Economic prosperity did not alleviate the problem of lack of reasonably priced housing in the past, and is not likely to do so in the near future. Planners and policy-makers need to enact new policies at local, regional, state, and federal levels to effectively address America’s chronic affordable housing shortage.  相似文献

Some politicians employ harsh rhetoric demanding that government deny public services such as food, housing, and medical care to immigrants. While nonprofits assist immigrants in this regard, their work is sustainable only if private donors support them. Using a survey experiment, this article examines whether donors' willingness to support a charity depends on the legal status of its beneficiaries, and the region from which they have come. We find that, in relation to a charity that serves low-income families (control group), donors are less willing to support a charity serving immigrants, but the region from which beneficiaries emigrated is irrelevant. Donor willingness diminishes substantially when beneficiaries are undocumented or face deportation. While shared ethnicity between donors and beneficiaries does not increase charitable support, bilingualism does. In addition, support for the charity rises substantially among Latinx donors who were born outside the US and do not speak English at home.  相似文献

South Florida is experiencing an affordable rental crisis that is especially burdensome on those most vulnerable in society, low-income households. Rapid urbanization has resulted in inequitable land-use patterns that are a barrier to housing for the poor. As a solution to the crisis, local housing agencies seek to expand their affordable housing stock for vulnerable renters in opportunity-rich neighborhoods, but there is no standard framework for identifying properties for acquisition. Broward County serves as a case study to develop a housing acquisition tool. Using a combination of spatial statistics and principal components analysis, neighborhoods in which housing agencies may consider acquiring property are identified through the creation of an affordability surface in ArcGIS. Affordability is overlain by an opportunity surface derived from neighborhood quality and accessibility rankings. The results identify neighborhoods in Broward County that are both affordable and opportunity-rich, to better serve the county's most vulnerable renters.  相似文献

There are currently more than 11 million undocumented immigrants in the United States; the majority of them are of Hispanic origin. This article shows that Hispanic immigrants in the Greater Richmond, Virginia, area rely heavily on free clinics for basic health care services. Free clinics do not receive any public funding and thus face reduced government regulation. As a result, these clinics typically present fewer barriers to undocumented immigrants seeking care. Although free clinics function outside the mainstream of government funding for health care services, the Patient Protection and Affordable Care Act (ACA) of 2010 is so broad and far‐reaching in its scope and potential application that free clinics cannot escape its grasp once the new law is fully implemented. Because the ACA does not provide insurance coverage to undocumented immigrants, free clinics will remain their primary sources of care and treatment. Consequently, those responsible for implementing the ACA should consider the impact on free clinics.  相似文献
