In the absence of party labels, voters must use other information to determine whom to support. The institution of nonpartisan elections, therefore, may impact voter choice by increasing the weight that voters place on candidate dimensions other than partisanship. We hypothesize that in nonpartisan elections, voters will exhibit a stronger preference for candidates with greater career and political experience, as well as candidates who can successfully signal partisan or ideological affiliation without directly using labels. To test these hypotheses, we conducted conjoint survey experiments on both nationally representative and convenience samples that vary the presence or absence of partisan information. The primary result of these experiments indicates that when voters cannot rely on party labels, they give greater weight to candidate experience. We find that this process unfolds differently for respondents of different partisan affiliations: Republicans respond to the removal of partisan information by giving greater weight to job experience while Democrats respond by giving greater weight to political experience. Our results lend microfoundational support to the notion that partisan information can crowd out other kinds of candidate information.  相似文献

By the late 1980s, the absolute number of jobless in Norway had reached the same level as that during the Great Depression of the 1930s. Unemployment in the 1930s is known to have had an impact on party choice. Among those hit by unemployment in the 1980s, however, we no longer find a strong correlation between unemployment and party choice. This situation constitutes the point of departure for this article. The relationship between joblessness and party choice is investigated on the basis of four hypotheses: (i) The incumbency thesis , which suggests that the incumbent party receives support in accordance with fluctuations in economic conditions - i. e. it is punished in bad times and rewarded in prosperous times, (ii) The policy thesis , which predicts that voters concerned about unemployment prefer the Labour Party, (iii) The social composition thesis , which argues that the fluctuations between unemployment and party choice are simply due to changes in the social composition of the unemployed, (iv) The generation thesis , which underscores that the impact of unemployment on party choice varies according to historical generation. Confronted with empirical evidence, the social composition thesis is rejected. Likewise, support for the policy thesis has gradually vanished. Some empirical support is given to the incumbency thesis . In the end, however, the generation thesis appears to be the most relevant.  相似文献

Abstract. As in otherWestern countries, a wave of reform has swept the Danish public sector. The record of these reforms is mixed and paradoxical; an ambiguous delegation of executive authority and radical privatization have been successfully implemented, while other measures, especially contracting out and user democracy or the introduction of greater choice, turn out to have failed. The paper argues that this experience offers two general lessons. First, shortterm costs and benefits are decisive to those who enact and implement public sector reform. Second, institutional factors specific to each type of reorganization have a major impact on the political distribution of costs and benefits.  相似文献

Certainly the introduction of product market competition into potentially competitive or, at least contestable, markets can improve performance. To take just one example, Morrison and Whinston (1986, 1986) estimate that even in the imperfectly contestable U.S. airline industry, the annual U.S. welfare gains from deregulation have been around $6 billion.But this paper argues, and further buttresses empirically, that ownership also matters and matters a lot. This does not necessarily imply that private ownership is always preferable to public ownership. PCs also engage in rent-seeking where possible, but they will try to maximize realizable rents by (relatively) keeping down production costs. Of course, where there are massive economies of scale and scope, high entry barriers, or externalities, public ownership may be preferred. (see Vickers and Yarrow, 1988).  相似文献

This paper analyses whether and how party politics transform German bicameralism. Based on the policy positions of bicameral legislators, the study computes the win sets, the yolks of each chamber and a Nash solution in order to analyse empirically the effects of party politics on German bicameralism. In comparison to the basic bicameral model, hypotheses on bicameral conflict and policy stability are tested in the case of similar and different party majorities in the two-dimensional policy space of German labour politics. The results show that party politics transform German bicameralism in two ways. Similar majorities collapse bicameral checks-and-balances, while different party majorities come close to the basic bicameral model with high policy stability and conflict between both chambers.  相似文献

Both conventional welfare economics and public choice analysis suggest that economists have an important educational role to play in the public policy process — in improving the decision-making process. In sharp contrast, information and incentive problems related to voting rules, the bureaucracy, and the legislature do not arise in CPE because these processes are all perfect agents of interest groups. Consequently, the political process is efficient and there is no scope for beneficial economic analysis as it relates to the sugar program or other public policies. That is, the polity is efficient or it would be reordered by competing interest groups to make it so. But, as Mitchell (1989: 290) stresses, the important unanswered question in CPE remains: if there is no scope for improvement how and why does change occur?The analysis here suggests that the sugar program (and similar policies) may persist not because they are beneficial to the public at large but rather because information and incentive problems in the collective choice process lead to perverse results. Consequently, economic analysts can make a positive contribution to the public policy process by providing information about the responsiveness of alternative institutional arrangements to the values and choices of individual citizens (Wiseman, 1989). The Friedmans' Tide in the Affairs of Men view holds that economic analyses are important in changing public opinion, which is an important precursor to changes in public policy.  相似文献

This paper brings to political science a new decision-making model based on research in consumer behavior. Individuals do not necessarily make choices from the universe of alternatives; rather, they choose from a “consideration set,” a notion derived from both utility maximization and information processing theories. Here I apply a model of heterogeneous consideration sets to voting in the 2000 Mexican national election. I argue that the sub-national variation in the strength of Mexican parties leads to heterogeneous consideration sets, resulting in individuals with identical issue preferences and personal attributes making different voting decisions. Application of this model provides both interesting substantive conclusions about vote choice in Mexico and a more general theoretical innovation regarding vote choice.

Northern Ireland has always been a polity noted for its strong links between national identity, religion, and voting, and acute British unionist versus Irish nationalist divisions. The constitutional question of whether Northern Ireland should be part of the UK or a united Ireland dominates. Yet, recent surveys have suggested a sizeable and growing section of its electorate declares itself neither unionist nor nationalist. This development may have assisted the growth of the centrist Alliance Party, which rejects unionist and nationalist identities and claims to be neutral on Northern Ireland’s constitutional status. Alliance doubled its vote across three elections in 2019 and is now the third largest party in the region. This article examines the importance of ideological dealignment relative to other factors, such as Alliance’s opposition to Brexit, in explaining the rise of a non-binary party in a divided society.  相似文献
