The aim of this case study is to explore what actors in a Swedish municipality expect from a new administrative reform (i.e., an attempt to implement the Balanced Scorecard). The findings show that the expectations on changes are highest among the politicians, moderate among the administrators, and lowest among the operative employees. The differences can be explained by the way the reform is anticipated to favor or disfavor the actors, who in turn are influenced by the actors' past experiences. Most of the expressed expectations concern expectations of the outcome of the administrative reform, but some concern expectations on the reform itself.  相似文献

Local government reforms introduced throughout the mid-1990s radically altered the face, institutional form and structure of local government in the state of Victoria, Australia. In rural areas, where shire boundaries often reflected deeply ingrained notions of communal interest and identity, the forced merger of previously independent and fiercely parochial councils into larger unified political and administrative units was particularly contentious. Drawing on a survey of 649 residents from the rural Shire of Buloke, this paper examines attitudes towards local government amalgamation, levels of inter-community trust and reciprocity, and how these vary across different parts of the municipality. Social network analysis is then used to explore the relationship between these attitudes and trust levels and the structure and orientation of respondents’ inter-community networks. The paper finds that despite the passage of more than a decade, significant residual resentment surrounding the impact of the forced amalgamations remains evident across most communities in Buloke Shire. There is a widespread perception that the reforms have undermined rather than improved the operation of local government across the municipality, and that post-amalgamation political structures have largely failed to effectively reconcile the diverse and sometimes disparate interests of Buloke's constituent towns and communities. The network analysis also suggests that much work remains to be done to develop a meaningful sense of community based on the new administrative boundaries, with very little evidence of cross-community cooperation, coalition building or issue-based interaction detected.  相似文献

About one-third of all local and regional councils in Israel are Arab. Ever since their establishment, and especially during the last decade, the Arab authorities have suffered from financial crises and from administrative and organisational deficiencies that jeopardize their functioning. Arab local politics is characterised by the increased strength of traditional clan-affiliated forces, at the expense of modern representative groups. The present article has tried to explain the problems that beset the management of Arab local government in Israel. We believe that the explanation is rooted in the fact that ‘partial modernisation’ is the dominant explanatory variable for Arab local government shortages.  相似文献

This article is about the persistence and resilience of the form of local government that emerged in England in the nineteenth century and took shape in the twentieth century. English local government has adapted to successive reorganisations and changes to its functions; it has survived centralisation, privatisation, the imposition of quangos, regional governance, elected mayors, performance management and latterly fiscal austerity by responding to opportunities and meeting the continual need for administrative tasks at the local level. The centralised structure to political management in English local government has generated a high level of organisational capacity and a pragmatic sensibility that ensures the institution remains in place even in unpropitious circumstances. Other local organisations, such as voluntary sector bodies and quangos, have less capacity to compete and work to shorter timescales. Such resilience has come to the fore in the period of fiscal austerity since 2009 when local authorities have had to manage severe declines in their budgets whilst taking on additional functions, such as council tax benefit. The organisational capacity and pragmatism of English local government create path dependence as its very efficiency at managing services may have shut off options for democratic renewal and participation.  相似文献

Local government as an institution constitutes one of the many resources at the disposal of central government for achieving certain ends. The local government system is therefore a means directly related to some perceived ends although in certain cases it can also be pursued as an end in itself. In many countries including Zimbabwe the ends of local government are often unclear and multidimensional including the promotion of local democracy and participation in national politics and development; providing structural framework for the provision of local services, promoting local administrative efficiency and in rather few cases, providing a framework for local economic development.

In many countries local government system is used to either strengthen a top-down hierarchical approach or a bottom-up or horizontal approach to administration and national economic development. Such goals of local government inevitably result in different types of philosophy, administrative theories and strategies, decentralisation models, organisational structures, centre-local relations and the nature of powers ceded to local government by central government. The main theme of this paper is that within the context of Zimbabwe, there has been a major discrepancy between the largely territorial goals or ends to be achieved by post colonial local government transformation and its continuing functional organisation inherited from colonialism. This contradiction is described in the title as decentralisation and recentralisation.  相似文献

This article analyses the impact of metagovernance on the functioning of local governance networks. It does so by comparing the functioning of four local governance networks in the field of local employment policy in Denmark. Between 2007 and 2009, two of these networks were linked to jobcentres in which the municipality and a state agency shared responsibility for employment policy, while the other two were linked to jobcentres in which the municipality had full responsibility. We explore two types of metagovernance that the local governance networks were subject to: general, hands-off metagovernance consisting of the assignment of full responsibility to the municipality alone, or of shared responsibility to the municipality and the state jointly; and tailored and fine-tuned metagovernance directed towards only one or a few networks and their corresponding jobcentre(s). Our findings suggest that, as network governance becomes a mature phenomenon, the importance of metagovernance increases, particularly for strategic reasons. More specifically, we find that the functioning of local governance networks is only marginally affected by acts of general, hands-off metagovernance, such as the different organisational set-ups ascribed to the jobcentres. More influential are the hands-on network management tools, such as direct consultancy. Hands-on metagovernance instruments, however, are more costly for the metagovernor. Whichever tool is applied, the local actors' responsiveness to metagovernance is significant for the outcome.  相似文献

ABSTRACT

It is an old adage that local government is a training ground for democracy. Its human scale means that political amateurs can contribute effectively and meaningfully to the politics of a state. But in a political climate seemingly driven to consolidate local government into ever larger units, can a not so local local government still elicit an efficacious and participatory citizenry? This paper explores the effect of municipality population size on two important aspects of democratic culture: political efficacy and political participation. Via a two-part systematic review, the paper examines how extant empirical literature bears on the relationship between size and both of these aspects, hypothesising that political efficacy plays a mediating role between size and participation. The findings are unequivocal: citizens of smaller municipalities feel a greater sense of political efficacy and participate to a greater degree in local politics.  相似文献

The abolition of the Audit Commission in England raises questions about how a major reform was achieved with so little controversy, why the agency lacked the institutional stickiness commonly described in the literature on organisational reform and why it did not strategise to survive. In this paper, we apply argumentative discourse analysis to rich empirical data to reveal the pattern and evolution of storylines and discourse coalitions, and the ways in which these interact with and affect the practices of Parliament, the media and the Audit Commission itself. Our analysis shows that the politics of administrative reform are as much about discursive framing and the ability of pro-reformers to gain discursive structuration and institutionalisation as they are about the material resources available to a newly elected government and its ministers. Questions of technical feasibility are unlikely to derail a reform initiative once its promoters gain discursive ascendency.  相似文献

This article investigates the forms of communication emerging between local administrative authorities and large-scale agricultural enterprises with regard to public service provision in two Russian villages. Using a systems theory approach and conceptualising Soviet society as an organisational society, privatisation and local government reform may be observed as attempts to disentangle former collective farms and local authorities and adjust them to the logics of functional differentiation. Empirical evidence from a former kolkhoz and an agro-holding shows that both react to the contradiction between global transformation imperatives and local expectations, using a specific combination of formality and informality as a condition of their reproduction in the villages.  相似文献

This paper reports on the findings of a research project that examined the changes to the public health system in England introduced in 2013. Drawing on case study research and two national surveys the findings explore the impact of organisational change on the composition and role of public health teams. Views and experiences were obtained from public health leaders involved in the transfer of staff and functions from the National Health Service in England to local authorities. National surveys at two points in time aimed to compare and contrast views on the evolving changes. The new organisational and managerial arrangements had enabled public health professionals to widen their work and influence, and public health skills and budgets were welcomed by those in local government. Initially, in some areas, directors of public health were less certain of the benefits of the transfer to local government compared to high levels of confidence expressed by elected members, but perspectives changed over time and moved closer together. National headline figures were found to mask high levels of turbulence and churn being experienced by individual authorities identified in the case study research, and the trend of reducing capacity through cuts to staff, budget and services was a cause for serious concern.  相似文献

ABSTRACT

Controversy surrounds local government reform, particularly efforts directed at reducing the number of local authorities to secure economies of scale. We examine whether economies of scale exist in local government outlays by analysing the expenditure of 398 municipalities for the Brazilian state of Paraná using a 16-year panel dataset covering the period 2002–2017. We find evidence that municipal expenditure is characterised by substantial scale economies. However, given the strong correlation between population size and population density, it is important to ascertain whether the influence of population size on municipal expenditure is due to variations in population density or not. When local government areas are divided into sub-groups based on population density, evidence of scale economies remains with the majority of councils operating below optimal size. Municipal consolidations may thus lead to lower per capita expenditure.  相似文献

This paper discusses and tries to explain the paradoxical observation that a local government reform aimed at reducing or even removing bureaucracy actually leads to more formalisation, not less. During the last 10–15 years more than 40 per cent of Norwegian municipalities have adopted an organisational model that makes the administration more disaggregated, decentralised and flat. The reform has been promoted by strong post- or even anti-bureaucratic rhetoric, arguing for increased managerial autonomy at the operational level. The basic idea is that greater autonomy will create better performance. The paradox of increased formalisation is discussed on the basis of rhetoric, unintended consequences, diagnostic problems and linguistic problems. The paper concludes by pointing out the need for a more nuanced conception of bureaucracy than the dichotomous approach of post-bureaucracy can offer. It also outlines a couple of supplementing explanations for increased formalisation.  相似文献

This article examines the strong mayor form of local political management in Spain. Drawing on empirical research conducted with members and officers in a Spanish municipality, the system is analysed according to leadership, representation and responsiveness, accountability, scrutiny, and decision-making. It finds that the model underpins concentrated individualised leadership exercised by the mayor. Representativeness and responsiveness in the system are hampered by the absence of electoral divisions within the municipality, meaning citizens do not have their own councillor, and by there being no institutionalised system of citizen participation or decentralisation. Elections every four years serve to hold incumbent mayors to account, and the full council has the power to recall the mayor, though such a recall is unlikely. There is little detailed scrutiny of the performance of the municipal government. It is argued that the security of tenure enjoyed by Spanish mayors is unlikely to be replicated in England, and that there is some concurrence in Spain with reform trends observed elsewhere.  相似文献

Achieving effective local collaboration, a strong theme of the previous Labour government, may actually become more important given Coalition government policies emphasising decentralisation and encouraging alternative providers of public services. Therefore, it remains essential to learn from experiences of collaboration especially as, despite significant research, few studies explicitly identify guidance for improving this practice that is of specific relevance to local policy actors. In order to do so, a decentred and ethnographic approach was adopted to examine collaboration in a case study of a Sport and Physical Activity Alliance in Casetown, a medium-sized city in the south of England. Findings from this case study reinforced those found in other studies that pointed to the constraints of targets imposed by the Labour government, ingrained approaches to public administration and lack of open acknowledgement of power differentials impeding the development of effective collaboration. Drawing on the suggestions of those involved in the alliance, an alternative vision of collaboration is advocated, focused on shared learning and bottom-up implementation within more fluid and open structures in which there would be greater scope for the exercise of agency on behalf of those individuals and organisations involved. As during the period of the Labour government, aspects of current wider policy agendas may impede as well as support the development of this alternative vision of collaboration. Nevertheless, it is argued that reflexive local actors may collectively be able to address the contextual challenges that exist in order to develop more effective forms and practices of collaboration.  相似文献

Through different forms of decentralization variables, this study investigates Indonesian local government authorities' 2006 financial accountability reports in terms of local government authorities' contributing funds to political parties. Audit results by the Supreme Audit Body reveal that many articles were violated by these authorities in regard to the distributing, administrating, and reporting of assistance funds from them to political parties. Each rupiah committed by the 221 local government authorities involved in this study violated, on average, 1.8 articles, indicating a low level of compliance.

Critically, the study finds that administrative, fiscal, and political decentralization decreases discrepancies. The less administratively decentralized provincial authorities, where decision making is a level of government farther from the people, are more likely than non-provincial local government authorities to make discrepancies with political party legislation and regulations. Fiscally decentralized local government authorities, who earn a higher fraction of their revenue from local sources, also tend to have fewer discrepanciesFinally, politically decentralized authorities with a higher percentage of elected officials from the decentralized supporting ruling coalition, also have fewer discrepancies.  相似文献

Prefects are considered important actors in the formation of different public policies in Turkey. While prefects and sub-prefects are empowered by means of new policies, their roles are also altered during the process of strengthening local governments. This alteration process represents the spirit of the state reform in its broadest range, that is, the conflict between the central and the local. Another new public policy for Turkey is metropolization. The administrative structure of Turkey has been dramatically changed by the introduction of the new Metropolitan Municipality Law (Law No. 6360, 2012). Representing a major change, this law added 14 more metropolitan municipalities to the already existing 16, and abolished Special Provincial Administrations within the metropolitan municipalities. This study aims to explain the reforms made on a metropolitan level together with the transformation of the government, the central–local conflict, and the prefects’ role in these reform and transformation processes in Turkey.  相似文献

Social sustainability, in theory, should result in responsiveness to change, a durable sense of community trust and interdependent institutional structures. However, recent studies indicate that current sustainability efforts of regional local government are not yielding anticipated outcomes. Drawing on two social theories of Henri Lefebvre, this paper offers an empirical analysis of the ability of the government–governance nexus to deliver on social sustainability promises in Moranbah in regional Australia. Study findings revealed that the Moranbah government–governance nexus suffers from adversarial relationships between key actors that result in a distrust of politics and power, the absence of a defined governance system, community alienation, and State Government dominance and intervention. These experiences of the government–governance nexus have rendered social sustainability a distant hope for Moranbah’s residents. This paper suggests a reform in sustainability policies to improve the current situation in the case region, and theoretical propositions for future research.  相似文献

ABSTRACT

There is continuous pressure on public managers to adopt information and communication technologies (ICTs) to transform the way cities work. E-government research provides insights on the institutional, organisational, and individual factors that shape technology adoption and use. Yet most studies on small and medium sized cities use cross-sectional data or rely on small samples. We lack a systematic understanding of how technology use in smaller cities has changed over time and where these cities are lagging. Drawing from a multi-year, multi-method national study of city government technology use, we describe advancements and gaps in the enactment of a range of technologies, from social media to open data portals, and explore variation across city population, department type, and manager age. Our findings show that smaller cities still lag in the adoption of key features while local government managers are more inclined to adopt and positively perceive social media than traditional ICTs.  相似文献

This study explores the financial sustainability of subnational governments in four different countries. Scholars argue that subnational fiscal capacity helps local governments deliver better public services and provide public goods, which in turn helps to promote economic growth. While administrative control by the central governments contributes to reducing moral hazard from the soft budget constraints, bottom-up strategies to manage fiscal profligacy also need attention. The study first provides understanding about the characteristics of central-local governance and management of subnational government debt of each country. Then, we test our hypotheses regarding local fiscal capacity and administrative control, including political-economic factors that may affect debt spending by local governments. Our findings show that subnational fiscal sustainability improves when the central governments have clear rules to intergovernmental transfers in place and more (market) liberal policies, meanwhile when subnational governments have a more fiscal capacity and less intergovernmental transfers they are able to manage their debt more soundly.  相似文献

Recently, some European social scientists have claimed that the old legal-bureau-cratic model of administration has been replaced by a new paradigm in public administration, characterized by a strong emphasis on collaboration in local inter-organizational networks. The proponents of this policy network approach take a clearly voluntaristic view on policy implementation; network actors build consensus in negotiation processes, and the role of central government is restricted to that of goal-setter, facilitator and mediator. Thereby, phenomena like power and steering are overlooked. This paper gives an account of a major Swedish reform in the area of old-age care, whereby the boundaries between regional and local areas of responsibility for care of the elderly were displaced. By using a variety of control methods, central government was able to structure and steer the old-age implementation networks. The consequences of this central steering were different on different administrative levels: for the county councils, the reform has resulted in a specialization for the core areas of primary health care and hospital treatment, whereas the municipalities have had to diversify their areas of activity. Thus, to understand the effects of the reform, implementation networks must be viewed as both hierarchical and horizontal power structures, where national government, from a hierarchically superior position, can affect formally horizontal relations between actors by creating patterns of interdependence. Central government's steering has taken on less direct forms than the traditional ones, but indirect forms of steering can certainly be efficient, especially when several mutually reinforcing control methods are combined.  相似文献
