Researchers on inequalities in representation debate about whether governments represent the preferences of the rich better than those of less affluent citizens. We argue that problems of high- and low-status citizens are treated differently already at the agenda-setting stage. If affluent and less affluent citizens have different priorities about which issues should be tackled by government, then these divergent group priorities explain why government favours high- over low-status citizens. Due to different levels of visibility, resources and social ties, governments pay more attention to what high-status citizens consider important in their legislative agenda and pay less attention to the issues of low-status citizens. We combined three types of data for our research design. First, we extracted the policy priorities (most important issues) for all status groups from Eurobarometer data between 2002 and 2016 for 10 European countries and matched this information with data on policy outcomes from the Comparative Agendas Project. We then strengthen our results using a focused comparison of three single country studies over longer time series. We show that a priority gap exists and has representational consequences. Our analysis has important implications for the understanding of the unequal representation of status groups as it sheds light on an important, yet so far unexplored, aspect of the political process. Since the misrepresentation of political agendas occurs at the very beginning of the policy-making process, the consequences are potentially even more severe than for the unequal treatment of preferences.  相似文献

Research shows that electoral systems, gender quotas and a country's socio-economic development affect women's legislative representation (WLR). Less attention is paid to the effects of the rise of regional political arenas and multilevel politics on WLR. Due to less costly and competitive electoral campaigns, women can have easier access to regional legislatures. We argue that this relationship is mitigated by the distribution of competences between the different levels of the political system and that decentralization's effect on WLR at the regional level is dependent on the regions’ political power. To test this, we use an original dataset on WLR in 383 regional parliaments in 19 European countries from 1970 to 2018. Results of the three-level models show that more political authority vested into regions leads to a lower level of WLR in the legislatures of the more politically powerful regions in comparison with not only the regions possessing less authority but also with the national parliament. Possible explanations for this effect, such as the attractiveness of these positions to the mostly male political elite and, consequently, increased costs and competitiveness of electoral campaigns, are suggested.  相似文献

The 2014 European Parliament (EP) elections produced a record proportion of women MEPs overall (37 per cent). Yet, these results vary widely across countries and parties. This article aims to explain these variations, evaluating not only who the elected representatives of the 8th EP are, but also how they got there. Are the paths to the EP the same for women and men? Are there gender differences in terms of MEPs’ political experience? A unique dataset listing more than 700 elected MEPs and their background, party and country characteristics is used to empirically examine who makes it to the EP and through which route. The results of the analysis suggest no significant gender differences in the pathways to the EP. Yet, parties matter: more women were elected to the 8th EP from left‐wing than from right‐wing or ‘new’ parties, and both men and (especially) women representing right‐wing parties tend to be politically more experienced than their fellow MEPs from other types of parties. Furthermore, it is found that men are more likely than women to be promoted straight from party office to the EP, suggesting that some pathways to the EP are less open to women than others.  相似文献

This paper critically examines Alan Patten’s theory of neutrality of treatment. It argues that the theory assumes an inadequate conception of personal autonomy, which undermines its plausibility. However, I suggest that the theory can resolve the problem by developing and reinterpreting its conception of autonomy and introducing an additional strategy for addressing the power imbalances that result from the market-based interactions between individuals and their conceptions of the good.  相似文献

Whilst existing civil society studies generally fail to systematically examine the way that contextual factors shape women’s representation in the civil sphere, political science has predominantly focused on legislative settings. This article responds to the resultant knowledge-gap by examining the hitherto underexplored role of civil society as a political space integral to the substantive representation of women (SRW)—or, the process by which women’s concerns are advanced in policy and politics. The article uses grounded theory in order propose a systematic analytical model showing how the SRW is a contingent process whereby the motives of civil society organizations are translated into action repertoires shaped by three (non-discrete) spheres: political, socioeconomic, and organizational. Its wider contribution to civil society scholarship is in highlighting how civil society is a complex, heterogeneous political space wherein SRW claims-making requires cognizance of the co-presence of contingent factors that offer immanent explanatory power.  相似文献

Abstract

Members of parliament are accountable to both their district and party. Consequently, they have to balance their responsiveness to these competing principals when their preferences diverge. Existing research on this representational dilemma focuses mostly on the role of political institutions, whereas this article offers a new individual-level explanation: pre-parliamentary party careers. Using sequence analysis, three ideal-typical pre-parliamentary career paths are identified: the party local, the party functionary, and the party civilian. The share of party locals increases over time at the expense of party civilians in the Danish parliament, and these party locals are more likely to diverge from the party’s position when it is unpopular among their constituents. These findings corroborate existing evidence of political professionalisation in parliamentary democracies, but they also suggest that professionalisation may be associated with a localisation of politics leading to more rather than less constituency representation.  相似文献

In the light of current debate on representation, specifically engaging with literature showing how representation is communicatively constituted, this paper empirically shows how exclusion also can be seen as communicatively constituted. The interpretive approach toward communication employed in this study presents new insights on how, for citizens, government communicates its responsiveness, and how citizens' interpretations that arise from these communications make sense. Dutch citizens who evaluate government responsiveness as low were interviewed to explore their views. The respondents evaluate government responsiveness on the basis of a set of engagements with government. These engagements are conceptualized in terms of four types of encounter – forms in which government manifests itself to citizens. By ‘thinking with’ these encounters, citizens relegate institutions and processes of representative democracy to the margins of political reality. Situating citizens outside of democratic politics, these interpretations imply the experience of exclusion, despite apparently functioning democratic institutions and processes.  相似文献

PR systems often are credited with producing more equitable outcomes between political parties and encouraging wider social group representation than majoritarian systems. Theory suggests that this should instill greater trust, efficacy, and faith in the political system. We assume that citizens disadvantaged by majoritarian rules (political minorities) will have a relatively greater shift toward positive attitudes about democracy following a transition from a majoritarian system to proportional representation. We employ panel data from the 1993–1996 New Zealand Election Study (NZES) to test hypotheses about the effects of electoral system change on attitudes about governmental responsiveness, trust in government, and political efficacy. We find that there is a general shift in mass opinion toward more positive attitudes on some measures of efficacy and responsiveness. Political minorities display a greater shift toward feelings of efficacy than other voters.  相似文献

Abstract. This paper critiques what can be interpreted as an application of the literature on state failure in current political economy and political science to the changing role of political parties in advanced post–industrial democracies, Katz and Mair's theory of cartel parties . It develops an alternative set of hypotheses about the dynamics of parties and party systems with the objective to clarify empirical terms according to which rival propositions can be tested. Specifically, the paper rejects three propositions in the theory of cartel parties and advances the following alternatives. First, party leaders are not divorced from their members and voting constituencies, but become ever more sensitive to their preferences. Second, inter–party cooperation generates a prisoner's dilemma in the competitive arena that ultimately prevents the emergence of cartels. Ideological convergence of rival parties has causes external to the competitive arena, not internal to it. Third, conventional parties cannot marginalize or coopt new challengers, but must adjust to their demands and electoral appeals. The age of cartel parties, if it ever existed, is not at its beginning, but its end.  相似文献

The theoretical inclusion and exclusion thresholds are, respectively, the vote shares below which a party cannot possibly win a seat, and above which it cannot possibly fail to do so. They are important in evaluating how hospitable electoral systems are to small parties. Previously, they have been calculated at the district level. Here the theory is extended to the national level. Surprisingly, the inclusion threshold depends on the smallest district in the country — not the largest. The exclusion threshold depends on all districts. The theoretical results are compared to empirical observations for 23 electoral systems. The inclusion threshold is indeed close to the minimal vote share that ever led to a seat in the national assembly. In stark contrast, the exclusion threshold is much higher than the maximal vote share that ever failed to produce a seat in practice. Multi-level governance in the European Union is a well-established model in the EU literature. An area of ongoing focus within that literature has been the regional representation offices that have proliferated in Brussels. This article addresses the research question of how domestic institutional arrangements affect the strategies of regions seeking representation at the European level. Based on the results of original interviews with directors and deputy-directors of Austrian regional representation offices in Brussels to illustrate the approach these offices take when interacting with other European institutions and with Austrian federal representatives, this study builds on the regional representation literature that has stressed the pre-eminence of state institutional structures in understanding the role of regional representation offices and argues that the importance of the offices is best examined through a focus on state level institutions and power arrangements rather than on office impact at the European level.  相似文献

Concern about political disengagement is prevalent in British politics, and this article seeks to examine what the Westminster Parliament has been doing to address it. Recent reforms and recommendations from various parliamentary committees are examined, including increased use of the Internet to disseminate information about Parliament, the use of online consultation mechanisms, and the tentative extension of parliament's petitioning processes. The discussion is couched in the representative origins of Parliament, its adaptation to democratic politics and the extent to which its response to political disengagement is contextualised by its representational, rather than its democratic, role. The article addresses whether Parliament can approach these issues in a 'holistic' fashion, and as a 'unified' institution within the political system.  相似文献

The existing literature on ideological congruence has typically looked at congruence immediately after elections when governments are formed. This article goes beyond that comparative static approach by examining changes in citizen-government ideological congruence between two fixed points in time, namely at the beginning and end of government mandates. Building on a veto player approach and dynamics of party competition under majoritarian and proportional representation (PR) electoral systems, the results indicate, first, that government positions are more stable in between elections, as the number of parties and their ideological distance increase in cabinet. Second, it appears that single-party and homogeneous coalition governments decrease ideological congruence between elections under low levels of polarisation, while they increase congruence under very high levels of polarisation. Third, it was found that governments under majoritarian systems slightly decrease congruence between elections while congruence stays stable on average under PR systems. The different levels of party system polarisation across majoritarian and PR electoral systems mostly explain this difference.  相似文献

ABSTRACT

Toleration is usually regarded as a pivotal democratic virtue that should be cultivated in the educational systems of liberal democracies. The concept of toleration, however, is marked by deep ambivalence. Power-theoretical criticisms of toleration as a political and educational ideal have emphasized that discourses of toleration are entangled with societal power struggles, and tend to naturalize social hierarchies and reify individual and collective identities. Given this criticism, toleration refers not just to justificatory problems concerning the limits of political or pedagogical authority, or to the peaceful negotiation of conflicts that pervade pluralistic societies. On the contrary, toleration itself seems to create and perpetuate precisely those political conflicts that it is meant to contain. This contribution develops a defence of toleration as a coherent and sound aim of public education and as a democratic virtue against the power-theoretical critique.  相似文献

The extent of strategic voting in the Spanish general elections of 2000, 2004 and 2008 is estimated using a new measure of strategic incentives suitable for proportional representation systems that avoids some of the problems associated with lagged variables. Strategic behaviour increased from 12 to 33 per cent of the electoral base of the United Left Party, the major victim of strategic defection. This estimate is a conservative one as elite mobilisation is controlled for in the constituencies, which is unusual in the literature on strategic voting that uses regression‐based methods.  相似文献

Past scholarship has documented that women tend to know less about politics than men. This study finds that political knowledge of one kind—knowledge about the actual level of women's representation—is related to support for having more women in office. Individuals who underestimate the percentage of women in office are more likely than individuals who know the correct percentage to support increasing women's representation. Meanwhile, individuals who overestimate the percentage of women in office are less likely to support increasing women's representation. Ironically, women are more likely than men to overestimate the presence of women in office. I also find that gender predicts support for having more women in office, with women more supportive than men. Women would be even more supportive of electing more women to office if they were as knowledgeable as men about the extent of women's underrepresentation.  相似文献

The theme of this article is political citizenship among people with disabilities. Political citizenship on the basis of gender and ethnicity has received attention internationally. However, there has been little attention on political citizenship of persons with disabilities. The article sheds light on political representation at the local level in Norway. The data used are from a survey sent to 767 political representatives in local politics and 50 administrative representatives. Our study shows that disabled people are under-represented in local political assemblies, and thus, their political citizenship is not fully acknowledged. We apply Fraser (N. Fraser, 1997. Justice Interruptus. Critical Reflections on the ‘Postsocialist’ Condition. New York and London: Routledge) concepts of redistribution and recognition to analyse the lack of representation of disabled people. According to the dimension of redistribution, the analysis shows that neither the physical conditions nor the organization of the different meetings is particularly well adapted for disabled people. The dimension of recognition shows that disabled representatives are expected to be more occupied with issues concerning disability than other representatives. The analysis also shows that over time it has become more important for elected disabled representatives to put issues concerning disability on the agenda.  相似文献

We study the effects of mandatory (legislated) gender quotas in Poland, a country utilising an open-list proportional representation electoral system. We use a unique data set comprising multiple characteristics of all candidates running in two consecutive elections to the lower chamber of the Polish parliament (the Sejm). The first of them (held in 2007) was the last pre-quota election and the second (held in 2011) the first post-quota one. We show that quotas have an inherently paradoxical nature: they cause a substantial increase in the number of female candidates but the increase is accompanied by a sharp decline in women's electoral performance. This regularity holds even if we account for multiple indicators of candidate background, including previous political experience.  相似文献
