This study is part of a larger research project on police crime in the United States. Police crimes are those criminal offenses committed by sworn law enforcement officers who have the general powers of arrest. Profit-motivated police crime involves officers who use their authority of position to engage in crime for personal gain. This study reports the findings on 1,591 cases where a law enforcement officer was arrested for one or more profit-motivated crimes during the seven-year period 2005–2011. The profit-motivated arrest cases involved 1,396 individual officers employed by 782 state, local, special, constable, and tribal law enforcement agencies located in 531 counties and independent cities in 47 states and the District of Columbia. Our data is the first systematic study of profit-motivated police crime. The study describes the nature of this form of police misconduct in terms of several dimensions, including the characteristics of police who perpetrate these crimes, where it occurs, the specific criminal charges, and the contexts within which profit-motivated police crime is punished through police agencies and the criminal courts.  相似文献

Research on the relationship between police and crime, like many criminological topics, is subject to uncertain causal direction and omitted controls. We recommend procedures that mitigate these problems: the Granger causality test, proxies for missing variables, robustness checks, and making data available to other researchers. Because specification problems are common in the social sciences, this strategy has applicability beyond the issue of police and crime. We analyze yearly police data and UCR crime rates, at the state and city levels, pooled over two decades. We find Granger causation in both directions. The impact of crime on the number of police is slight, but the impact of police on most crime types is substantial. The latter result is more robust at the city level.  相似文献

The recent renaissance of ecological research in criminology has brought with it a renewed interest in the relationship between crime and social control in local communities. While several researchers have noted that the police are a critical part of the community crime-control puzzle, there is very little research and no theory that addresses variation in police behavior across physical space. In an attempt to further understand police operations in local communities, this article offers a theory that explains how levels of crime and other forms of social deviance in communities affect police action. The article concludes with a discussion of the implications of the theory for understanding how police behavior varies across physical space and how crime patterns develop and are sustained in local communities.  相似文献

Dutch criminality and its relation to the performance of police and justice have only recently been analyzed at the macro level (e.g., at the level of municipalities or the whole country). This type of approach is a useful supplement to analyses at the micro level (that of individuals), which are more common in Dutch empirical criminological research. The main results of such a macro approach are presented in this article. We conclude that the per capita numbers of youth, divorced people, and unemployed contribute significantly to the crime rate. The police strength and solving rates are important factors as well. Analysis of the production process of the police reveals that detecting one more case of driving under the influence is far more expensive than solving one more other crime or handling one more traffic accident. The results are combined to sketch a cost-benefit approach of different strategies in allocating more resources to the police. Allocating extra resources to solving more cases of vandalism gives the best cost-benefit ratio.  相似文献

Against a background of high crime across Europe, this paper argues that there is scope for improving police performance in detection. It also suggests that a more balanced approach to crime control is needed, with a shift in policy emphasis toward prevention. Both improved police performance in detection and the approach advocated for increased preventive effort are rooted in science. The specific role of science and technology in the context of crime control is considered and its implications for public policy and police training are briefly discussed. It is suggested that the problem-oriented approach to crime prevention, as increasingly practiced by the UK police and those in other jurisdictions, could be described as approaching scientific method, and perhaps be promoted as such.  相似文献

While organized crime has an impact on youth that is both broad and direct, frequently it has a more substantial impact as a consequence of its indirect effects that are noted particularly at the community level. This report explores the impact of both traditional and non-traditional organized criminal activities on youth. It also discusses the effect of organized crime on public perception, vulnerable youth populations, and police resource allocation including both supply and demand reduction measures. The research on organized crime in this context is limited in a number of areas. Further research on the impact of organized crime on youth, for example, should include issues related to public perception and the collection of appropriate data. An ethnographic approach could also help expand our understanding of some of the impacts. Policy regarding internal (police) and external (public) communication of the local impact of organized crime should be examined, as well as that related to data entry, police resource allocation, and the issue of supply and demand reduction.  相似文献

Although politicians, police, and others have often advocated the expansion of police employment in the effort to control crime, the empirical relationship between police employment and crime rates has seldom been systematically explored. This study incorporates variables which are causally related both to crime and police employment roles for the 252 northern and northeastern suburbs for which police employment and crime data are available for 1970–1972. Separate analyses of violent and property crime are undertaken, incorporating data on police employment as a causally related variable along with several other determinants of crime identified in earlier studies. The analysis suggests that police employment and crime rates are reciprocally related, and that these relationships offer more support for a “labeling” than a “deterrence” perspective.  相似文献

An important yet poorly understood function of law enforcement organizations is the role they play in distilling and transmitting the meaning of legal rules to frontline law enforcement officers and their local communities. In this study, we examine how police and sheriff's agencies in California collectively make sense of state hate crime laws. To do so, we gathered formal policy documents called “hate crime general orders” from all 397 police and sheriff's departments in the state and conducted interviews with law enforcement officials to determine the aggregate patterns of local agencies' responses to higher law. We also construct a “genealogy of law” to locate the sources of the definitions of hate crime used in agency policies. Despite a common set of state criminal laws, we find significant variation in how hate crime is defined in these documents, which we attribute to the discretion local law enforcement agencies possess, the ambiguity of law, and the surplus of legal definitions of hate crime available in the larger environment to which law enforcement must respond. Some law enforcement agencies take their cue from other agencies, some follow statewide guidelines, and others are oriented toward gaining legitimacy from national professional bodies or groups within their own community. The social mechanisms that produce the observed clustering patterns in terms of approach to hate crime law are mimetic (copying another department), normative (driven by professional standards about training and community social movement pressure), and actuarial (affected by the demands of the crime data collection system). Together these findings paint a picture of policing organizations as mediators between law‐on‐the‐books and law‐in‐action that are embedded in interorganizational networks with other departments, state and federal agencies, professional bodies, national social movement organizations, and local community groups. The implications of an interorganizational field perspective on law enforcement and implementation are discussed in relation to existing sociolegal research on policing, regulation, and recent neo‐institutional scholarship on law.  相似文献

This paper offers a methodological approach for estimating classification error in police records then determining the statistical accuracy of official crime statistics reported to the Uniform Crime Reporting (UCR) program. Classification error refers to the mistakes in UCR statistics caused by the misclassification of criminal offenses, for example recording a crime as aggravated assault when it should have been simple assault. Statistical accuracy refers to the estimated true total of each crime type based on cancelling effect of undercounting and overcounting crime due to misclassifications. The population for the study consists of the 12 largest municipal police agencies in a mostly rural southeastern state. Based on a sample of 2,663 records, the authors illustrate the impact of classification error on the total population of reported offenses. Misclassifications result in overcounting and undercounting certain crimes. The true number of each crime type, as well as the aggregate Index Crime, Violent Crime, and Property Crime totals, is estimated based the evaluation of offsetting misclassifications. The findings show that certain UCR crime categories are greatly undercounted while others are overcounted. The index crime and violent crime totals are also significantly undercounted; however, when simple assault is added to the index and violent crime categories, the error in these aggregate numbers is reduced to less than 1%. The results provide a benchmark for assessing the statistical accuracy of the UCR data.  相似文献

Citizen police academies (CPAs) are popular programs developed by police departments with the twin goals of educating the public about law enforcement and improving police-community relationships. Citizen police academies can help law enforcement agencies by providing them with graduates who may support police departments through volunteering, crime reporting, advocacy, and crime prevention. CPAs may aid citizens by providing them with opportunities to work with the police to make their communities safer. During the course of the citizen police academy, not only will participants have opportunities to learn more about the police depar'tment and their communities, but they may be given opportunities to patrol with police officers, solve mock crime scenes, or attend moot court. This study examines citizen police academies in Tennessee and provides an exploratory investigation of the programs and its participants. Data obtained from 31 police departments indicate CPA programs with more than a 20 year history in Tennessee. Results of a pretest and posttest of 4 citizen police academies’ participants found that attending these programs significantly and positively changed participants’ familiarity with the police chief, local law enforcement, community crime, and the criminal justice system.  相似文献

Numerous studies have explored variation in police employment across cities, usually focusing on public choice, conflict, or organizational explanations. Yet, few consider whether the local political context affects police employment. Recent research suggests that local politics affects criminal justice outcomes. Using insights from urban politics research, I develop testable hypotheses about the effects of local political arrangements on municipal police strength. WLS regression results suggest the value of considering local political context in models of police strength. Specifically, in a sample of 945 cities with 25,000 or more residents in 1990, net of other variables, cities with unreformed political systems (mayor‐council forms of government, district‐based city councils and partisan elections) had more police employees per 1,000 residents, and this effect varied by region. Additionally, the effect of minority populations and crime rates on police strength varied across municipal political contexts. Implications for theories of police strength are discussed.  相似文献

In Western countries today, security is seen predominantly as a problem of public places. This has given rise to a growing demand for new strategies of governing public places, the most popular of which are crime prevention, community policing (e.g., zero tolerance) and partnership. Their aim is to encourage the public sector, voluntary organizations and market actors to work more closely with the police in a local effort to create and maintain a safe living environment. This article looks at what kind of reception the new methods of governing public places have received in three Finnish cities (Helsinki, Lappeenranta, and Tampere) by reviewing their newly formulated security plans and programmes. The analysis of this document material makes use of the concept of moral regulation. The analysis focuses on the kind of local security problems that are identified in these security plans as targets of moral regulation; what kinds of techniques they propose for addressing and resolving these problems; and in what kind of crime prevention role they position the subjects of moral regulation (police officers and police partners) and the objects of moral regulation. The analysis shows that Helsinki aims to regulate the problems occurring in public places by emphasizing a neo­liberal ethos. Lappeenranta, on the other hand, walks a tight­rope in its security plan between communitarian and welfare state ambitions. Tampere, for its part, responds to the security threat in public places by adopting a neo­leftist stance (cf. the Third Way).  相似文献

The policing initiative of foot patrol was implemented to reduce crime and disorder as well as benefit the relationship between the community and the police in the community of Lower Lonsdale, North Vancouver, British Columbia. In this paper, police incident data are analyzed to evaluate the impact of police foot patrol on the hot spots of crime in this community. Specifically, two spatial analysis techniques (kernel density estimation and local Moran’s I) are used to show how the nuances of changes in spatial crime patterns can emerge when multiple methods of analysis are used.  相似文献

This exploratory study examines relationships between the police and Hispanics in Texas. Specifically, data were collected on Hispanic evaluations of police performance, expectations of police performance, and overall satisfaction with the police. A sample of 500 Hispanics throughout the state of Texas were surveyed on their experienced and perceived relationships with three levels of police agencies: local (municipal) police, sheriff's officers, and the state's Department of Public Safety. Findings are reported based upon overall ratings of the police, victim-related data, and data from individuals who had any form of contact with the police. Significant findings show that any form of contact with the police appeared to lower the rating of police performance. This appears to be a product of the interaction between high public expectations and qualitatively poor police performance. Further findings indicate that an increase in the fear of crime among Hispanics lowered evaluations of local police. Similarly, victimization lowered the evaluation of local police, the county sheriff, and the Department of Public Safety. Hispanics also perceived that officers have a “bad attitude,” that the police need to patrol and investigate more, that response time should be improved, and that there should be less discrimination against Hispanics. These findings appear to be largely influenced by ineffective communication (both symbolic and linguistic) and cultural conflict.  相似文献

Although the past decade has witnessed the rise of studies on Chinese evaluations of the police, rural villagers’ assessments of the police remain under-researched. Drawing upon performance theory and survey data from China’s countryside, this study tested whether variations in satisfaction with government performance and life are linked to villagers’ and officials’ trust in county and local/town police. We found that villagers displayed lower levels of trust in the police than local officials. Higher satisfaction with government performance and integrity were associated with greater trust in county police among both villagers and officials. Villagers’ greater satisfaction with crime control and safety led to their stronger trust in both county and town police, but such satisfaction was not significantly related to officials’ trust in both levels of police forces. Rural residents’ generalized trust and particularized trust were associated with a greater likelihood of viewing the police as trustworthy. Meanwhile, female respondents, both villagers and officials, and higher-income officials were more likely to view the police as trustworthy. Directions for future research and policy are discussed.

Using the example of motorcycle ban policy in Guangzhou, the capital of Guangdong province, this article examines how situational crime prevention strategies are used in contemporary urban China. The article argues that although a motorcycle ban policy may reduce motorcycle snatch theft (feiche qiangduo) in Guangzhou, it inevitably caused a problem of displacement. However, some types of displacement are desirable for local government. An argument about drive-away policing is proposed in this article to understand policing styles in contemporary China. In addition, the article argues that motorcycle ban, as a strategy to prevent snatch theft and robbery, is also a strategy to deal with the crisis in police legitimacy. Therefore, crime prevention in China has more social and political significance than just reducing crime.  相似文献

Despite their rich theoretical and practical importance, criminologists have paid scant attention to the patterns of crime and the responses to crime during exceptional events. Throughout the world large-scale political, social, economic, cultural, and sporting events have become commonplace. Natural disasters such as blackouts, hurricanes, tornadoes, and tsunamis present similar opportunities. Such events often tax the capacities of jurisdictions to provide safety and security in response to the exceptional event, as well as to meet the “routine” public safety needs. This article examines “routine” crime as measured by calls for police service, official crime reports, and police arrests in Salt Lake City before, during, and after the 2002 Olympic Games. The analyses suggest that while a rather benign demographic among attendees and the presence of large numbers of social control agents might have been expected to decrease calls for police service for minor crime, it actually increased in Salt Lake during this period. The implications of these findings are considered for theories of routine activities, as well as systems capacity.  相似文献

A nonrecursive model of the deterrent effect of police presence was formulated and tested for 26 cities. Victimization data were employed as measures of crime, unpublished FBI data on the number of police patrol units as the measure of levels of police presence, and data for 11 exogenous variables were derived from FBI and census reports. It was found that per capita, police are a positive function of rates of violent crime and that clearance rates are a positive function of police presence. However, some offenses that have traditionally been thought to be deterrable are not inversely related to clearance rates. The equations were re-estimated using official measures of crime and found to be more consistent with the deterrent hypothesis. It is suggested that official data may generate a spurious correlation. Finally, caution is suggested in consideration of alternative forms of police presence.  相似文献

This article utilizes a longitudinal approach to assess the visibility of women as police officers in primetime crime shows from 1950 to 2008 and compares these numbers for television to actual data on women who work as police officers in the United States. We find that as expected, annual labor force data and crime show data both indicate increases in the number of minorities and women working in the criminal justice system over time. Given the robust literature on the general underrepresentation of women on television, however, we did not expect to uncover that both White and minority women are overrepresented as police officers on television every year compared to the occupational reality. Implications of the findings are discussed.  相似文献
