Post-communist welfare regimes are frequently portrayed as a hybrid consisting of the relics of communist social policy and a neophyte imitation of the US model of welfare. Both components of that hybrid are regarded as incompatible with the 'European social model'. At the same time, most welfare reformers in East-Central Europe try to avoid falling into the trap of first, conserving the statist, inefficient and pseudo-egalitarian character of the old system of social policy; second, seeking new forms of welfare collectivism along the national-conservative/populist 'third roads' between capitalism and communism; third, triggering popular discontent by dismantling the old welfare regimes too rapidly, or in a haphazard way; and fourth, targeting an end-state which has become unsustainable in the Western world during the past two decades. Meanwhile, the emerging welfare regimes in the region are far from being identical and the reformers do not find stable institutional arrangements in the West to copy. In an effort to make sense of this complex picture, the paper examines what has 'really' happened in the welfare sectors in the region during the past decade by presenting three dominant narratives of the social transformation: 'leaping in the dark', 'marking time' and 'muddling through'.  相似文献

The traditional welfare state, which emerged as a response to industrialization, is not well equipped to address the challenges of today's post-industrial knowledge economies. Experts and policymakers have therefore called for welfare state readjustment towards a ‘social investment’ model (focusing on human skills and capabilities). Under what conditions are citizens willing to accept such future-oriented reforms? We point at the crucial but hitherto neglected role of citizens’ trust in and satisfaction with government. Trust and satisfaction matter because future-oriented reforms generate uncertainties, risks and costs, which trust and government satisfaction can attenuate. We offer micro-level causal evidence using experiments in a representative survey covering eight European countries and confirm these findings with European Social Survey data for 22 countries. We find that trust and government satisfaction increase reform support and moderate the effects of self-interest and ideological standpoints. These findings have crucial implications not least because they help explain why some countries manage – but others fail – to enact important reforms.  相似文献

The study reviews the politics underlying the 2004 referendum in Hungary on whether the country should offer extraterritorial, non-resident citizenship to ethnic Hungarians living in the neighboring states of Romania, Slovakia, Serbia-Montenegro and the Ukraine. The study argues that the issue of dual citizenship for ethnic minorities and kin-states in Central and Eastern Europe is quite distinct from the issue of dual citizenship in West European immigration countries. Transborder ethnic relatives make up large proportions of some of the contiguous countries with whom Hungary has a long history of border disputes which is why the Hungarian reform initiative touched upon sensitive issues connected to the sovereignty of these states. In addition, the large size of the non-resident Hungarian population means that their potential Hungarian citizenship would have serious consequences for the Hungarian welfare state, and the determination of the political future of Hungary, where even much smaller numbers of voting non-residents might swing the vote. The article outlines the arguments that were made in favor of the reform by the political right and those against the reform by the left. It examines the initiative from the European Union's perspective and compares the Hungarian case to cases of dual citizenship in other countries of Europe. The article also raises questions about the long-term implications of this form of dual citizenship for the “re-ethnicization” of citizenship.  相似文献

Civil society has been widely celebrated as instrumental in democratization, but in some countries it remains poorly developed. Such was the case in Turkey, but many hoped that the 1999 earthquakes would lead to an invigoration of civil society and subsequent political liberalization. Examining this claim shows that Turkish civil society has not been able to sustain the energy it enjoyed immediately after the earthquake because of factors within civil society itself and the attitude of the state. This relative failure is then contrasted with the more positive experience of civil society in East-Central Europe. The comparisons reveal some limits to the utility of a civil society approach to democratization. I conclude by assessing the ability of other actors and factors to fashion political reform in Turkey today.  相似文献

Will the British welfare state revert to an Americanisation trajectory or retain features of the European model after April 2019? After a period of historically prolonged austerity and substantial working age welfare reform, with the UK facing yet another renegotiation of the social contract in a post‐Brexit world, the question of whether there remains space for an alternative to the ‘American’ model is of crucial importance. We argue that there has been a blurring of differences across the American and European welfare states in terms of working age benefits, as most countries have adopted aspects of work‐based conditionality reforms, which attach the receipt of benefits to the active pursuit of work and, to varying extents, the underlying politics of US welfare reform, where there are large coalitions supportive of more punitive policies towards low‐income adults and minorities. These trends are taking place against the backdrop of a second major shift: increasing restrictions on benefits for immigrants. This double narrowing of the welfare state, making benefits conditional for citizens and excluding those who are not citizens, seemingly sets the agenda for a more restrictive post‐Brexit welfare state. The experience of the last two decades suggests, however, that the adoption of the American model has not been wholesale; steering a middle path between punitive conditional American benefits and more traditionally generous universal benefits is on the agenda across advanced welfare states.  相似文献

This article examines the cross-national variations in turnout for parliamentary elections in Europe since 1990 – a continent with a vast range in turnout levels and some clear subregional patterns, especially that of low turnout in East-Central Europe. A full range of socio-economic, mobilizational, party system, institutional, and contextual factors are examined for bivariate relationships with turnout. A multivariate model then indicates that cross-national turnout is higher where there is strictly enforced compulsory voting, in polarized two-party systems and countries with a high level of party membership, and where there are no relevant elected presidents or strong regional governments. Variances on these and other key factors are what accounts for the subregional pattern of East-Central Europe and the highest turnout case of Malta; however, Switzerland is confirmed to be a significant national dummy variable.  相似文献

This paper analyzes the effects of globalization on social protection expenditures in European countries. The particular focus is on (a) the Eastern European countries and (b) on differences in globalization effects between welfare regimes. We find evidence in favor of the compensation hypothesis in Western Europe which is driven by the conservative welfare regime, outweighing the efficiency effect of globalization in the social-democratic welfare regime. In Eastern European countries the efficiency effect is predominant. No globalization effect is found for the liberal and the southern welfare regimes.  相似文献

Abstract.  Examining the record of Green parties that have been involved in government at national level, two distinct pictures emerge. While the electoral fortunes of Green parties in East-Central Europe sharply declined after their stint in government, Green parties in Western Europe on the whole have not fared badly, with most experiencing gains in support. This article seeks to address the variety of factors that could account for different Green electoral fortunes. Among the approaches considered are economic voting, environmental issue salience, portfolio allocation, policy impact and strategic voting. While economic and environmental background factors clearly were important in the East-Central European cases, they are less useful in explaining variation between the West European experiences. The ability of Greens to improve their perceived policy competence and the profile of their leading politicians has helped them benefit from a period in office. Most crucially, Greens can benefit from strategic voting where a Green vote comes to represent support for the government as a whole. The main conclusion is that there are two paths to post-incumbency success: either Greens try to remain distant from taking full government responsibility, thus deflecting any electoral costs of incumbency, or they embrace government and the chance of demonstrating their competence fully to survive or fall with the government as a whole.  相似文献

The article deals with the differential domestic employment policy adaptation to the European Employment Strategy that occurred over the past years in two European countries—Italy and France. Building on the Europeanization and welfare state change literature, the contribution operationalizes the “goodness of fit” hypothesis and develops a “policy structure” approach for the analysis of domestic employment policy change. The main argument is that domestic adaptation to the European Union depends primarily on the preferences of key institutional and social actors, and not on the specific design of domestic institutions. More in general, the article not only supports the validity of the misfit hypothesis but also shows how the nature and intensity of domestic preferences do explain differential patterns of adaptation to Europe (policy transformation in the Italian case, policy adjustment in the French case) in similar conditions of policy “misfit.”  相似文献

The idea that modern welfare states can be grouped into distinct regimes dominates contemporary studies of welfare state restructuring, and several studies have concluded welfare state reforms to be correlated with regime structures. These studies build, however, on analyses of only cash-benefit programmes whereas social services are almost neglected in current welfare state research. Thus, the aim of this article is to test the explanatory capacity of the welfare state regime perspective in relation to reforms in the service dimension of advanced welfare states – normally termed 'public sector reforms'. For this purpose, the author has conducted a focused comparison of the degree to which archetypical examples of the liberal regime (United States), the social democratic regime (Sweden) and the conservative regime (Germany) have introduced vouchers and parental choice into their public primary schools. Schools and education have ranked high on the public sector reform agenda since the 1980s, while the school choice issue signifies core aspects of the rationale of the reform movement: re-arranging public provision of services into quasi-markets. The article identifies, however, a clear lack of correlation between adoption of the school-choice policy and welfare state regimes. Instead, the reforms undertaken in all three countries seem closely related to the institutional rules of political decision making.  相似文献

Abstract

This paper examines US, Japanese, and European political economy approaches to China, and their effect on US–Japan and US–EU relationships. Great powers with a greater security concern in dealing with another major country care more about power while those with less of a concern are preoccupied with calculations for wealth. China's rise and its actions have posed a far greater security challenge to the United States and Japan and are driving the two countries closer together. The political economy game involving China reveals a dominant welfare motive among the advanced market economies. The ambition to transform China politically has diminished. China's integration into the global market makes a relative gains approach difficult to implement. Globalization simply limits the ability of a state to follow a politics-in-command approach in the absence of actual military conflict, which explains why the political economy approaches of the United States, Europe, and Japan are not that different in the scheme of things. China's own grand strategy to reach out to the world to outflank the US–Japan alliance has also contributed to a divergent European policy toward China although there are severe limitations to Beijing's ability to drive a wedge between the United States and Europe.  相似文献

Regulatory reforms to public infrastructure services across European Union (EU) countries were aimed at increasing consumer welfare by introducing competition and choice into service markets. However, empirical evaluations have questioned whether these reforms have benefitted all consumers, suggesting that vulnerable groups of service users (especially those with lower levels of formal education), might be locked into poorly performing services. We assess the relationship between the level of competition in electricity and fixed telephony markets in EU countries and evaluate the affordability of these services for different socio‐educational layers. Our findings show that – although in countries where there is a relatively high frequency of switching, inequalities between socio‐educational groups are smaller and eventually disappear – competition as such does not play a part. These results suggest that demand‐side regulation that successfully enables consumer switching has the potential to equalize social welfare, thereby reflecting a possible convergence of regulatory instruments and the central aims of the welfare state in this context.  相似文献

Since 1980, the U.S. press has painted a vivid picture of widespread welfare state dismantling in Europe. Yet our analysis of social expenditures in 14 European countries from 1980–1995 finds a pattern of resilience and, with respect to family benefits, a pattern of expansion. Our review of qualitative research on policy reforms upholds the expenditure-based findings. We conclude that U.S. media misrepresentation of social welfare developments in Europe is likely to impede lesson-drawing from abroad by U.S. policymakers. This constitutes a lost opportunity, as the U.S. is now engaged in social policy reformulation, especially with respect to programs for families.  相似文献

The citizenship jurisprudence of the European Court of Justice has raised hopes for a more social Europe and triggered fierce debates about ‘social tourism’. The article analyses how this case law is applied by EU member state administrations and argues that they are actively containing the Court’s influence. As a result, rather than reconciling the logics of ‘opening’ and ‘closure’, they are heading towards an uneasy coexistence between free movement and exclusive welfare states. The argument here is illustrated with empirical evidence from Austria and Germany. Although both countries have taken different approaches to EU migrants’ residency and social rights, they produce similar effects in practice: increasingly, EU migrants are being tolerated as residents with precarious status without access to minimum subsistence benefits. Ironically, attempts to restrict residency rights have resulted in a temporary extension of EU migrants’ access to welfare in some instances.  相似文献

Administrative reform has been a very common activity of governments in almost all industrialised democracies, including those in Western Europe. The frequent contacts among these governments, and the presence of organisations such as the OECD that are spreading the reforms, might be expected to produce widespread diffusion of administrative innovations. That diffusion is not, however, as widespread as might have been expected and there are marked differences among countries as well as among types of reform. Using Boolean algebra, this article analyses the correlates of the diffusion of reform among European countries and the implications of that diffusion for public administration in these countries.  相似文献

School vouchers might seem a natural feature of the liberal welfare model of the U.S. and American society generally. However, for social democratic welfare states in Scandinavia, school vouchers would seem to be a contradiction. Nevertheless, school vouchers have faced severe resistance in the USA, and the program has so far not been adopted as a national educational reform, although sporadic and limited state‐level developments can be observed. In Sweden, however, the social democratic welfare state adopted a national, universal public voucher scheme in the early 1990s. The goal of this article is to explain this counter‐theoretical empirical puzzle. It is argued that the varying output from political processes on school vouchers in the USA and Sweden is to be explained by the different ways in which political institutions affect political decision making in the two countries.  相似文献

Are electorally vulnerable politicians really less likely to support controversial legislation, such as pension reforms? While the literature on welfare state retrenchment has increasingly pointed to the role of electoral factors in the dynamics of social policy cutbacks, there are few studies that actually measure the magnitude of electoral pressure and its consequent impact on the politics of reform. To this end, the authors have developed a quantitative measure of the electoral vulnerability of politicians and tested its impact on pension reform outcomes using an original dataset comprising 16 Western European countries from 1980 to 2003. In line with expectations, the results show that the impact of electoral vulnerability on reform depends upon the system of interest intermediation. In corporatist systems, electoral vulnerability indeed impedes reform. But in pluralist systems, increased electoral vulnerability is associated with higher levels of reform. This is because unions in corporatist (but not in pluralist) systems can exploit electoral vulnerability in pre‐legislative bargaining, and thus pressure politicians. Consequently, this study has broader implications for the differential responsiveness of democracies to redistributive issues more generally.  相似文献

Abstract

Building on studies on the political business cycle, the literature on welfare state retrenchment has argued that governments which cut the welfare state try to avoid blame by implementing painful measures in the beginning of the mandate and expanding benefits as elections approach. In contrast to this linear relationship, this article argues that governments often feel pressured to fulfil (mostly expansionary) campaign promises during the first months in office. Consequently, cutting right away is not what should be expected. Instead, a more nuanced, U-shaped timing trajectory is probable with a period in the beginning characterised by both cuts and fulfilment of expansionary pledges, followed by a period of cutbacks, and finally an expansive phase towards the end of a mandate. This argument is tested on our new original dataset of legislative changes in five European countries – Britain, Denmark, Finland, France and Germany – during the last four decades.  相似文献

Variations in state welfare policies in the reform era may affect adolescents through two mechanisms: A competing labor market hypothesis posits that stringent state welfare policies may reduce adolescent employment; and a signaling hypothesis posits that stringent welfare policies may promote enrollment. To test these hypotheses, we use a dynamic joint model of adolescents' school enrollment and formal employment, separating state welfare policies from non‐welfare state policies, state labor market conditions, and unobserved state characteristics. Longitudinal data from the NLSY97 on adolescents aged 14 to 18 and various state data sources over the period 1994–1999 support the competing labor market effect but not the signaling effect. In particular, lower‐income dropouts suffer more severely from fewer labor market opportunities when state welfare policies are more stringent, which indicates that welfare reform may compromise work opportunities for lower‐income dropouts. © 2004 by the Association for Public Policy Analysis and Management.  相似文献

The expansion of the welfare state is said to have led to the direct involvement of local government in the provision of social services. Increased participation of local government in welfare services would furthermore produce a centralisation of power. In this article, the above sequence of links is investigated in eight West European countries. One observes no strong correlation between the level of welfare provision and the level of state centralisation. But this absence of links results from two strong associations: one positive between welfare effort and local government involvement, and the other negative between the latter and state centralisation.  相似文献
