ABSTRACT

This article examines integrity management initiatives designed to introduce more value-based elements in public bureaucracies. Incorporating value-based practices, which emphasize the personal ethical responsibilities of individual public servants, into a hierarchical, rule-based system may present difficult organizational problems. A central issue is to determine whether any change has actually occurred or whether the organization is simply functioning as it did previously. In addition, there are problems of implementation: new value-based initiatives may conflict with the pre-existing system; they may not be adequately reflected in training programs; and there may be differential impacts on departments and agencies. We analyze problems in this new organizational mix in a classical Weberian bureaucracy, the Hong Kong civil service. The findings are based on a 2011–2012 administrative ethics survey of 355 senior public servants, a separate survey of 70 Ethics Officers, and semi-structured interviews with 32 senior public servants.  相似文献

Abstract

This paper seeks to redress the marginalization of Adorno in environmental philosophical discourse. Kate Soper describes two opposing ways of conceiving nature. There is the redemptive "nature-endorsing" paradigm that lays claim to the intrinsic value or "otherness" of nature. Conversely, the "nature-sceptical" approach denies that we can access originary, untouched nature. This paper argues that the significance of Adorno's treatment of natural beauty lies in how he brings these approaches together. In writings that resonate with the dual connotations of Sebald's phrase "after nature", Adorno both affirms the skeptical point that we cannot transcend a human history alienated from nature as well as retaining redemptive hope wherein art "after" nature seeks creative possibilities from out of the very ruins of history marked by nature's destruction.  相似文献

ABSTRACT

Organizational theory and research suggests that organizational performance may be affected by environmental circumstances. However, the available evidence on this important issue for public organizations relies primarily on “objective” archival measures of the environment drawn from secondary data sources. Perceptual measures gauging managerial “subjective” views on the nature of the task environment are also likely to be important determinants of organizational outcomes. In this paper, a comprehensive model of the impact of “objective” and “subjective” task environments on the performance of local government service departments is formalized and tested. The results suggest that both objective and subjective environmental munificence are positively related to performance, and that objective and subjective environmental dynamism are negatively related to service achievements. In addition, objective task complexity is negatively related to performance. The theoretical and practical implications of the findings are discussed.  相似文献

Abstract

This paper focuses on how distinct organizations and functions interact in a symbiotic way to provide the governmental functions of security and intelligence, and the place of defence intelligence amongst them. Because the external environment in which security and intelligence provision must be managed is both uncertain and complex, the manner in which defence intelligence negotiates its role and priorities with other organizational entities is critical to overall levels of success. This paper uses a mix of primary and secondary sources, supported by qualitative interviews, to argue that the narrow focus of previous theoretical approaches has left them able to explain either good or poor cooperative working in the defence intelligence sphere, but not both. It contends that the more holistic theoretical paradigm offered by an adapted transactional costs model that captures the governance difficulties involved can better explain all possible outcomes.  相似文献

Abstract

This paper examines the emerging practices and literature of what has been termed ‘political marketing.’ It attempts, through an investigation of underlying theoretical frameworks, to shed light on the impact and implications of this ‘new’ phenomenon. Specifically, it examines whether the above mentioned practices can rightfully be seen as transforming political parties into professional market-oriented organizations, as has been claimed in some recent academic studies. It does so by introducing and examining an increasingly strong-positioned marketing paradigm, services/relationship marketing. This paradigm's focus on the organizational perspective of marketing is discussed as is its applicability to analysis of politics and democracy. Furthermore the paper links this discussion to the wider concern over the ‘crisis in democracy’ resulting from a decline in civic engagement, decreasing voter turnouts and declining party-membership.  相似文献

Abstract

This paper presents a holistic conceptual framework within which various research topics related to discrimination may be interrelated and evaluated. It then critically analyzes extant research relating to central components in the framework: the detection of discrimination, causes of discrimination, consequences of discrimination, and policy initiatives related to fighting discrimination both directly by deterrence and indirectly by attacking segregation and the prejudices it spawns.

A great deal is known about the nature of private acts of housing discrimination, but little about which policies are most effective in combating such discrimination. On the other hand, relatively little is known about the extent of housing discrimination perpetrated by local governments and public agencies and about both differential treatment and disparate impact forms of discrimination in mortgage and related (appraisal, insurance) markets.  相似文献

ABSTRACT

Contemporary conceptions of written organizational rules evoke images of inefficiency, constraint, and rigidity. While formal rules can generate negative outcomes, this article argues that their written nature is not the culprit. Rather, theory suggests that the formalization process increases a rule's likelihood of becoming effective “green tape.” From a rule design perspective, rule formalization is expected to trigger more organizational learning and greater scrutiny than unwritten rules, which undergo no such process. From a compliance perspective, written rules are expected to focus organizational attention and convey legitimacy better than unwritten rules, thereby increasing the likelihood of compliance. Combining these expectations, the article hypothesizes that written rules will exhibit more logical designs, higher compliance, and ultimately greater effectiveness than unwritten rules. Statistical modeling of two data sources supports these expectations and suggests the need to rethink reflexively negative attitudes toward written organizational rules.  相似文献

ABSTRACT

While empowerment has emerged as a new management paradigm, virtually no research has combined structural and psychological approaches to develop an integrative approach. Moreover, prior research has not examined the effect of the cultural context on the relationship between empowerment and performance. Drawing on a sample of public employees working in the city of Seoul, the largest local government in Korea, this study examined the effects of structural and psychological empowerment on both in-role and extra-role performance, and the moderating effects of organizational individualism and collectivism. Of the 400 questionnaires, 191 usable respondents, combining employees' and managers' questionnaires, were returned. Data were analyzed using structural equation modeling (SEM). Results of the analyses indicated that psychological empowerment mediates the relationship between structural empowerment and extra-role performance, and that organizational collectivism moderates the relationship between psychological empowerment and extra-role performance. Based on these results, the implications of the findings are discussed.  相似文献

ABSTRACT

This paper surveys the nascent experiments in political ecology underway in predominantly Kurdish areas of south-eastern Turkey, known as Bakûr, and Rojava (northern Syria). The Kurdish freedom movement is attempting to consolidate a social revolution with ecology at its heart in a most unpromising context, given its ongoing struggle against Islamic State and regional embargoes. This greening of its ideology can be significantly attributed to the influence of American social ecologist Murray Bookchin, an inspiration for Kurdish attempts to implement democratic confederalism, which comprises principles of direct democracy, gender equality and ecological well-being in a needs-based economy. The Mesopotamian Ecology Movement has emerged from activist campaigns opposing dam construction, climate change and deforestation in the region, to inform ecology councils tasked with formulating policies that reflect this philosophical paradigm shift. The essay considers the prospects for the ecological initiatives in Turkish and Syrian Kurdistan. It argues that, confronted by formidable challenges, expansion of the democratic confederal model beyond the heartlands of Bakûr and Rojava, and international solidarity, are preconditions for their endurance.  相似文献

Since the New Public Management movement began, public and nonprofit organizations have been adopting and adapting businesslike practices, including branding and marketing. There remains a knowledge gap in understanding why organizational actors choose to allocate resources to adopt branding and marketing policies. This article explores organizational branding initiatives within the context of research extensive (N = 109) higher education institutions in the United States from 2006 to 2013. Seventy‐two universities (66 percent) have introduced branding initiatives since 2006. Findings suggest that the publicness of organizations influences branding and marketing isomorphism in nuanced ways and that organizations are more likely to adopt new branding initiatives to promote higher general performance. Organizations adopt branding strategies in response to national trends and efforts to capitalize on their own strong performance rather than mimicking stronger‐performing peers.  相似文献

ABSTRACT

Over the past twenty years, state-sponsored activities related to the Holocaust have been numerous in Britain. Beginning with the creation of Holocaust Memorial Day at the turn of the millennium, successive governments have followed a policy trajectory that has brought forth a slew of new initiatives and projects related to the Holocaust and its memory. Most recently, this has included the creation of a new national memorial and learning centre, to be housed adjacent to the Palace of Westminster. With cross-party support and the pledge of £50 million of public funds, this lieu de memoire is due to open in January 2020. Conceiving of these activities as exercises in ‘high’ Holocaust politics, Pearce’s article examines the various memory-projects of recent decades and argues they reveal much about millennial Britain and its Holocaust culture. He contends that the nature of these and other initiatives means high Holocaust politics must be subject to continued scrutiny and interrogation.  相似文献

Abstract

The IMF, World Bank, and former colonial powers have put pressure on African countries to adopt multiparty democracy. Because of this pressure, many formerly one‐party states as well as some military dictatorships have embraced Western and Parliamentarian democratic forms. But does this mean that democracy has succeeded in Africa? Ernest Wamba‐dia‐Wamba of the University of Dar‐es‐Saalam and CODESRIA argues that embracing Western paradigms in an unthinking fashion will not bring real democracy, i.e. people's liberation. He advances criticisms of party politics and statism, and suggests that African palaver and people's movements are a surer site of political action. In his criticisms of representative government he parallels the thoughts and criticism of Hannah Arendt. Arendt advocated a council system that shares many of the attributes of African palaver communities. By consulting the criticisms of Arendt and Wamba‐dia‐Wamba, we can see that an easy optimism about the multiparty system is unfounded.  相似文献

The European Union is an example of regionalisation characterised not only by economic integration, but also by a 'spatial politics' aimed at instilling a sense of European identity and citizenship. Spatial politics are discussed here in terms of governance, regional policies and the production of geographical knowledge that reinforce the notion of a diverse but interdependent European space and, hence, political community. The paper examines recent planning concepts and regional development initiatives and their socio-political qualities and, in particular, their contested nature. Critical questions are raised, for example, regarding European spatial planning, its openness to different spatial development options and its apparent domination by 'core' Europe. The author suggests that European spatial politics can potentially contribute to a more cohesive political community, but that this is contingent upon the translation of symbolism into concrete incentives and opportunity structures that promote wider Europeanisation. This also requires forceful institutions, integrating symbolism and clear and effective forms of governance that allow regional diversity to find appropriate political expression.  相似文献

ABSTRACT

Self-organized citizens’ initiatives are a form of collective action and contribute to society through the production of public goods and services. Traditional collective action theory predicts that such initiatives are near impossible because of the persistent problems of free-riding. Citizens’ initiatives however do exist and function properly, and their numbers seem to be increasing in countries such as the Netherlands. This article argues that free-riding problems can be overcome when some form of exclusivity is arranged in citizens’ initiatives. We assume that citizens’ initiatives use active and/or passive strategies to limit free-riding behaviour. Using three illustrative cases, our research shows that position rules, boundary rules, and authority rules are used in a subtle and often implicit way to differentiate the level of influence and authority between the more and the less committed members, enabling collective action. Such rules, though advantageous, may be paradoxical to the goals of the citizens’ initiatives and can undermine the virtues associated with them.  相似文献

Abstract

The paper explores recent public debates about the structure of the financial system in Germany. It pays particular attention to their symbolic-strategic dimension, that is, to attempts by several institutional entrepreneurs to reformulate the criteria of organizational legitimacy, concentrating on the sense-making and legitimization processes involved in institutional persistence or change. The paper discourse-analyses a campaign by institutional entrepreneurs – mainly representatives of commercial banks – who attempted to homogenize the criteria of organizational legitimacy in the German banking sector by questioning the fundamentals of the three-pillar system and the non-commercial banks. Institutional entrepreneurs are understood as discursive entrepreneurs whose actions refer to institutionalized generalizations of value. In the case of the financial sector in Germany, it was the generalized value of competition/competitiveness that served as a discursive device to legitimize the attempts of commercial banks to alter the institutional structure.  相似文献

ABSTRACT

Contemporary versions of natural rights libertarianism trace their locus classicus to Robert Nozick’s Anarchy, State, and Utopia. But although there have been many criticisms of the version of political libertarianism put forward by Nozick, many of these objections fail to meet basic methodological desiderata. Thus, Nozick’s libertarianism deserves to be re-examined. In this paper I develop a new argument which meets these desiderata. Specifically, I argue that the libertarian conception of self-ownership, the view’s foundation, implies what I call the Asymmetrical Value Claim: a dubious claim about the importance of choice relative to other valuable capacities. I argue that this misunderstands what is really valuable in life, and show how it causes libertarianism to generate counterintuitive public policy recommendations.  相似文献

ABSTRACT

Rodríguez Maeso and Araújo analyse the reproduction of a dominant understanding of racism in policy discourses of integration and discrimination used by monitoring agencies in Portuguese and European Union (EU) institutional contexts. More specifically, they question the political concern over racism and discrimination vis-à-vis the idea of Europe ‘becoming increasingly diverse’ and the need to gather ‘evidence’ of discrimination. To that end, they examine periodic reports issued by EU monitoring agencies since the 1990s—paying specific attention to reporting on school segregation of Roma pupils in Portugal—and national integration policies and initiatives that, since the 2000s, have targeted mainly Roma and black families and youth. They argue that the dominant discourse of integration and cultural diversity conceives of racism as external to European political culture, and as a ‘factor’ of the ‘conflictive nature’ of social interactions in ethnoracially heterogeneous settings. This paves the way for calls for the ‘strengthening of social cohesion’—on the assumption that policy initiatives need to act on the ‘characteristics’ of so-called ‘vulnerable’ populations—whereas institutional arrangements and everyday practices remain unchallenged.  相似文献

In the past decade, most large public-sector organizations have adopted a philosophy of valuing workforce diversity and have implemented a variety of initiatives for effectively utilizing and managing the current and projected workforce diversity. However, whether organizational members subscribe to the diversity value or support the employer-sponsored diversity-management initiatives still largely remains unanswered. This article discusses the influence of employee race/ethnicity and gender identity, associated stereotyping and prejudice, and the nature of interpersonal relations on acceptance of diversity and support for diversity-management initiatives. The hypothesis that these three variables have a significant influence on receptivity to diversity in the workplace was empirically tested in a case study of diversity-management practices of a federal agency, and the study findings are reported in this article.  相似文献

ABSTRACT

There has been a growing interdisciplinary concern with the implications of public outreach processes from war crimes trials for new forms of citizenship in the wake of violent conflict. The enactment of such outreach, through seminars, civil society initiatives and workshops, provides a glimpse of the tensions between different conceptions of justice, belonging and rights in the post-conflict period. Specifically, such events constitute a rare public arena in the more fragmented and securitised domain of international legal practices. This paper focuses on a series of public workshops for survivors of wartime sexual violence carried out in Bosnia and Herzegovina (BiH) 2011–13. Drawing on participant observations and open-ended interviews, we argue that such public outreach programmes can be viewed as a form of pedagogy, where the materials, format and arrangement of the events structure the nature of participation and engagement. In doing so we are making two contributions. First, the discussion advances understandings of public outreach as a form of pedagogy, illustrating how practices of dissent, rejection and resistance animate processes of public outreach. Second, the paper illuminates the role of pedagogy as a governmental instrument, reflecting the micro-situations within which individuals are interpellated into the state.  相似文献

ABSTRACT

Recent years of community engagement under the war on terror in the UK have seen the co-option of bridge-building initiatives into wider narratives of securing communities. Through ethnographic insights into a peace building inter-faith initiative that made it onto the news as a ‘deradicalization’ workshop, I show how encounters in such projects are susceptible to being reframed into the very narrative in which encounters are sought after in the first place as a political settlement to growing inter-ethnic tension and conflict. This paper contributes to the growing geographies of encounter literature by making more explicit the narratives that shape how encounters function.  相似文献
