Uganda has made significant progress in reducing policy-induced anti-export bias in its trade policy in the 1990s. Taxes on exports have been abolished, and import protection has been reduced considerably. Such trade barriers are only a component of thee transaction costs associated with trade. Poor infrastructure, notably by increasing transport costs, and institutional inefficiencies can significantly increase trade costs. The effective protection of imports, and implicit tax on exports, due to transport costs is calculated and compared to effective protection due to trade policy barriers for Uganda. The results reveal that transport costs are often very high, in many cases representing a greater cost (tax) to exporters than trade policy.  相似文献

The traditional thesis that export instability (XI) is deleterious to economic growth in developing economies has received mixed empirical results. For African countries, recent research suggests that the effect of XI is weak, but that capital (investment) instability (KI) adversely influences economic growth. The current study argues that in many of these nations, imports are likely to be critical to the growth process, while exports represent only one of the various sources of investment resources. Hence, import instability (MI) may pose a more serious problem than XI in hindering economic growth. Employing 1968-1986 World Bank data for 33 sub-Saharan African countries, XI, KI and MI variables are calculated for each country as the standard errors around the respective 'best-fitted' trends over the sample period. These instability measures and additional World Bank data are then used to estimate an augmented production function that controls for the effects of labour, capital, and exports. The study finds that although KI is still a relevant argument of the production function, MI appears to be even more important, while XI is extraneous.  相似文献

The legacy of the Solidarity movement of the 1980s, which was a leading force in the region’s 1989 revolutions, culminating most symbolically with the fall of the Berlin Wall, has yet to be institutionalized in Polish social memory. A spate of official commemorations marking the movement’s 25th anniversary in 2005 provided a palette on which Poles projected—or refused to project—their memories. The movement’s legacy continues to play out in current and contentious electoral politics, since the leaders of the top contending parties are former Solidarity activists. Despite and partly because of this active presence of Solidarity movement players, Polish civil society appears to be in a liminal state of active hesitation over the task of concretizing this movement’s past in commemorative forms. This article proposes six cultural and political explanations for this hesitation. It also recommends that social scientists disaggregate the concept of memory work into various manifestations on a continuum from hesitation to deliberation and agitation to institutionalization. As the article illustrates, hesitation can constitute action. At stake in this exercise is a larger discourse—over the direction of the post-1989 socio-political changes vis-à-vis the aims of the 1989 revolutions and the meaning of democracy and transitional justice in a posttotalitarian context.  相似文献

Singapore's rude awakening to independence has led to the creation of one of the most important and strategic entrepôts in the Asia-Pacific. The country's limited territorial lands and natural resources, combined with huge per capita income, high population density and sensitive racial mix, make Singapore the quintessential pragmatic trading state of the twenty-first century. This paper examines how Singapore has embedded itself at the centre of regional and global trade systems by exploiting various forms of free trade activities including multilateral, regional and bilateral FTAs that underpin its security and survival. It argues that in order to maintain the city-state's geo-economic and geo-political viability, the Singaporean government has progressively linked its security interests with its multilevel free trade activities. Given the ‘vulnerability fetish’ and siege mentality that confront Singaporean leaders and policymakers, the pursuit of economic development via free trade has become the heart of its national security policy and strategy. The paper concludes by arguing that the enhancement and preservation of Singapore's survival as a sovereign nation-state demands a strategic utilization of FTAs with different trade partners, especially with regional and trans-regional powers such as the United States and China.  相似文献

This article analyses the implementation of managerial ideas in Kazakhstan using the case of a combined public service delivery called “One Stop Shops”. Several public services are provided in a single building rather than different government offices in a business-like style of service delivery and in a modern physical environment. The service integration policy is an attempt of Kazakhstani government to improve the quality of public services and reduce corruption. Some positive progress in improving the accessibility of public services has been noted. However, as this article argues, the country-specific model of “alternative-access” service delivery was not able to implement in-depth changes in the work of the public sector and improve service quality. Implementation of the managerial ideas has been limited and constrained by the institutional framework and culture prevailing in the Kazakhstani bureaucracy. The main conclusion is that the governments of transitional countries need to critically analyze the pros and cons of the new policies and reflect on their cultures before making further steps to adopt Western managerial initiatives.  相似文献

Despite the long-standing normative assumption that, for individuals in transitional states, exposure to Western media cultivates stronger attachments to Western political and economic values, the evidence presented here suggests otherwise. Using mass public survey data from the mid-1990s in five Central and Eastern European countries, this article demonstrates a general lack of support for international media’s positive contributions to individuals’ democratic attitudes and preferences for market economies. This finding is particularly unexpected because the countries under investigation represent ideal cases based on their proximity to Western democracies and international (Western) media sources’ capacities for extensive transnational media penetration into the region. Yet this failure to find persuasive evidence of the influence of international media diffusion on the development of Western political values sharpens our understanding of the process of political socialization in democratizing countries by eliminating an assumed source and is thus relevant to students of democratization, international development, and mass media.

ABSTRACT

The purpose of this study is to examine the understandings of public sector leaders about Leadership Ethos (LE) and its inherent Critical Success Factors(CSFs) looking at their application in the public policy implementation process. The study applied an adapted theoretical paradigm on leadership that borrows from the Western and African contexts. In the light of the aim and objective of the study, both the interview schedule and survey questionnaires were used to gather information with regard to LE and its inherent CSFs. In this view, a semi-structured interview schedule was used to guide both interviews with senior public officials - one in the DTI and one in the ECONAT. A survey questionnaire was administered to public officials at middle and lower management levels working and reporting directly to the interviewed senior public officials. The purpose of the questionnaire was to reduce personal biases inherent in the responses of the senior officials, which appear to be a challenge emerging from self-perception assessments. Research findings suggest that leaders at the DTI and the ECONAT do not sufficiently demonstrate an awareness of LE and its inherent CSFs in the practice of leadership. LE enables leaders garner followers’ trust and obtain their consent; encourage followers’ commitment to organisational goals; and introduce and encourage participatory decision making processes as key factors to successful public policy implementation.  相似文献

Although officially non-aligned during the Cold War, India remained closely aligned with the Soviet Union. After the Cold War, Indo-Russian ties have remained strong; currently the two countries share a Strategic Partnership in addition to numerous other bilateral treaties. When the United States first replaced Russia as India’s largest defence supplier, it made international headlines in security circles. Since then, there has been much speculation on the future of Indo-Russian ties. Since the essence of the Indo-Russian relationship is considered to be the large-scale military trade between the two states, the toppling of Russia as India’s premier defence provider naturally led to dismal predictions about the strength of their future ties. However, this approach discounts the various measures that both India and Russia have taken to institutionalize their friendship. By conducting a systematic analysis of the Indo-Russian bilateral treaties, this article assesses the levels of cooperation within this dyad. By using network analysis it demonstrates that the Indo-Russian relationship is cooperative rather than ad hoc, leading to deeper institutionalization that is unlikely to shift in the recent future.  相似文献

Abstract

This article (and more broadly this special issue) indicate that various types of policy networks, including governance networks, social networks, proto‐networks, and issue networks are defining the way that policy processes take place in various parts of the world. By focusing on network behavior in Africa, eastern Europe, and Denmark, it is clear that interorganizational cohesion, accesibility, trust generation, and “framing” issues are central to understanding network policy outcomes. Important implications regarding links between network characteristics and democracy are also suggested.  相似文献

Social media offers governments extensive opportunities to engage with citizens, particularly at the local level. This study investigates the issues that local governments face in implementing social media initiatives. It builds on existing literature by using an interpretive approach to examine the perceptions of public employees and elected officials of local councils in an Australian context. The article reports on the issues that inhibit a move to a more interactive use of social media and examines how these may be addressed. Implications for research and practice are given.  相似文献

This essay seeks the political argument in An American Dilemma through a close reading of the chapters where Myrdal, in his social engineering effort, combined a rudimentary psychoanalytic view of racism with a strong normative support of an Americanist interpretation of Liberalism, expressed through the notion of the American Creed. Central issues are the construction of the self in Myrdal's text, and its relation to a real and imagined social order. The ambiguity of the status of the Creed as both liberal norm and imperative reality for the psychoanalytic perspective will be critically discussed.  相似文献

The information technology, or “IT,” functional area has been examined in some detail. This article summarizes the manpower reductions that have occurred in IT and displays the demographic impact (experience, age, educational level, race and gender mix) of these reductions. The author suggests that similar changes may be anticipated, or may have already occurred, in other functional areas that experience personnel reductions. This research focuses on the trends in municipal e-governance among large municipalities based on a worldwide survey in 2011. The study replicates previous surveys conducted every other year since 2003 and the longitudinal assessment analyzes specific features of municipal websites. This paper examines these longitudinal trends in terms of four different clusters: 1) digitally mature cities, 2) digitally moderate cities, 3) digitally minimal cities, and 4) digitally marginal cities, and identifies the best practices among them. There were significant changes in the top ranking cities, with Seoul, Toronto, Madrid, Prague, and Hong Kong representing the highest level in e-governance.  相似文献

The life, work, and appraisal of Thorstein Veblen reveal well the defense mechanisms employed by society's dominant strata to counter ideological challenges to the established order. They also offer insight into the sociology of reputation and, more narrowly, the psychology of Veblen's biographers, who have frequently sought to enhance their own reputations at the expense of his. Central to an understanding of Veblen's sullied reputation is Joseph Dorfman, whose voluminous biography of Veblen projects Dorfman's own cultural demons and insecurities onto his subject, at the same time as it has influenced the uncritical views of later scholars.  相似文献

This article interrogates the dynamics of public sector innovation within the context of labor crisis in a developing country environment. It finds that to minimize the impacts of labor shortage in the health sector, Malawi uses a locum program where health workers are encouraged to work extra hours and are paid overtime allowances accordingly. The article observes that although the program has been pivotal in motivating the existing staff to go the extra mile and attempt to cover up for the labor shortages, it is rocked with several challenges which usually disrupt effective service delivery. These include delayed payments, sustainability problems, governance challenges, work ethics challenges, and negative effects of the quality of services delivered. Taking a qualitative approach, the analysis combines the use of primary and secondary data.  相似文献

In recent decades, citizens have become more and more disenchanted with the traditional institutions of representative government, detached from political parties, and disillusioned with old forms of civic engagement and participation. This has favored a renewed interest in citizen engagement and citizen participation and a growing re-emergence in academic and political discourse of ideas and values of community, localism, and citizen participation. This article analyzes the main objectives and the actual implementation of citizen participation initiatives in the local governments of two European Continental countries, Germany and Spain. The aim is to find out the factors that affect the possible decoupling between the objectives and the “real” uses of citizen participation. Our results show that most local governments in these two countries are using citizen participation only to increase the level of perceived legitimacy or to comply minimally with legal requirements, without really taking advantage of citizen participation to enhance decision-making processes. These findings confirm that institutional theory becomes the rationale to explain the implementation of citizen participation in these two European Continental countries.  相似文献

Abstract

The characterization of Hong Kong's political culture as one of indifference deserves further examination as the inquiries conducted by proponents of the indifference framework have all used a narrow definition of political participation. This paper begins with a critique of the inherent narrowness of orthodox definitions of political participation: political participation as acts making demands on a government; as lawful activities; and as activities vis‐a‐vis one government. Contrast these assumptions, the author contends that political participation needs to be understood as activities that include both making demands on and showing support for a government, as well as both lawful and unlawful activities. Furthermore, the author refutes the one‐government‐locus theme of the orthodox concept and proposes a three‐government‐loci theme that is more relevant to the historical experience of the colonial Hong Kong. The political relevance of the social domain and its implications on broadening the definition of political participation are discussed. Finally, the author argues for the importance of considering discursive participation as a form of political participation in Hong Kong.  相似文献

In the fall of 2009, the city of Prague set out to conduct a critical analysis of its overall performance by closely examining the performance of the city's districts. In conjunction with the E-Governance Institute at Rutgers University, Newark, New Jersey, and the Public Technology Institute in Washington D.C., a quantitative survey of all 22 administrative districts' e-governance and online presence was conducted. Guided by the survey results, qualitative case studies of the top five performing districts were carried out in January 2010. The underlying goal of this research project is to further improve e-governance in Prague and foster a greater understanding of successful digital government initiatives. The findings of the survey and the case studies are presented, and key findings in the case studies are highlighted.  相似文献

This study is an extension of the research on the service quality of public organizations. It is concerned with evaluating the quality of the service provided by the Kuwaiti Cultural Office in Egypt as perceived by both students and staff. The gap analysis model is adopted in this study to identify the key dimensions and related components of the quality of service delivered by the Office. Additionally, the study offers evidence of a quality gap between the perceptions of the public service providers and the end beneficiaries. The findings reveal that there are obvious differences between the staff's and students' perceptions of the quality of the service provided by the Office in terms of tangibles, reliability, and responsiveness. The students indicate that the service provided has many shortcomings, related mainly to the tangible aspects of the service reliability and responsiveness. However, they feel secure in dealing with the Office, and feel the administration and employees consider their interests a top priority to the Office.  相似文献
