It has been claimed that transport policy in the UK, once a quiescent area, has been opened to battle between competing advocacy coalitions and that the late 1980s and early 1990s saw a policy paradigm shift. This article examines one detailed historical case study, the plans to complete an inner road in Norwich and the subsequent collapse of the scheme. The aim is firstly to examine the complex decision making processes and subsequent politics of this scheme and secondly to relate the local issue to the idea of a paradigm shift in national roads policy. The complexity of decision making in a multi-actored arena, where sovereignty is located locally but is circumscribed by central government 'guidelines', suggests that the assertions of those who argue in terms of a paradigm shift in policy may be exaggerated.  相似文献

The present article analyzes a general approach of the development of public infrastructure provision (hereinafter PIP) organizational models focusing on the structure of the privatization, partnership, business, contractual, and financial models of Armenia. The adopted approach of using the general map of the PIP toolbox gives an opportunity to clearly understand various models of PIP in different countries, compare them on the basis of certain components and to make a ground for the development of the most efficient PIP organizational models in relevant countries. Transport infrastructure consumes a large fraction of the development assistance envelope. Yet procedures for evaluating transport infrastructure projects are typically ad-hoc. This paper proposes an approach to assess the differential impacts of alternative investment proposals in data constrained environments where conducting reliable impact analyses is difficult. We first demonstrate a technique for estimating the cost of transporting products to markets. We then estimate the impact of improving the road network on economic activity. Finally, we perform simulations to demonstrate a methodology for prioritising alternative investments. The analysis demonstrates a pragmatic, though rigorous, approach for assessing transport infrastructure benefits.  相似文献

Despite high expectations, in The Netherlands the formation of public-private partnerships (PPPs) in the field of transport infrastructure is stagnating. This article addresses the question of why this is the case. On the basis of a comparative analysis of 9 case studies concerning the building of partnerships, 3 patterns are identified. The first is the successful formation of partnerships resulting in enriched projects. The second pattern is that of early interaction resulting in ambitious proposals for which there is no support. The third pattern shows ineffective market consultations followed by unilateral public planning, leading to stagnating contract negotiations.
These patterns are coherent and are caused by a number of generic factors. An important explanation for stagnation is the lack of interaction. As a result, public and private parties will fail to reach a common understanding, will be unable to contribute to the enrichment of the project content and will fail to develop mutual trust. If parties engage in early interaction, the lack of embeddedness of their efforts may result in an uncritical piling up of ambitions and an absence of the capability to realize trade-offs and generate support. These explanations are related to the absence of conscious and systematic attempts to manage and arrange interaction processes aimed at the formation of PPPs. On the basis of these findings the author formulates a number of suggestions to improve the quality and effectiveness of these processes.  相似文献

Critiques of policy networks have highlighted particularly the inability of concepts such as policy communities to explain policy change. The established construction of policy community places it chiefly as a metaphor for a relatively stable network within the policy process, which emphasizes the resource dependencies between key stakeholders. Typically, a process of bargaining brings about accommodation and a state of negotiated order.
However, a key problem arises in explaining major policy change where an established policy community persists. One solution here is to appreciate that, over time, dominant ideas and associated policy meanings may shift appreciably within an otherwise durable policy community. Thus, even a seemingly insulated policy community, under certain conditions, may not be immune to idea mutation and new policy meanings. Given the central importance of policy communities, these shifts may induce significant policy change.
A case study of this type is provided by the Oxford Transport Strategy (OTS), where a dual process of change took place. On one level of analysis, a challenge to the policy community produced a typical bargaining strategy, with an emphasis on negotiated order. On another level of analysis, however, the terms of the policy debate shifted markedly, and produced a new meaning for the key concept of integrated transport within the policy community. In turn, this process induced significant policy change. The article concludes that, ironically, the survival of a policy community depends on its ability to re-create itself by visualizing a new future.  相似文献
