Abstract

During recent years, the role of information technology in shaping politics and social movements in the digital age is drawing increasing scholarly attention. There is, however, little such literature on North Korea as the country remains almost completely cut off from the Internet. Since the mid-1990s, the DPRK government has strategically developed its information and communication technology and has subsequently built a domestic intranet. Although North Korea keeps a minimal presence on the web, there are signs that the country is taking small and cautious steps to allow some social elites to take advantage of the Internet in order to leapfrog its economic development. Indeed, a high-profile defector indicated that North Korea will most likely start allowing wider but limited internet access in the near future. This paper examines North Korea's intranet and Internet policies and explores their political implications by drawing upon first-hand data from Korean sources and existing literature as well as by juxtaposing the North Korean case with other communist regimes such as China and Cuba in terms of their attempts to control and manipulate the Internet. It shows that the DPRK government is likely to learn from the Chinese and Cuban experiences and adopt a ‘Mosquito-Net’ model in controlling the Internet in an effort to attract foreign investment while keeping out information deemed threatening by the regime.  相似文献

Abstract

The defection of Hwang Jang‐yop, one of North Korea's major ideological authorities and a senior member of the leadership, is a clear indication of regime crisis in Pyongyang. Hwang's assessment of the nature of the Kim Jong‐il regime, which he regards as incapable of reform and committed to war with South Korea, will strengthen those in Seoul who argue for a tough approach to be taken in negotiations on security issues with North Korea. At the same time, his remarks on the extent of communist influence in South Korean politics may influence the outcome of the 1997 presidential elections.  相似文献

This article investigates South Korean views on how to deal with the two major security issues regarding North Korea: its nuclear threat and regime instability. In this Special Section, the article analyzes the ongoing debate in South Korea over the government's policy toward North Korea in regard to these two issues. It argues that uncertainties about these two major issues are shaping the regional order in East Asia. In particular, the different levels of cooperation between South Korea and the United States may affect the regional security order in East Asia. In analyzing policy options available to South Korea, the riskiest option would be to employ early preemptive attacks and accelerate the collapse of North Korea given the security dilemma-driven action?reaction in East Asia. Given that the role of China has become the most crucial factor in dealing with North Korea, the most promising strategy would be to reinforce guarantees of extended nuclear deterrence and prompt a soft-landing unification.  相似文献

ABSTRACT

The need for new and stronger middle power diplomacy is growing as global challenges are increasingly governed by various horizontal inter- and trans-national networks. Climate change is one of the most complex and urgent global challenges that require collective action, and it is an issue for which more middle power leadership is greatly needed. The Republic of Korea (ROK) has been successful in becoming a primary actor in green growth governance, and its success has been attributed to its strategic middlepowermanship, integrating both material and ideational contents. Reducing emissions from deforestation and forest degradation (REDD+) in tropical developing countries has been lauded as an immediate and effective solution to mitigate climate change. ROK's unique history of forest transition before rapid economic growth highlights the fact that improving forest management is possible even with imperfect governance, rapid population growth, and low economic development. The lessons learned from ROK's forest transition can be developed as a distinct contribution to the international effort to address forest-related impacts on climate change, and offer an important opportunity for ROK to play a constructive role and achieve enhanced stature within the international community.  相似文献

Abstract

The outside world is well aware of the totalitarian side of North Korea. Much less well-known is the shadow economy of the country which has enveloped the everyday lives of ordinary North Koreans for the last fifteen years or so. Based on refugee testimonies, this article aims to shed light on this heretofore unexamined aspect of the country, by visualizing the invisible hands of the ever-growing shadow economy in North Korea. In particular, we will investigate who the main actors are (the agency question), how they obtain their items (the supply mechanism), how they move items from one place to another (the distribution mechanism) and who consumes these items (the consumer question) in contemporary North Korean society.  相似文献

This essay discusses how North Korean settlers in South Korea are engaged in the rubric of neo-liberal citizenship to program the idea of an enterprise of free and autonomous selves. I call into question the psychiatric intervention in the North Korean population deprived of psychological capacities to be autonomous and responsible for their social life. My argument is that the psychiatric diagnosis of strange mental properties presents the criteria of successful assimilation as an antidote to the psychological oppression that North Korean settlers must have experienced, encouraging the South Korean public to tolerate the social deviance of these settlers.  相似文献

Through the selective allocation of attention, framing and metaphors in covering foreign affairs and countries, media narratives often act to delegitimise, marginalise and demonise international actors. Focusing on Australian reportage of North Korea in The Australian, The Sydney Morning Herald and from the Australian Broadcasting Corporation (ABC) between 1 January 2010 and 31 December 2012, this paper explicates how the framing mechanisms utilised in media point to media complicity in reinforcing a negative, adversarial orientation towards North Korea. It also discusses implications for how Australians view the North Korean people, Australian–North Korean relations, and policy pertaining to Northeast Asia more broadly.  相似文献

Abstract

The international relations (IR) discipline is known as an ‘American Social Science’ dominated by scholars and theories from the US core. This paper compares IR in two noncore settings, China and Europe. It shows that there is a growing institutional and intellectual integration into global Anglophone, mostly American, IR in both Europe and China. Both Chinese and European IR communities have established top Anglophone journals like the European Journal of International Relations and the Chinese Journal of International Politics to spearhead their integration into mainstream Anglophone IR and carve out a space for regional thinking. Yet, the analysis of their publication and citation patterns shows that IR outside the American core communicates through a hub-and-spokes system where there is always a connection to the American core but rarely very strong linkages to other peripheral regions. The two journals studied thus function as outlets for ‘local’ and American scholars, rely on ‘local’ and American sources, and there is very little integration and exchange between Chinese and European IR. Chinese and European IR would benefit from such a dialogue, especially regarding ‘schools’ of IR at the margins of an ‘American social science’.  相似文献

Abstract

This paper examines the nexus between food security and sustainability governance through a case study of palm oil. Palm oil's advocates claim that campaigns against palm oil and actions to halt its expansion due to sustainability concerns can undermine its food security role. However, palm oil expansion more directly undermines the food and livelihood security of rural and indigenous communities when land that rightfully belongs to, or has been used by, these communities is alienated to firms for oil palm cultivation with little or no consultation or compensation provided or alternatives considered. It is in this context that the paper examines whether the multi-stakeholder Roundtable on Sustainable Palm Oil (RSPO) is able to ensure that this commodity is cultivated in ways that minimise environmental damage and livelihood disruption, thereby safeguarding palm oil's contribution to food security. The findings are mixed. RSPO certification provides fairly comprehensive and progressive socio-environmental regulation that has enhanced sustainable production practises in this industry especially by the larger transnational plantation companies mindful of their global reputation. The RSPO is also far more responsive than governments have been to the land rights of rural and indigenous communities, providing due process for land claimants as well as recognising that these communities may have legitimate rights to land even if companies were awarded legal title by governments. However, multi-stakeholder regimes can be fragile, requiring a great deal of internal accommodation and trade-offs to work. Already, different interests in the RSPO are pulling in different directions while national certification systems have emerged that are less onerous compared to the RSPO even as the latter seeks to further enhance its sustainability credentials.  相似文献

In this paper, we contend that the nexus of security and development lies in the crux of challenges confronting human security and aid failure in North Korea. We first review academic and policy discourses concerning the security-development nexus. We then analyse how the nexus works out its logic in North Korea by exploring how insecurity and underdevelopment have fed into each other, producing a vicious cycle that complicates efforts to address human security in North Korea. In the third and main section, we examine the ways in which South Korea, the USA and the EU provided for assistance to North Korea from 1995 to 2012 at national and international policy levels. We analyse their approaches to international aid and identify differences and commonalities in them so as to better understand how aid giving exacerbates or mitigates the insecurity/underdevelopment and then impacts on the development-security nexus. We finally conclude with a consideration of various strategies to help overcome the dual challenges of underdevelopment and insecurity that besiege North Korea.  相似文献

In response to the challenge of unstable North Korea (weak economy, weapons of mass destruction [WMD] development), China has followed an engagement-oriented strategy based on diplomatic persuasion, economic interaction and moderate economic sanctions. Intensified engagement (2009–2012) facilitated North Korean convergence with China in respect of economic reform but divergence has persisted over WMD development. Despite the widening of divergence since 2013, China has refrained from applying crippling sanctions. This article seeks to explain these diverging results and their implications for China's strategy towards North Korea. Reviewing recent literature and data, it will argue that Chinese economic input reinforced the trend of economic reform that formed the basis of political consolidation under the new hereditary regime. On the other hand, the prospect of stable dependence on China ran counter to that regime's pursuit of WMDs as the basis of security and diplomatic diversification. These mixed results reveal the limits of China's strategy: its economic input involuntarily reinforces North Korea's WMD potential but it is not prepared to accept the risks of enforcing WMD restraint by crippling sanctions either. With limited room for manoeuvre, the attainment of China's strategic objectives ultimately depends upon policy change from the US or South Korea.  相似文献

This article discusses the link between development and peacebuilding to analyze South Korean aid activities in North Korea in the context of the Korean conflict, where there are deep-rooted cycles of conflict episodes, and to explore the possibility of aid for peace on the Korean peninsula in the future. The Korean conflict is a large part of what makes South Korean aid to North Korea ineffective. For the past 20 years, South Korean aid to North Korea has fluctuated greatly, due to the context of the Korean conflict. The Korean conflict, once seemingly on the way to resolution, appears to have reverted to a time before the end of the Cold War. Many people in both the North and the South still see each other as the enemy. Most of the South Korean aid projects in North Korea have been suspended indefinitely and the fluctuation of aid to North Korea caused serious debates within South Korean society. At one point, the debates grew so heated that they were called the ‘South–South conflict’. Building on the conceptual framework of conflict sensitive development and strategic peacebuilding, this article argues that, to overcome the current impasse, all stakeholders must better understand the context of the Korean conflict and the interaction between the context and themselves, and develop a comprehensive strategy together, to encompass the multiple issues raised by the Korean conflict, as strategic peacebuilding proposes.  相似文献

North Korea is not a nation or field that attracts a great deal of critically minded analysis which would address the processes and moments of its ideological history. This is especially true when it comes to matters of North Korea’s relationship with nature and the environment, and the ideologies which underpin developmental and productive strategies within that nation. The routes which Marxist analysis in general took to connect to the Korean Peninsula are themselves fairly obscure and rarely considered. This paper therefore seeks an examination of the generation of Marxist analysis of nature and of those modes of production which encounter, transform and interact with natural and environmental forms. It considers the work of both Engels and Marx on the subject before tracing the journey those theorisations took into the practices and articulations of later Marxists, communists and socialists tasked with applying Marxist principles more widely in the processes of nation building and governance. In particular, it analyses notions of an Asian Mode of Production and the debate in Marxist circles as to that mode’s veracity and utility. It also encounters briefly the work of Karl Wittfogel, a counter-Marxist theoretician, and his notion of Hydraulic Economy. Finally, the paper traces the journey made by these theoretical structures into the intellectual world of the Korean Peninsula, navigating the debates it generated among early Korean Marxist intellectuals and their embedding or otherwise within the ideological structures and processes of North Korea.  相似文献

Abstract

This paper explores the development of Korea's online alternative public sphere and illuminates the characteristics of this space, ‘activated’ by non-gaek websites. These websites host highly partisan discourses which are produced and disseminated by a focused political agenda that aims at political reform. Such a method of conducting discourse has led to the dissimilitude of the alternative public sphere, resulting in the birth of a multiplicity of spheres that represent divergent political views. This paper argues that although the overall extent of the alternative public sphere is expanded by non-gaek websites, it is becoming at the same time an exclusive and intolerant space. Furthermore, it is argued that to facilitate functional operation of the alternative public sphere, an institutionalization of rules and norms that can solve such problems is necessary.  相似文献

20世纪90年代,韩国政府启动了以创建廉价、高效和服务型政府为目标的行政改革。为推动行政改革和提高政府绩效,韩国政府开展了一系列绩效评估的实践,包括成立政府经营诊断委员会、加强政府绩效审计、推行制度评估和以目标管理为基础的公务员绩效评估制度以及制定实施政府绩效评估框架法案等。韩国政府绩效评估对我国政府绩效评估制度建设有重要的借鉴意义:要把政府绩效评估与行政改革结合起来;提高公民对绩效评估的参与度;要重视对公务员个人的绩效评估;绩效评估要与管理模式相适应;绩效评估要制度化和规范化。  相似文献

Abstract

Northeast Asia is notable for the relative absence of regional institutions. The Six Party Talks could constitute an embryonic starting point for the development of such institutions. The path toward greater institutionalization is likely to begin in a modest fashion. Functional working groups on topics such as the environment, maritime transport, technical barriers to trade, road and rail links, and energy could provide the locus for integrating North Korea into the broader regional and global economies. Foreign ministries will inevitably take the lead in developing the Northeast Asia Peace and Security Mechanism (NEAPSM), but meaningful economic achievements will require the involvement of other ministries. North Korea has proved problematic in this regard thus far. Moreover, given the importance of private-sector involvement in achieving sustainable economic development in North Korea, modalities will have to be developed to integrate private-sector actors when possible. The governments of the region, and particularly China and South Korea, may continue support on a bilateral basis as a hedge against North Korea's collapse or as inducements in the context of the nuclear talks. But the development of more permanent multilateral structures is unlikely until the nuclear issue is resolved.  相似文献

According to conventional economic indicators, since late 1997 history has been reversed for South Koreans since late 1997. Their current financial crisis, which would have led to a moratorium without the emergency bail-out packae from teh International Monetary Fund, seems to require not only economic austerity for business firms and citizen but also a total devaluation of their developmental ‘micacle’ in the latter half of the twentieth century. South Koreans' dilemma, if evaluated from a broad historical and theoretical perspective on their compresed modernity, is that the vary mechanisms which made their explosive economic growth possible tend to create various hazardous consequences in social, political, cultural as well as economic life. Patriarchal political authoritarianism chaebol's despotic and monopolistic business practice, abuse and exclusion of labour, neglect of basic welfare rights, ubiquitous physical dangers, and ideological self-nagation are particularly serious examples of such hazards of the uniquely South Korean modernity.  相似文献

This paper inquires into aesthetics and politics in North Korean socialist realist painting by way of an examination of North Korean journalist Han Chol Ju's article series “Visit to Korean Art Gallery” and three paintings in Korea Today (2010–2011). The paper explains late North Korean leader Kim Jong Il's national-Stalinist conception of Juche socialist realism in On Fine Art (1991); considers one Korean painting (Chos?nhwa), two oil paintings (yuhwa), and one jewel painting (pos?khwa); and addresses approved ways of seeing in political-aesthetic experience and response in the North Korean situation.  相似文献
