A persistent theme in the British and international debates about immigration and diversity is the controversial claim that living in diverse areas has negative consequences for intergroup attitudes and community relations. In the present paper we test this claim by investigating the impact of neighbourhood diversity and self‐reported intergroup contact on orientations (outgroup attitudes and social distance) toward one religious outgroup: Muslims. Respondents were both White British majority (N=867) and non‐Muslim ethnic minority (N=567) residents of neighbourhoods in England which varied in their proportion of ethnic minority residents. We tested both direct and indirect (via intergroup contact) effects of diversity on outgroup orientations toward Muslims. Results show that individuals living in more ethnically diverse areas—regardless of whether they are White British members of the majority or non‐Muslim members of ethnic minorities—have more positive contact with Muslims, with positive consequences for intergroup relations with Muslims.  相似文献

The current state of China-Japan relations is characterized by two seemingly contradictory developments adjacent to each other: while economic and cultural relations have experienced an unprecedented and continuous improvement since the 1980s, Chinese and Japanese public perceptions of each other have been deteriorating. This raises interesting questions. How do we explain this discrepancy and what are the sources of the increasing public animosity in China or Japan toward the other country? Can China and Japan maintain amicable relations and continue economic cooperation in spite of the enduring mistrust between their peoples? What is the role of public perception and memory of history in the foreign policies of East Asia? This paper addresses these questions, focusing especially on the last one — the role of history and collective historical memory in international relations and the interaction between public sentiment and government foreign policies. Through a detailed study of recent events and the issue of Japanese textbooks, the author argues that public perception of history can and should be guided toward more positive directions. Otherwise, it will be increasingly difficult to maintain amicable relations between the two countries, especially when new nationalism is on the rise in both counties.  相似文献

Most studies on ethnic diversity and social trust rely on the standard measure of generalized trust. This study complements existing work on this topic by examining the effect of diversity on trust toward outgroups. This innovation is motivated by two closely connected arguments: At first, most existent studies are conducted in the framework of intergroup contact and conflict theory. These theories directly allude to trust toward outgroups. Second, recent empirical studies show that the standard measure of generalized trust is much less generalized than theoretically assumed. Instead it is blurred by a great deal of particularized trust. Explicit outgroup trust therefore seems to be better suited to empirically testing the extent to which growing ethnic diversity influences trust toward people different from oneself. The cross-national analysis yields a positive relationship between diversity and outgroup trust, which is an interesting finding given the current debate dominated by conflict theoretical reasoning.  相似文献

This article investigates the escalation of US-China trade disputes and the implications for Sino-US relations. Both structural realism and liberal institutionalism have failed to pay sufficient attention to the evolution of the US-China economic relationship, and this article strives to highlight this crucial issue. The article employs a historical perspective to examine the transformation of US-China economic relations in the twenty-first century. It argues that the US-China economic relationship is evolving from a symbiotic but asymmetric one between 2001 and 2008, toward an increasingly competitive one after the 2008 global financial crisis, especially in the Trump-Xi era. The changing dynamics of US-China economic relations, as well as the shifting perceptions of the top leadership of each country toward the other, create the impetus for the transformation of Sino-US relations. This article suggests that the recent trade tension is embedded in the growing strategic competition between the two countries.

As European majority members are often hostile toward ethnic minorities, it is important to identify sources that reduce opposition to immigrants. First, focusing on Denmark, this article examines whether intergroup contact influences attitudes toward ethnic minority rights (henceforth: ‘ethnic tolerance’). Second, this study tests whether the contact‐tolerance relationship is mediated by self‐disclosure and symbolic threat. Furthermore, contact is measured as workplace contact in order to reduce self‐selection biases. The empirical tests are performed on a Danish high‐quality national probability sample from 2009 (N = 1,929). Analysis shows that intergroup contact generates ethnic tolerance because workplace contact weakens threat perceptions and stimulates disclosure of personal information. Generally, these results suggest that regular intergroup contact can improve ethnic relations in contemporary democracies.  相似文献

Affective polarization is a key concern in America and other democracies. Although past evidence suggests some ways to minimize it, there are no easily applicable interventions that have been found to work in the increasingly polarized climate. This project examines whether irrelevant factors, or incidental happiness more specifically, have the power to reduce affective polarization (i.e., misattribution of affect or “carryover effect”). On the flip side, happiness can minimize systematic processing, thus enhancing beliefs in conspiracy theories and impeding individual ability to recognize deep fakes. Three preregistered survey experiments in the US, Poland, and the Netherlands (total N?=?3611) induced happiness in three distinct ways. Happiness had no effects on affective polarization toward political outgroups and hostility toward various divisive social groups, and also on endorsement of conspiracy theories and beliefs that a deep fake was real. Two additional studies in the US and Poland (total N?=?2220), also induced anger and anxiety, confirming that all these incidental emotions had null effects. These findings, which emerged uniformly in three different countries, among different partisan and ideological groups, and for those for whom the inductions were differently effective, underscore the stability of outgroup attitudes in contemporary America and other countries.

The American public remains largely moderate on many issues, but incivility and hostility are rife in American politics. In this paper, I argue that the alignment of multiple issue attitudes along the traditional ideological spectrum helps explain the asymmetrical rise in negative political affect. I introduce belief congruence theory as a supplemental theoretical framework to social identity theory. Cross-sectional data reveal a significant association between issue alignment and negative out-party affect that is neither mediated nor moderated by partisan identity. A first-difference approach using two panel studies then addresses potential heterogeneity bias by testing a change-on-change model within individuals. Both panels, which are from different time periods, covering different issues, reveal significant associations between issue alignment and outgroup dislike. In contrast, partisan identity was only significantly associated with ingroup affect. This work suggests that cross-cutting issue preferences could help attenuate political hostility and reiterate the need to reconsider the role of issue-based reasoning in polarized America.  相似文献

Abstract

The tenets of democracy appear to be facing a crisis in modern western societies, as trust in public figures and institutions—including politicians and government—declines and distrust of them increases. This decline is particularly visible in the cynical attitudes and non-voting behaviour of British young people. This paper presents a more contemporary conceptualisation of trust and distrust, from which four segments of young voters and non-voters emerge. A mix of calculative, predictive and identification trust-building strategies are applied to these four segments to reinforce their trust and reduce their distrust, thereby reconnecting them with parliamentary politics. This paper concludes with an agenda for further research.  相似文献

One of the professed goals of the 1998 Tanzanian Local Government Reform Program, entailing substantial decentralization, was to provide for a democratic administrative set up in local government. Elected local councils were invested with responsibilities for a wide range of policy sectors and services; the local administrative staff, formerly recruited and instructed by central government, would be appointed by and accountable to the local councils. A well‐functioning local politico‐administrative system was considered paramount to improve service delivery and ensure control of decision making by the local community. This article reports on research into the relations between councilors and administrators in two Tanzanian municipalities. Overall, these relations were found to be tense and full of discordance, caused by clashing role perceptions and mutual distrust. The research suggests that the main factor underlying the behavior and attitudes of councilors and administrators is the very system of public administration, which — despite the ambitions expressed in the Local Government Reform Program — remains very centralistic in character. Twenty years after German reunification, surveys have persistently uncovered differences in political trust between the eastern and western parts of the country. Studies have offered disintegrated and inconclusive assessments of the cross‐regional variation. This variation is traced to a tenacious, retrospective sympathy for socialism steeped in political socialisation and experiential learning. Empirical analyses confirm the presence of two key effects. First, retrospective evaluations of socialism not only fuel popular distrust of political institutions, but are more strongly correlated with trust in the east. Second, East–West evaluations of socialism are sufficiently different to contribute towards explaining the contrasting levels of trust between the two regions. That socialist values constitute a core axis upon which East German attitudes pivot presents a challenge for nurturing trust in democratic institutions and renews attention to processes through which supportive attitudes to democracy are acquired in transitional countries.  相似文献

In this study, we investigate who would vote ‘none of the above’ (NOTA) if this were available on the ballot paper using original data from eight European countries. In particular, we examine whether NOTA would be used by abstainers and voters to protest within the electoral process. We also test whether socioeconomic factors and specific and diffuse support for democracy and its institutions correlate with a NOTA vote. We find that having NOTA on the ballot would reduce invalid balloting more than abstention and much more than protest party voting. Our results also suggest that NOTA is related to socioeconomic status, political interest, political knowledge and distrust in political institutions and authorities, but not to broadly undemocratic attitudes. These findings have important implications for our understanding of the increasingly large amounts of abstention and invalid voting, as well as the growing distrust of political institutions, in democratic countries. The conventional wisdom in public opinion research suggests that the white public views government spending as a single race-coded issue. This article develops an alternative theory that rests on two propositions. First, the white public sees government spending not as a single issue, but rather, as two distinct issues: spending on the deserving poor and spending on the undeserving poor. Second, political sophistication strengthens the impact racial stereotypes have on attitudes toward spending on the undeserving poor, and it does not affect the relationship between stereotypes and attitudes toward spending on the deserving poor. These hypotheses are tested using data from the 1996 and 1992 NES surveys. The empirical results provide strong support for both propositions.  相似文献

Drawing from group theories of race-related attitudes and electoral politics, we develop and test how anxiety influences the relative weight of prejudice as a determinant of individuals’ support for racial policies. We hypothesize that prejudice will more strongly influence the racial policy preferences of people who are feeling anxious than it will for people who are not. Using an experimental design we manipulate subjects’ levels of threat and find significant treatment effects, as hypothesized. We find that individuals’ racial policy attitudes are partially conditional on their affective states: individuals who feel anxious report less support for racial policies than those individuals who do not feel anxious, even when this threat is stimulated by non-racial content. More broadly, we conclude that affect is central to a better understanding of individuals’ political attitudes and behaviors.  相似文献

This paper proposes a political economic analysis of public opinion in European Union countries toward migrants from poor countries. By focusing on redistributive policy, the analysis sheds light on specific determinants of public opinion. The theoretical analysis, based on the median voter framework, shows that one of the key variables affecting public opinion is the voting rights of migrants. Where migrants do not have the right to vote, their presence negatively impacts the poorest natives. In countries where migrants enjoy voting rights, they are able to vote on redistributive policy; therefore, the impact of migration on natives’ welfare is fundamentally different. After the theoretical analysis, the paper proposes an empirical analysis of Europeans’ attitudes toward non-Western migrants in European Union countries. This empirical analysis confirms the decisive impact of migrants’ voting rights. It shows that, in EU countries, the more educated natives are significantly less favorable to migrants from poor countries when the latter have the right to vote.  相似文献

Although trust is clearly central to human relations of all kinds, it is less clear whether there is a role for trust in democratic politics. In this article, I argue that trust is central to democratic institutions as well as to democratic political participation, and that arguments which make distrust the central element of democracy fail. First, I argue for the centrality of trust to the democratic process. The voluntary compliance that is central to democracies relies on trust, along two dimensions: citizens must trust their legislators to have the national interest in mind and citizens must trust each other to abide by democratically established laws. Second, I refute arguments that place distrust at the centre of democratic institutions. I argue, instead, that citizens must be vigilant with respect to their legislators and fellow citizens; that is, they must be willing to ensure that the institutions are working fairly and that people continue to abide by shared regulations. This vigilance – which is reflected both in a set of institutions as well as an active citizenry – is motivated by an attitude termed 'mistrust'. Mistrust is a cautious attitude that propels citizens to maintain a watchful eye on the political and social happenings within their communities. Moreover, mistrust depends on trust: we trust fellow citizens to monitor for abuses of our own rights and privileges just as we monitor for abuses of their rights and privileges. Finally, I argue that distrust is inimical to democracy. We are, consequently, right to worry about widespread reports of trust's decline. Just as distrust is harmful to human relations of all kinds, and just as trust is central to positive human relations of all kinds, so is distrust inimical to democracy and trust central to its flourishing.  相似文献

Researchers and policymakers alike have made the reduction of citizen alienation one of the important goals for decentralizing public services. Decentralization is thought to bring government closer to the public being served, and therefore to improve public attitudes toward government. No existing research fully tests this hypothesis. However, several national surveys provide sufficient data to examine the relationships between various types of citizen activity linked with decentralization and the two dimensions of political alienation, powerlessness/efficacy and distrust/trust. A review of these surveys reveals that decentralized activity, whether taking the form of citizen participation, citizen awareness of decentralized facilities, or service improvements, is consistently associated with people's sense of efficacy, but not to their sense of trust. The results thus suggest that decentralization may affect alienation in terms of reducing sense of powerlessness, but that it has no impact on people's trust in government. Decentralization of public services may therefore be one of many steps taken to reduce citizen alienation toward government, but it will not, contrary to expectations, significantly impact on alienation by itself.  相似文献

The evolution of the Taiwan issue has been closely linked to the interaction of China and other countries including Japan, Russia, and especially the United States. It is important to examine the great power interaction in East Asia and its effect on the cross-strait relations. Japanese policy toward the Taiwan issue will be a critical indicator of the nature of Sino-Japanese relations. One issue is Japan’s expanding role in the U.S.-Japanese security relations and the implication of such relations for East Asian security. Russia has consistently supported Beijing’s policy on Taiwan. Since the return of Hong Kong to China on July 1, 1997, the policy of “one country, two systems” has been put into practice. If Hong Kong can continue to enjoy a high degree of autonomy and prosperity, valuable lessons might be gained for resolving issues in cross-Taiwan Strait relations.  相似文献

The term ‘Decentralized Cooperation’, coined in the 1980s, is interpreted differently by various organisations involved in development cooperation. However, there are points of convergence among these interpretations that suggest a common definition involving: (a) the lead actors (local governments), (b) an overarching objective (sustainable local development) and (c) the nature of activities carried out (exchanges and support). From a historical perspective, the origin of Decentralized Cooperation is two‐fold. On the development cooperation scene, the concept emerged when the array of actors involved in development projects widened as a result of major changes in aid themes and approaches. In the field of international relations between local governments, Decentralized Cooperation activities appeared as the scope of municipal twinnings also widened accordingly to involve partners from countries in development or in transition. Today, Decentralized Cooperation continues as an evolving concept located at the intersection of its two parent fields: development cooperation and international municipal relations. In this essay, the authors explore attitudes toward government privatization of electric utilities across two sets of nations: developed market economies (DMEs) and transition economies (TEs). They utilize generalized hierarchical linear model to analyze individual attitudes nested within these two groups of polities and discover a wide gap between the DME and TE nations in terms of preferences for privatization, with attitudes in DME nations being far more favorable. Attitudes toward the privatization of electricity are explained by a combination of ideological/symbolic predispositions, self-interest, and citizen values/characteristics. The most consistent variables in the model are the ideological/symbolic predispositions, while the weakest are citizen characteristics/values. In terms of self-interest, the analysis indicates that those who work for the public service or a public firm are more likely than others to oppose the privatization of electricity. In contrast to some public administration literature that asserts well-informed and interested citizens will oppose privatization, the authors find no convincing relationships. Instead, the most educated and politically efficacious citizens, as well as those who have confidence in the way democracy works within their nation, are more prone than others to support privatization of electricity.  相似文献
