Revelations of corruption and of maladministration have forced a re‐examination of some of the basic characteristics of the Greek party‐state and party system. The purpose of this article is to examine how the controversies ‐ ‘scandals’ ‐ arose, and to assess their consequences for political development in Greece in the light of the June 1989 national elections. Beginning in the 1990s, the People's Republic of China has experienced explosive growth in the number of non-governmental organizations. This article examines one of the earliest and most influential Chinese NGOs, Project Hope, a charitable organization which solicits donations to help poor rural children stay in school. The success of Project Hope and the subsequent growth of the non-profit sector are surprising given that China arguably has no history of an organizational form like the Western donative-style charity. As such, this case offers a rare opportunity to examine the rise of a new organizational form. New institutionalist and social capital theoretical approaches will be used to analyse the social mechanisms underlying practice of donative-style charity. Chinese cultural practices of giving to the needy in the premodern era and under Mao Zedong's socialist state (1949–1978) will be explicated to reveal the resources and constraints emerging Chinese charities faced in the post-socialist era. This article focuses on one problem that China's first Western-style charities had to address: how to establish the practice of voluntary giving to non-governmental organizations. It examines two of Project Hope's strategies and their consequences: (1) blurring the distinction between charitable organizations and the state and (2) building personal relationships between donors and recipients.  相似文献

Abstract

Altfelix attempts to examine and explain why xenophiles are politically prone to an ambivalent re-utilization of xenophobic images of the Other. In Germany both ‘the Jew’ and ‘the Ausländer’ have been instrumentalized xenophilically in their capacity as abstract notions by certain system actors and publics in a manner which appears to shed more light on the in-group than the Other. Xenophilia as a self-oriented, positive in-group evaluation may be identified as particularly evident in the post-war German political discourse on the Holocaust. In similar fashion to antisemitism, philosemitism represents an ‘allosemitic’ (Bauman) abstraction of ‘the Jew’, whose evocation is comparable to the idea of a ‘good foreigner’ as expressed in Ausländerfreundlichkeit (foreigner-friendliness). Xenophilia/philosemitism—like xenophobia/antisemitism—is dependent upon a relative opposition between ‘concretized Self’ and ‘abstracted Other’. Altfelix argues that this relationship emerges for two reasons. First, manifestations of xenophilia are generally preceded by bouts of xenophobia. Consequently, some publics may identify a need for creating a positive in-group focus. In this, the Other must not become too concrete for fear of distracting attention away from the xenophile's agenda. Second, the difference between Self and Other must be effectively maintained, since the xenophile's raison d'être depends upon it. Post-war German philosemitism appears to be a good exemplar for this definition of ‘xenophilia’. It demonstrates the dangers of moving within an allosemitic cycle in which difference becomes a method of keeping otherness at bay through abstraction. The fear of a misremembrance of the Holocaust resulting from an abstract memorialization seems to provide a very solid political basis for perpetuating a philosemitic identity construction of ‘the Jew’ as abstracted Other.  相似文献

Has the rise of so‐called new social movements contributed to an undermining of parties in Western nations? This study reviews the arguments alleging this to be the case, and then summarises the results of 229 public opinion surveys from 17 nations. The surveys indicate that those who hold ‘post‐materialist’ values are stronger partisans than those with ‘materialist’ values. The analysis concludes that much of the literature has overstated the contrasts between movements and parties, that the mass public does not differentiate itself into ‘party’ and ‘movement’ categories, and that parties have been resourceful in protecting themselves against the depradations that movements might cause.  相似文献

Numerous sector-specific studies have shown that over the past 20 years different parts of the French state have changed their relationship to national industry and the European Union. However, the defence sector has been both under-studied and the victim of an assumption of ‘military exceptionalism’. Based upon empirical research into the ordering of the Airbus A400M military transporter, this article uses a cognitive approach to policy analysis to unpack the sets of actors and distribution of power which today make French procurement decisions. It shows that many policy preferences have changed considerably but that the key protagonists have remained remarkably stable.  相似文献

The phenomenon of ‘social antisemitism’ is well known. By the beginning of the twentieth century, however, an idiosyncratic variant had emerged in France. Where, elsewhere, social antisemitism tended to be ingrained and unthinking, this French variant was (typically) more theoretical, and its practitioners tended to be among the most prominent authors and thinkers. It stressed the essential cultural differences between the ‘French’ and the ‘Israelites’, and the ‘separateness’ of the Jews within France, and also developed a series of facile generalizations about the essentially inferior nature of the Jewish intellect. Griffiths examines this phenomenon, both for its characteristics and for its widespread existence in French intellectual circles, by taking a specific subject: the reception of Lacretelle’s 1922 novel Silbermann. A wide range of writers and critics—a number of whom had in other circumstances a reputation for liberal values and attitudes, and had been among those who had deplored the excesses of the antisemitic mob during the Dreyfus affair—are found to echo the views put forward by Lacretelle in that novel, and even to elaborate on them. Many of these writers were to adopt a completely different attitude towards the Jews after the Second World War; when the position of the Jews was fully realized, their earlier ‘social antisemitism’ proved less powerful than their human sympathies. But this is not to devalue the importance of the danger posed by social antisemitism, which could provide the basis for far more virulent forms of racism to flourish.  相似文献

Despite drawing on different historical traditions and philosophical sources, Sheldon Wolin and Étienne Balibar have come to see citizenship and democracy in fundamentally similar ways. However, the work of one has not been considered alongside that of the other. In this paper, I examine some of their key texts and draw out three areas of common concern: the historical specificity of the political, citizenship as a dialectical process and dedemocratization. The significance of Wolin and Balibar’s writing on citizenship and democracy lies in a set of proposals for the eternal rebirth of the citizen as democratic agent between action and institution, hierarchy and equality, individual and community, difference and the universal. Their open-ended frameworks can be seen as an antidote to contemporary pessimism about the fate of democracy as either political order or normative ideal. I conclude by suggesting that contemporary Ecuadorean and Bolivian debates about how to combine relational ontologies and liberalism has opened a fertile domain for re-imagining the I and We of citizenship.  相似文献

This article looks at the UK Labour Party’s view of the EU single market over the last four decades, focussing on three case study periods when this issue was particularly salient: first, the time of the single market’s introduction under Neil Kinnock’s leadership; second, the A8 accession with Tony Blair as Labour Prime Minister; and third, between the 2016 European referendum and 2019 general election during Jeremy Corbyn’s time as party leader. This historical narrative uses the theoretical approach of Harvard economist Dani Rodrik—of a ‘trilemma’ faced by national policy makers in response to globalisation—as a lens to describe a clear arc in Labour’s policy towards the single market across the three case studies. A position of initial scepticism moved to support under Kinnock’s leadership, and then active encouragement under Blair, before coming back again under Corbyn to uncomfortable non-commitment. This arc directly correlates with the ebb and flow of the party’s overall economic approach—first the Keynesian, national Alternative Economic Strategy at the time of the party’s 1983 general election defeat; then, the deviation under Blair to a policy that actively encouraged cross-border market liberalisation; and finally the return to an Alternative Economic Strategy-style approach under Corbyn.  相似文献

As foreign fighters have flocked to conflicts in Syria and elsewhere, their home governments have often claimed a right not only to criminalise their doing so, but also to deprive them of the right to return. This article challenges some problematic assumptions about the intersection among political allegiance, extraterritorial jurisdiction and the right of abode. It traces the origins of today’s conventional wisdom to a particular modern experience of state–society relations, including the rise of administrative ambitions that outrun the original bounds of the territorial state. In contrast, it argues for an ‘unbundling’ of state authority, prepolitical membership in society, and cross-border political action. This position would chasten overreaching views about states’ ownership of their citizens, while still leaving other ways to deal with jihadist violence.  相似文献

Abstract

This paper examines the relation of particular forms of social and labour market policy to economic development. Taking the history of Malaysian industrialization as its empirical case, the paper assesses the unintended consequences of redistribution policy, on the one hand, and migration policy, on the other, for the limited upgrading of the country's electronics industry. It argues that, while the former has been central to social harmony in Malaysia's multi-racial society, it has contributed to the underdevelopment of small and medium-sized firms capable of linking with the TNCs on the basis of knowledge-intensive and higher value-added operations. Migration policy, on the other hand, has allowed manufacturers to have continued access to supplies of low-cost, lower-skilled labour that have released the pressures that would otherwise have been there for technological and skill upgrading in the electronics industry. Only in Penang, where regional state institutions have intervened to encourage SME upgrading, has the national picture been moderated. Malaysia's industrialization project emerged at time when export competition in manufactured commodities was less intense than it is now. Largely as a result of federal government priorities and for other reasons explored in the paper, advantage was not taken of this ‘window of opportunity’. As a consequence, the country's industrialization project – exemplified by its electronics industry – is now ‘stalling’ in the sense that it remains locked into low- to medium-technology operations. With the rise of China as a manufacturing exporter, this is a dangerous situation for a country's principal industry to be in.  相似文献

In this paper, we make three interrelated points. First, while much of the recent literature on new forms of citizenship has focused on the diversity of large cities and new forms of migration, we seek to establish rural sites as important arenas for negotiating citizenship. We stress that far from being homogeneous, villages in their struggles over belonging are affected by long-standing diversity as well as global discourses. Second, we seek to complicate the interpretation of the demise of socialism as a radical break manifested in a diminished role of the state. We show that if the central state retreats, local state actors may gain in importance for local negotiations of citizenship. Third, we explore how the local state actors sometimes use their new powers over social rights to recreate boundaries of belonging through public performances tied to the administration of these rights. We go on to explore the normative basis for these performances and indicate that membership is still based on a contribution of work to the common good. This can best be conceptualised as a shifting continuity rather than a sharp break after 1989.  相似文献

George W. Bush has claimed that the latest intelligence estimates single out Iran, Iraq, and North Korea as an ‘axis of evil’ fomenting terrorism and weapons of mass destruction. However, the intelligence itself demonstrates that this concept has been largely manufactured and the CIA bypassed in favor of a pre-existing political consensus among right-wing Republicans. In reality, the ‘axis’ serves to perpetuate an American ‘preponderance of power’. It justifies specific policies which had already been decided before Bush came to power and which now have popular acceptance through their association with the successful war on terrorism.  相似文献

‘Weserübung’, the German invasion of Norway and Denmark on 9 April 1940, was a brilliantly successful surprise attack, both strategically and tactically. Strategic surprise was obtained because the idea that Germany was about to launch a major invasion of Norway was remote from any of the preconceived scenarios about Germany's next move. Germany's achievement of tactical surprise was also aided by bad weather in the North Sea. The main reason for the failure of both Norwegian and British policy-makers to comprehend what the Germans were up to lies in the importance of the ‘mindset’. On both sides of the North Sea the conventional wisdom was that Germany would not attempt an invasion of Norway against the supremacy of British sea power. Hence all incoming information was interpreted in Oslo in the light of the next mindset, namely that only a determined British attempt to take control of the Norwegian coast could trigger an armed German retaliation. In London, incoming intelligence was interpreted so as to conform to the Admiralty's preconceived scenario of a German naval breakout into the North Atlantic.  相似文献

In taking stock of the ruling Fidesz party's project of ‘illiberal democracy’ in Hungary, this article first develops considerations based on Claude Lefort's democratic theory for critiquing ‘illiberal democracy’ and post-democracy alike, situating the former in an early 2010s post-democratic moment characterised by the emergence of a neoliberal crisis management regime in the Eurozone. ‘Illiberal democracy’ and ‘market-conforming democracy’ are both problematic from this standpoint insofar as they subordinate the key Lefortian dimension of democratic contestation to either the primacy of the markets or a reified conception of the ‘national interest’ as represented by a single party. The analysis then traces the development of ‘illiberal democracy’ and its construction of key signifiers such as the ‘national interest’ in programmatic speeches made by Viktor Orbán, from its beginnings in the post-democratic moment to subsequent crisis conjunctures in which it has redefined itself against ever newer threats.  相似文献

In 1880, the Tsuu T'ina Nation (then the Sarcee band) staged a small, armed protest known as the ‘Sarcee War’, in Calgary, Alberta, to demand food and a separate reserve from the Siksika, with whom they had been assigned land. This paper argues that this protest reveals the material and political roots of Aboriginal citizenship: a fragmented and differentiated political body, unified through contingent agreements. The Tsuu T'ina actions, the choice of location and their specific demands reveal an assertion of rights that differ from the ‘standard’ idea of Canadian citizenship (then and now) and articulate a complex process of ‘othering’ and belonging.  相似文献
