Empirical research into the possible positive consequences of deliberation increasingly reveals that there is a complex relationship between deliberation and its effects on citizens. In this experimental study I examine the relationship between internal political efficacy and one type of deliberation: deliberative decision-making. I also test whether different structures of decision-making mediate between deliberation and internal political efficacy. The data suggest that deliberative decision-making had no direct effect on a global measure of internal political efficacy. Participants in face-to-face deliberative decision-making, though, had higher scores on a situation-specific measure of internal political efficacy than participants who only voted. The structures of decision-making had no effect on either measure of internal political efficacy. These results support claims that deliberation will not necessarily lead to direct, positive effects on citizens internal political efficacy, but they also highlight the likelihood that face-to-face deliberation can lead citizens to feel more competent in their deliberative abilities.  相似文献

Abstract

Shaping active citizenship, motivating civic engagement, and increasing political participation of minority groups have become some of the key political priorities in the UK since at least the end of the 1980s. Academic research shows that this shift goes hand-in-hand with a review of the integration policies in the country. The ‘politics of integration’ correspond in fact to a policy response to various social problems (such as discrimination, racism, intolerance) that emerged in various areas, and represent a new political discourse regarding active citizenship. This reflects an overall strategy meant to reframe the basis for civic and political engagement and participation in Britain. Our article is thus meant to highlight the dynamics underlying the development of the concept of active citizenship in the UK by looking at the factors that intervene in its shaping and enhancement. We identify political priorities and key mechanisms of participation that enable engagement in the public sphere. This article first considers the development of the specific ‘British discourse’ regarding active citizenship by taking into consideration the political priorities that emerged as part of the New Right discourse in the 1980s and then New Labour after 1997. We then refer to a set of data collected during our field work conducted in the UK between 2010 and 2011 with civil society activists and policy-makers in order to underline the meaning, practices, and feasibility of active citizenship.  相似文献

Why has democratic governance declined, at least in the Anglo‐American world? This essay maps the causes. It starts with the major parties, once basic agents of mass mobilisation and representation. It argues that a cascading series of developments, often involving contingent adjustments to immediate exigencies, have, in a longer perspective, created a fundamental gap between the political system and its publics. A second section then sketches paths to democratic renewal. How might this gap be closed? What other changes might be required to make this a reality? Are prospects of change fanciful?  相似文献

Empirical political behavior research has consistently observed a robust and positive relationship between education and political engagement, but has failed to adequately explain why education is so important. Using data from the Baccalaureate and Beyond (B&B) Longitudinal Study, I test three competing hypotheses explaining the enduring link between higher education and political behavior. I find that a verbal SAT scores and a social science curriculum are related to future political engagement, suggesting that the content of higher education, especially a curriculum that develops language and civic skills, is influential in shaping participation in American democracy. Analysis for this article relied on restricted-use data from the National Center for Education Statistics. This article provides a review of the theoretical perspectives on civic and political participation. Four distinct views were identified in the literature: (a) The orthodox view: “Civic and political participation are always positive”; (b) The broad view: “Civic and political participation are multidimensional”; (c) The qualitative view: “Civic and political participation are not always good”; and (d) The nonconformist view: “The need to redeem the political dimension of participation.” This article intends to sophisticate simplistic assumptions about civic and political participation and to provide an original organization of the theoretical perspectives in this field. Based on this analysis, this article presents suggestions for an alternative approach to citizenship education.  相似文献

In his Democratic justice and the social contract, Weale presents a distinctive contingent practice-dependent model of ‘democratic justice’ that relies heavily on a condition of just social and political relations among equals. Several issues arise from this account. Under which conditions might such just social and political relations be realised? What ideal of equality is required for ‘democratic justice’? What are its implications for the political ideal of citizenship? This paper focuses on these questions as a way to critically reconsider Weale’s model. After presenting Weale’s procedural constructivism, I distinguish his model from an institutional practice-dependent model, one salient example of which is Rawls’s political constructivism. This distinction allows for a formulation of the social and political equality required for justice in each case. The contingent model assumes that an equality of ‘status’ will generate just social practices, yet it fails to recognise that an equality of ‘role’ is also important to ensure citizens’ compliance. The paper ultimately seeks to show that the contingent model is insufficient to ensure that just social practices will become stable.  相似文献

Psychological models of forming impressions about other people assume that this process is strictly connected with social categorization. Therefore, it is clear that the results of many studies show that the evaluations of other people are based on two crucial and separable criteria: morality and competence. Obviously morality and competence are two fundamental and distinct dimensions of the perception of politicians. These dimensions substantially influence voters’ behavior toward politicians and are clearly visible both in the preelection polls as well as in the scientific analyses concerning forming the images of politicians. The evaluations of politicians on the morality and competence dimensions are central in forming the interpersonal attitudes in which the dominant elements are affect and respect toward the evaluated person. Consequently, affect and respect are crucial factors in establishing the support of candidates for political offices. The morality and competence dimensions trigger the causal structures in the voter's mind in which formed attitude creates affect and respect, which determine voting behavior.  相似文献

What effect, if any, does the extent of economic inequality in a country have upon the political engagement of its citizens? This study examines this question using data from multiple cross‐national surveys of the advanced industrial democracies. It tests the theory that greater inequality increases the relative power of the wealthy to shape politics in their own favor against rival arguments that focus on the effects of inequality on citizens' objective interests or the resources they have available for political engagement. The analysis demonstrates that higher levels of income inequality powerfully depress political interest, the frequency of political discussion, and participation in elections among all but the most affluent citizens, providing compelling evidence that greater economic inequality yields greater political inequality.  相似文献

The relationship between nonformal education (NFE) and democracy has not been subject to empirical examination. Given the prominence that NFE has gained in many countries, such as those in Africa, this inattention is unfortunate. Using data from a survey involving a probability sample of 1484 Senegalese citizens, this paper examines the effects of education, both formal and nonformal, on political participation among rural Senegalese. The results indicate that NFE and formal education tend to have similar effects on several political behaviors, but the effect of NFE generally appears to be stronger. NFE has a positive impact on political participation. NFE increases the likelihood that one will vote and contact officials regarding community and personal problems. In addition, NFE has a strong, positive impact on community participation.Michelle T. The paper problematises the category of noncitizenship. It traces its trajectory in accounts of inclusive citizenship and argues that it is difficult to theorise it as a distinct theoretical category outside of citizenship. To support this argument, the paper distinguishes between a pluralist, political and democratic variant of accounts of inclusive citizenship and it shows how they all end up reducing noncitizenship to a journey to citizenship. To overcome this limit, the paper develops the idea of subversive politicisation and suggests that injustices and inequalities can be challenged without falling back on the vocabulary of citizenship.  相似文献

This article argues in favor of a Levantine approach to citizenship and citizenship education. A Levantine approach calls for some sort of Mediterranean regionalism, which accommodates and promotes overlapping and shared sovereignties and jurisdiction, multiple loyalties, and regional integration. It transcends the paradigmatic statist model of citizenship by recasting the relationship between territoriality, national identity, sovereignty, and citizenship in complex, multilayered and disaggregated constellations. As the case of Israel/Palestine demonstrates, this new approach goes beyond multicultural accommodation and territorial partition. It proposes, among other things, extending the political and territorial boundaries of citizenship to take all the territory between the Mediterranean Sea and Jordan River as one unit of analysis belonging to a larger region.  相似文献

Populism has often been described as a great challenge and threat to Western democracies. Not surprisingly, at a time in which we are witnessing a significant rise in populist actors in Europe and the US, scientific analyses and commentary regarding populism have become particularly popular and, indeed, necessary. My aim in this article is to offer a brief yet comprehensive overview of the ongoing debates in a bid to problematise the supposed ‘imminent threat’ of populism in light of recent developments within the political systems and societies of established democracies, especially under conditions of crisis. I understand populism as a specific type of discourse, and thus as a way—among others—of doing politics and appealing to groups of people. Thus, I highlight the varying orientations that populist movements might take, depending on the ideological traditions with which they are closely articulated and the sociopolitical environment in which they manifest. Last, I relate the ‘populist surge’ to discussions regarding post‐democracy.  相似文献

This article analyzes whether participation in civil society organizations (CSOs) in Turkey enables the learning of active citizenship. I conceptualize active citizenship along two axes. The first axis includes its defining dimensions (civic action, cohesion, self-actualization) while the second axis includes the types of learning (cognitive, pragmatic, affective) active citizenship requires. The study presents in-depth analysis of participant experiences in four CSOs in Turkey. Data are derived from semi-structured interviews with CSO members and volunteers. Findings reveal the mechanisms that link changes which occur to CSO participants to the various dimensions of active citizenship. The analysis points toward the potential for change in how citizenship is both learned and practiced in Turkey.  相似文献

Abstract

Central to the debates on the transition of Hong Kong to Chinese sovereignty is how this process has affected change in the policy process and policy outputs. Many see policy change as a result of the evolving political environment in Hong Kong following the political transition. This article, however, adopts the notion of policy networks and argues that the analysis of policy change cannot be reduced to a simple contextual stimulus – the policy alteration model. A case study – ‘the development of civic education’ – demonstrates the importance of policy networks, as a particular structure of government and group relations in decision making, in explaining the course of policy change. It is apparent that the relationship between regime change and political liberalization, on the one hand, and established networks, on the other, tends to be complex and dialectical in Hong Kong. Despite the importance of sovereignty transition and political restructuring, the effect of contextual factors on public policy greatly depends on the nature of the network involved.  相似文献

Concern about political disengagement is prevalent in British politics, and this article seeks to examine what the Westminster Parliament has been doing to address it. Recent reforms and recommendations from various parliamentary committees are examined, including increased use of the Internet to disseminate information about Parliament, the use of online consultation mechanisms, and the tentative extension of parliament's petitioning processes. The discussion is couched in the representative origins of Parliament, its adaptation to democratic politics and the extent to which its response to political disengagement is contextualised by its representational, rather than its democratic, role. The article addresses whether Parliament can approach these issues in a 'holistic' fashion, and as a 'unified' institution within the political system.  相似文献

ABSTRACT

One of the potentially most significant objections to a cosmopolitan moral approach charges an essential arrogance: cosmopolitanism disdains particularist moral insights even while – in what is said to be its most coherent form – it seeks to bind all persons within global political institutions. It is argued here that adopting a form of institutional cosmopolitanism actually helps to meet this sort of objection. An appropriately configured such approach will have a conception of equal global citizenship at its core. It will seek to place individuals in relations of political humility, understood not as plain deference to competing moral claims, but as concrete recognition of the equal moral status of others. It will seek to progressively empower as actual citizen equals those whose interests are often ‘arrogantly’ neglected in the current system, and to multiply mechanisms of input and challenge for them over time.  相似文献

Abstract

The aim of this article is to present a review of the discourses of public authorities and non-governmental organizations (NGOs) on civic and political participation of youth and women in Turkey. Drawing on policy documents and elite interviews, this article explores the role of civil society organizations in promoting civic and political organizations in traditionally marginal groups. The article is primarily concerned with unpacking dominant discourses, as produced by public documents and official statements by both civil society organizations and policy-makers. The analysis will produce an overview of their general discursive orientations and the related legal changes and policy implementations. The article then looks at the impact of these discursive formulations to the issue of participation. What is important to note is that action plans and strategies are not always implemented in a manner that is in keeping with the original intentions of policy-makers. The review of public and civil society documents highlights serious differences in focus and coverage between the groups. It also highlights limited engagement with the actual issues of civic and political participation. While youth participation is paid limited attention, women participation is mostly associated with political representation in national and local political bodies.  相似文献

This article examines the democratic status of irregular immigrants from the vantage point of different models of democratic inclusion. The argument developed is that irregular immigrants are in fact members of the democratic state by virtue of being subjected to the legally binding norms in the territory of the state. The extension of the vote and other political rights to irregular immigrants nevertheless remains problematic due to their ‘illegal’ status. Because this status follows from the restrictive border policies implemented by most contemporary states, it shows that the ideal of democratic inclusion is scarcely reconcilable with a policy of restrictive cross-border movement. The conclusion defended in the article is that the interest in keeping borders restricted reduces the prospects for democratic inclusion in contemporary states.  相似文献
