Contractarian normative theory relies on the veil of ignorance construct to generate the political consensus required for its theories of justice. By eliminating distributional information, the veil is presumed to facilite consensus building by reducing conflict over the distributional effects of proposed constitutional rules or institutions. This paper explores the extent to which excessive distributional information might also impede the ordinary day-to-day decision making of democratic institutions. Our analysis suggests that distributive information makes political deadlocks under majority rule more likely. Statistical evidence suggests that the efficacy of the U.S. Congress has been reduced by the dramatic increase in distributional information made available to it over the past twenty five years.The authors would like to thank an anonymous referee and the participants of the Center for Study of Public Choice Luncheon Work Shop for helpful comments and suggestions. This article explores some of the key pathologies of English penal politics by applying an interpretive political analysis perspective to the specific issue of the plight of the ‘prisoners left behind’, the thousands of indeterminate‐sentenced IPP (imprisonment for public protection) prisoners who remain incarcerated, notwithstanding the abolition in 2012 of this sentencing option targeted at ‘dangerous offenders’. The article draws on research findings from an ESRC funded study of penal policymaking to examine why the Gordian knot of the prisoners left behind has proved to be so hard to untangle. The broader lessons of this specific story are then set out. In particular, it is argued that the public and political debate around criminal justice has become damagingly narrow over recent years.  相似文献

Data from two independent field experiments indicate that changes in question order and context may well account for an apparently precipitous decline of interest in politics at the time of the CPS 1978 American National Election Study. Evidence from a question order experiment with the SRC/CPS feeling thermometers also suggests that such contextual artifacts may not be atypical. Indeed, because of the many changes in the content and organization of the election studies over the years, context effects represent plausible rival hypotheses for a number of inexplicable shifts and trends in the time-series. In testing these hypotheses the authors derive and validate an information-processing model of how respondents infer their political states of mind from observations of their own question-answering behavior in the survey interview. In addition, the authors illustrate the wide applicability of the model tosubstantive problems in the discipline and its implications for the survey-based paradigm in political behavior research.  相似文献

It has long been recognized that voters bring their political behaviors in line with economic assessments. Recent work, however, suggests that citizens also engage in economic behaviors that align with their confidence—or lack thereof—in the political system. This alignment can happen consciously or, as we suggest, unconsciously, in the same way that positivity carries over to other behaviors on a micro-level. Using monthly time series data from 1978 to 2008, we contribute further evidence of this relationship by demonstrating that political confidence affects consumer behavior at the aggregate level over time. Our analyses employ measures more closely tied to the theoretical concepts of interest while simultaneously accounting for the complex relationships between subjective and objective economic indicators, economic behavior, political attitudes, and the media. Our results suggest that approval of the president not only increases the electorate’s willingness to spend money, but also affects the volatility of this spending. These findings suggest that the economy is influenced by politics beyond elections, and gives the “Chief Economist” another avenue by which they can affect the behavior of the electorate.  相似文献

This conclusion attempts to answer three sets of questions regarding our experiment in cross-field collaboration: What did we find and were these findings cohesive? What did our findings add to the debate? What are the implications of our findings, and, more importantly, what's next? It suggests that politics have become a "reverse salient" in innovation theory. Specifically, innovation scholars have yet to devise a theory that fully incorporates distributive politics and their security and competitiveness implications into a general explanation of technological change. This gap is holding back progress in fields that depend on innovation as an explanatory variable. It should therefore be made a priority for innovation scholars across the social sciences.  相似文献

Adolescence is an important time for political development. Researchers have concentrated on the family as the sole socializing agent of youths; however, as Campbell, Gimpel, and others have shown, political contexts also matter for young citizens. Using the National Education Longitudinal Study of 1988, the Record of American Democracy, and election outcomes data, I find that adolescents who resided in politically competitive locales or states have higher turnout years later compared to those who lived in uncompetitive contexts. These effects are not mediated by the home political environment and act through political socialization. This research adds to a growing literature on the influence of political contexts on political behavior and is the first to explore how political competition during adolescence influences voter turnout in young adulthood.

A key question in understanding regulation through independent intermediaries is the extent to which intermediary actions are either coordinated, thereby supporting consistency in regulatory application, or uncoordinated, leading to monitoring and enforcement disparities. This paper examines professional associations as one mechanism by which policy action may be coordinated in decentralized arrangements. Professional associations provide means and venues for members to interact, offer training and education that develops shared understanding of policy directives, are collective representation bodies for professional members, and may play an important role in establishing and enforcing collective standards for appropriate behavior. We examine these functions in the decentralized administration of United States organic food certification, focusing on two relevant professional associations – the Accredited Certifiers Association and the International Organic Inspectors Association. Drawing on multiple methods, including interviews and survey data, our findings indicate that professional organic certification associations provide valuable education and training, disseminate information, and facilitate knowledge sharing among administrative entities and with regulatory authorities. We conclude with a discussion of the prospects and limitations of professional associations for third‐party regulation, and how accounting for professional association functions can improve our understanding of regulatory intermediary coordination and conduct.  相似文献
