This article introduces four innovations to the literature on administrative corruption. First, it employs a neo‐patrimonialism framework by addressing measurement, identification, and endogeneity issues that beset the literature. Second, unlike cross‐country studies, it uses firms as the unit of analysis. Third, unlike the conventional literature, the article uses large‐n (n = 8,436) panel survey data of key informants in 17 countries in sub‐Saharan Africa. Finally, unlike the conventional literature, the article focuses on a particular type of corruption: the supply and demand for bribery. The authors find that the uncertainty associated with neo‐patrimonialism has a strong, positive, and significant effect on the propensity of civil servants to demand bribes in exchange for services and for firms to supply bribes in exchange for winning government contracts. The results are robust to controls on the characteristics of firms and their regulatory environments. The article concludes with implications for research and practice.  相似文献

This article considers attempts by multinational corporations to provide services in areas of limited statehood. Under which conditions are such attempts effective? We make two arguments: First, they must be legitimate to be effective. Second, the institutional design of the firms’ service provision programs is an important factor for their effectiveness. We assess these arguments by analyzing multinationals in the South African car industry fighting HIV/AIDS, and international mining firms in South Africa and the Democratic Republic of Congo trying to improve public security. The analysis demonstrates that under conditions of legitimacy and high degrees of institutionalization firm programs effectively contribute to service provision in areas of limited statehood.  相似文献

Concerns about domestic energy security and global climate change mitigation have led the European Union, the United States, and others to introduce policies to enhance the use of biofuels in the transport sector fuel mix. While countries throughout the global South are positioning themselves to capture the economic benefits of this fuel transition, their capacity to do so is highly variable. This paper reviews the early evolution of the biofuel sector in Zambia to explore the extent to which the country is positioned to leverage future benefits of the emerging industry while forestalling negative social and environmental costs. In doing so, it sheds light on an under‐researched dimension of the ongoing debate over large‐scale land acquisitions and foreign investment: the role of legal and institutional frameworks in host countries in shaping outcomes. The analysis draws on the following: policy documents; stakeholder interviews with government departments, investors, and civil society stakeholders; and published and reported data on investments. Findings suggest that while existing and incipient policies and legislation provide an important foundation for attracting investors and achieving diverse sector aims, a number of gaps remain that are likely to hinder efforts to leverage meaningful benefits while minimizing negative impacts.  相似文献

The public sector of many African countries is notoriously corrupt; cultural inclinations and socialization processes largely have a tendency to lead public officials into actions that may amount to corrupt practices. Providing seven (7) key pointers for reflection, this study explores public sector corruption in African countries by examining the interplay between culturally acceptable norms and professional expectations of public officials. The public official, by these two unparalleled expectations, tends to walk on a tight rope which often results in ethical dilemma and conflict of interest. The study adopts Riggs' prismatic‐sala model and uses the case of Ghana and traditional proverbs to explain the cultural context within which Ghanaian public official ought to operate. How can one combine these cultural expectations with professionalism? To what extent does the ‘collectivity culture’, ‘culture of gift giving and acceptance’, ‘extended family system’, ‘ethnic loyalty’ and ‘unfettered respect of the aged’ downplay professional bureaucratic and ethical principles? This paper focuses on public sector management reform ‘best‐practice’ case experience from Sub‐Sahara African (SSA). Given that ‘best‐practice’ is a relative concept and often debatable, the paper uses the Ghana Civil Service Performance Improvement Programme (GCSPIP) experience as rather a ‘good‐practice’ case with the view to sharing the outcome and lessons to encourage collaborative‐learning. It seeks to share the outcome and lessons learnt by the Ghana civil service reform with future public service reformers and to contribute to the literature. The paper concludes with an adaptable three‐dimensional framework. The framework argues that successful future public service reform (PSR) should consider three broad issues: first, are the ‘critical success factors’, including wholehearted political leadership commitment; wholehearted bureaucratic leadership commitment; thoughtful synergistic planning/preparation; patience for implementation and evaluation; capacity to convince; neutralise and accommodate reform‐phobias and critics; sustainable financial and technical resource availability and conscious nurturing of general public support. Second, is the need for reformers to appreciate the concerns of the public and the civil society scepticism of public ‘institutions’ and its ‘operatives’ and finally placing any reform programme in a country‐specific context, including understanding its history, culture, politics, economy, sociology, ideology and values. While national identities emerged as the dominant source of territorial identification during the twentieth century, sub‐state regional identities are becoming increasingly important in some Western European regions. However, this is not a uniform development. In some regions, nearly half of respondents in Eurobarometer surveys claim a stronger attachment to the region than to the state. In others, less than 4 per cent are primarily attached to their region. This article examines the extent to which these differences are explained by the characteristics of the regions themselves. What, if anything, do regions that mobilise public identity have in common? Developing a model of regional identities, the study examines cultural, geographic, economic and political factors that vary across different regions in Western Europe. The study finds that regional identities tend to be stronger in regions where a regional language is spoken and which do not border the state capital, signalling a cultural and a centre/periphery dimension to regional identity formation. However, there is potentially a more strategic aspect to identification, as regional identities are likely to be stronger in economically developed regions and in regions with highly distinctive voting behaviour.  相似文献

How the recent creation, re‐invention or reinforcement of regional levels of political decision making across Europe compounds political representation is one of the key issues of contemporary democratic government. Despite growing scholarly interest, the critical question as to whether the regional institutional setting has brought about distinct representational roles among sub‐state legislators has yet to be addressed. To advance research in this field, this study bridges the literature on multilevel politics and legislative studies that to date have developed in isolation. Using innovative survey data from 14 statewide and 56 regional legislatures across Europe, it provides the first comprehensive test of how the state structure affects a legislator's views on representation. The results highlight that, relative to legislators in unitary states and national legislators in multilevel states, legislators at the regional level are more constituency‐oriented. Moreover, this heightened responsiveness to constituents at the regional level is not offset by weaker collective representation operating through political parties. Beyond these findings’ immediate relevance to scholars of federalism/regionalisation and parliaments, they also speak to the wider normative debate about the quality of political representation and public policy.  相似文献

International human rights treaties and declarations lay out the interconnection of civil and political rights with economic, social, and cultural rights. However, it was not until 1993 at the 2nd UN Conference on Human Rights in Vienna that governments agreed that all of women’s rights are an integral part of human rights. Promoting women’s economic, social, and cultural rights is a critical human rights advocacy issue. Poverty leaves women more exposed to violence and less able to escape it, and severely restricts women’s ability to organize and fight for change. The article describes work by AI and other NGOs on violence against women and its connection with women's poverty and lack of education, healthcare, housing, and access to land in Africa. Besides the burgeoning of African women’s organizations calling for protection of all women’s human rights, a second hopeful development has been approval in July 2003 of an historic Protocol on the Rights of women in Africa.  相似文献

This article examines and compares the spatial distributions of new jobs and people across sub‐metropolitan areas for Atlanta, Boston, Detroit, and Los Angeles. The jobs data come from the Multi‐City Study of Urban Inequality and the data on people come from the U.S. Bureau of the Census. The results indicate that less‐educated people, public assistance recipients, and especially poor females with children mostly reside in areas heavily populated by minorities where the availability of less‐skilled jobs is quite low, while the availability of these jobs relative to less‐educated people in suburban areas heavily populated by whites is high. Large fractions of the less‐skilled jobs in these metropolitan areas are not accessible by public transit. Furthermore, there is significant variation within both central cities and suburbs in the ethnic composition of residents and in less‐skilled job availability. The ability of various minority groups to gain employment in each area depends heavily on the ethnic composition of the particular area. © 2000 by the Association for Public Policy Analysis and Management.  相似文献

South Africa's first local government elections held in November 1995 and June 1996 cemented the transition from apartheid to democratic local government. The focus at that time was on the deracialization and democratization of local governance, which was successfully achieved. Local government since then, however, has failed to fulfil its mandate as the delivery arm of government, nor has the hoped‐for rapid transformation of the local sphere of government materialized. In seeking an explanation for this perceived inadequacy, attention has tended to focus on the limited financial and administrative capacity of newly elected councillors and council staff. Although the lack of capacity does present a barrier to the achievement of effective local government, the constraints municipalities encounter in their geographic composition and administrative formation provide the structural dimension of municipal constraint. The White Paper on Local Government published in March 1998 seeks to address these structural constraints and, through an ambitious legislative process, chart a path to ‘developmental’ local government. This article identifies the constraints experienced by non‐metropolitan municipalities and analyses the likely impact of the government's restructuring programme for the achievement of viable and sustainable local government in South Africa. Non‐governmental organizations (NGOs) play an increasingly important role in public service provision and policy making in sub‐Saharan Africa, stimulating demand for new forms of regulatory oversight. In response, a number of initiatives in NGO self‐regulation have emerged. Using cross‐national data on 20 African countries, the article shows that self‐regulation in Africa falls into three types: national‐level guilds, NGO‐led clubs and voluntary codes of conduct. Each displays significant weaknesses from a regulatory policy perspective. National guilds have a broad scope, but require high administrative oversight capacity on the part of NGOs. Voluntary clubs have stronger standards but typically have much weaker coverage. Voluntary codes are the most common form of self‐regulation, but have the weakest regulatory strength. This article argues that the weakness of current attempts to improve the accountability and regulatory environment of NGOs stems in part from a mismatch between the goals of regulation and the institutional incentives embedded in the structure of most self‐regulatory regimes. The article uses the logic of collective action to illustrate the nature of this mismatch and the tradeoffs between the potential breadth and strength of various forms of NGO self‐regulation using three detailed case studies. Africa is advancing in research and development (R&D) in space with a growing investment in satellites for communications and Earth observations, astronomical observatories, space launch vehicles, and ballistic missiles. These efforts are designed to develop capacity in space science and to advance human development and security in Africa. Nevertheless, there are emerging concerns within and outside the continent on the cost of R&D in space and the public priority it is receiving, given developmental priorities in Africa. This article examines the state of space-related R&D in Africa, its cost and benefits, and the imperative for a balanced policy priority and investment. Leading African states are encouraged to intensify international partnerships, internalize relevant know-how, improve their competitiveness, and support regional initiatives to minimize the domestic cost of spreading benefits of space technology across the continent.  相似文献

Contemporary public policy increasingly emphasises a focus on outcomes, the difference that occurs in the lives of citizens from policy and activity of government. Other contemporary imperatives for effective planning include: recognition of the values of the community whom plans serve, direction towards goals and objectives, utilisation of evidence, articulation of theories of change that underpin planning and responsiveness to evaluation. This article reports a desk‐based research project to assess how local government planning documents meet these imperatives. Two documents are examined for 67 councils across Australia: the major strategic document, council plan or other‐named document and the cultural development plan (CDP) or other‐named document that directs staff and investment aimed at cultural enrichment of the LGA. Findings indicate that the majority of councils’ documents appeared only concordant with one or two of these planning imperatives. No plan addressed more than three. Overall, council plans and cultural development plans did not clearly indicate their responsiveness to values of their communities, nor include objectives that formed measurable steps towards goals or formally refer to the use of evidence in decision‐making. No plans included theories of change to underpin decision‐making. This analysis indicates clear areas of improvement for planning for local governance.  相似文献

New technologies provide new channels of access to political information and participation in decision‐making processes. This assumption is clearly important in the action plans and policies of International Organizations (World Bank, Organisation for Economic Co‐operation and Development, United Nations), which have assumed a leadership role in the reform of political institutions. Starting from an analysis of the reasons that have brought the state and processes of institution building back into focus, this paper will reconstruct the International Organizations' vision of the transformative potential of new information technologies and their activity in this field. Particular attention will be devoted to e‐democracy and e‐government as policies to build democracy in developing countries.  相似文献

E‐government uses information and communication technology to provide citizens with information about public services. Less pervasive, e‐democracy offers greater electronic community access to political processes and policy choices. Few studies have examined these twin applications separately, although they are widely discussed in the literature as distinct. The authors, Chung‐pin Lee of Tamkang University and Kaiju Chang and Frances Stokes Berry of Florida State University, empirically analyze factors associated with the relative level of development of e‐government and e‐democracy across 131 countries. Their hypotheses draw on four explanations of policy change—learning, political norms, competition, and citizen pressures. All four explanations are strongly linked to nations where e‐government policy is highly advanced, whereas a country’s e‐democracy development is connected to complex internal factors, such as political norms and citizen pressures.  相似文献

This paper examines some of the issues and debates surrounding the voting and non‐voting of the UK electorate. It attempts to compare and contrast voter behaviour from both a political science perspective and a consumer buying behaviour perspective. In particular, the paper details the output of primary research into non‐voter behaviour and attempts to cluster these motivations and rationales into psychographic segments of non‐voting behaviour. Issues such as alignment and dealignment, social and inherited values are debated in detail, with particular attention being paid to party identification, issue voting and social determinant theory. The paper both challenges and supports previously presented arguments regarding political issues and voting.
