Determining the appropriate balance between local and national interests is an enduring issue in public and environmental policy. Study of this issue, however, has been impeded by the theory of agency capture. This paper demonstrates the limitations of capture theory with respect to localism and provides a new perspective on the issue by revisiting the case of the U.S. Division of Grazing, a common example in the literature of a captured agency. Until now, the over-extension of capture theory to this case has obscured the division's extensive efforts to balance local and federal influence over range policy and prevent domination by large private interests. At the center of this struggle was a prominent legal dispute over local control involving Colorado sheepherder Joseph Livingston. As a detailed debate over political representation and the merits of localism, the Livingston case holds important lessons for modern community-based conservation efforts seeking similar policy goals.  相似文献

The development of leadership courses aimed at usefulness in practice requires new theory and pedagogy, as well as a hard look at assessing course effectiveness: How useful do students find the course materials for analyzing their past professional experience? How relevant and effective do students find the courses for understanding and intervening into politics and organizations after rejoining professional life? A summary is provided of the setting, theory, and methods for these courses, as well as the results of a survey of students after they had resumed their careers. The authors conclude with a brief discussion of the risks involved in teaching leadership.  相似文献

ABSTRACT

The development of web 2.0 was powered by web services that are software systems designed to support interoperable machine-to-machine interaction over a network. It was the choice of standards enabling such interactions that favored communication among different systems and their mash ups. Facebook was the first social networking site to launch a service for developers that exposed its web services and the correlated APIs (application programming interfaces). This choice allowed programmers to create tools that could live within Facebook and turned the social networking site into a platform by enacting its programmability. In order to investigate the possibilities and the constraints offered by social media platforms, there seems to arise the necessity to integrate the analysis of frontend texts (such as posts or comments) and of social media communicative properties with the exploration of an underlying layer constituted by the network of relationships created within an application ecosystem and developed by using web services. The aim of the paper is to present a multi-layered approach to the study of social media platforms that combines the emerging subfield of Semiotic Technology with Platform Studies. The aim of Gross and Rutland's paper is to analyse the problem of antisemitic bullying in contemporary Australian state schools by investigating the case of Jewish children in those schools. The study is interdisciplinary, drawing on historical data and educational methodology, and employs a qualitative approach through semi-structured interviews conducted in Sydney and Melbourne with all the major actors: students (55), teachers (10), principals (4), parents (13) and Jewish communal leaders (10). Gross and Rutland argue that classical anti-Jewish stereotypes are perpetuated in the school playground, transmitted by children from one generation to the next. This finding provides an additional perspective to the general literature, which argues that racial prejudice and stereotypes are acquired primarily through home socialization, religious institutions and the media, and neglects the role of the school playground.  相似文献

Two instruments—social funds and decentralization—are currently quite popular policy instruments being adopted in many developing countries throughout the world. Each of these instruments is currently being used or is being implemented in Malawi, Africa. While each instrument is intended to improve the flow of public services in a locality, the article discusses how each has certain potential theoretical advantages over the other. The article then goes on to describe and analyze the flow of resources to Malawian communities under the two largest social action programs, neither of which currently relies on substantial inputs, financial or human, from local governments. The data illustrates a wide disparity in the per capita amounts allocated to these demand‐driven initiatives across districts but also shows the relatively diverse set of local public services supported by the funds. The article close with a discussion of how these two initiatives might be merged within the context of the new Local Government Act 1998, under which local services are to be devolved in the near future. An inquiry is made into California's efforts to utilize the blessings of science and systematic analysis in formulating public policy. Four alternate sources of scientific and analytic help have received the State's attention: profit-seeking firms, not-for-profit research organizations, universities, and in-house scientific staffs or advisory boards. This article is a response to calls for new research methods in the study of political marketing. We submit that the mixed method approach to studying how political parties use opinion research and political communication is underused. More specifically we believe that campaign spending data, which are commonly analyzed in electoral studies, can become a significant source of information for the study of political marketing. We summarize the availability of electoral expenditure data in 13 established democracies before using a mixed method design to study political marketing management in Canada. We seek to validate quantitative data about marketing spending activity by administering semi‐structured interviews with practitioners who held senior campaign positions in major political parties. Our preliminary look at campaign finance through a political marketing scholarship lens reveals the strengths of drawing insights from such data but also some limitations. We conclude that, as other research has posited, Canadian political parties focus more on advertising in their approach to campaigning. More broadly, we propose that students of political marketing should balance proprietary interviews with transparent, standardized, replicable and objective sources of information such as campaign spending data, and vice‐versa. The empirical results which have been reported support the hypotheses' implied by the model of rational political behavior set out in Section 2. In pre-election periods, local government development expenditures deviate significantly from their normal levels. The extent of deviation is approximately 20%.Consistent with the predictions of this model, it is found that incumbents not seeking re-election deviated far more in their pre-election discretionary budget expenditure than incumbents seeking re-election. The expenditure gap between the two types of incumbents is large and statistically significant. Incumbents not seeking re-election exhibit a deviation equivalent to 47% of the development budget, while those seeking re-election exhibit a 12% deviation.  相似文献

Abstract

For much of the last thirty years the main leitmotif animating Civil Service reform in the UK has been that efficiency and effectiveness in public services can be achieved by adapting management methods and practices derived from commercial enterprise. In the process of making the dreams and schemes of that plural singularity we have come to call ‘managerialism’ operational though, something valuable appears to have been lost, and that something is the Civil Service as a unified ‘constitutional bureaucracy’. In this article I explore some of the unfortunate governmental and administrative consequences of these managerially minded reforms. In particular, I seek to highlight the continuing relevance of what have been routinely characterized as outmoded and anachronistic machineries of government, and to stress the importance of the increasingly forgotten core business of public administration: the running of a state and of a constitution.  相似文献

Abstract. Primarily on account of the 'semi-presidential' trait of the regime Finland is, along with France, often regarded as a deviant case among Western European states. The presidency certainly restrains the leadership role of the prime minister and curtails the governmental agenda on foreign policy. But in its everyday political process Finland still reveals customary features of European multiparty parliamentarism. With special emphasis on the bureaucratic tradition of the central administration, the article examines the structure of the State Council and outlines four styles of decision-making.  相似文献

Over the 10 year period from 1984 to 1994 New Zealand has gone through an intense period of restructuring, both of the public sector and of the wider economy. In the process New Zealand has been transformed from a highly protected and regulated economy with a range of intrusive and expensive interventions, to an open and deregulated economy with an efficient and leaned down public sector. The article presents the “New Zealand experience” in restructuring, not necessarily as an example to be copied but as a benchmark to be used in examining the most appropriate restructuring to apply in other circumstances. The stages in the reform are described and the three key success factors set out. One of the key factors is the establishment of a set of clear principles which are then applied with determination. The principles developed in the New Zealand context are set out. The article examines the restructuring of the science sector in New Zealand as one case study; in part because of the author's personal involvement but also because it is a particularly complete example. Areas where work remains to be done are identified including the reforms in education and health and the need for collective action across government. Finally lessons to emerge from the New Zealand experience are discussed. These include especially putting time into fully understanding market characteristics before a market oriented reform is started, carrying reforms through to their conclusion rather than stopping partway, and establishing clear principles to guide the reform process.  相似文献

The transition from communism to a market economy poses many important questions concerning the appropriate role for the state, and the institutional capacity for service delivery and development. Cambodia, after the turmoil of the Khmer Rouge and a decade of Vietnamese-guided communism, has opted for a market economy. This article considers some of the problems facing the Cambodian government following the UN-backed elections. It outlines the system of government at national and local level, focusing on Battambang province and district. It considers the current debate there about centralization and decentralization, and examines the problems of finance at national and local levels. The case study on water supplies in Battambang town contrasts the public provision through the provincial water enterprise with private sector and community/NGO provision. Whilst there is an urgent need to increase water supply capacity and improve quality, there are institutional constraints in relation to the various providers. Local governments throughout the world are assuming a more important role in economic development of their communities as an increasing number of governments begin to decentralise powers and functions. As these lower levels of government seek sustainable local economic development (LED) strategies the human rights approach towards development becomes pertinent as globalisation accelerates. This article proposes an emphasis on socio‐economic rights as the basis for sustainable LED in developing countries. The article is based on the experience of South African local government in the period after 1994, leading up to the first democratic local government elections on 5 December 2000. Proceeding from the view that the promotion of human rights is necessary for the promotion of economic development, the article critically assesses the role of local government in the promotion of LED through a rights‐based approach. It is argued that the identification in the South African Constitution of local government with basic service provision (recently emphasised by a Constitutional court judgement) will place socio‐economic rights at the centre of LED strategies in South Africa. It is argued that this is indeed the most appropriate cornerstone of LED in South Africa. However, the transformation process that leads the country towards its progressive Constitution needs to be maintained and this article identifies five broad areas for transformation that may still be needed to entrench an adequate human rights culture within the sphere of local governance. Abstract.  In Norway, as in the other Nordic countries, sector-based policy making in local government is considered a problem as it is alleged to take place at the expense of a more integrated approach. Inspired by American rational choice theories on committee power, this article first sets out to establish whether the distributive rationale of the present committee system actually does promote sector-orientation among local politicians. This approach is challenged by alternative theories on committee power, focusing on the informational rationale in specialisation and the relevance of partisanship . The findings suggest that all the three theories explain in part committee member' preferences, but partisanship is most important for explaining both spending preferences and preferences on organisational forms. The article goes on to explore whether recent local council reforms, intended to replace the sector-oriented system with strong committees by a new de-specialised system with weaker committees, are likely to curb the effect of sector on committee members' preferences. The conclusion here is not easy to draw, but it is clear that sector-orientation is not encouraged by the reforms; in fact, the opposite seems to be the case. What local councils may have overlooked, however, is the influence of the informational rationale on committees and their members. The analyses are based on data obtained from a random sample of 119 of Norway's 435 municipalities.  相似文献

Retrospective voting is arguably one of the most important mechanisms of representative democracy, and whether or not the public holds the government accountable for its policy performance has been extensively studied. In this paper, we test whether retrospective voting extends to parties in the opposition, that is whether and how parties’ past performance evaluations affect their vote, regardless of whether they were in government or in opposition. Taking advantage of a rich set of questions embedded in a representative German national elections panel, we update our knowledge on the retrospective voting mechanism by modeling retrospective voting at the party level. The findings indicate that the incumbent status is not the only criterion for retrospective voting, ultimately suggesting that both government and opposition parties can expect credit and blame for their conduct and this should provide some impetus for responsive performance of all parties.  相似文献

The Programme of Applied Studies in Government in the Commonwealth Secretariat has been in operation for five years, and in this article the Assistant Director reports on the major features of the Programme. The staff of the Programme have arranged conferences and seminars, facilitated training and published bibliographies on topics and in a form that make them useful to civil service practitioners and institutions with small libraries. Matters to which attention has been given include the use in government of advances in science and technology, the functioning and role of public enterprise and among more specialized topics administration in microstates.
