Both internationally and within Australia public policy is experiencing a rush back to the idea of community. After 15 years of discourse about the new public management and economic rationalism a much older discourse is slipping back into public policy. It is a normative discourse about changing relations between state democracy, market capitalism and civil society in which the idea of community is a central ‘new’ relation used to manage both state and market failures. Already new policy tools emerging from this discourse can be seen with innovations based on concepts such as partnerships, place management, and a raft of community consultation mechanisms. Much of the rhetoric about community as a new foundation for public policy, however, remains confused. The result is a muddle of ideas in which this potentially useful concept is in danger of becoming just another public policy reform fad. This article looks at what policy makers are saying about community, identifies problems in this current usage and offers ways of thinking about community with a view to establishing its policy utility.  相似文献

This article examines postwar government policy in Britain, as reflected in annual budget speeches. Like previous research, it aims to content‐analyse these speeches to derive estimates of actual, as opposed to intended, government policy stances. Unlike previous research, it also aims to capture and measure the gap between intentions (as represented in electoral manifestos) and actual policy. This gap cannot be assessed from the final output of the Wordscores content analysis programme (in either the original version or the Martin‐Vanberg variation), but it can be teased out of the raw output. This teasing‐out process reveals the gap to be very small: there is no evidence that British governments either moderate or amplify their left‐right stances when in office. This new measurement of government position is then used to cast further light on policy representation in Britain. The findings show that policy positions respond significantly to changes in public opinion as well as to electoral turnover, but do not exhibit or even approach the ideological congruence anticipated by the ‘median mandate’ interpretation of representative democracy.  相似文献

In his classic study, Who Governs?, Robert Dahl interpreted the patterns of political assimilation of ‘white ethnic’ immigrants and their children during the mid-twentieth century as a hopeful sign of the potential of democratic pluralism in the USA. While acknowledging that immigrant groups faced discrimination and structural barriers that might lead them to be silent, Dahl predicted that social mobility and assimilation would eventually erase these deficits in political participation among immigrants. Building from Dahl's analysis, we investigate the extent to which pluralism in the USA can and does work the same way for immigrants who are also racial minorities. We highlight factors that can lead these groups to become silent citizens, including lack of legal status, lower levels of political mobilization by institutions, and discrimination as structural impediments to minority participation. Our findings suggest that both resources as well as structural impediments structure the political behavior of Asian Americans and Latinos, determining whether they are vocal citizens or silent citizens.  相似文献

Public sector extension has come under increasing pressure to downsize and reform. Contracting out—the use of public sector funds to contract non‐governmental and private service providers—is often held up as a potential tool in reform efforts. Much has been written about the possible advantages of contracting out of agricultural extension and it is being encouraged and promoted by numerous international organizations. However, a look at field experience in Africa shows that contracting out is relatively infrequent, especially compared with the reverse—contracting in—where private sector and non‐governmental organizations finance public sector extension delivery. Case studies from Uganda and Mozambique indicate that on the ground attempts to come up with solutions to providing services to farmers are resulting in innovative contracting approaches and combined public and private institutional arrangements. Contracting in and public–private coalition approaches, in contrast to purely public sector extension (characterized by ineffectiveness and inefficiencies) and purely private for profit extension (which may ignore public goods and concerns), may help achieve extension services which are both demand led and which internalize public concerns such as environmental protection, food security and socio‐economic equity. These coalition approaches can be improved and facilitated. They deserve greater analysis and may contribute to a better understanding of extension contracting and the roles of private and public organizations. The article investigates whether differences in public sector management quality affect the link between public debt and economic growth in developing countries. For this purpose, we primarily use the World Bank's institutional indices of public sector management (PSM). Using PSM thresholds, we split our panel into country clusters and make comparisons. Our linear baseline regressions reveal a significant negative relationship between public debt and growth. The various robustness exercises that we perform also confirm these results. When we dissect our data set into “weak” and “strong” county clusters using public sector management scores, however, we find different results. While public debt still displayed a negative relationship with growth in countries with “weak” public sector management quality, it generally displayed a positive relationship in the latter group. The tests for non‐linearity shows evidence of an “inverse‐U”‐shape relationship between public debt and economic growth. However, we fail to see a similar significant relationship on country clusters that account for PSM quality. Yet, countries with well‐managed public sectors demonstrate a higher public debt sustainability threshold. Copyright © 2015 John Wiley & Sons, Ltd.  相似文献

Public services—in the UK and elsewhere—are under considerable pressure, not just from austerity, but also from a variety of social, demographic and technological changes (in effect ‘austerity plus’). In this context, three broad options are open to policy‐makers: continue with tried‐and‐tested approaches while spending less money, which in the UK means a reliance on ‘New Public Management’ (NPM); withdraw completely from certain public services; or develop new approaches to public administration. We argue that all of these approaches have been attempted in recent years, but it is the final option that is most interesting and potentially the most beneficial. In this article, we examine experiments with these new approaches in responding to ‘austerity plus’. In particular, we examine various attempts at ‘collaboration’ in public services and discuss the risks associated with them. We conclude by setting out the extent to which policy‐makers have moved beyond NPM and suggesting some of the benefits that this could bring.  相似文献

This piece introduces the special issue on everyday peace indicators. It considers the limitations of orthodox approaches to capturing and evaluating peace. Many of these approaches are top-down and reflect state-centric approaches. Alternatively they are focused on specific peacebuilding programmes and have little to say about the wider context in which peace is being built or obstructed. The lived-experience of conflict and war-to-peace transitions is often written out of accounts of peace and conflict. While recognizing that measuring peace is an inherently complex task, this introductory essay notes that there is little appetite among international organizations to reassess how they record and evaluate peace. In part, this is explained by the lucrative political economy of monitoring and evaluation. This special issue seeks to contribute to thinking about new agendas for evaluating peace.  相似文献

Norton Long's 1949 essay, “Power and Administration,” has a complicated legacy. First, analysis reveals both support for and important refinements of Long's arguments since the article's publication. Second, Long's claim has proven problematic that competition among agencies for power would bring more coordination and a cross‐agency sense of purpose to the federal government. Third, the bureaucratic pluralism that he explained and defended produced special interest biases that were off‐putting to large segments of citizens and thus helped create an unsupportive political environment for needed capacity building in the federal government. Fourth, by not considering how institutions “coevolve,” Long failed to warn that “horizontal power” building by individual agencies would provoke efforts by elected officials to enhance their control over bureaucracy in ways that, over time, diminished their collective sources of power. Finally, much remains to be done before what Long called a “realistic science of administration” incorporating the “budgeting of power” exists in public administration.  相似文献

This paper seeks cultural explanations of the pervasive norm violations against the principle of meritocracy in Chinese public human resource management especially at local levels. It reveals that a bureaucratic culture of patrimonial individualism, including favouritism, nepotism, localism, and factionalism prevailing within Chinese officialdom as the ethos, value, psychological disposition, and behavioural orientation of civil servants, has undermined the development in China of a modern meritocracy‐based civil service system. With 14 case studies, this research demonstrates that the Chinese civil service institutions, derived from an opposite culture of hierarchical collectivism, failed to address the cultural constraints over the implementation of the meritocracy principle. The conceptual framework, as well as the case findings, points to legislative and policy reforms in China that would address the problems derived from the unique Chinese bureaucratic culture through further institutional design and capacity building.  相似文献

This article examines the causal relationship between public opinion and policy. Does opinion affect policy or is it the other way around? Three hypotheses take centre stage. The responsiveness hypothesis postulates that changes in public opinion lead to subsequent changes in policy in the same direction. The leadership hypothesis reverses the causal arrow and states that a change in policy results in a subsequent change in opinion in the same direction. Finally, the counter hypothesis argues that policy change leads to a subsequent change in opinion in the opposite direction. These propositions are tested with time-series data from the United Kingdom from 1973 to 2006. Strong evidence is presented in support of policy responsiveness to public opinion. However, only conditional results were found for the other two hypotheses. Policy pushes public opinion in the same direction for popular incumbents (leadership), but in the opposite direction for unpopular incumbents (counter movement).  相似文献

Research on tribal governance in the United States is scarce within modern public administration scholarship. Nonetheless, tribal governance is a pre‐Columbian practice that predates the U.S. Constitution and federal law. Drawing from several disciplines, John C. Ronquillo of the University of Georgia demonstrates that interdisciplinary sources offer rich information for present‐day public administration research about Native American tribes. Tribal governance literature is definitely not “missing,” but instead is moderately “unassembled” as a subfield of public administration. Building on what is available, the author suggests several key issues within tribal governance in need of urgent academic attention.  相似文献

Governments are increasingly adopting online platforms to engage the public and allow a broad and diverse group of citizens to participate in the planning of government policies. To understand the role of crowds in the online public policy process, we analyse participant contributions over time in two crowd‐based policy processes, the Future Melbourne wiki and the Open Government Dialogue. Although past evaluations have shown the significance of public consultations by expanding the engaged population within a short period of time, our empirical case studies suggest that a small number of participants contribute a disproportionate share of ideas and opinions. We discuss the implications of our initial examination for the future design of engagement platforms.  相似文献

Leadership is widely seen as having an important role in fostering ethical conduct in organizations, but the ways in which the actions of leaders intersect with formal ethics regulation in shaping conduct have been little researched. This article examines this issue through a qualitative study of the operation of the “ethical framework” for English local government, which entailed all councils adopting a code of conduct to regulate the behavior of local politicians. Studying local government provides an opportunity to examine how personal and managerial factors combine to influence ethical conduct and to analyze the ways in which ethical leadership is exercised through multiple people in leadership roles (politicians and managers). The article finds that organizations that exhibit consistently good conduct have multiple leaders who demonstrate good conduct but also act to preempt the escalation of problems and thereby minimize the explicit use of ethics regulation.  相似文献

How do party cues and policy information affect citizens’ political opinions? In direct democratic settings, this question is particularly relevant. Direct democratic campaigns are information-rich events which offer citizens the opportunity to learn detailed information about a policy. At the same time parties try to influence citizens’ decision procedure by publishing their own positions on the issue. The current debate on whether “party” or “policy” has more impact on political opinions has not yet yielded conclusive results. We examine the effect of policy arguments and party cues on vote intention in two Swiss referendum votes using panel survey data. To the simple dichotomous question of “party cues or policy information” we add an additional twist in asking how party cues affect the processing of policy information through processes of motivated reasoning. We find first that both, policy arguments and party cues, have an independent effect on vote intention. However, in a second part of the analysis, we find strong evidence for partisan-biased processing of policy arguments – that is, voters tend to align their arguments with their preferred party’s position. Our conclusions with regard to the democratic quality of these vote decisions are therefore ambivalent.  相似文献

Abstract

Banks and thrifts are major actors in the affordable housing and community development arenas. They are often relied on to invest in low‐income housing tax credits and other projects as well as provide operating support. Banks and thrifts are explicitly encouraged to invest in such activities by the Community Reinvestment Act's (CRA's) Investment Test. Regulations require examiners to consider both quantitative and qualitative criteria in determining a large bank's Investment Test rating. The qualitative criteria are particularly important for organizations seeking investments for projects that are more innovative or complex or that offer less than stellar financial returns.

An analysis of CRA performance evaluations reveals that, of the two qualitative criteria, only responsiveness to needs has a significant impact on Investment Test scores. Moreover, controlling for investment activity leads to higher Investment Test scores for larger banks. Implications for CRA policy and implementation are discussed.  相似文献

Organizational image, identity, and identification are powerful concepts in terms of understanding members’ behaviors and beliefs. In particular, the term “image” has frequently been used to describe the overall impression of the organization, but most scholars have only focused on organizational image as it is perceived by external audiences. However, organizational image as perceived by members within an organization is critical for determining its impact on individual employees’ motivation, work behaviors, and further performance at work. This article explores the roles of organizational image and identification in explaining organizational behaviors—extra‐role behavior and absenteeism—in public and nonprofit organizations. A series of seemingly unrelated regressions were used to analyze survey data from 1,220 respondents. Results show that organizational image is positively related to employee identification, and identification has a significant influence on promoting extra‐role behavior and lowering employee absenteeism.

  • Organizational image as perceived by members of an organization is an aggregate of individual employees’ perceptions of the organization based on their own experiences and judgments (perceived organizational identity) and outsiders’ judgments about the organization (construed external image).
  • Both perceived organizational identity and construed external image influence the extent to which employees are likely to identify themselves as part of their organization.
  • The higher an employee's level of identification, the more he or she is likely to engage in extra‐role behavior.

This paper explores the relationship between public housing, health outcomes, and health behaviors among low-income housing residents. While public housing can be a dangerous and unhealthy environment in which to live, the subsidized rent may free up resources for nutritious food and health care. In addition, public housing may be of higher quality than the available alternatives, it may provide easier access to health clinics willing to serve the poor, and it may link residents to social support networks, which can improve mental health and the ability to access higher-quality grocery stores. To test whether there is a "back-door" health benefit to the public housing program, we analyze data from the Fragile Families and Child Wellbeing Study. We minimize the effects of selection into public housing with controls and instrumental variables estimation and find that the results are somewhat sensitive to the instrumental variable used, and thus, we conclude that we are unable to detect a robust health benefit from public housing for our measures of health. However, we do find some evidence that public housing residency has mixed effects on domestic violence, increases obesity, and worsens mothers' overall health status.  相似文献
