ABSTRACT

The present article is part of a broader effort to understand and analyse the relationship between formal and informal norms and institutions in the Balkans. Free and fair elections are a central component of any functioning democracy and, in the case of Albania, an essential element of its EU accession process. Elections can also be affected by political clientelism, which puts their outcomes’ credibility into question. Political clientelism is a principal sector of informal relations and practices and informal and/or illegal funding of electoral campaigns are identified as its key mechanisms. This article addresses a number of issues related to clientelist practices and private funding of electoral campaigns, focusing on the general parliamentary elections of June 2017. The main research question investigates the ways in which private funding of electoral campaigns works in practice. Based on data gathered through ethnographic fieldwork, interviews, reports on the electoral process, and other secondary sources, we argue that informal clientelist practices permeating private funding of electoral campaigns enable political parties to further and strengthen clientelist relations and to influence the electoral result.  相似文献

Abstract

Recent political science scholarship suggests that when opposition political parties are able to coalesce into a united coalition against an authoritarian regime, they will perform better in authoritarian elections, and can more credibly bargain with the regime for liberalising reforms. Yet, most of this literature pays little attention to the variety of ways in which opposition parties cooperate with each other. Drawing on the literature on the bargaining model of war, the author sketches out a theoretical framework to explain how opposition parties coordinate to develop non-competition agreements. Such agreements entail opposition parties bargaining over which political party should contest or withdraw in which constituencies to ensure straight fights against the dominant authoritarian incumbent in each electoral district. The author then applies this framework to explain opposition coordination in Singapore’s 2015 general elections, focusing on the conflict between the Workers’ Party and the National Solidarity Party.  相似文献

This article examines the implications of high levels of informal (or invalid) voting in Australian national elections using a social exclusion framework. The rate of the informal vote is an indicator of social and political exclusion with particular groups of Australians experiencing inordinate electoral disadvantage. Poorer voters, voters from non‐English speaking backgrounds and those with low education levels are especially disadvantaged by factors peculiar to the Australian voting experience. We begin by exploring the character and pattern of informal voting and then canvass the technical and socio‐economic factors which explain it. We conclude by considering proposed options for reducing informality, some of which are: the abandonment of compulsory voting, major structural change to the voting system as well as ballot re‐design, electoral education and community information initiatives.  相似文献

Women’s political under-representation is a concern for both emerging and established democracies. In Solomon Islands, only four women were elected to Parliament in the 40 years from independence in 1978 to 2018. This article analyses the barriers to success for female candidates in Solomon Islands elections, focusing on the impact of informal institutions related to kinship, clientelism and leadership. It argues that in a context such as Solomon Islands, an emerging democracy with a weakly institutionalised party system, informal institutions play a highly influential, and highly gendered, role.  相似文献

Education policy in Germany experienced a boom throughout the 2000s. Numerous reforms were implemented, quite far-reaching shifts of party programmes occurred, and the scope of institutions with an educational mandate widened considerably. At the same time, Landtag elections came to be seen as less dominated by federal politics. Yet we still know little about education policy's electoral relevance. The present article, following a most-likely design, analyses those five Landtag elections that were held since the reform of federalism in 2006 for which the importance of education policy ought to have been highest. It turns out that even though education is one of the very few policies which the Länder can decide upon autonomously, and despite the recent upsurge of regional factors in determining the outcomes of such second-order elections, nearly all Landtag elections are won or lost on other battlefields.  相似文献

The literature predicts that extremist right-wing parties like the Greek Golden Dawn (GD) are doomed to stay in the margins of electoral competition, scaring away voters with their authoritarian views and violent tactics. Defying scholarly expectations and despite the criminal prosecution of its leadership, GD increased its electoral strength in the May 2014 European elections. The article contrasts the neo-Nazi GD with Western European radical right parties and examines the factors that facilitated the persistence of such an extreme political party in an established European democracy. It shows how GD managed to capitalise on the de-legitimation of Greek political institutions and, through its organisational activity, present itself as a socially legitimate anti-system alternative.  相似文献

ABSTRACT

This paper aims to accomplish two goals. First, to present recent empirical evidence supporting the claim that Serbia is on the path towards embracing a more radical version of electoral authoritarianism. This is accomplished by examining most recent illiberal politics aimed at controlling electoral processes and the media sphere, and extracting public funds for partisan purposes. I claim that the incomplete design of democratic institutions in Serbia set up between 2001 and 2012 is primarily responsible for the democratic decline. The second goal is more general and aims to emphasize the importance of extracting public funds for hybrid regimes. Extractive institutions matter because they directly impact other critical segments of electoral authoritarianism (notably, elections and media freedom), but also because they explain the type of leadership they promote in politics. If public resources remain without proper institutional oversight and are simply ‘up for grabs,’ this will attract leaders more willing to dismantle democratic institutions and violate democratic procedures. Serbia serves as a good and current example of this linkage.  相似文献

The paper examines to what extent electoral behaviour in Venezuela, as it appeared in the elections of 1998 and 2000, is different from that observed between 1958 and 1988. The paper reaches the conclusion that given the decline in party identification (dealignment), the short-term variables specific to each election, in particular the attitude towards government performance and personalities, have grown in weight vis-à-vis the structural factors (party identification, institutions, long-standing political predispositions). However, the latter were still relevant and important in the 1998 and 2000 elections and it is very likely they will carry on as such for the future. It is also concluded that, even though the party system has become unstable due to the decline in identification with the traditional government parties, new stabilising factors seem to have appeared and should be taken into account. In the transition from military rule to democracy, the government of Augusto Pinochet bequeathed to Chile a unique electoral law by which all legislative seats are contested in two-member districts. A key implication of this rule is that in order to secure legislative majorities, coalitions have to put their strongest candidates in the most precarious electoral list positions. This generates a divergence of interests between coalitions and politicians. Chile's largest coalition, the Concertación, has resolved the dilemma by providing appointed posts to unsuccessful congressional candidates who accept personal political risk on the coalition's behalf. This study argues that this insurance system has provided the critical glue to hold the coalition together since Chile's transition to democracy in 1990. Recent changes in the electoral environment could threaten the Concertación's control over the appointed posts that have sustained this informal institution. This could jeopardize the Concertación's cohesion during the process of negotiating coalition candidate lists for the 2005 legislative elections.  相似文献

Botswana has regularly held general elections since 1965 and in October 2014 held her 11th general election. All these elections have so far been won by the ruling party. The regularity of elections in Botswana has persuaded some observers to present Botswana as an exemplar of democracy and good governance in Africa. This perception is reinforced by the formal existence of an electoral management body, the Independent Electoral Commission (IEC), whose mandate is to ensure that elections are conducted efficiently, properly, freely and fairly. Although the Constitution enjoins the IEC to ensure that elections are conducted fairly, this article reveals that, in effect, the IEC has neither the authority nor the power to level the electoral playing field, and ensure that elections are also fair, in addition to being conducted efficiently, properly and freely. This inability by Botswana's electoral management body to ensure that elections are conducted fairly emanates from the narrow legal and political framework within which the IEC operates, and exposes the weaknesses of Botswana's much vaunted democracy.  相似文献

This article studies the motivations of party leaders to form "minimum winning" electoral coalitions—alliances that cease to be winning if one member is subtracted. In Brazil, concurrent elections stimulate political actors' coordination, and electoral alliances are allowed. In 2002 and 2006, moreover, the Electoral Supreme Court obliged those parties with presidential candidates to replicate this electoral arrangement in the district. Under "verticalization," parties with presidential candidates could not form alliances with rival parties in the concurrent legislative and gubernatorial elections. Verticalization arguably pushed party leaders to form minimum winning electoral coalitions. This new rule forced them to reconsider the contributions of each possible ally in the elections for president, federal deputy, and governor. Examining the elections from 1998 to 2006, this study finds that under verticalization, while parties did form more electoral coalitions with those partners they considered crucial to win, they did so at the expense of policy.  相似文献

Electoral systems can be powerful instruments for shaping the content and practice of politics in divided societies, such as Afghanistan; and their design needs to be closely linked to context. This paper explores the suitability of Afghanistan's electoral mechanisms in light of the nation's political system, social divisions, and the process, which led to their adoption. There is no perfect electoral system; and the winners of the country's first-ever presidential election and the subsequent assembly elections face the formidable challenge of transforming Afghanistan from a war torn fiefdom into a nation. Hamid Karzai's victory and Afghanistan's improved, although fragile, security environment appear to represent an important step toward democracy. Yet, elections and electoral mechanisms are a necessary but insufficient means to the introduction and endurance of constitutional democratic government. The legitimacy of Afghanistan's new democratic institutions will rest on the government's progress in producing results, such as disarming the private militias of powerful commanders, some of whom represent sizeable ethnic minorities, and curbing the burgeoning poppy cultivation. An electoral system is but one piece, significant but not the linchpin, of the schema of Afghan political dynamics.  相似文献

Nigeria’s 2015 general elections were followed by positive remarks by trusted local and international observers. The highpoint of the elections was the emergence of the opposition candidate as the winner of the 28 March presidential elections. Clearly, this is unprecedented in the electoral history of Nigeria considering the enormous influence that surrounds the office of the incumbent executive in the country. This article analyses the reforms that enhanced the integrity of the elections. The article illustrates the electoral reforms introduced by the electoral management body and their connection to the improvement of the integrity of the 2015 general elections.  相似文献

In this article, we analyse the effect of electoral integrity on electoral participation in violent contexts. Using data from Local Electoral Authorities on electoral results, Electoral Integrity rates, and the Peace Index, we develop an exploratory analysis for sub-national elections in Mexico, in the 2015–2018 period. We conclude that, when elections are characterised by a high level of integrity, the negative impact of violence on turnout lessens, or almost disappears. By doing this, we contribute to the existing literature about the effects of violence on turnout at the sub-national level and to the studies on electoral integrity.  相似文献

ABSTRACT

In recent times most elections in Africa have been fraught with post-elections conflicts that have had dire consequences on citizens. Kenya, Ivory Coast and Zimbabwe are few of these cases. This makes post-election conflict resolution a very important aspect of the electoral process deserving enormous attention. However, extant literature has not accorded it the needed attention. It is as a result of this, that this study investigates the nature of post-election conflict resolution in Ghana’s Fourth Republic. The study, based on a qualitative case study approach, found among others that, the Courts have been instrumental in consolidating democracy in Ghana, and stakeholders are devotedly operating within the legal framework governing elections, despite logistical, law enforcement and justice delivery challenges. The study being conscious of the progress made over the years concludes that, where democratic institutions are consolidating, the use of unconventional means to resolve conflicts is usually not an option.  相似文献

ABSTRACT

Thailand’s politics is in a fragile state. A lack of consensus around basic “rules of the game” among elites and civil societal groups renders the country highly volatile and unstable. Violence has been all too evident in recent political disputes. The February 2, 2014 elections witnessed a significant change in the pattern of electoral violence. It changed from targeted killings among rival candidates to mob violence aimed at disrupting the electoral processes and institutions. The degree of violence was the highest in the country’s electoral history. Urban middle class protesters, mobilised as the People’s Democratic Reform Committee (PDRC) employed violent tactics to disrupt electoral voter registration, voting and vote counting activities. Six million registered voters were affected by the closure of polling stations. The PDRC’s animosity towards the election marked an unprecedented development. By disrupting the election, it rejected the peaceful and democratic way for the public to decide who should govern. The case of the PDRC movement demonstrated that activities of confrontational civil society can sometimes cause deadly conflicts and the breakdown of democracy.  相似文献

What role do formal institutions play in the consolidation of authoritarian regimes such as the Russian Federation? Oftentimes, it is assumed that autocrats, usually potent presidents, wield informal powers and control far-flung patron–client networks that undermine formal institutions and bolster their rule. After the institutional turn in authoritarianism studies, elections, parties, legislatures, or courts have taken center stage, yet presidencies and public law are still on the margins of this research paradigm. This paper proposes a method for measuring subconstitutional presidential power and its change by federal law, decrees, and Constitutional Court rulings as well as a theoretical framework for explaining when and under which conditions subconstitutional presidential power expands. It is argued that as a result of a gradual, small-scale, and slow-moving process of layering, presidential powers have been accumulated over time. This furthers the institutionalization of presidential advantage toward other federal and regional institutions, which in turn contributes to the consolidation of authoritarianism.  相似文献

What drives electoral competition in competitive authoritarian regimes? Most scholarship has assumed that the outcome of these elections is decided by regime manipulation alone. Using three rounds of newly reinstated gubernatorial elections in Russia’s regions, I test this assumption. I identify three distinct measures of competition calibrated to authoritarian elections and assess whether voter preferences or regime manipulation best explain the degree of electoral competition. Relying on new data on protests across Russia’s regions, I find that regions with high protest activity have more contested elections with narrower margins of victory. The results also confirm recent scholarship highlighting the importance of voter turnout for delivering pro-regime victories.  相似文献

The elections to the Swiss Federal Council in December 2015 re‐established a system of party‐centred concordance, cherished in consociational theory, consisting of two representatives of the Swiss People's Party, two Radicals, two Social Democrats and one Christian Democrat. At the same time, the government has rarely been as unbalanced in terms of the representation of Switzerland's languages and regions. The article analyses the concept of concordance with regard to both aspects of governmental inclusiveness. It also highlights the crucial role of electoral rules used in governmental elections. It argues that they resemble the Alternative Vote, a majoritarian electoral system that has been criticized in consociational theory but prescribed by the rival, centripetalist approach to power sharing.  相似文献
