Western observers and policymakers have voiced anxiety about Europe’s increasing dependence on Russian natural gas fueling Russian imperial ambitions. In 2008, speculation appeared to become reality, as war broke out between Russia and its post-Soviet, but Western-leaning neighbor, Georgia. But did a country’s dependence on Russian natural gas influence its politicians’ responses to the Georgian–Russian war? An analysis of the voting behavior in the Parliamentary Assembly of the Council of Europe provides insight into conventional claims that a reliance on Russian energy dampens the willingness of European states to publicly criticize Russia.  相似文献

Abstract

This essay examines the development of anarchist theory by radical intellectuals such as Peter Kropotkin and Elisee Reclus in response to certain acts of violence in late nineteenth‐century Europe. It argues that propaganda by the deed, as a strategy for political action, became central to the elaboration of anarchist theory and that a philosophical justification of individual, as well as collective, violence developed logically out of it. This becomes especially apparent in the thought of Reclus whose writings, until recently largely neglected, reveal important dimensions of European anarchism and help to clarify how propaganda by the deed fits into the larger framework of anarchist theory. Those anarchists who were frequently ambivalent when confronted with the reality of acts of violence, notably Kropotkin, but also Most and even Goldman, misunderstood the nature of their own conception of such “propaganda.”  相似文献

This article examines the little known history of political collaboration between Caucasian national groups and Japan directed against the Soviet Union in the 1930s. The collaboration, begun at the time of the 1904–1905 Russo-Japanese War, resumed in the 1920s and continued through World War II. The Caucasian groups (Haidar Bammat's ‘Caucasus Group’ in particular) and Japan worked together to pursue their common goal of dismembering the Soviet Union. Their anti-Soviet subversion was real yet achieved few results in the face of extraordinary Soviet security. Nevertheless, Stalin took no chances and terrorised anyone suspected of any possible link to the subversive activity.  相似文献

Russia's Armenians have begun to form diaspora institutions and engage in philanthropy and community organization, much as the pre-Soviet “established” diaspora in the West has done for years. However, the Russian Armenian diaspora is seen by Armenian elites as being far less threatening due to a shared “mentality.” While rejecting the mentality argument, I suggest that the relationship hinges on their shared political culture and the use of symbols inherited from the Soviet Union in the crafting of new diaspora and diaspora-management institutions. Specifically, “Friendship of the Peoples” symbolism appears to be especially salient on both sides. However, the difference between old and new diasporas may be more apparent than real. The Russian Armenian diaspora now engages in many of the same activities as the Western diaspora, including the one most troublesome to Armenia's elites: involvement in politics.  相似文献

This study analyses the influence of the party reforms of 2012 and the ‘counter-reforms’ of 2013–2014 on the Russian party system, and the structure of political and electoral cleavages in Russian regions. The emergence of new political parties in 2012–2013 led to a temporary increase in electoral competition, an augmentation of the political space, and a rise in the number of electoral cleavages, but these developments did not weaken the domination of United Russia. The trend towards an ever greater tightening up of entry requirements for contestation in the elections led to a lowering of the number of political and, consequently, electoral cleavages, in addition to a reconfiguration of the political space. The study shows that there was an unbalancing of the political cleavage structure in 2012–2015: the socioeconomic political cleavage, whose primary place is a key determinant of equilibrium, ceded the top position to the authoritarian–democratic cleavage in 2012–2013, and to the ‘Ukrainian’ (systemic) cleavage in 2014–2015.  相似文献

This article is a first systematic study of employment protection legislation in the 15 successor states of the USSR over the last two and a half decades. The analysis is based on new and unique data assembled using OECD methodology. We find that the dynamics of employment protection in the region resemble an inverted U-shaped pattern with the peak of labour market rigidity occurring in the mid-1990s in CIS countries and a decade later in the Baltic states. By now, the former Soviet states as a group are similar to the EU-15 and OECD countries in terms of the overall employment protection legislation index, although they differ in terms of contributions to the overall employment protection legislation of its three major components, namely, regulation of permanent contracts, temporary contracts and collective dismissals.  相似文献

This paper analyzes the transformation of the signifier “corruption” in the Albanian public sphere during the period 1991–2005 from a discourse analysis approach. The aim is not to trace corruption in its presence and consequences, but to show how different articulations of corruption supported different agendas. More specifically, this paper aims to show how the corruption discourse that dominated Albanian public discussion during the period 1998–2005 served to legitimize a neoliberal order by articulating corruption as inherent to the public sector and to state intervention in the economy. This meant that corruption could be eliminated through neoliberal policies such as privatization and deregulation. Through a discourse analysis of corruption it is possible to politicize the concept of corruption instead of reducing it to a static and inherent feature of Albanian culture and society.  相似文献

On 21 May 2014, during a state visit by President Vladimir Putin to Beijing, China and Russia signed a $400 billion, 30-year gas deal. Under this agreement, China will import 38 billion cubic metres of natural gas from Russia’s Gazprom, beginning in 2018. Why, after 15 years of stalemated negotiations, did this breakthrough occur in 2014? Why did a natural, symbiotic gas relationship not develop earlier and more gradually? Most studies explain this by looking at Russia’s international isolation post Ukraine. Based on interviews with both Chinese and Russian officials this article argues the following: domestic incentives, rather than foreign-policy pressures, are the real force behind the timing of Sino–Russian energy breakthroughs in 2014.  相似文献

This article tells the story of the construction of Turkish national identity in the early republican era by addressing two canonical novels about occupied ?stanbul: Sodom ve Gomore (“Sodom and Gomorrah”) by Yakup Kadri Karaosmano?lu and Biz ?nsanlar (“We People”) by Peyami Safa. Following the establishment of the Turkish Republic, Turkish nationalist intellectuals attempted to offer certain formulations and implemented various mechanisms to create a national self. The study aims to focus on the ways in which Karaosmano?lu and Safa create the new Turkish national identity and deals with the questions of how occupied ?stanbul was perceived by these intellectuals and how the memory of the Allied occupation of ?stanbul, the collapse of the Ottoman Empire, and the National Liberation Struggle shaped Turkish elites’ self-identification as well as their formulation of the national identity.  相似文献

For more than a quarter-century, the Nagorno-Karabakh conflict has been one of the most important factors influencing the political map of the South Caucasus. On 12 May 1994, Nagorno-Karabakh, Armenia, and Azerbaijan signed a cease-fire agreement that ended military operations in the conflict zone and has been observed until recently. Negotiations for a peaceful settlement have been underway within the framework of the Organization for Security and Co-operation in Europe Minsk Group co-chaired by the USA, Russia, and France since 1992, but society and the elite in Armenia, Nagorno-Karabakh, and Azerbaijan remain largely unprepared for compromise. Considering the settlement process a zero-sum game, they have generally accused one another of escalating the conflict and of a lack of willingness to restore peace. Other countries and international organizations involved in the negotiations do not share a vision of the future and frequently pursue their own interests. Accordingly, the Karabakh conflict could remain unresolved for decades more. The aim of the paper is a general assessment of the current stage and dynamic of this conflict and the impact of new trends and old obstacles on the prospects for further settlement.  相似文献

Over the past two decades there has been a rapid increase in funds for local civil society actors in fragile states. Current peace-building and development efforts strive for the recreation of a vibrant, active and ‘liberal’ civil society. In the case of Sierra Leone, paradoxically, this growing support has not strengthened civil society actors based on that liberal idea(l). Instead of experiencing enhanced proactive participation stemming from the civil sphere, Sierra Leone’s civil society appears to be largely depoliticised. Drawing on empirical data gathered over the past four years, this article offers three interrelated causal explanations of why this phenomenon occurred during the country’s peace-building phase from 2002 to 2013. First, Sierra Leone’s civil society landscape has become instrumentalised to serve a broader liberal peace-building and development agenda in several ways. Second, Western idea(l)s of participatory approaches and democracy are repeatedly challenged by the legacies of colonial rule and socially entrenched forms of neo-patrimonialism. Third, abject poverty and the lack of education affect activism and agency from below.  相似文献

This article asks how new rules of political conduct are established in a country attempting political transformation and sweeping economic change. Based on a close analysis of the conflict over property policy and its effect on Russian executive–legislative relations in the 1990s, the study argues that regardless of formal distributions of power, the real allocation of policy-making authority is shaped in struggles over substantive policy issues. Those arenas, especially during the first years after the fall of an authoritarian regime, can function as “political classrooms” in which leaders either adopt or reject such practices as compromise and negotiation.  相似文献

This article is a continuation of two essays by the same author on Soviet and Russian economic debates between 1987 and 2002 published in Europe-Asia Studies in 2006 and 2007. In the most recent phase of these debates, between 2003 and 2007, as in previous phases, the questions raised went far beyond the usual realm of economics. The questions raised included whether Russia should attempt to become a ‘Western’ country marked by democracy and a market economy serving the individual interests of its citizens or whether it was more important to become a great power again; whether Western patterns of political and economic life are suitable for Russia or whether the attempt to import foreign institutional structures is doomed to failure, making it necessary for Russia to find her own way. The discussion here is based on a qualitative content analysis of the most important economic journals and selected monographs.  相似文献

This article draws conclusions based on an analysis of the relationship between economic ideas and institutional change in Soviet and post-Soviet Russia, so far covering roughly the years from 1971 to 2007. It analyses the recent debate on economic modernisation in Russian economics. We argue that the relative failure of transition has to be seen in the context of a ‘failed transition of the mind’ and that the recent modernisation debate resembles the debate of the Brezhnev period.  相似文献
