This paper critically examines the Chinese framing of the “terrorist” violence in Xinjiang. Drawing on the Copenhagen school of securitization theory, it examines how the historical perception of the region as a primary source of security threats to inner China has led today’s China to continue with representing the Han Chinese–Uyghur discord as an existential threat. In framing the ethnic conflict as a security issue, China has capitalized on the global “war on terror” of the early 2000s to transform the unrest into acts of Islamist terrorism to legitimize its counter-insurgency policies in Xinjiang. However, both the 2009 Urumqi riots and the 2014 Kunming attack lead us to conclude that the securitization strategy fails to quell the unrest. Not only have the Strike-Hard campaigns served to radicalize Uyghur nationalists, but also Han Chinese are not convinced that the Chinese government can contain the “terrorist” threat. Yet securitization blinds the leadership to the dysfunctional ethnic policy.  相似文献

This paper questions the effects of the state- and nation-building that occurred in the Kingdom of Yugoslavia during the 6 January Dictatorship (1929–1935) and points to the importance of symbols during this process. By using an ethno-symbolist approach and extending it to “banal nationalism,” the article analyzes some of the most prominent and influential symbols from within an everyday environment. Using the Croatian ethnic space as a framework, the article traces the population’s attitudes toward the Yugoslav national flag and representations of King Alexander – two of the most forced symbols in the centralized Yugoslav one state and one nation concept of nation-building. The regime possessed all the mechanisms of power necessary to impose these symbols, though most Croats clearly felt no connection to them. Despite severe penalties, they opposed the regime’s plans for national reconstruction of the country by displaying Croatian flags and various symbolic representations of Stjepan Radi? – as a martyr of the Croatian nation. By linking this problem to specific studies that deal with the development of nationalism, this paper outlines the struggle between Yugoslavism and Croatianism through acceptance and resistance toward the Yugoslav symbolism.  相似文献

This article traces the gradual accommodation of early socialists in Romania with the predicament of nationalism in the period between 1880 and 1914. The attitudes of Romanian socialists evolved from initial ambivalence toward nationalism to staunch commitment to internationalism in the 1890s, and an inadvertent but unmistakable growing engagement with nationalism after the turn of the century. Locating socialism in the broader political and cultural debates of the time, this article argues that belonging to the Romanian public arena forced socialists to become increasingly more sensitive to the challenges of nationalism. Especially after 1900, the rise of very influential competing nationalist ideologies, as well as the necessity to address the Jewish question and the problem of ethnic Romanians living abroad, turned Romanian socialists into opponents but also implicit partners of dialogue in debates on nationalism. In the long run, however, socialists failed to find a persuasive alternative to nationalism and eventually resorted to the same language, concepts, and imagery they were so vocally dismissing. Engaging the popular nationalist trends of the time required socialists to reevaluate their own theoretical tenets and to put forward different, but essentially no less nationalistic, projects for the future.  相似文献

This article examines the fine art of the Soviet national republics and its discourse in the Soviet Union, which were considerably shaped under the influence of socialist realism and Soviet nationality policy. While examining the central categories of Soviet artistic discourse such as the “national form,” “national distinctness,” and “tradition,” as well as cultural and scientific institutions responsible for the image of art of non-Russian nationalities, the author reveals the existence of a number of colonial features and discursive and institutional practices that foster a cultural divide between Russian and non-Russian culture and contribute to the marginalization of art. Special attention is paid to the implications of this discursive shaping for the local artistic scene in Buryatia.  相似文献

The structure of the New World Order and its corresponding functions are becoming apparent. First, there will be a deconstruction of the nation-state. It will be bisected as power shifts to higher “macro-regional” levels on the one hand and lower “micro-regional” levels on the other. Second, there will be a disaggregation of the mixed political economy. Dependency theory, which has always been regarded as the foremost ‘revolutionary’ alternative to the hegemonic ideology of Eurocentrism best expressed by modernisation theory, is equally Eurocentric and has been so from the beginning. The postmodernist perspective, where the notion of ‘development’ itself is questioned and its desirability is contested, certainly poses a greater challenge. The rise and decline of dependency theory may be interpreted in terms of the rise and decline of the early post-WWII optimism about the developmental prospects of the newly established Third World. With the failure of national development and the rise of globalism, dependency theory too has declined and ceased to be persuasive. By citing the Turkish literature on development from the 1930s and the 1980s and 1990s, this paper attempts to demonstrate that the rise of the notion of ‘authenticity’ as a critique of Eurocentrism is as universal a phenomenon today as was the rise of ‘dependency’ ideas half a century earlier.  相似文献

The 1995 Dayton Peace Agreement in Bosnia and Herzegovina instituted ethnic quotas between Bosniaks, Serbs, and Croats: the three “constituent peoples.” This institutionalization of ethnicity, criticized by some contemporary authors, is often seen as a creation of the peace agreement. Interestingly, several scholars deem such proportional representation a legacy from socialist times. But the existing literature lacks a historical perspective on the question of ethnic quotas. In addressing this issue, this paper reminds one of the existence of ethnic quotas, called the “national key,” during socialist times. A deeper analysis of the “national key” in the Socialist Republic of Bosnia and Herzegovina and of the ethnic quotas in the last two decades shows, interestingly, more differences than continuity. The article concludes that few similarities and more differences can be observed between the two periods, especially regarding the legal aspects of the “national key,” in ideological justification and in the conceptions based on parity or proportional representation.  相似文献

The case of Cuba provides social scientists with reasonably good information on urbanization policies and their implementation in 1 developing country committed to socialism. The demographic context is considered, and Cuban efforts to eliminate the rural-urban contradiction and to redefine the role of Havana are described. The impact of these policies is analyzed in terms of available data on urbanization patterns since January 1959 when the revolutionaries marched into Havana. Prerevolutionary urbanization trends are considered. Fertility in Cuba has declined simultaneously with mortality and even more rapidly. Projections assume a 1.85% annual growth rate, resulting in a population of nearly 15 million by the year 2000. Any estimate regarding the future trend in population growth must depend on prognosis of general living conditions and of specific government policies regarding contraception, abortion, female labor force participation, and child care facilities. If population growth in Cuba has been substantial, but less dramatic than that of many other developing countries, urban growth presents a similar picture. Cuba's highest rate of growth of the population living in urban centers with a population over 20,000, in any intercensal period during the 20th century, was 4.1%/year for 1943-1953. It dropped to 3.0% in the 1953-1970 period. Government policies achieved a measure of success in stemming the tide of rural-urban migration, but the aims of the revolutionary leadership went further. The objective was for urban dwellers to be involved in agriculture, and the living standards of the rural population were to be raised to approximate those of city dwellers. The goal of "urbanizing" the countryside found expression in a program designed to construct new small towns which could more easily be provided with services. A slowdown in the growth of Havana, and the concomitant weakening of its dominant position, was intended by the revolutionary leadership. Offical policies have been enunciated that connect the reduction in the dominance of Havana with the slowdown in urban growth and the urbanization of the countryside. Evidence is presented which suggests achievements along all of these dimensions, but by 1970 they were, as yet, quite limited.  相似文献

Although students of social movements have established that state repression strongly affects protesters’ choice of tactics, this finding has been ignored by most analysts of suicide bombing. Based on data collected from various sources, including 88 interviews the author conducted in 2006 with senior leaders of six Palestinian political organizations and close relatives and friends of Palestinian suicide bombers, this article argues that harsh state repression is a major cause of suicide bombing. It shows that understanding the effect of state repression is crucial to clarifying many of the unsolved puzzles concerning the rationales of organizations that employ suicide bombing, the motivations of individual suicide bombers, and the reasons why this tactic has become popular in some societies. The article concludes that there are three types of organizational rationales underlying the use of suicide bombing. Suicide bombing may be an extreme reaction to extreme state repression, a combined reactive and strategic action, or a purely strategic action. Different contexts and organizations typify these organizational rationales.  相似文献
