Abstract

In this paper, we compare the community engagement of minorities as measured by group recreational activity in Canada and the Netherlands—two countries with high immigration intake and high levels of ethnocultural diversity. Using logistic regression, we ask questions concerning the determinants of recreational participation, focussing on the degree to which differences are a product of minority status or of more general socioeconomic status. We also compare rates of participation in the two countries to see if there is an underlying difference, which can be explained by socioeconomic and demographic status. We find that sociodemographic characteristics are generally much stronger predictors of participation than characteristics associated with minority status, regardless of country.  相似文献

When Kosovo declared its independence in 2008, it did so not as a nation-state, but as a “state of communities,” self-defining as multiethnic, diverse, and committed to extensive rights for minorities. In this paper, this choice is understood as a response to a dual legitimation problem. Kosovo experienced both an external legitimation challenge, regarding its contested statehood internationally, and an internal one, vis-à-vis its Serb minority. The focus on diversity and minority rights was expected to confer legitimacy on the state both externally and internally. International state-builders and the domestic political elite in post-conflict Kosovo both pursued this strategy. However, it inadvertently created an additional internal legitimation challenge, this time from within Kosovo’s majority Albanian population. This dynamic is illustrated by the opposition movement “Lëvizja Vetëvendosje” (Self-Determination Movement), which rejects the framing of Kosovo as first and foremost a multiethnic state. The movement’s counter-narrative represents an additional internal legitimation challenge to the new state. This paper thus finds that internationally endorsed “diversity management” through minority rights did not deliver as a panacea for the legitimacy dilemmas of the post-conflict polity. On the contrary, the “state of communities” continues to be contested by both majority and minority groups in Kosovo.  相似文献

During the twentieth century the region of Subcarpathia belonged to several different states: the Austro-Hungarian Monarchy, Czechoslovakia, the independent Carpatho-Ukraine, the Hungarian Kingdom, the Soviet Union and finally to Ukraine. Today it borders four member states of the European Union (Poland, the Slovak Republic, Hungary and Romania), and due to its history several ethnicities and languages, religions and cultures live side by side in this region. However, as a consequence of the different language and minority policies in Subcarpathia, we cannot find a common language that everybody knows regardless of age, gender, education, religion or place of residence. The lack of a lingua franca makes dialogue between ethnicities difficult, sometimes even impossible. In this article we outline the main features of the regional, minority and language policies of the different states that existed at the various historical stages. We believe that the in-depth analysis of the history of this region can help find a model that could be useful not only in the region but also in the wider context of similarly multinational, linguistically diverse, culturally colorful territories in the Carpathian Basin and states in East-Central Europe.  相似文献

This paper explores the effects that different institutional mechanisms for legislative representation have on ethnic diversity in the lower chamber of the Romanian parliament. It uses an original data set to examine representational outcomes generated by a combination of proportional representation and reserved seats provisions. The findings highlight the benefits that Romania's choice of electoral rules generated for smaller minority communities and limitations that these rules impose on the nature and extent of legislative representation of large minority groups. The paper provides evidence for qualifying the scholarly support in favour of proportional representation. It also draws attention to potential trade-offs between communal representation and ethnic inclusiveness of main political parties that the use of special mechanisms for minority representation might encourage.  相似文献

This article examines the role of ethnicity in the formation of political cleavage and is based on the analysis of the political agenda of the Polish national minority in Lithuania after the re-establishment of the independent state in 1990. It analyzes the political performance of the Electoral Action of Poles in Lithuania (EAPL), an ethnic-based “niche” political party that tends to keep a monopoly over the representation of interests of the Polish minority in Lithuania and collects a vast majority of the votes of citizens of Polish origin. The article considers how specific in comparison to the titular nation the interests of the Polish national minority are, and how different in comparison to the political agendas of other political parties the political agenda of the EAPL is.  相似文献

What are the mechanisms of legitimation in non-democratic and linguistically divided states? How do regimes in these states use and manipulate the ideology and nation-building for the purposes of regime legitimation? The article focuses on the concept of compartmentalized ideology in non-democratic regimes with substantial divisions in the so-called titular and minority group where socio-linguistic divide allows regimes to construct diverse audiences and even political communities with their own distinct narratives and discourses about the nation, state and the regime. The compartmentalized ideology is only sustainable under the conditions of the regime's power to control and facilitate these discourses through the system of authoritative presidential addresses to the nation and/or other forms of regime's communication with the polity. The shifting of these discourses and themes contribute to the regime stability but also may constitute its re-legitimation.  相似文献

This article takes a subjective approach to studying norm compliance in order to determine how EU conditionality and Russia's activism have affected elite attitudes toward minority policies, majority–minority relations, and language use in Estonian society in the post-accession period. The results of a Q method study and semi-structured interviews with integration elites in spring 2008 reveal four distinct viewpoints. The study casts doubt upon the success of EU conditionality in Estonia by demonstrating that European minority rights norms remain contested and have not been internalized by a substantial portion of elites. In addition, the study points to an important role for Russia's activism in the development of a more inclusive society. Russia's activism actually works against minority integration by reinforcing pre-existing domestic norms that are not compatible with European minority rights standards and by aggravating tensions over history and language, which frustrate integration efforts. This article ultimately contributes to studies on the effects of international pressure on minority integration by pointing to the need for greater attention to the ways in which multiple actors at both the international and domestic levels structure the influence of EU conditionality.  相似文献

The main research problem addressed in this article is the pattern of reacting to stigma based on ethnic origin expressed by the representatives of different generations of Belarusian and Ukrainian minorities in Poland living under different political and ideological conditions before and after 1989. This paper is based on a qualitative empirical study that comprised 22 in-depth biographical interviews with representatives of Belarusian and Ukrainian minorities, who varied in age. The research found that while the elderly see their minority identity in terms of danger or threat, the middle generation perceives it as an obstacle in fulfilling their life aspirations in a society fully dominated by the Polish majority. The youngest interviewees seem to be the most willing to perceive their minority characteristics positively in terms of uniqueness as well as particular competences, especially bilingualism, which may give them an advantage in the labor market.  相似文献

This article explores the relationship between minority city-level and state-level political representations through the analysis of the contested implementation of state education policies in Tallinn and Riga. Referring to the US debate on this issue, the article asks what role minority incorporation into city-level power structures can play for its substantive representation. The comparison between Tallinn and Riga reveals two potential answers to this question. The case of Riga illustrates how city-level representation can be an alternative representative channel through which the minority can put pressure on state government and magnify its political voice within the country's democratic space. On the contrary, the case of Tallinn illustrates how a municipality can be an alternative locus of representation, which does not guarantee minority empowerment but rather entraps the minority at the local level within the implicit understanding that the minority (or at least the parties that get the minority vote) can “have its share” locally, but it cannot hope to influence state policies. The comparison between the two cases reveals different levels of legitimacy of the minority's voice in the democratic debate of Estonia and Latvia, and shows the risks and opportunities linked to the two models of minority city-level incorporation.  相似文献

Transparency has recently become a widely supported norm of information regulation within and among states. Transparency may be a widely accepted element of good governance, but it has a number of dimensions and manifestations. This article is among the first to examine the relationship between public sector transparency at the domestic and global levels. While the extant literature suggests that we should expect a strong relationship between the degree of a jurisdiction’s domestic and global commitments to public sector transparency, our sample of the 33 jurisdictions for which data are available finds no such correlation. The article develops an explanation of this unexpected finding, which highlights the varied incentives to implement transparency-promoting reforms that different jurisdictions experience. This analysis suggests that many developing countries engage in marginal participation across regimes. More concerning are possible cases of mock compliance where states participate in transparency regimes without the intention of fully implementing their commitments. Mock compliance is of particular concern in the sphere of global governance in which sovereignty is contested and compliance mechanisms face unique challenges.  相似文献

Strong civil society provides individuals with arenas to bring their interests to the attention of policymakers. In so doing, civil society organizations (CSOs) can support state policies, but can also criticize policies. This paper argues that most minority rights advocacy CSOs in the Baltic states have little say in the crafting of policy and are compartmentalized into the existing agendas, with only a few groups able to evaluate policies independently. It concludes that the Baltic civil society is weak because the CSOs working on minority issues ask policymakers either too much, or too little. The findings suggest that policymakers quell criticism of their work from the side of the CSOs by ignoring their activities. Alternatively, by funding the CSO that shores up the state agenda, policymakers delegate their responsibilities to civic actors, keep critical voices from public debates and claim that their policies have the full support of a vibrant civil society. This paper investigates the options available for civil society actors to relate to policymakers in a nationalizing state by drawing on the data collected in 77 semi-structured interviews with the CSOs working with Russian and Polish minorities in the Baltic states between 2006 and 2009.  相似文献

This study examined the relationship between organizational commitment and several personal, role, professional, job and organizational factors among juvenile detention workers. The study revealed that (1) commitment is significantly correlated to role ambiguity, supervisor trust, rile matment-oriented attitude toward the detainee, job satisfaction, job involvement, and organizational trust, and (2) organizational trust, the treatment attitude. role ambiguity, and job involvement are major predictors of employee commitment to the detention center. Implications concerning the results of this study are discussed.  相似文献

Territorial arrangements for managing inter-ethnic relations within states are far from consensual. Although self-governance for minorities is commonly advocated, international documents are ambiguously formulated. Conflicting pairs of principles, territoriality vs. personality, and self-determination vs. territorial integrity, along with diverging state interests account for this gap. Together, the articles in this special section address the territoriality principle and its hardly operative practice on the ground, with particular attention to European cases. An additional theme reveals itself in the articles: the ambiguity of minority recognition politics. This introductory article briefly presents these two common themes, followed by an outline of three recent proposals discussed especially in Eastern Europe that seek to bypass the controversial territorial autonomy model: cultural rights in municipalities with a “substantial” proportion of minority members; the cultural autonomy model; and European regionalism and multi-level governance.  相似文献

Abstract

Utilizing a narrative approach emanating from a small research study, this paper presents inspirational cameos of ethnic minority women entrepreneurs. The focal point is Indian women entrepreneurs in New Zealand. The theoretical perspective of mixed embeddedness, where institutional structures and the entrepreneurs play out their stories in the complexity of the political, psychological, social, and economic arenas, forms the backdrop for this paper. By presenting inspirational cameos of ordinary women who have achieved entrepreneurial success against the saga of Indian immigration, this paper is in contrast to much of the prevailing literature which focuses on blocking and constraining factors in the life experiences of ethnic minority migrant women entrepreneurs. Such cameos can be positioned to serve as exemplars of and for ethnic minority migrant women, particularly in a world where many ethnic minority women and entrepreneurial educators are often unaware of ethnic minority role models.  相似文献

A number of political theorists have recently argued that group representation is essential to the achievement of social justice. However relatively little work exists on the institutional implications of such arguments beyond the analysis of electoral mechanisms to achieve greater representation within legislatures. This leaves unanswered one of the most difficult questions facing policy-makers – how to effectively engage the range of Black and minority ethnic (BME) communities in decision-making processes. Through a detailed analysis of the changing nature of the arrangements in place in Birmingham (UK) to engage BME communities, this paper is able to reflect on the theoretical and practical challenges of group representation in contemporary polities.  相似文献

This article examines the politics of African states in which insurgencies or liberation movements have taken control of the government. It analyses the impact on governance of reforms introduced by these post-liberation regimes, their relations with traditional authorities and civil society and relationships within and between competing guerrilla movements. It interrogates the nature of the state that emerges from this process. The ‘post-liberation’ state label is argued to be both meaningful and useful, as part of a larger project of exploring and explaining the post-colonial African state, highlighting debates about representation, citizenship and nation building. While post-liberation regimes have advantages in implementing state building projects, they are also subject to contestation when the new state institutions and regime incumbents become too exclusivist or predatory.  相似文献

This article addresses the recent claim that cross-national policy variations reflect in part differences in institutional origins and state characteristics. It provides a detailed analysis of how states institutionalized public employment exchanges. The authors argue that public employment exchanges will shape the legitimacy of government intervention in the labour market, and thus affect the environment for subsequent labour market policy. Two measures of legitimacy are used. First, the attitude of employers and trades unionists toward exchanges. Second, the role of exchanges in administering unemployment benefits. Cross-national differences in exchanges' legitimacy contribute to an explanation of why different states have different labour market policies.  相似文献

This article considers how autocrats decide to expand or narrow the issue diversity of their policy agenda during a period of political liberalization. Prior studies have two competing perspectives. First, political liberalization increases the social and political freedom that enhances information exchange, and thus expands issue diversity. Second, political liberalization decreases government's control of the legislature and thus narrows the issue diversity. This article offers a novel theoretical perspective by combining these two countervailing theories. Specifically, it predicts a diminishing marginal benefit of information exchange and an increasing marginal bargaining cost. As such, this article argues that issue diversity follows a negative quadratic (inverted‐U) relationship as the regimes liberalize. The analysis of a new and unique dataset of Hong Kong's legislative agenda (1975 to 2016) offers support for this theory. This study sheds light on policy‐making in authoritarian regimes and democracies, and advances the theory of information processing.  相似文献

There are three constitutionally recognized national/ethnic minorities in Slovenia: the Italians, the Hungarians and the Roma. In addition, there are other ethnic groups that could perhaps be considered as “autochthonous” national minorities in line with Slovenia's understanding of this concept. Among them is a small community of “Serbs” – the successors of the Uskoks living in Bela krajina, a border region of Slovenia. In this article we present results of a field research that focused on the following question: Can the “Serb” community in Bela krajina be considered a national minority? On the basis of the objective facts, it could be said that the “Serbs” in four Bela krajina villages are a potential national minority, but with regard to their modest social vitality and the fact that they do not express their desire for minority status, the realization of special minority protection is questionable.  相似文献
