This article investigates the politics of national identity implemented in Rijeka after World War II, when the city was integrated into socialist Yugoslavia. These national and political transitions posed various challenges to the consolidation of the Yugoslav Communists’ power. The nationalities policy embedded in the slogan “Brotherhood and Unity” was the official answer to the national question, promoting collaboration among the Croatian majority, the Italian minority, and other national communities in the city. This article focuses on the definition of postwar Rijeka’s image, investigating the relationship between Yugoslav socialism and national identities in everyday political practice. The negotiation of the representation of national identities in a socialist society led to ambivalences, contradictions, and contentions expressed in and through Rijeka’s public spaces, highlighting the different orientations of cultural and political actors. The process of building socialist Yugoslavia in this specific borderland context reveals the balance and tension between the multinational framework and the integrative tendencies pertaining to the legitimization and consolidation of the socialist system.  相似文献

The public value theory has been accused of serving as a “rhetorical device” for public managers to advance their interests and influence vis-à-vis politicians. This article uses Legislative Budget Offices (LBOs) as a lens to re-examine the theme of “public value as rhetoric”. It examines how an LBO can relegate itself to a lower public value-creating position that avoids conflict with politicians, which then allows politicians to employ rhetoric such as fiscal “sustainability” and “responsibility”, without making actual budget choices that incur political costs. The findings of the article suggest that the use of public value as rhetoric is a function of contradictory values held by citizens, which politicians and public managers must reconcile by choosing to divert either resources or rhetoric. Furthermore, rhetoric is bidirectional, and employable not just by public managers, but by politicians as well.  相似文献

Ethnic territorial autonomy (ETA) is an institutional way to ensure simultaneously the integrity of the state and the rights of ethnic minorities through preferential policies in certain ethnically sensitive spheres. Language preferential policies differ greatly across multilingual ETAs and can be analyzed through the concept of “language territorial regime” (LTR). In this paper, we examine LTRs along two dimensions: (1) the scope of state regulation of language use and (2) the way language rights are perceived and used. The first considers the depth and universality of state regulation of language use – “strong” or “weak.” The second concerns whether the community’s approach to language rights is symbolic or pragmatic. The combination of these two dimensions allows the categorization of LTRs into four main classes: “strong parting-regime,” “strong pooling-regime,” “weak pooling-regime,” and “weak parting-regime.” A comparison of South Tyrol, Vojvodina, and Wales allows conceptualizing LTR as a system of de jure institutional arrangements of linguistic issues and practice of self-organization and perpetuation of multilingual communities.  相似文献

Azerbaijan's complex history has weaved a tapestry of linguistic, cultural, and national identities among Azerbaijanis through centuries of political, social, and linguistic integration. In the current post-Soviet era, this identity is undergoing another period of change, with influences from intra-state ethnic, religious, and sociopolitical institutions as well as from regional and international powers. This article centers on linguistic identity among Azerbaijani youth at three types of schools: Azerbaijani-medium, Russian-medium, and English-medium. The authors seek to discover whether and to what extent the language of instruction in each type of school affects linguistic identity, which in turn has implications for national identity. The article first discusses the existing literature on language and identity in second language acquisition and socio-educational linguistics. It then examines Azerbaijan's linguistic and political history through the lens of the latter framework, as a context for an analysis of the data from surveys and focus groups. The article analyzes the relationship between medium of instruction in school and students' perceptions of language and identification with various language groups, and discusses the findings of a significant correlation between language of instruction and linguistic identity, with its implications for national identity.  相似文献

This paper addresses the influence of the economic crisis on national identity in Slovenia. It first analyzes the creation of the contemporary national identity following independence in 1991 that was established in relation to a negatively perceived Balkan identity, which represented “the Other,” and in relation to a “superior” European identity that Slovenia aspired to. With the economic crisis, the dark corners of Slovenia’s “successful” post-socialist transition to democracy came to light. Massive layoffs of workers and the bankruptcies of once-solid companies engendered disdain for the political elites and sympathy for marginalized groups. The public blamed the elites for the country’s social and economic backsliding, and massive public protests arose in 2012. The aftermath of the protests was a growing need among the people for a new social paradigm toward solidarity. We show that in Slovenia the times of crisis were not times of growing nationalism and exclusion as social theory presupposes but, quite the contrary, they were times of growing solidarity among citizens and with the “Balkan Other.”  相似文献

There is a long tradition of companies that provide local public services, such as energy distribution or solid waste collection, being strategically important for the promotion of the development of areas where they are present and having a great influence on citizens’ quality of life. This article examines the determinants of the choice of ownership structure for Italian companies that provide local public services, and the effects that this choice has on their performance. Economic and financial data at company level was merged with economic, political, financial and territorial data on the municipality with the majority of shares in it. A two-stage multinomial selection model was employed, in order to carry out the analysis with more than two alternative ownership structures and to control for endogeneity. The empirical evidence indicates that the municipality’s political and budgetary conditions matter in the choice of ownership structure. Although the computed Average Treatment Effects seem to indicate that mixed ownership increases operating efficiency, the profitability indicators provide evidence to the contrary.  相似文献

ABSTRACT

This article examines the arguments for globalization and analyzes Mexico’s “maquiladora experience,” which indicates that globalization alone does not bring about a higher standard of living. The primary reason that Mexico has not benefitted as much as might be expected from globalization has to do with the poor quality of its governance, referring especially to public administration. This assertion is supported by a comparison of Mexico and South Korea. In explaining South Korea’s greater success, Political Elasticity (PE) theory is introduced, suggesting that political power needs to become elastic in two meanings of this word: a “rubber band” meaning (referring to the ability of leaders to delegate power without losing or diminishing it) and “a balloon meaning” (having to do with the ability of leaders to reliably influence the behavior of the general public). Based upon studies of rural and industrial development, South Korea is shown to be more politically elastic than Mexico. This article concludes by examining the lessons that Mexico can learn from Korea’s experience.  相似文献

This article analyzes discursive representations of Lithuania and of Belarus as Lithuania’s “Other” in the context of the recent political crisis in Ukraine. Focusing on the media discourse of Lithuanian intellectuals regarding the historical Grand Duchy of Lithuania (GDL) and its legacy, it examines how Belarus and its role vis-à-vis Lithuania have been depicted. The analysis is informed by the discourse-historical approach within critical discourse analysis, using thematic content and argumentation schemes for studying the images ascribed to the GDL, Belarus, and Lithuania in the selected texts. Focus in the discourse of intellectuals on the GDL as a historical homeland is found to shift from history as a scholarly endeavor to the politics of history and the uses of the past in today’s political projects. Belarus and the GDL emerge as topics not only historically and politically salient but also potentially dangerous for Lithuania within the setting of the events in Ukraine.  相似文献

The article analyzes the process of building italianità in the case of migration of population from Pola/Pula that started as early as May 1945 and culminated in an organized process that officially began on 23 January 1947 and lasted until 20 March that same year. The article sheds light on the premises of that identity by analyzing complex activities of the Italian authorities who wanted to “defend Italianism” in Pola/Pula, as well as in other border areas of former Venezia Giulia. At the state level, they were mainly carried out by the Office for the Julian March/Ufficio per la Venezia Giulia and following reorganization beginning at the end of 1946 by the Office for Border Areas/Ufficio per le Zone di Confine, and at the local level by a network of pro-Italian organizations and groups. Analysis contributes to the understanding of the top-down and bottom-up italianità building process. On the local level, common identity was built upon the myth of the patria, reiteration of traumatic/“wounded” memories and victim presentation of the “Italian” population, fear to be separated from the patria, and unjust peace treaty propaganda. Simultaneously, the “Italian” population understood the Italian state as their defender.  相似文献

美国“Z世代”大学生的政治认同呈现明显两极化、主体向左的趋势。一方面,这种两极化与两党意识形态、政策立场保持高度一致;另一方面,两极化也显示出新的代际特征,即鲜明的道德色彩与强烈的对抗性。从社会心理学角度看,政治认同两极化的原因包括信念激情期的周期性再现、美国大学校园成为政治认同极化的孵化器、安全空间建构与微侵犯观念隔断大学不同政见者的沟通与交流、社交媒体强化“Z世代”同一阵营内部的政治认同等。“Z世代”大学生以“对抗共同敌人”的方式参与2020年美国总统选举并使投票率创下新高,这成为其政治认同极化公开表达的明证。这一态势引起了专家、学者等的警惕,重建大学校园政治生态成为美国社会的共识。大学生政治认同两极化也给未来的中美关系增添了不确定因素,社交媒体的运用将使“Z世代”大学生对华民意更具敌意,受害者心理将使美国舆论在人权等相关问题上对中国持更负面的评价,安全空间防线将使中国对外文化传播受到进一步干扰。“Z世代”大学生政治认同两极化趋势及大学校园政治生态将是评估美国政治未来走向的重要参考因素。  相似文献

This article, written in February 1998, describes political confusion, contradictions, and ambiguities (institutional as well as ideological) typical of the Kabila’s regime at that time. Political mobilisation as well as political identification were polarised by opposition between “local Zairians,” born from locally-born parents, and “new Congolese” who were born elsewhere or whose parent were born outside of the country. Other factors of political identification were ethnicity, regionalism, and generation. Given the fact that the new political regime suspended all political parties and that Kabila himself did not openly declare himself leader of a political movement, there was no open political activity. The article suggests that the new political crises is coming; it was confirmed by August 1998 rebellion/invasion.  相似文献

Over the past 20 years, President Robert Mugabe of Zimbabwe and his political party, Zimbabwe African National Union – Patriotic Front (ZANU-PF), have relied heavily on political rhetoric that demonizes lesbian, gay, bisexual, and transgender (LGBT) persons. In this paper, it is argued that the anti-LGBT political rhetoric in Zimbabwe is part of a larger program known as “patriotic history,” which emphasizes a particular kind of Zimbabwean identity to legitimize the continued rule of Mugabe and ZANU-PF. The value of combining patriotic history and political homophobia emerges out of the unique political and economic context which Mugabe’s regime found itself unable to adequately address. To illustrate how and why this has happened, the paper focuses on two key incidents: the 1995 Zimbabwe International Book Fair, and the public conversation over writing a new constitution between 2010 and 2013.  相似文献

Since the Rose Revolution (2003), Georgia has encountered an unprecedented scale of institutional reforms concomitant with the rise of American and European involvement in the “democratization” process. Various scholars have suggested that Georgian nationalism developed from an ethno-cultural basis to a more civic/liberal orientation after the Rose Revolution. This paper analyzes Georgian nationalism under President Mikheil Saakashvili to demonstrate the significant divergence between political rhetoric on national identity, the selection of symbols, and state policy toward the Georgian Orthodox Church versus state policy toward ethnic minorities. The aim of this article is to examine the at times conflicting conceptions of national identity as reflected in the public policies of Saakashvili’s government since the Rose Revolution. It attempts to problematize the typologies of nationalism when applied to the Georgian context and suggests conceptualizing the state-driven nationalism of the post-Rose Revolution government as “hybrid nationalism” as opposed to civic or ethno-cultural.  相似文献

In line with its Vision 2020, Malaysia has been implementing a series of ‘quality’ reforms in its higher education sector (Sirat, 2010). For critics, these reforms are driven by an ideological shift from the idea that knowledge is a “public good” (Dzulkifli, 2011, p. 28). This study explores whether the use of ‘standards’ as governance forms would lead Malaysia towards “identity formation”, i.e. the creation of a culture-based knowledge society, or direct it towards “knowledge shopping”, i.e. the commodification of higher education. This article concludes that Malaysian higher education governance is more oriented towards “knowledge shopping” than “identity formation.”  相似文献

This article discusses the development of Berber literature in Morocco and the connections between this literature and Moroccan national identity as well as the pan-Amazigh identity movement. Over the last 40 years, the political conjuncture in Morocco has led Berber writers to affirm an alternative definition of Moroccanness, not exclusively based on Arabness, but one in which Berberity is included. This article aims to shed light on modern Berber literature, and on the social space in which it is embedded. It argues that there is no autonomous Berber literary field, the literature being intrinsically bound up with identity issues, but a Berber literary space, located at the intermingling of several fields (the political field and the field of language production in particular). The article first reconstructs the Moroccan political context by exploring the Amazigh movement, its aspirations and its reality. It then focuses on the relationship between the language issues (alphabet, standardization, etc.) and the emergence of a Berber “neo-literature.” Lastly, it moves beyond Morocco into the wider pan-Berber world – the Maghreb and those countries to which Berbers have emigrated – to question the possibility of a transnational Berber literature.  相似文献

The present study, using household level data of East Midnapore district of West Bengal, India, examines the role of people’s participation in public service delivery. It considers four dimensions of participation namely attending meetings, raising voice, lodging complaints, and making contributions. The study confirms the role of participation in public service delivery. Apart from participation, households’ socioeconomic and political positions also exert significant impacts. There is, however, likelihood of “elite capture” and “clientelism” in the delivery of public services. Effective service delivery presupposes that while attending meetings, people must raise their voice and make contributions.  相似文献

The French language is in decline in America and Asia and stagnating in Europe; its last bastion in the world may be Africa. Emphasizing Africa's importance to the French-speaking world, Ali Mazrui (2004) argues that “without Africa, the French language would be almost provincial.” However, French is faltering in most of its African strongholds due to ideological, sociolinguistic, political, and geostrategic changes taking place. This article examines the factors contributing to the decline of French in Africa south of the Sahara and identifies its outlooks in a continent undergoing profound change.  相似文献

Abstract

Iran has pursued a highly contradictory policy towards Afghanistan. On the one hand, it became a significant beneficiary of the overthrow of the Taliban regime by the US-led military intervention in 2001 in Afghanistan. The new Afghan government established cordial ties with Iran, allowing it to expand its political, economic and cultural influence in the country. Yet Iran has also provided significant support to the Taliban in its campaign to violently upend the political, social and economic processes in the country. This article examines the underlying domestic and regional security dynamics that contribute to this contradictory behaviour. It offers an assessment of how tensions between the United States and the Islamic Republic, as well as Tehran’s growing threat perception following the rise of the Islamic State – Khorasan in 2014, impact on Iran’s policy towards the Taliban. The paper argues that Tehran views the Taliban as an instrument to disrupt the influence of other actors in Afghanistan. The instrumentalisation of the Taliban, however, is likely to be counterproductive for Iranian security in the long run as it contributes to Afghanistan’s instability and insecurity and undermines Iran’s own long-term interests.  相似文献
