Physical security: An introduction

Information and Communication Technologies (ICTs) are extending the arena within which extremists and terrorists operate. Among the most active participants are Islamists and the Far Right, whose increasingly networked formats are enhanced by such technologies. These provide them with new benefits: interconnectivity; anonymity; cheapness; power enhancement; new audiences. Islamists and Jihadists are turning to the Internet to recruit, and to issue religious injunctions to the world-wide Muslim community. The stealthy growth of the U.S. militias was aided by the Internet, and white supremacists and neo-Nazis in the U.S., Europe, and elsewhere increasingly see it as the last communication medium free of interference, and which they can use to best effect. Although all use it to communicate, they are poised to use it for command and control.     

Raising revenues: an introduction

Raising revenues, although necessary to budgets, has received relatively scant attention from students of public budgeting. This special issue focuses attention on that topic. The contributions to this special issue show the diverse ways in which raising revenues is important.     

The Politics of Debt and Development in the New Millennium: an introduction

This article serves as an introduction to this special issue of twq on ‘Debt and Development in the New Millennium’. It highlights the gaps in our knowledge about debt that the following contributions seek to fill and why this is important, both analytically and politically. In doing so, it discusses two core objectives of the special issue: first, to examine the role(s) that debt plays in mediating the underlying tensions of neoliberal-led development and its emphasis on market-led growth and poverty reduction schemes; and, second, to interrupt, contest and deconstruct the dominant economic representations and meanings of debt. Although the contributions draw on different theoretical frames to explore different features of debt across a variety of social spaces, a core hypothesis running through each article is that that there are additional complex and paradoxical dimensions to debt beyond what is represented by its common-sense economic meaning as an amount of money borrowed, voluntarily, by one party from another. This introductory article concludes by providing the reader with an overview of each contribution comprising the special issue.     

The Role of Risk in Improving Goal Setting in Performance Management Practices within Public Sector: An Explorative Research in Courts Offices in Italy

The study investigates whether the adoption of a risk-based approach that allows public managers to take into account the context and external not-controllable factors during goal setting may contribute to overcome unintended managerial side effects of performance management (PM) practices that hamper their success within public organizations. An explorative research is carried out on court officials of Italian public administration. The results from this study show that the adoption of a risk-based approach could enhance goal setting within the PM process and provide interesting insights to policy-makers invested of the responsibility to improve the effectiveness of current PM procedures.     

Lahemaa: The Paradox of the USSR's First National Park*

During the twentieth century the region of Subcarpathia belonged to several different states: the Austro-Hungarian Monarchy, Czechoslovakia, the independent Carpatho-Ukraine, the Hungarian Kingdom, the Soviet Union and finally to Ukraine. Today it borders four member states of the European Union (Poland, the Slovak Republic, Hungary and Romania), and due to its history several ethnicities and languages, religions and cultures live side by side in this region. However, as a consequence of the different language and minority policies in Subcarpathia, we cannot find a common language that everybody knows regardless of age, gender, education, religion or place of residence. The lack of a lingua franca makes dialogue between ethnicities difficult, sometimes even impossible. In this article we outline the main features of the regional, minority and language policies of the different states that existed at the various historical stages. We believe that the in-depth analysis of the history of this region can help find a model that could be useful not only in the region but also in the wider context of similarly multinational, linguistically diverse, culturally colorful territories in the Carpathian Basin and states in East-Central Europe.     

Terrorism in Italy: Analysis of a problem

The author, after a short premise in which the phenomenon under examination is analyzed on the basis of the study of individual motivations, considers, in the context of the present Italian moral crisis, the social and interpersonal factors that violent terrorism generate.

The inquiry then moves on to attempt to identify the aims of terrorism through the observation of the subsequent phases through which it develops.

After a short survey of some sociological and psychological theories of the causes of the phenomenon, the author concludes that the problem of terrorism cannot be solved through the threat of more serious sanctions for the crimes committed but through the reorganization and restructuring of the state, and the elimination of the insecurity and tension that are among the main causes of the phenomenon.
