Bulgarian majority and Turkish minority relations have remained peaceful in the post Communist era despite a significant potential for civil strife. These antagonisms were a product of Bulgaria's historical political development.The most recent episode of forced assimilation policies under the Communist regime was a critical grievance contributing to the democratic transition in 1989. Unlike in neighboring Yugoslavia, communal ethnic conflict did not escalate to violence with political liberalization and the emergence of democratic political competition. A critical factor in the political formula for maintaining interethnic peace in Bulgaria has been Turkey's comparatively constrained behavior as a “motherland state” with regard to the Turkish Diaspora in Bulgaria.  相似文献

The 1980s caught Albanians in Kosova in interesting social, political, and psychological circumstances. Two diametrically opposed dogmatic dilemmas took shape: “illegal groups” – considerably supported by students – demanded the proclamation of the Republic of Kosova and/or Kosova’s unification with Albania. On the other side of the spectrum, “modernists” – gathering, among others, the political and academic elites – pushed for the improvement of rights of Kosovars guaranteed under the “brotherhood and unity” concept advocated within the Socialist Federal Republic of Yugoslavia (SFRY). This paper outlines the nature of demonstrations that took place in March and April 1981 and the corresponding responses of political and academic elites. Stretching beyond symbolic academic reasons – demands for better food and dormitory conditions – the study points to the intense commitment of the students to their demands, often articulated in nationalistic terms. Was it inevitable that the structure of the SFRY would lead to those living in Kosova as a non-Slavic majority in a federation of “Southern Slavs” to articulate demands for national self-rule? It is necessary to highlight these political and social complexities through analytical approaches in order to track the students’ goals and to reexamine assumptions behind the “modernist” agenda. In that vein, the paper analyzes the conceptual connections and differences between student reactions and modernists’ positions during the historical period under discussion here.  相似文献

The “people's war” in Nepal during 1996–2006, led to two significant outcomes—the elimination of monarchy and political victory for the Maoists. These political outcomes raise important questions about the process of Maoist conflict in Nepal. While several studies on political conflict are concerned about “why” such conflicts happen, I focus on “how” the strategy of conflict unfolded in Nepal. In this article, I argue that strategic interaction between rebels and the state explain why the conflict led to negotiated settlement in Nepal. To discuss the sequence of rebel–state interaction, I introduce a game theoretic model. In addition, I show how territorial control, target selection, and levels of violence used by the rebels in comparison to the state are crucial in understanding the conflict process. The case study in this article analyzes the relevance of rebel–state interaction to reveal micro processes of political conflict and further suggests that negotiation can become an important tactical choice in resolving conflict.  相似文献

The processes of peace-building and democratization in Bosnia and Herzegovina (BiH) were instituted on 14 December 1995 by the Dayton Accords, which brought an end to the Bosnian War. While claiming their objectives to be reconciliation, democracy, and ethnic pluralism, the accords inscribed in law the ethnic partition between Bosnian Serbs, Croats, and Muslims by granting rights to “people” based on their identification as “ethnic collectivities.” This powerful tension at the heart of “democratization” efforts has been central to what has transpired over the past 16 years. My account uses ethnographic methods and anthropological analysis to document how the ethnic emphasis of the local nationalist projects and international integration policies is working in practice to flatten the multilayered discourses of nationhood in BiH. As a result of these processes, long-standing notions of trans-ethnic nationhood in BiH lost their political visibility and potency. In this article I explore how trans-ethnic narod or nation(hood) – as a space of popular politics, cultural interconnectedness, morality, political critique, and economic victimhood – still lingers in the memories and practices of ordinary Bosnians and Herzegovinians, thus powerfully informing their political subjectivities.  相似文献

In the aftermath of the June 2010 violence in southern Kyrgyzstan, much scholarly attention has focused on its causes. However, observers have taken little notice of the fact that while such urban areas as Osh, Jalal-Abad, and Bazar-Korgon were caught up in violence, some towns in southern Kyrgyzstan that were close to the conflict sites and had considerable conflict potential had managed to avoid the violence. Thus, while the question, “What were the causes of the June 2010 violence?” is important, we have few answers to the question, “Why did the conflict break out in some places but not others with similar conflict potential?” Located in the theoretical literature on “the local turn” within peacekeeping studies, this article is based on extensive empirical fieldwork to explore the local and micro-level dimensions of peacekeeping. It seeks to understand why and how local leaders and residents in some places in southern Kyrgyzstan managed to prevent the deadly clashes associated with Osh, Jalal-Abad, and Bazar-Korgon. The main focus of the project is on Aravan, a town with a mixed ethnic population where residents managed to avert interethnic clashes during the June 2010 unrest. The answers to the question of why violence did not occur can yield important lessons for conflict management not only for southern Kyrgyzstan, but also for the entire Central Asian region.  相似文献

This paper critically examines the Chinese framing of the “terrorist” violence in Xinjiang. Drawing on the Copenhagen school of securitization theory, it examines how the historical perception of the region as a primary source of security threats to inner China has led today’s China to continue with representing the Han Chinese–Uyghur discord as an existential threat. In framing the ethnic conflict as a security issue, China has capitalized on the global “war on terror” of the early 2000s to transform the unrest into acts of Islamist terrorism to legitimize its counter-insurgency policies in Xinjiang. However, both the 2009 Urumqi riots and the 2014 Kunming attack lead us to conclude that the securitization strategy fails to quell the unrest. Not only have the Strike-Hard campaigns served to radicalize Uyghur nationalists, but also Han Chinese are not convinced that the Chinese government can contain the “terrorist” threat. Yet securitization blinds the leadership to the dysfunctional ethnic policy.  相似文献

Bosnia and Herzegovina is politically fragmented, and so is the memory landscape within the country. Narratives of the 1992–1995 war, the Second World War, Tito's Yugoslavia, and earlier historical periods form highly disputed patterns in a memory competition involving representatives of the three “constituent peoples” of Bosnia and Herzegovina – Serbs, Croats and Bosniaks – but also non-nationalist actors within BiH, as well as the international community. By looking especially at political declarations and the practices of commemoration and monument building, the article gives an overview of the fragmented memory landscape in Bosnia and Herzegovina, pointing out the different existing memory narratives and policies and the competition between them in the public sphere, and analyzing the conflicting memory narratives as a central part of the highly disputed political identity construction processes in post-war Bosnia and Herzegovina. The paper also discusses the question whether an “Europeanization” of Bosnian memory cultures could be an alternative to the current fragmentation and nationalist domination of the memory landscape in BiH.  相似文献

This article investigates the politics of national identity implemented in Rijeka after World War II, when the city was integrated into socialist Yugoslavia. These national and political transitions posed various challenges to the consolidation of the Yugoslav Communists’ power. The nationalities policy embedded in the slogan “Brotherhood and Unity” was the official answer to the national question, promoting collaboration among the Croatian majority, the Italian minority, and other national communities in the city. This article focuses on the definition of postwar Rijeka’s image, investigating the relationship between Yugoslav socialism and national identities in everyday political practice. The negotiation of the representation of national identities in a socialist society led to ambivalences, contradictions, and contentions expressed in and through Rijeka’s public spaces, highlighting the different orientations of cultural and political actors. The process of building socialist Yugoslavia in this specific borderland context reveals the balance and tension between the multinational framework and the integrative tendencies pertaining to the legitimization and consolidation of the socialist system.  相似文献

While the breakup of Yugoslavia produced divided loyalties and competing claims, leading to the establishment of seven separate states ending with the de facto independence of Kosovo, Crimea was a source of geopolitical instability that threatened to engulf the region in ethnic and geopolitical conflict. As a result of the negotiations during the 1990s and a de facto settlement between Slavs and the Ukrainian state, between Slavs and returning Crimean Tatars, and between Ukraine and the Russian Federation, Crimea has remained a peaceful and even increasingly wealthy area of Ukraine. Reflecting on the case of Kosovo, this paper looks at the prospect for a similar conflict in and over Crimea. Our primary question concerns the degree to which the Kosovo case sheds light on a somewhat similar case of co-ethnics, religious differences and a weakened state. We argue that the greatest source of instability lies not with ethnic claims or geopolitics, but with Ukrainian political and commercial interests that threaten the de facto settlement between the region and the centre.  相似文献

The article examines the development of the Yugoslav state's policy of transnational political engagement of Yugoslav citizens on temporary work in the FR Germany during the late 1960s and 1970s. This politicization of labor migrations was shaped by the interplay of the internal turmoil in the Yugoslav federation and the conditions peculiar to West Germany of the time. The change of the state's perception of external migrations is being examined through the extension of the agitation apparatus of the League of Communists of Yugoslavia onto the territory of the FR Germany and the mobilization of economic emigrants against the “hostile” political emigrants residing in that country. The main goal of these measures was to maintain the emigrants' transnational links to their homeland and ensure that their political standing was kept in line with the official Yugoslav ideological tenets until the time of the prospective return migration cycle. The extraterritorial character of these measures, coupled with the specific position of Yugoslavia within the Cold War diplomacy, led to a peculiar ideological interplay and shifting web of cooperation and confrontation between various actors.  相似文献

This study empirically evaluates the question of whether or not the promotion of democracy in the Middle East will reduce terrorism, both in terms of terrorist attacks sustained by Middle Eastern countries and in terms of attacks perpetrated by terrorist groups based in Middle Eastern countries. Using a series of pooled, time-series negative binomial statistical regression models on 19 countries from 1972 to 2003 the analysis demonstrates that the more politically liberal Middle Eastern states—measured both in terms of democratic processes and in terms of civil liberties protections—are actually more prone to terrorist activity than are Middle Eastern dictatorships. The study demonstrates, furthermore, that an even more significant predictor of Middle Eastern terrorist attacks is the intensity of state failures, or episodes of severe political instability that limit central government projection of domestic authority, suffered by states in the region. States that are unable to respond to fundamental challenges to political stability posed by internal political strife, ethnic conflict or the phenomenon of “stateless areas,” geographic or political spaces within states that eschew central government authority, are significantly more likely to host or sustain attacks from terrorist groups. The findings have implications for current United States antiterrorism policy toward the Middle East and provide a statistical/empirical foundation to previous studies on the relationship between terrorism and state failure.  相似文献

As “music of commitment,” in the period from the late 1970s to the late 1980s rock music in Yugoslavia had an important purpose of providing a popular-cultural outlet for the unique forms of socio-cultural critique that engaged with the realities and problems of Yugoslav society. The three “music movements” that embodied the new rock’n’roll spirit – New Wave, New Primitives, and New Partisans – used rock music to critique the country's “new socialist culture,” with the purpose of helping to eliminate the disconnect between the ideal and the reality of socialist Yugoslavia. This paper examines the New Partisans as the most radical expression of music of commitment through the works of its most important rock bands: Bijelo dugme, Plavi orkestar, and Merlin. The paper's argument is that the New Partisans' socio-cultural engagement, animated by advocacy of Yugoslavism, was a counter-logic to the nationalist dissolution of a distinctly Yugoslav fabric of a socialist community in crisis. Thus, the movement's revolutionary “spirit of reconstruction” permeating its “poetics of the patriotic” was a mechanism of socio-cultural resistance to political, cultural and moral-ethical de-Yugoslavization of Yugoslav society. Its ultimate objective was to make the case that the only way into the future – if there was to be any – rested on strategic reanimation of the Partisan revolutionary past as the only viable socio-cultural foundation of the Yugoslav socialist community.  相似文献

If studies of conflict and terror involve understanding their causes and if the notion of “causes” is ultimately a philosophical concept (from Aristotle to Kant), then philosophy can make a unique contribution to studies of global ethnic conflict. Without delving deeply into philosophical ideas underlying the conflict, this article nevertheless examines how it largely stems from a cold war ideology of the Left. Moreover, a New Left is not only distinguished from politics and political philosophy but, dismayingly, traced to cold war western democracies, in which it continues, paradoxically, to flourish and be used to extinguish what it inflames.  相似文献

This study draws on ethnographic research conducted in a small village, Baltinava in Latvia, 2.5 kilometres from the border with Russia. The research examines how ethnic Russian women create a specific Latvian Russian identity by contrasting themselves from ethnic Latvians and Russians who live in Russia and identifying with both groups at the same time. To narrate their lives and to make them meaningful, real and/or perceived “attributes” are combined to draw boundaries between “us” and “them.” Thus, the same thing such as language can be used not only both to distinguish themselves from Russians in Russia or Latvians but also to form coherent identities and to emphasize similarities. This study suggests that ethnicities cannot be reduced to a list of set ethnic groups that are very often used in official government statistics. Ethnic identities have to be viewed as fluid and situational. Moreover, this study shows the dialectic nature of ethnicity. On the one hand, external political, historical and social processes create and recreate ethnic categories and definitions. Yet, on the other hand, the women in this study are active agents creating meaningful and symbolic ethnic boundaries.  相似文献

The study analyzed whether the dissolution of Yugoslavia and the establishment of succeeding mono-national states was the expression of “longing” of mass proportions on the part of the nationalities within respective federal units. Using the data from two pan-Yugoslav surveys from the period preceding the dissolution, results were obtained that indicated a very limited support for this hypothesis. More specifically, results indicated that support for emancipation was rather weak, among youth in 1986 and even among the adult population in 1990, although some significant mean differences between the federal units and between major nationalities within them were evident. Specifically, opinions favoring independence were detected among Kosovo Albanians and later among Slovenians in Slovenia. In addition, findings also indicated that those with higher socioeconomic status were not more inclined toward independence. Results thus pointed more towards the idea that the dissolution was indeed instigated by a small group of “political entrepreneurs” not captured by the survey data.  相似文献

Canadians of Ukrainian descent constitute a significant part of the population of the Albertan capital. Among other things, their presence is felt in the public space as Ukrainian monuments constitute a part of the landscape. The article studies three key monuments, physical manifestations of the ideology of local Ukrainian nationalist elites in Edmonton: a 1973 monument to nationalist leader Roman Shukhevych, a 1976 memorial constructed by the Ukrainian Waffen-SS in Edmonton, and a 1983 memorial to the 1932–1933 famine in the Ukrainian SSR. Representing a narrative of suffering, resistance, and redemption, all three monuments were organized by the same activists and are representative for the selective memory of an “ethnic” elite, which presents nationalist ideology as authentic Ukrainian cultural heritage. The narrative is based partly upon an uncritical cult of totalitarian, anti-Semitic, and terroristic political figures, whose war crimes, ethnic cleansing, and collaboration with Nazi Germany the nationalists deny and obfuscate. The article argues that government support and direct public funding has strengthened the radicals within the community and helped promulgate their mythology. In the case of the Ukrainian Canadian political elite, official multiculturalism underwrites a narrative at odds with the liberal democratic values it was intended to promote. The failure to deconstruct the “ethnic” building blocks of Canadian multiculturalism and the willingness to accept at face value the primordial claims and nationalist myths of “ethnic” groups has given Canadian multiculturalism the character of multi-nationalism.  相似文献

The literature on “ethnicity” and “ethnic conflict” still fails to yield either definitional precision or usable empirical referents for the study of either phenomenon. This article offers a critique of the key literature on these subjects and a propositional inventory summarizing points of scholarly agreement, a discussion of the empirical problems that face scholars in this field, and, finally a general model for the analysis of particular ethnic conflicts, including consideration of the correlative tangents of resolution intervention.  相似文献

As Communist rule weakened across East Central Europe and new governments emerged, the Baltic region differed from the Balkans in two ways that need to be explained. The first difference was the near absence of ethnic violence in Estonia, Latvia, and Lithuania – compared to civil and cross-border war in most of the former Yugoslavia. The second contrast was the rapid consolidation of democracy and market economics in the Baltic countries compared to halting movements toward political and economic freedom in most Balkan polities.  相似文献

King Alexander's dictatorship in Yugoslavia (proclaimed in January 1929) was an expression of a real political need for consolidation in the country; however, in essence, it was an autocratic and repressive regime. More decisive moves toward a return of democracy did not occur, even later, after the replacement of his regime in June 1935. The political methods in the internal political life followed the pattern from the first half of the 1930s to the very eve of World War II. Such a situation also defined the relationship between the Slovenes and Yugoslavia. Slovene politics continued to look at the state from two angles – a unitary/centralist angle on the one hand and an autonomist/federalist angle on the other. Both camps (as well as other Yugoslav political players), however, failed to create an environment that would enable truly democratic compromises. The state was stuck at a “standstill,” but in spite of all its flaws, in the view of the Slovene political groups it represented the most suitable environment for the political and national life of Slovenes. Any serious political calculations that would go beyond this framework hardly existed.  相似文献

This paper considers the ethnic, ideological, and geopolitical crises that have engulfed the Crimean peninsula since 1991 and provides a preliminary explanation for the region's success in averting violent conflict to date. Focusing on the role of political entrepreneurs in mobilizing key social constituencies, it argues that the failure of competing elites to correctly identify and skillfully manipulate existing ethnic, ideological, and geopolitical cleavages in society significantly limited the effectiveness of their mobilizational appeals. The existence of cross-cutting cleavages and the failure of political entrepreneurs to bring these cleavages into alignment have played a central role in deterring violent conflict in the region.  相似文献
