Five cases in which the names of former secret informers who supplied information to the communist secret political police were unofficially disclosed are discussed in terms of the motivations of their authors, their timing relative to 1989 and their countries’ lustration and file access legislation, and the information they make available to the general public. After contrasting them with civil society efforts to promote transitional justice and unofficial truth projects, it becomes evident that these unofficial disclosures were animated by revenge as much as the quest for unveiling the truth about communist repression.  相似文献

Abstract

Over the last 20 years, the European Union (EU) has invested considerable amount of resources in supporting policies and legislation that promote mediation and other restorative justice (RJ) practices at the national and regional level. Alongside these developments a series of legal safeguards, standards, and regulations were introduced to mainstream restorative justice in European criminal justice systems. While we are far from claiming that a unified restorative justice model exists across European countries, the standardization of restorative justice through top-down approaches raises serious concerns around its viability as a community-born ethos. This article draws from the findings of an EU-funded research project that focused on the implementation of the restorative justice articles of the. Victims’ Directive. The article argues that if restorative justice is not repositioned in Europe through innovation and bottom-up structures of community, unregulated, unregistered, and localized projects, it will soon face its demise. The mainstreaming, regulation, and state control of restorative justice in Europe must be balanced against what Nils Christie identified as its original intention of returning conflicts re property.  相似文献

ABSTRACT

In 2000s Brazil, an unprecedented number of Brazilian afrodescendentes (Afro-Descendants) have been mobilizing to secure rights and resources for the Brazilian black population. From carnival parading in ‘cultural’ groups to electoral campaigning, from consciousness-raising education to antiracist community outreach, black activists have been aggressively taking a critical stance toward the discursive fabric of Brazilian race relations and national identity. Placing examples of their discursive struggles over Afro-Brazilian history and culture under the lens of intertextual and heteroglossic relations, I illustrate black activists’ efforts to dispute what they see as misconceptions about black people and blackness that have found their way into the dominant narrative conceptions of Brazilian society. In doing so, I argue, they are accomplishing something of broader social significance: They are revising not only the history and collective memory of race relations in Brazil but blackness itself.  相似文献

This paper examines the relationship between political power and war remembrance by considering the way war remembrance occurs in a divided society. The purpose of this paper is to explore memory of the violent past and its uses as an ongoing arena of disputes between former adversaries and within ethnopolitical groups pushing their distinct versions of memory. Moreover, this paper examines three key aspects of the politics of remembrance: prevalent narratives, arenas of commemoration, and agencies of war remembrance, based on the case study of Kosovo. The postwar narrative and commemoration in Kosovo have evolved along ethnic lines, perpetuating antagonism and conflicting identities. Memorialization in Kosovo raises serious challenges for comprehensive transitional justice and reconciliation between these ethnic groups. The paper concludes that through appropriate civic education, critical inquiry of commemoration practices, and especially through evidence-based adaptation of the history curriculum, there is a chance to promote a culture of shared memory and to establish inclusive politics of remembrance in Kosovo, as crucial components of reconciliation and peace-building.  相似文献

Why do historical legacies continue to burden politics in East Asia? According to major schools of thought on collective memory, perceptions of historical injustice may be determined by the past (traditionalism), the present (presentism) or the interplay of both. This paper assesses the validity of these theories by examining the effect of transitional justice on perceptions of wrongdoers. Transitional justice offers a unique substrate for exploring competing theories of collective memory as it represents a contemporary process for dealing with the past. Were transitional justice to transform perceptions of wrongdoers, it would provide evidence supporting presentism. This hypothesis was tested using a survey of 640 adults from the Gallup Korea online panel. South Korea was selected as a research site because the legacy of Japan's occupation remains unresolved. A Tobit analysis supported presentist approaches although, as traditionalists claim, perceptions of wrongdoers were resistant to change. The organic nature of collective memory suggests that perceptions can only be transformed by comprehensive transitional justice.  相似文献

In the 25 years since the re-establishment of Baltic independence from the Soviet Union, there has been no conclusive public conversation, or “coming to terms with the past” with respect to crimes against Latvian and other persecuted groups under Communism. This paper examines how national politicians, members of the European Parliament in Brussels, representatives of Latvia's Russian-speaking minority, and the Russian government have engaged in a difficult, long-overdue conversation. Conflicting historical narratives about victimhood are at the heart of these disagreements. Special emphasis is given to Latvia's historical narrative, its development over the past 25 years, and the way it challenges Russia's interpretation of history. I argue that Latvian memory politics at the European level are a continuation of Latvia's quest for acknowledgment of its victimhood, thereby trying to finish the process started in the late 1980s when Balts first demanded acknowledgment of human rights violations they had suffered under the Soviet regime. Latvia's methods of transitional justice are examined, arguing that its memory politics at the European level are an extension of steps taken at the national level to come to terms with the past and to increase its negotiating power against Russia's neo-Soviet historical narrative.  相似文献

In a world of presumed nation-states nation has been, and still is, an intrinsic part of political legitimization. The claim of nationality has played an important role in such legitimization for the last two centuries. More than this, it has also constituted a fundamental collective entity for an individual's understanding of who they are in relation to those who are perceived as not sharing the nationality. This is nothing new, but in an era of globalization we are witnessing the rebirth of nationalism and nationality (Castells, 1997), where the power struggle over the political agenda will increasingly be about the struggle for the right to identity and the risks of exclusion from the national community. Even if this is the case it stands clear that everyday nationalism and nationalist struggles take different forms in different parts of the world. It has often been claimed that there are two types of nationalism prevalent in different parts of Europe, one in the so-called West and one in the so-called East. Kohn (1945) claimed that the rise of nationalism in the West was a political occurrence based on the democratic creation of the modern nation-state whereas the rise of nationalism in Eastern Europe was of a more backward type drawing its power from the struggle for cultural hegemony. The legacy of Kohn is taken up by Smith (1986; 1991) in his classical division of civic and ethnic national identities and nationalism, claiming that the former is a Western product and the latter mainly an Eastern one (see also Ignatieff, 1993). More recently, White (2000) claims that national identities in Eastern Europe have been strongly influenced by romanticism. The emphasis on ethnic nationalism in Eastern Europe not only is related to historical nation formation, but also has been claimed to be of great importance in the postcommunist era (Lovell, 1999). It is widely realized that national identities and nationalism differ within the West as well as within the East, but it is still assumed that there are fundamental differences between Western and Eastern European nation formation and that these have influenced the types of national identity and nationalism prevalent in the different geographical areas. For example, Sugar (1969) claims that there are differences between the Eastern European states; nonetheless, there are also commonalties that make them differ from Western European states.  相似文献

This article examines the dynamic relationship between the two major dimensions of memory and justice in the context of post-communist countries: truth-telling and retroactive justice. This interdependent and uneasy relationship is illustrated by recent attempts at constructing a new historical narrative of the communist past in Romania in the wake of the de-secretization of the files of both the Communist Party and the communist secret police (Securitate). A systematic analysis of the activity of institutions that have been directly involved in research and public education about the recent past – the National Archives, the National Council for the Study of Securitate's Archives, and the Institute for the Investigation of Crimes of Communism – is undertaken. The work of these three institutional actors shows a direct relationship between truth-telling in its various forms (access to archives, opening the files and exhumations) and any subsequent retroactive justice and restitution. The main argument of the paper is that while deep-seated dichotomies between former communist and anti-communists in addressing the past still persist, a more nuanced way of seeing the regime that explores the ambiguous line that divides outright repression from cooptation is emerging.  相似文献

Interpersonal trust in post-communist societies is particularly low, and is often cited as an impediment to democratic consolidation. One way in which countries in Central and Eastern Europe and the former Soviet Union have tried to build trust is through transitional justice measures, particularly lustration or vetting policies. There is a direct relationship postulated between lustration, transitional justice, and social trust building. This paper tests this assumption by examining the impact of both targeted lustration and broader transitional justice programmes on social trust. The study finds there is a divergent impact of lustration on trust, both building particularised trust in social institutions and undermining generalised interpersonal trust.  相似文献

ABSTRACT

Do national parks promote development in their immediate surroundings? And is local development instrumental in the success of conservation goals? We investigated allocation of opportunities and burdens around a national park in Uganda. Our findings suggest that direct benefits from conservation and development projects may promote distributional justice by compensating for park-related damages, but are too limited in their coverage to impact development. Indirect benefits related to transportation, health, education, and security affect a far greater segment of the population. Furthermore, the benefits of conservation tend to increase local economic inequality. Contrasting tendencies in terms of distributional justice and economic equality can partly be explained by the human geography of national parks and this geography must be taken into account if broad development goals are to be achieved. Improved local attitudes towards the park seem to have resulted from a complex of effects rather than any single development initiative.  相似文献

Memory of collective wrongs and atrocities suffered in the past from another nation or ethnic group often burdens a present conflict with strong resentment and makes it appear as a historical repetition or redress. There are many examples in recent history of Eastern Europe, the Balkans included, when vivid and deliberately inflamed historical reminiscences make it virtually impossible to negotiate a compromise solution of a crisis. Only when national memory has been “cooled” and sacrosanct historical places and symbols has lost some of their mobilizing force, may human relations between the enemy communities be restored.  相似文献

With the continuous political shift to the right in many European countries, exclusivist constructions of the nation and concepts related to national identity – issues which are immersed in and often conflated with biology and culture – the necessity for mobilization and political activism among women, migrants, and minorities in Europe has become all the more acute and timely. Organized within the framework of the ‘European Year for Equal Opportunities 2007’ and initiated by Béatrice Achaleke, AFRA (International Centre for Black Women's Perspectives in Vienna, Austria, and co-organized by Helen Felter, Director of Tiye International (The Netherlands); the Black European Women's Congress (26–29 September 2007) culminated in the formation of the Black European Woman's Council (hereafter BEWC). Employing a mix of discourse analysis, social movement and intersectional theory, I address the issues of Black female subjectivity, political agency, and strategies in relation to the socio-political empowerment of Black women across Europe. Based on qualitative data, I argue that the cross-border network of the BEWC exhibits the potential to serve as a structured political force not only on local and national levels, but also within the sphere of the European Union; and to possibly assist Black European women activists with the task of ‘thinking themselves into the New Europe’.  相似文献

This article examines the divide between national and local collective memory in Poland and investigates the role of “memory activists” in mediating and exploiting this divide. It narrows its focus to the ethnic cleansing of Poles by the Ukrainian Insurgent Army (UPA) from 1943 to 1944 and the forced relocation of Ukrainians in Poland, Operation Vistula, in 1947. It surveys local and national newspapers to understand competing interpretations and analyzes what incidents (e.g. protests, disputes, commemorations, reenactments, etc.) related to these events take place in local communities. It highlights the many actors, “memory activists,” and associations involved in pushing specific, often ahistorical, interpretations of these events – motivated by political gain, careerism, or personal conviction. It uses the theoretical works of Maurice Halbwachs and Karl Mannheim to effectively distinguish between local and national phenomenon and to elucidate the various nuances of collective memory.  相似文献

Abstract

This article charts the history of a now largely forgotten Pan-African gathering, the historic First International Conference of Negro Workers, organised by the Communist International (CI) and held in Hamburg in 1930. The CI had taken an interest in organising Africans and those of African descent in the colonies, and in Europe and the US, from its foundation, but the key factor in developing political work concerned with the ‘Negro Question’ was the founding of the International Trade Union Committee of Negro Workers in 1928 and the activities of black communists. The difficulties experienced in organising the conference in Hamburg suggest that these activists were key to holding this historic event. The Hamburg Conference linked the communist movement with important black trade union and anti-colonial activists in Africa, the Caribbean, the US and Europe and subsequently had a significant influence on the future development of the Pan-African movement.  相似文献

In this paper I examine the relatively under-investigated topic of how historical legacies shaped the emergence of the “Red-brown” political tendency in East-Central Europe and the former Soviet Union – which is sometimes referred to as “National Bolshevism” or “National Communism” or “Strasserism.” More specifically I ask the question, how do historical legacies help explain why extreme right wing voters support the successors to the formerly dominant communist parties (or what I refer to as the “red-brown” vote)? I find that the most important legacy variable that affects the red brown phenomenon is the legacy of the previous communist regime.  相似文献

Abstract

Critical scholars and activists have now been contending with a widely recognised convergence of global crises for a decade. The issues have intersected decisively, with staple food sources proving inaccessible for the world’s poor, banks foreclosing on the most vulnerable, fuel sources causing war and impacting migration, and climate change-related instabilities shaking low-income communities to their core. At the same time, agrarian, environmental, indigenous and fishers’ movements – among others – have used this moment to converge in their own right. This article explores this intertwining of social justice movements with an eye on such interrelated challenges. Its overall objective is, on one side, to provide some broad empirical brushstrokes on the intertwining of transnational social justice movements at the local, national and regional scales as they work with and trade frameworks of food sovereignty and climate justice. On the flip side, this article offers a set of tools to analyse and understand the politics of convergence as political strategy – as a means of advancing global social justice – against the rising tide of climate-related resource grabs.  相似文献

This article examines the dynamics of popular mobilisation in autocratic post-communist regimes, focusing on how opposition groups manoeuvre around cultural and structural constraints to inspire ordinary citizens to join street protests, despite the real dangers associated with political action. Using evidence from original interviews with activists in Georgia, Ukraine, and Russia, the article analyses the comparative challenges facing Russian activists in constructing new collective identities for the people they hope will become their followers, through the use of an inclusive, civic nationalism and a narrative that links action in the present to an ongoing, shared historical process.  相似文献

This paper reviews some theoretical and empirical literature written on welfare state development in post-communist Eastern Europe in the light of the theories and approaches that have been developed to study affluent capitalist democracies. The aim of this discussion is to critically reassess the old welfare state theories, definitions and approaches and their implications regarding the study of post-communist Eastern Europe.The paper ends with the conclusion that the exclusion of ‘communist’ countries for more than twenty years from welfare state theorising has created an empirical and theoretical gap. This creates fresh challenges for welfare state research and calls for a new paradigm. It is evident that the not so well explored Eastern European region with regards to social policy research suggests that it is necessary not only to test already existing welfare state theories, definitions, typologies and approaches on these countries, but also to advance them.  相似文献

Deng's China tried hard to prevent its relations with ASEAN-based communist insurgents from obstructing its relations with local governments. China's efforts were seen mainly in three areas: the People's Daily coverage of the communist insurgencies: Chinese leaders' rhetorical reassurances to their ASEAN counterparts; and China's actions in readjusting its relations with the local communists. In all these areas, China's efforts had become increasingly substantive. Meanwhile, various theoretical elaborations were put forward in China regarding the concepts of revolution, war, and era in order to justify some major foreign policy actions including China's changing approach to foreign communist parties and its efforts to promote friendly relations with ruling regimes in the developing world. In the process Mao's theory of National Democratic Revolution, the ideological justification for China's support for communist revolution in the developing world, was revised and finally discarded. China's approach to regional communist insurgencies since 1978 was a significant reflection of Deng's de-Maoification efforts.  相似文献
