In recent years new modes of regional governance such as peer review, policy networks, and multi-level governance, have emerged not only in the European Union but in other regions such as the Asia Pacific. This article explains the rise of these new modes of governance in terms of the framework of regulatory regionalism. It suggests that these new modes of governance constitute distinctive forms of regionalised governance within the state. Hence emerging practices of regional governance are not above the national state, but instantiated within it. Just as much as the national territorial state was consolidated over the nineteenth and much of the twentieth century, the twenty-first century is likely to see the consolidation of new forms and practices of regional governance in which the ‘regional’ becomes incorporated within the political space of the state.  相似文献

This article analyzes the successful adaptation of the Russian Constitutional Court (RCC) to an increasingly authoritarian regime under President Vladimir Putin. It argues that the key to its success lay in its pragmatic approach, whereby the Court decides cases that matter to the regime in a politically expedient way, while giving priority to legal and constitutional considerations in other cases, thereby recognizing the reality of a dual state. Over the years the RCC has taken a pragmatic approach in its reaction to changes in the rules of its operations, in its personnel, and in the policies of the popular political leader, including reducing the country's subordination of European legal norms. In so doing, the Court and its skillful chairman Valerii Zorkin achieved considerable autonomy in pursuing its own legal vision on many issues and even improved the implementation of its decisions by other judges and political bodies alike (previously a big problem). In short, the RCC developed its own version of “authoritarian constitutionalism”, which may serve as a model for constitutional judicial bodies in other authoritarian states.  相似文献

Since the end of the second Chechen campaign, the North Caucasus counterinsurgency has experienced the shift from military involvement toward prevalence of law enforcement instruments. This paper discusses the composition of repressive tactics that the Russian state developed as a result of the two decades long evolution of a counter strategy designed to eliminate illegal armed groups operating in the North Caucasus. It is focused on the late stages of conflict (2007–2014) when the violence that had spread across the region started in the early 2000s had symbolically culminated in 2007 with the proclamation of the Caucasian Emirate. This paper advances a reconceptualization of the Russian counterinsurgency by devising an analysis of indiscriminate and discriminate repressive tactics. It demonstrates that security agencies incorporated more selective uses of violence into their tactics, thereby reducing the number of indiscriminate violent actions to an insignificant level. Moreover, along with selective violence, security institutions reinforced their effort by conducting preventive work such as the detection of secret caches of weapons, seizures, and arrests. Findings regarding the current composition of repressive tactics are illustrated by means of new disaggregated media-based data that were especially collected and analyzed to form the basis of this research.  相似文献

To participate in the global economy authoritarian states are pressed to offer international business a legal order that protects the interests of investors, customers, and sellers, but the creation of a modern legal order threatens to undermine the leaders’ control of public life. An increasingly common way to resolve this dilemma, I argue, is developing formal legal institutions that appear to meet world standards, while using informal practices to maintain control over the administration of justice when needed. In this paper I show how the governments of post-Soviet Russia (with its hybrid or competitive authoritarian regime) and the fully authoritarian People’s Republic of China as well, have used this approach in their relations with judges and defense lawyers in their respective countries. The analysis underscores the utility of investigating informal practices along with the reform of formal legal institutions, especially in the context of transition.  相似文献

Abstract

The convergence of social movements in Bolivia was a decisive factor in bringing President Evo Morales and the Movement Towards Socialism (Movimiento al Socialismo, hereafter MAS) to power in 2006. Yet in recent years, this convergence has become fraught with internal tensions as the state’s extractivist development model and promises for plurinationalism and alternative forms of development reveal fundamental contradictions. This paper traces the formation of social movement alliances over time, revealing their power to effect change and their strength when there is unity in diversity. Rather than ‘neoliberalism’ which represented the injustice frame and united identity- and class-based politics during the rise of the MAS, the single greatest threat to the indigenous, peasants, originarios, women and the youth in the current context is extractivism.  相似文献

One of the most lingering questions about Russian politics that dominates public discourse and media coverage is the future of political regime after the 2012 presidential elections. The answer to this question is inextricably linked to the extent of differences between President Vladimir Putin and Prime Minister Dmitry Medvedev, how long their “tandemocracy” will last and what can bring about regime change as scarce critics of the Kremlin, from ultra-liberals to communists, have been haphazardly co-opted into the power system, leaving no political ambitions that they would not, in principle, be ready to abandon in return for proper compensation.In sharp contrast to the views of many regional experts and commentators, the present-day Russian Federation is the world's most anti-Soviet state. It is based upon a very different set of values: private ownership, dire individualism, the cult of money, a clan-based political system, and pervasive corruption at all levels of government. The North Caucasus ethnocratic elites, however, do not have access to abundant resources for sale, and are forced to look around for alternative sustenance, as rigid centralism and unification limit their rent-seeking capabilities. Alexander Khloponin, the incumbent presidential envoy in charge of the North Caucasus Federal District, seems to continue the policy of buying the loyalty of regional archaic clan-based elites that aggravates rather than improves the situation.The paper addresses this puzzle: why, against rigorous rhetoric and demonstration of tight grip over the region, neither Putin nor Medvedev has real power to bring change to the North Caucasus? In an attempt to solve this puzzle, the paper examines the triadic relationship among central political elite, who benefited from the massive privatisation of lucrative segments of Soviet industry in the early 1990s, regional clan-based ethnocracy, and non-systemic religious opposition. Drawing on the works of Russian scholars and experts in Russian politics, the paper explores the hypothesis that on-going instability in the North Caucasus can no longer be explained by a well-known set of theories of ethnic violence, because it is carefully negotiated by regional and central political elite, who do not see the North Caucasus as an indispensable part of the Russian Federation and whose clan-based rent-seeking agendas have gradually driven Russian statehood into a complete dead-end. Instead of facing the real challenges that are addressed in this paper, it is only able to make a public show of action on the eve of crucial political campaigns: the 2012 presidential elections and the 2014 Winter Olympics in Sochi. The paper concludes that the deep freeze in the Russian political system has exhausted its debatable potential for change through the existing tandem model of government with its obscure division of roles between two leaders. What we actually see is an imitation of political reform and the resulting degradation of the entire system of governance. Over the past century, Russian polity has never been as weak as today, because the only legitimate source of power in Russia is corruption.  相似文献

This article discusses two basic strategies of Russian companies—isolation from, and close cooperation with the state. The author analyses several ways in which companies realise these strategies, drawing analogies with the ‘exit’ and ‘voice’ strategies suggested by A. Hirschman. It is shown that under the conditions of a weak state these strategies lead either to an expansion of the shadow economy or to ‘state capture’. Both the privatisation of the state and the lack of its privatisation result in budget crises as well as drastic social and political shocks, leading to calls for a ‘strong hand’ in the business community itself. However, as there is little political competition and the mechanisms of democratic control are weak, state consolidation takes place as a bureaucratic consolidation accompanied by new opportunities for informal ‘business capture’ by the authorities. Nevertheless, the high degree of openness of the economy and the remaining heterogeneity of political actors provide business with a wide range of possible strategies of interaction with the state. This article explores how these strategies are becoming more formal and public compared to the 1990s. Strategies of isolation from the state now take place as legal strategies of internationalisation. Cooperation strategies, on the other hand, currently seem to be more efficient when switching from the traditional lobbying of private interests to more rational and collective actions aimed at providing the necessary conditions for sustainable economic development.  相似文献

Abstract

This article discusses the transformation of the liberal international order, with reference to the ways in which global shifts affect the developmental paradigms among the emerging middle powers. Although it is rarely contested that the liberal order is being severely tested, the dynamics and potential consequences of this transformation are a matter of intense controversy. Also, the debate mainly focuses on great power politics, without paying adequate attention to the ways in which middle powers are influenced by and inform the transition to a post-liberal international order. By focusing on the case of Turkey, this article addresses whether non-Western great powers (Russia and China in particular) are leading the emergence of alternative order(s), and if so, through what mechanisms. Based on the reciprocal interactions between ideas, material capabilities and institutions, I argue that the preferences of the Turkish ruling elite seem to be gradually shifting from a Western-oriented liberal model towards a variety of ‘state capitalism’ as an alternative developmental paradigm in a post-liberal international order.  相似文献

It is commonplace for observers to see the increasingly prominent role of the BRICS in international economic and political affairs as a Southern challenge to global capitalism and the power of the core Trilateral nation-states. Extant accounts remain mired in a tenacious realist debate over the extent to which the BRICS are challenging the prevailing international order. I suggest that we shift the paradigmatic focus in discussion of the BRICS phenomenon towards a global capitalism perspective that breaks with such a nation-state/inter-state framework. Global integration and transnational capitalist class formation has advanced significantly in the BRICS. BRICS protagonism is aimed less at challenging the prevailing international order than at opening up space in the global system for more extensive integration and a less asymmetric global capitalism. The article examines agricultural subsidies, US–China relations and international trade agreements as empirical reference points in arguing that the concept of the transnational state provides a more satisfying explanatory framework for understanding the BRICS phenomenon than the variety of realist approaches. By misreading the BRICS critical scholars and the global left run the risk of becoming cheerleaders for repressive states and transnational capitalists in the South. We would be better off by a denouement of the BRICS states and siding with ‘BRICS from below’ struggles of popular and working class forces.  相似文献

This paper argues that nationalism and neoliberalism should not be considered as conflicting ideologies, but can enter into a productive association. This association creates an entrepreneurial nationalism that people can actively embrace as self-governing subjects in pursuit of a good life and successful career, rather than as subjects governed through state-mandated projects from above. The paper illustrates this argument with material from nine months of fieldwork at a Russian elite university. While students at that university strive to develop their potential and increase their market value to be successful in the competition for the best jobs, they also emphasize that developing themselves is not antithetical to serving Russia and being true to one's country. On the contrary, advancing Russia and advancing one's own career are articulated as two sides of the same coin. At the same time, the Russian nationalist project is reframed in entrepreneurial terms: making the Russian nation strong is about developing its potential and raising its competitiveness in the global marketplace.  相似文献

An ongoing theme in Filipino history has been the exclusion of the left from electoral politics. Something that may provide an aperture facilitating left-wing participation are the provisions of the 1987 Constitution providing for the election, based on proportional representation, of representatives from traditionally marginalized sectors of society. Since the implementation of these provisions, six party-list groups have become the visible face of the left in Philippine politics. However, since 2001, the Philippines have experienced a wave of assassinations targeting leftists. These killings, an emulation of the Phoenix Program implemented by the United States in Vietnam, are designed to destroy organizations used as ‘fronts’ by the Communist Party of the Philippines and the progressive party-list groups have been specifically targeted. These killings, and the fear they generate, are an example of state terrorism and, eventually, will prove themselves to be flawed counterinsurgency doctrine because, by precluding left-wing participation in electoral politics, they force the left into armed opposition.  相似文献

States in the same region are bound together by the ways in which the world imagines them as a collective. One distinguishing feature of post-Cold War regionalism is its outward orientation – the importance of the external dimension of regional cooperation. By and large, though, existing analysis of regional institutional development in the Global South does not explicitly conceptualise and theorise collective image consciousness and management. This paper works to address this conceptual gap. Making use of two cases of regional image crisis – post-1980s Africa and post-1997 Southeast Asia – it draws out two primary logics of regional image consciousness: the logic of influence and the logic of resources. A region’s ‘brand’ with respect to (dys)function and international norm (non-)compliance matters to regional actors because it affects the region’s political influence in international arenas and the region’s ability to attract resources from donors and investors.  相似文献

For unrecognised states in the international system recognition of sovereign statehood is the ultimate goal. Not being ‘a state’ means being excluded from global networks. However, even in the most basic definitions and criteria for unrecognised states there is a period of relative autonomy accorded due to non-recognition. This is a period when political actors can use isolation to establish the state’s narrative, identity and structure. It is this period that provides the foundations for external interaction. It is in this period that the state is born. This article examines another side to the politics of recognition: the politics of non-recognition. Drawing on the contemporary examples of Somaliland and Kurdistan, the article assesses the benefits as well as the costs of non-recognition.  相似文献

Abstract

This article seeks to challenge the conception of the Russian state as being centred on Vladimir Putin by looking at the actors implementing Russia’s foreign policy in its near abroad. In particular, it explores the activities of curators (kuratory), a term applied in Russia to describe officials tasked with making things work often bypassing, and sometimes competing with, formal institutions. Following the state transformation framework, the argument put forward in the article is that curation (kuratorstvo), as a practice of coordination and control in Russia’s system of governance, can be seen as a manifestation of fragmentation and internationalisation of Russia’s foreign policy making. The empirical basis for this article is a case study of Russia’s policy towards Abkhazia, which Russia officially recognised as a sovereign state in 2008. This article addresses the involvement of curators in their attempts to exert political influence as an expression of fragmentation as well as emerging institutionalised curation in development assistance as a part of internationalisation.  相似文献

Abstract

The emphasis since the 1990s in the neoliberal paradigm on the non-interventionist state, and the theoretical disinterest in the state by critical scholarship, has negatively affected the prospects for political and social change. The fragmented and dispersed social movements analysed by critical scholars have proven insufficiently counter-hegemonic. All this invites us to reconsider the postcolonial state at a new theoretical level to guide better choices for political practice. This article analyses the prevalent academic literature on the postcolonial Pakistani state. In these analyses, an omnipresent and omnipotent military state decides the fate of democracy, now and again replacing politicians at the helm and also promoting Islam. Political practice remains confined to inter-elite struggles for the restoration of democracy, whereas imperialist hegemony and the role of marginalised classes as reservoirs of counter-hegemony are largely missing. This article critically builds on the legacy of the renowned Pakistani scholar Hamza Alavi to show, historically and empirically, how imperialist powers (from the United States to China) have used the military as a seat of power to bring the local elite under their hegemony. A political theoretical practice and the building of a counter-hegemony which goes beyond and beneath inter-elite struggles is much needed.  相似文献

The article explores the development of football in interwar Romania, stressing its role in the dissemination and grounding of Romanian nationalism. I show how, due to its modular form, the game of football was deeply involved in the efforts of centralizing, territorializing and naturalizing the Romanian nation-state of the interwar period. The founding of the leading Romanian sports club at the University of Cluj and the selection of the national representative for the Paris Olympics of 1924, in conjunction with the institutional infrastructure developed to nationally regulate and control the game, are used to present the acute tensions between local/regional and national aspirations and projects, with a strong ethnic component, that have shaped the history of the game in Romania. I argue that the increasing calls for the full Romanianization of football in the 1930s have their immediate roots in these tensions and frictions.  相似文献
