Kyrgyzstan is a country that has recently attracted attention with its different features in post-Soviet Central Asia. The country could not be institutionalized by either an authoritarian means or a democratic regime after her independence in 1992. Political life has been shaped by political confrontation between administrative authorities that have tendencies to strengthen the authoritarian regime and local political leaders who act centrifugally. This article, in the light of this background, aims to investigate the political process in the framework of the ‘Tulip Revolution’ that took place in 2005. Initially, social, economic and cultural dynamics, which have impacts on the political processes, are analysed, and next, the contemporary implications of these dynamics are examined in detail. Finally, probable influences of the political developments witnessed after 2005 and the potential direction of transformation of the political regime are discussed.  相似文献

The article attempts to model structural adjustment patterns in a single, middle‐income oil exporter, Mexico. It explores the economy‐wide costs, in terms of economic growth, income inequality and poverty, of Mexico's economic stabilisation policies of the 1980s. On the basis of counterf actual simulation, it also explores the likely impacts of alternative adjustment strategies. This analysis utilises a modified Social Accounting Matrix (SAM) approach designed to overcome one of the major shortcomings of the conventional SAM: the assumption of unitary expenditure elasticities in household accounts. The base model is calibrated to track the overall and sectoral growth performance of the Mexican economy from 1980 to 1986 and becomes the foundation upon which our policy experiments are built. The article is part of an on‐going study of economy‐wide impacts of alternative structural adjustment policies in Mexico [Adelman and Taylor, 1990], and proceeds as follows: the SAM framework and estimated SAM are described in parts I and II; part III presents the base SAM model solution for 1980 to 1986; part IV presents the results of the policy experiments; and the conclusions are summarised in part V.  相似文献

Historically speaking, the self-identification process of Russia has revolved around the West–East axis. However, there has been a considerable asymmetry in the impact of these two poles. In this article I will argue that “the West” was a dominating concept in the self-narration of Russians and “the East” was mostly a function of the interaction between Russia and the West. The difference in the level of attention and emotions which Russia manifests towards the West and the East has been caused by the religious factor, which was crucial for shaping Russia's identity and her sense of uniqueness. While the West and Western Christianity presented a challenge to the Orthodox fundamentals of Russia's self-image, China was neutral in terms of religious identity. The negligible importance of the religious factor added to rationality in Russian policy towards China. In the article I analyze the Chinese factor in Russia's self-identification process in the context of Moscow's attitude towards the West and the East by using two main elements: identity and fear. Comparing the historical pattern with the present one, I attempt to determine the consequences of these two factors for the Russian Federation.  相似文献

Magocsi has held the Chair of Ukrainian Studies at the University of Toronto for three decades during which he has devoted himself to both Ukrainian and Rusyn history. Critics of Magocsi, particularly in the Ukrainian diaspora in North America, focus on his Rusyn publications while ignoring his great contribution to Ukrainian history which remains unparalleled among other Western historians of Ukraine and other Chairs of Ukrainian History and academic institutions.  相似文献

This article addresses whether there are differences in regulatory regimes in the devolved nations of the UK. It focuses on the divergence between rhetoric and practice around improving performance of local authorities. By discussing general understanding of public sector quality and the possible role for regulators in ensuring quality it shows that Scotland and Wales have developed different approaches since devolution of power in 1999. By comparing case studies from each of the nations it shows that practices vary much less than could be expected based on the previous research. This is likely to be due to shared underlying assumptions about performance and how to improve it, rather than the regulatory regimes themselves. It is argued that external pressure and support are vital, and that these functions can be damaged by reducing involvement of the state in safeguarding quality of public service delivery.  相似文献
