This literature review pertains to women's status in Soviet society. This study examined the degree to which attitudes toward established institutions, support for the reform process, and generalized political orientations significantly reflect gender differences. Regression models were tested among Russians, Ukrainians, and Orthodox believers in Russia. Gender differences were apparent in the evaluations of the Communist Party. Ukrainian women were more supportive of the Communist Party. Age was the only significant factor in Russia; increased age was associated with more positive attitudes toward the Communists. More Ukrainian and Russian women than Orthodox women believed that political reform is moving too rapidly. Less educated and higher income women were more likely to believe that reform is proceeding too rapidly. Russian men were more likely to have participated in a political rally than Russian women in the model which includes socioeconomic controls. Russians with higher education were more frequent participants in political demonstrations than Russians with less education. Ukrainian women were more likely than men to be pacifists. Over 20% of the variance in pacifism scores was explained by sex and sociodemographic factors. The author concluded that gender differences are apparent in the strength of pacifism, the frequency of participation in demonstrations, attitudes toward reform, and evaluations of the Communist Party. Russian women compared to US women did not necessarily support liberal, democratic reforms. Lithuanian women and urban women were less supportive of the status quo and established economic and political institutions compared to Russian, Ukrainian, or rural women. Women and men responded similarly at the same educational levels. Women had a more humanitarian view of the environment and peace. A four-stage stratified sample of 2336 individuals (796 in Russia, 826 in the Ukraine, and 714 in Lithuania) was used. The survey instrument was designed by a team from the University of Iowa working with Soviet scholars.  相似文献

This preliminary study seeks to identify some of the factors responsible for the hitherto limited success of the National School of Public Administration in Greece, which became operational in 1985. The School, modeled after the National School of Public Administration (ENA) in France, annually accepts into its four specialized tracks with their common core curriculum both civil servants and private citizens who succeed in its rigorous entrance competitions. The School represents an effort to identify administrative talent and offer specialized training in public administration toward upgrading the administrative capabilities of the Greek civil service. Some tentative conclusions point out that the limited success of the School is associated with its brief life span, its only partial acceptance by the unions of higher civil servants, its relatively legalistic program orientation, its inadequate emphasis on internships or learning by doing, the non-strategic placement of graduates, and the absence of an identifiable corps of administrative generalists readily transferable from department to department. Perhaps, the foremost constraining factors are to be found in the areas of limited resources, brief periods of experimentation, and limited adaptation of a French prototype to the current realities of the Greek civil service.  相似文献

Firms across the globe are affected by red tape, but there is little academic research on how country‐level institutions shape red tape perceptions. Drawing on institutional theory, we argue that a variety of formal and informal country‐level institutions affect perceptions of red tape in the private sector. We test our hypotheses using six data sources, including the World Economic Forum and the World Bank. Our results indicate that red tape is weakly associated with a country's level of formalization and rule enforcement effectiveness and more prevalent in federal as opposed to unitary states. As for informal institutions, we find that red tape perceptions are more pronounced in countries with an increased conservative political ideology, higher levels of corruption, and cultures that emphasize individualism and uncertainty avoidance. We conclude with a discussion of the implications for theory and practice.  相似文献

This article examines the role of ethnicity in the formation of political cleavage and is based on the analysis of the political agenda of the Polish national minority in Lithuania after the re-establishment of the independent state in 1990. It analyzes the political performance of the Electoral Action of Poles in Lithuania (EAPL), an ethnic-based “niche” political party that tends to keep a monopoly over the representation of interests of the Polish minority in Lithuania and collects a vast majority of the votes of citizens of Polish origin. The article considers how specific in comparison to the titular nation the interests of the Polish national minority are, and how different in comparison to the political agendas of other political parties the political agenda of the EAPL is.  相似文献

The issue of the Marxist character of “Mao Zedong Thought” has never really been resolved. The present work is a comparative analysis of the classical Marxism of Karl Marx and Friedrich Engels and the ideology of Mao Zedong. The argument is made that whatever Marxism there was in Maoism was the “creatively developed Marxism” of V. I. Lenin—which allowed for socialist revolution in retrograde economic circumstances—something that had been specifically rejected by Marx and Engels. That led to the theoretical idiosyncrasies that characterized Maoism throughout its history, and ultimately resulted in the form rejected by Deng Xiaoping and post-Maoist China.  相似文献
