Abstract

This paper investigates effects of interpersonal links with bureaucrats on SME access to formal finance. A survey of 502 SMEs in post-communist Uzbekistan shows fewer SMEs with government connections express a need for external finance, but success rates of applications are higher than for SMEs without connections. Econometric models show government-connected SMEs receive more formal credit than their counterparts. The small share of SME credit available is thus distributed in favour of those capitalising on bureaucratic links, with consequent resource misallocation. Findings imply that greater SME credit flows need supplementing with capacity building that improves bank transparency and efficiency.  相似文献

As part of their common efforts to undermine public support for their militarily-stronger adversaries' war efforts, insurgents and other militarily weak actors often accuse governments of fighting in a brutal manner and of committing brutal acts such as deliberately targeting innocent civilians. While sometimes there is sufficient evidence to support this claim of the government's deliberate brutality, other times militarily-weak actors will lack sufficient evidence to support this allegation. In such situation of lack of evidence, instead of making only those minimal allegations which can still be support by existing available facts, some weak actors decide nevertheless to make unsubstantiated claims and resort to fabricating the necessary evidence. This behavior presents a challenge not only for many counterinsurgent governments but also for the larger international community (most notably by diverting attention away from real atrocities). We identify some of the most common evidence-forging techniques recently employed by weak actors designed to create the factual basis to support of their chosen (often false) narratives of government brutality. The study also discusses some implications for international actors to prevent rewarding faking of atrocities.  相似文献

In this article, I utilise a contextual understanding of ethnicity and unique data to demonstrate that the ethnic Uzbek identity category is both widely available and frequently a useful means of making sense of the world in both Kyrgyzstan and Tajikistan. While Uzbek ethnicity is generally salient in both states, the context in which it becomes so varies across space. In particular, there are significant urban–rural distinctions that affect when Uzbek ethnicity is utilised to interpret the world. In addition, compared to others, rural Tajikistani Uzbeks perceive that the boundary between Uzbeks and the titular groups is particularly permeable.  相似文献

This paper is a contribution to the debate about how people in Central Asia recall Soviet ethnic policies and their vision of how these policies have shaped the identities of their peers and contemporaries. In order to do so, this paper utilizes the outcomes of in-depth interviews about everyday Soviet life in Uzbekistan conducted with 75 senior citizens between 2006 and 2009. These narratives demonstrate that people do not explain Soviet ethnic policies simply through the “modernization” or “victimization” dichotomy but place their experiences in between these discourses. Their recollections also highlight the pragmatic flexibility of the public's adaptive strategies to Soviet ethnic policies. This paper also argues that Soviet ethnic policy produced complicated hybrid units of identities and multiple social strata. Among those who succeeded in adapting to the Soviet realities, a new group emerged, known as Russi assimilados (Russian-speaking Sovietophiles). However, in everyday life, relations between the assimilados and their “indigenous” or “nativist” countrymen are reported to have been complicated, with clear divisions between these two groups and separate social spaces of their own for each of these strata.  相似文献
