This study discusses the reform of the Italian audit system initiated by law in 1990 and subsequently regulated by the Executive branch through delegation from Parliament. Despite the redundancy of the regulations, the new system appears to be coherent with the wider design of public administration reform. Audit is no longer limited to preventing illegal acts issued by public administrations, but it is also directed to detect anomalies and inconsistencies of public management and propose corrections to improve performance. This paper evaluates the contribution to suicide prevention made by an innovative project, Maytree, a respite center for the suicidal. Maytree offers a distinctive brief period of sanctuary for four nights for suicidal people; within this limited time it aims to provide opportunities through talking, reflecting, and relaxing for reducing the intense feelings that lead to suicidal behavior. The focus of this paper is on evaluating the first 3 years of Maytree's operation, exploring how Maytree works, and its effects on the people who stay there as "guests". This shows that Maytree reaches people who are at significant risk of suicide. Guests report both short term relief and longer term benefits. These changes are understood, through applying crisis intervention theory, as being generated by the opportunities for change in the Maytree approach. Thus, there is the potential for a benign cycle to be established. Maytree's model is different from that of mainstream, statutory services; we conclude that Maytree complements these services and also challenges the values and frameworks of statutory provision in the field of suicide prevention.  相似文献

This paper provides a broad introduction to the special issue and examines the main contours of regional governance in the Asia Pacific. It suggests that prevailing theories of regional co-operation in the Asia Pacific fail to pay due heed to the manner in which regional integration is rooted in domestic coalitions, economic strategies, and state forms that prevailed in the boom years of the 'Asian Miracle'. The paper then goes on to argue that the collapse of the developmentalist project has given way to the new regulatory state, which in turn spawns new forms of regulatory regionalism that place a heavy accent on policy co-ordination and harmonisation.  相似文献

Boko Haram insurgency has caused the death and displacement of thousands of Nigerians. Its means of terror has evolved from the use of crude weapons to bombs, kidnappings and the use of children as suicide bombers. Its reach has expanded beyond Nigeria into neighbouring West African countries and it has pledged allegiance to Al-Qaida and Islamic State. To address this security concern, its cause should first be ascertained. This paper argues that to do this, Boko Haram should be located in northern Nigerian historical context/environment. This paper reviews economic greed and grievance, extreme religious ideology and political opportunity in historic insurgencies in northern Nigeria. It finds that while the interplay of different factors shaped these insurgencies; it was political opportunity that ignited their onsets. Finally, the article submits that as long as these factors remain the same, military quelling of Boko Haram will not prevent a re-emergence of its likes.  相似文献

This article reviews the process of regulatory reform in the European Union (EU). The main argument is that EU initiatives have been cast in a rather narrow conceptual framework, limited to issues such as simplification and better law-making. Although important, these issues are only a component of the wider task of governing regulation. Therefore I introduce and discuss three proposals for re-casting the debate on EU regulation. First, the focus should be shifted from ‘better law-making’ to ‘better regulatory policy-making’. Second, regulatory management, rather than simplification, should represent the strategic objective of EU institutions. Third, regulatory reform should be accompanied by administrative reform. Consequently, the relative impenetrability of the Commission to administrative reform represents a serious obstacle to regulatory reform.  相似文献
