This article focuses on problems of the national movement of the Circassians – a small nation in the Caucasus, most of whose population is dispersed all over the world. The paper researches the development of the Circassian movement from 1989–2000 and its contemporary structure since 2005. The modern Circassian movement as a whole has never been approached from a political science viewpoint. This research aims to answer several core questions: What are the different strands of the movement? What principles are they based on? Who are the participants? What political forces support them? This article provides an introduction to the special thematic section on political mobilization in East Central Europe. Based on a brief presentation of the main arguments of the individual articles, the authors discuss the recent political volatility in East Central Europe. They highlight the tension between fierce political rhetoric and populist policies on the one hand, and low levels of voter turnout and overall political participation in the region on the other. The authors argue that recent cases of successful as well as unsuccessful political mobilization in East Central Europe point to structural re-alignments in the region’s political landscape. In particular, the parties that are successful are those that manage to communicate their visions in new ways and whose messages resonate with nested attitudes and preferences of the electorate. These parties typically rally against the so-called establishment and claim for themselves an anti-hegemonic agenda. The introductory essay also asserts that these developments in East Central Europe deserve attention for their potential Europe-wide repercussions – especially the idea of “illiberal democracy,” which combines populist mobilization and autocratic demobilization and finds adherents also in more established European democracies. 相似文献

Following an ambiguous constitutional compromise for democratization, the territorial decentralization of the Spanish state developed by means of political party competition, exchanges, and bargaining. Hence, the so-called state of autonomies was characterized as “non-institutional federalism” [Colomer, Josep M. 1998. “The Spanish ‘State of Autonomies’: Non-institutional Federalism.” West European Politics 21 (4): 40–52]. In the most recent period, competition and instability have intensified. New developments include, on one side, attempts at recentralizating the state and, on the other side, demands and mobilizations for Catexit, that is, the independence of Catalonia from Spain, which resulted in sustained inter-territorial conflict. This article addresses these recent changes with a focus on the relations between the Spanish and the Catalan governments. The political changes were analyzed as a result of opportunities and incentives offered by a loose institutional framework and the subsequent competitive strategies of extreme party leaders. 相似文献

This paper provides an empirical assessment of the blocked mobility thesis, especially in regard to its use to explain the rise of cultural nationalism. The thesis states that young university students see their upward mobility thwarted and as a result develop nationalist movements which, they believe, will provide them with an independent state and open up career opportunities for them. Using quantitative archival data from Ireland during the early 1900s and Canada during the 1960s, this paper challenges the major assumptions of the blocked mobility thesis. For these two cases it was found that there was neither an overproduction of graduates nor a contracting state structure, two essential preconditions of the blocked mobility thesis. This empirical finding forces us to develop an alternative approach to explaining the rise in cultural nationalism. Part of this paper is taken up with outlining this alternative approach. 相似文献

ABSTRACTThis paper examines why the support of independent local parties has grown substantially in the Netherlands. These are parties that run in municipal council elections, but do not run in elections at higher levels, specifically the national level. Such parties saw their support double in the Netherlands between 1986 and 2010. Parties of this type have also grown in other Western European states. This paper examines two possible explanations: declining political trust on the level of voters and, on the supply side, the rise of parties that are not rooted at the local level. The evidence shows that the rise of independent local parties reflects the rise of national political parties that do not run in many municipal elections. The role of volunteer activists in the success of election campaigning has undergone somewhat of a renaissance in the last decade or so. It is now becoming increasingly evident that having a strong volunteer activist base is central to winning elections, especially when the campaign is a close run affair. This then raises the important question of how to raise the volunteer armies necessary for such work. Indeed, there is a reasonably long standing literature on what might incentivise people to become active in political parties. However, there is relatively little work done on what party managers are able and willing to offer members as incentives for activism. Using new data from extensive interviews with professional party managers working in the central offices of political parties, this article explores the ways in which such party managers have worked to incentivise volunteer activists. From this data, it offers a new framework for encouraging volunteer activism through inclusive party organisations. 相似文献

Exploring the history of Koreans in the Russian Far East from the perspective of New Imperial History, the article demonstrates that political activism of Koreans and policies of the Russian (Soviet), Korean, and Japanese governments resulted in consolidation of two visions of their future. The first vision implied unity between the Koreans living in the Russian Far East with those who stayed in Korea, moved to Japan, or emigrated elsewhere and corresponded to the agenda of building a Korean nation. The second vision implied that the bilingual or Russified Koreans aspired to stay in the Russian Far East permanently, ensuring their own livelihood in the new regional frontier. The two currents interlaced in the project of Korean autonomy in a post-imperial state, first the Far Eastern Republic and later the Union of the Soviet Socialist Republics. The project involved inclusion of Koreans into the global spread of revolution through the Communist International and left open the issue of the duration of Korean presence in the Russian Far East. Its ultimate failure in 1926 left the Koreans partly excluded from the Soviet system without the institutional benefits of national autonomy. 相似文献

Government formation is a crucial phase after elections. This article focusses on coalition formation in Belgian local government after the elections in 2006. Coalition theories have mainly been developed at the national level, but they are also applicable to the local level where there is no shortage of coalitions. This level offers the opportunity to not only test rather classic coalition theories such as minimum size theories or the coalitions’ incumbency status. In a federal state like Belgium we can compare the local coalitions with coalitions made at higher levels. The results show that the local political parties prefer to form minimal winning and minimum parties coalitions, but not the smallest coalition that is possible. Coalitions are also more likely to form when they represent the incumbent coalition. Finally, political parties prefer congruent coalitions with the federal and regional government. 相似文献

The situation of Hindus and Sikhs as a persecuted minority is a little-studied topic in literature dealing with ethno-sectarian conflict in Afghanistan. Hindu and Sikh communities' history and role in Afghanistan's development are examined through a structural, political, socioeconomic, and perceptual analysis of the minority populations since the country gained its independence in 1919. It traces a timeline of their evolving status after the breakdown of state structure and the ensuing civil conflicts and targeted persecution in the 1990s that led to their mass exodus out of the country. A combination of structural failure and rising Islamic fundamentalist ideology in the post-Soviet era led to a war of ethnic cleansing as fundamentalists suffered a crisis of legitimation and resorted to violence as a means to establish their authority. Hindus and Sikhs found themselves in an uphill battle to preserve their culture and religious traditions in a hostile political environment in the post-Taliban period. The international community and Kabul failed in their moral obligation to protect and defend the rights of minorities and oppressed communities. 相似文献

This is an article on Bolshevik nationalities policy and ethnic engineering, asking who, in fact, decided which populations belonged together as ethnic groups (narodnost') and thus had the right of national self-determination, and how the level of autonomy was determined for each ethnic unit. Scholars have dealt with Russian and Soviet nationalities issues for decades already, but they have turned their attention mainly to the larger nationalities (at the level of SSR, and to a lesser degree the levels of ASSR and autonomous oblast). I argue that the lower levels of national territorial autonomy in the Soviet Union (national okrug, raion, volost', and selsovet) are worthy of greater academic attention, at least from the ethnological point of view. Having this kind of low-level territorial autonomy has often been a question of to be or not to be for the small ethnic groups concerned, and hence the subject is connected with the question of preservation of cultural and linguistic diversity in Russia. 相似文献

ABSTRACT This article focuses on a little-explored area of research, seeking to explain how political changes influence the participation of citizens in the social networks of local governments. In the context of the recent upsurge of anti-system movements and political parties in the European Union, we analyse a new set of data on participation via local governments’ Facebook pages during a turbulent period in European politics. The results obtained show that when a local government is affected by changes in political competition there is a greater degree of citizens’ engagement through social networks. Our analytical framework shows that this increased engagement is directly associated with the vulnerability of political parties, especially when the governing party loses its absolute majority and is constrained or prevented from carrying out political initiatives. 相似文献

This article focuses on the radical right's influence on immigration and migrant integration policy by scrutinising the 6-year period in national government of the Austrian Freedom Party and Alliance for Austria's Future. Specifically, it investigates the radical right's influence on migration control, migrant integration, citizenship and asylum policy. While previous studies have often credited the Austrian radical right with policy influence, it is argued that such work ignores both the problematic adjustment of the radical right to public office and the insights of immigration policy theory. By integrating these criticisms into the analysis, it is argued that although immigration policy was restrictive, the policies pursued did not deviate too greatly from past and subsequent government policy nor with the policies being implemented elsewhere in Europe. Furthermore, the radical right's influence on immigration policy was limited by the role of intra-coalition dynamics and the moderating effect of the policy process. 相似文献

This article describes and attempts to explain the reasons for the conservative and nationalist character of Polish schools. The author uses data from surveys, analyzes political programs, postulates concerning education put forward by conservatives, and quotes poems emphasizing national identity from textbooks used at schools to teach reading skills. According to the author, it can be observed that nationalists build an atmosphere of aversion to immigrants, which affects racism in the school hallways. The article also presents the phenomenon of so-called school chambers of national remembrance, which are part of patriotic rituals practiced by Polish society. The author emphasizes that nationalism is the basis for changes in history programs of study, which are part of the educational reform implemented by the Law and Justice (Prawo i Sprawiedliwo?? – PiS) government. The cultural soft power, which is used to make reality more “national,” complements the administrative and political hard power of the PiS party – both tools are used to create an authoritarian-nationalist vision of social order. 相似文献

In response to a crisis of representative democracy in many Western countries, (local) governments have introduced instruments to circumvent political parties in order to establish more direct links between citizens and governments. One of these instruments is rendering electoral systems more personal, that is by giving more weight to preferential voting. Preferential voting is important since it constitutes a major element of the personal vote and it determines whether parties or voters are the main decision-makers in designating representatives. We have investigated, in relation to the local elections in Flanders (Belgium), in what kind of municipalities voters are most likely to cast a preferential vote, whether the electoral reform granting voters more power has had an effect, and if it has had an effect, in what kind of municipalities. We have put forward five groups of explanatory variables: socio-demographic, political, social capital, geographic and ballot form variables. Our analysis shows that variables from each group correlate significantly with the percentage of preferential votes, with population density and electronic voting as most important variables. A comparison between the 1994 and 2006 elections often yields the reverse picture: characteristics of municipalities that have a positive effect on the percentage of preferential votes cast have a negative impact on the evolution of preferential voting and vice versa (electronic voting being an exception). This results in the only obvious effects of the electoral reform being seen in urban municipalities, because elsewhere local politics was already to a large extent personalised by politicians being locally known. We could conclude that in these rural municipalities the electoral reform was superfluous. 相似文献

Reactions to the brutal Syrian War from European governments and Europe’s Muslims have been diverse and subject to many shifts over the past few years. This paper focuses on how Albanian political and Islamic religious figures living in the Balkans have come to interpret the war. I focus on discourse, the ways in which these different agents communicate with their audience, and the wider contexts they evoke. Government sources and religiously themed lectures delivered by prominent imams on the social networking site YouTube are used to assess these trends. The most obvious aspect of these debates is the ways in which these agents use the war to press their own agendas, the government to affirm their commitment to the “West” and an ethnicized view of Islam, while Islamic religious leaders use it to reconnect their audiences to a more cosmopolitan vision of their past. War thus becomes a catalyst for a resurgent contestation between different groups vying for control over what it means to be “Albanian” and “Muslim” in the twenty-first century. 相似文献

This article traces the on-the-ground mobilization and recruitment strategies of Ukraine's radical right party, Svoboda (Freedom) in the years prior to its 2012 electoral breakthrough. Ethnographic fieldwork and in-depth interviews with Svoboda party leaders and activists in Galicia show how party leaders strategically created an organizational structure aimed at recruiting young people, making linkages with pre-existing nationalist groups, and shifting the ideological focus away from cultural and toward economic issues. Interviews with party activists reveal how personal networks were key in the recruitment and radicalization process, showing that radical right activists were radicalized, or “made,” through political participation. Consequently, Svoboda's organizational capacity allowed the party to take advantage of a political opportunity – Yanukovych's unpopularity and weakened national democratic parties – in the 2012 parliamentary elections. 相似文献

In the last decade Taiwan has witnessed two changes in ruling party through elections. First, in 2000 the Kuomintang (KMT) was defeated by the Democratic Progressive Party (DPP) in the presidential election. Then after eight years of DPP rule, the KMT regained control of central government in the parliamentary and presidential elections of 2008. This study compares the two parties' reactions to disastrous defeat. Have the parties learned the lessons of defeat by responding with rational reforms? In addition to this comparison, I assess the effectiveness of the KMT's reforms in contributing to its return to power. Although the DPP's fall from power is only just over a year old, this study can offer some insights into whether one can expect the DPP to recover sufficiently to offer a serious political challenge to KMT domination. 相似文献

Hegemonic parties in authoritarian regimes can fulfill important purposes for those regimes and thereby contribute to their survival. Along with the consolidation of authoritarian regimes, hegemonic political parties have emerged in some post-Soviet states, raising questions about the role that these parties play in the survival of the regimes. This article asks which of the purposes that are frequently ascribed to ruling authoritarian parties are fulfilled by United Russia, the Yeni Azerbaijan Party, and Nur Otan of Kazakhstan, the hegemonic parties of the three strongest consolidated authoritarian regimes with a hegemonic party in the former Soviet Union. It is argued that despite the increasing prominence of the hegemonic parties, full-fledged party-based authoritarianism has not yet been established in Russia, Azerbaijan, and Kazakhstan. 相似文献

This study examines why citizens in the Netherlands vote for independent local parties. These are parties that run in municipal council elections, but do not run in elections at higher levels. This article examines a number of expectations: namely that voters vote for these parties out dissatisfaction with established parties, that they do so because they have a 'localist' political orientation or that they do so because their own national party is not running in the municipal elections. More support is found for the idea that voters vote for local parties because they are pushed away by national parties (either because they do not participate in some municipalities or because voters distrust them) than for the idea that voters vote for local parties for positive reasons, such as a localist political orientation.
