This article traces the on-the-ground mobilization and recruitment strategies of Ukraine's radical right party, Svoboda (Freedom) in the years prior to its 2012 electoral breakthrough. Ethnographic fieldwork and in-depth interviews with Svoboda party leaders and activists in Galicia show how party leaders strategically created an organizational structure aimed at recruiting young people, making linkages with pre-existing nationalist groups, and shifting the ideological focus away from cultural and toward economic issues. Interviews with party activists reveal how personal networks were key in the recruitment and radicalization process, showing that radical right activists were radicalized, or “made,” through political participation. Consequently, Svoboda's organizational capacity allowed the party to take advantage of a political opportunity – Yanukovych's unpopularity and weakened national democratic parties – in the 2012 parliamentary elections.  相似文献

Since 1999, the post-Communist states have seen a series of attempts to overthrow semi-authoritarian governments, with the successful attempts known as the “colored revolutions.” However, not all such attempts have succeeded. This paper seeks to explain the variation in outcomes. Most accounts have focused on the development of grass-roots activist movements. The central argument here is that elites, and in particular security services, play a much more significant role in these revolutions than has generally been appreciated. This hypothesis is elaborated through a threshold model of protest, in which the central question is whether protests achieve a “tipping point” that makes them continue to grow larger until success is inevitable. The actions of elites, it is argued, play a decisive role in whether mass protests reach a tipping point. The argument is examined through a paired comparison of two failed attempts to overthrow governments through street protests (Serbia 1996–1997 and Ukraine 2001) with two successful cases (Serbia 1999 and Ukraine 2004). By studying cases with variation on the dependent variable, this paper seeks to improve the empirical and methodological basis of research on post-communist revolutions.  相似文献

This paper examines the intellectual underpinnings of the nationalism articulated by the followers of Marshal Józef Pi?sudski (Pi?sudskiites), who ruled Poland between 1926 and 1939. Scholarly consensus holds that modern Polish nationalism was solely the domain of the National Democratic movement. Conversely, the Pi?sudskiites' conception of the nation is generally seen as anachronistic, poorly articulated, self-contradictory, and lacking a deeper intellectual foundation. Focusing on the formative years of the Second Polish Republic (1918–1922), this paper draws a link between Pi?sudskiite political thought and the philosophy of the heterodox Marxist theorist Stanis?aw Brzozowski. Re-examining the early writings of Pi?sudski's followers in light of Brzozowski's philosophy, the paper presents the argument that “Pi?sudskiite nationalism” was in fact deeply constructivist, surprisingly sophisticated, and no less “modern” than the nationalist discourse articulated by the National Democrats. In the process, the article interrogates and problematizes the classic “ethnic” vs. “civic” typology of nationalist movements.  相似文献

In the digital age, the Internet is an important factor in the emergence and success of political parties and social movements. Despite growing evidence that extremists of all stripes use the virtual world for their purposes, research on this topic still lacks a wide array of empirical data, case studies, and theoretical background. In particular, Facebook, as the most important social networking site, is a new tool for political parties and movements to mobilize followers. The article explores how the extreme-right party Jobbik uses this tool more successfully than other Hungarian parties or Western European extreme-right parties. Comparing the growth in followers highlights this success, and a look at how it generates likes helps to explain it. The article argues that Jobbik uses Facebook in a sophisticated way and suggests that this “likable” attitude helps to attract young and first-time voters.  相似文献

The year 1989 marked a turning point for the Socialist Federal Republic of Yugoslavia (SFRY). But unlike other places in the region, that year saw a turn towards growing political conflict which soon led to violent warfare. This paper identifies and discusses three processes that led to this outcome. The first process was the impetus towards reform of the Yugoslav federal state, its political and economic system. The second was the conflict over the future of the League of Communists of Yugoslavia (Savez komunista Jugoslavije – SKJ). The third was the shifting meanings of ethnic and nonethnic labels and the ways in which putative “national” and “ethnic” interests came to be aligned with specific political options. By the end of 1989 these three processes had come together to spell the end of the SKJ, of the SFRY, and of “Yugoslavism” as a political identity. In their places, ruling parties threatened by changes within their own societies, as well as by pressures created by the 1989 revolutions in the region, resorted to strategies of conflict and violence in an attempt to forestall the kinds of changes and elite turnovers seen in other socialist countries.  相似文献

The historic significance of the Good Friday Agreement and its role in ending organized political violence is acknowledged at the outset. The article then goes on to probe the roots of the political paralysis built into the architecture of the Agreement that are predicated on a misplaced political and cultural symmetry between the “two communities.” It is suggested that the institutionalized relationship between Northern Ireland and the rest of the U.K. facilitates a cross-party, populist, socio-economic consensus among the nationalist and unionist political parties on the welfare state, taxation and maintaining the massive British subvention to the region. This in turn allows them to concentrate on a divisive culturalist politics, i.e., on antagonistic forms of cultural and identity politics over such issues as flags, parades, and the legacy of the “Troubles” which spills over into gridlock into many areas of regional administration. The article argues for a much broader understanding of culture and identity rooted in the different, if overlapping and interdependent, material realities of both communities while challenging the idea of two cultures/identities as fixed, mutually exclusive, non-negotiable and mutually antagonistic. It then focuses on the importance of Belfast as a key arena which will determine the long-term prospects of an alternative and more constructive form of politics, and enable a fuller recognition of the fundamental asymmetries and inter-dependence between the “two communities.” In the long run, this involves re-defining and reconstructing what is meant by the “Union” and a “United Ireland.”  相似文献

While socioeconomic crisis – like in Germany after World War I and in Russia after the Cold War – is a necessary precondition for democratic erosion resulting in a breakdown of democracy, it is not a sufficient condition. We identify, in the cases of Weimar Germany and post-Soviet Russia, a post-imperial syndrome that includes nationalist irredentism and an ambition to return to the status quo ante of a “great power” as a main reason why democratization faces specific and enormous challenges for former “great powers.” A slide back to authoritarianism in post-imperial democracies takes a high toll. It is facilitated by international political conflicts, including annexation and wars, with new neighbouring states that harbor territories perceived as external national homelands like the Sudetenland or Crimea.  相似文献

This article uses the case of the Basque country as an example of the apparently ironic situation where, in the face of the demise of Socialist regimes in Europe after 1989, ethnic nationalist movements pursue an avenue of continued radicalism. These movements, which include political parties, trade unions, youth movements, and other organizations, try to combine a leftist appeal to the working class with a call to support the nationalist demands of a given ethnic group that the movements claim has been oppressed by other groups. The article explores how these movements justify their ethnonationalistic appeals to the working class. It also examines the relevance of these movements to their respective regions and the support that they find within these regions. Lastly, the paper speculates on what direction the politics of their respective regions might take in the future.  相似文献

Building on two recent case studies of public debates concerning political meetings arranged by or involving controversial Muslim actors in Denmark, this article argues that an observed mainstreaming of intolerant discourses, most forcefully expressed by the Danish People's Party, can be explained by the proliferation of a new form of “liberal intolerance” that has transformed old racist or nationalist intolerance into a discourse stressing liberal reasons (autonomy, gender equality, social cohesion, public-private divide, security risks) for not tolerating particular Muslim practices. By comparing the two cases, the different toleration/intoleration positions and arguments in the two debates are brought out, and four different modalities of “liberal intolerance” are identified. Further, the article shows how the spread of liberal intolerance discourses across the political spectrum in Denmark has significantly affected Danish (liberal) Muslim actors’ possibilities of political participation and room for maneuvering.  相似文献

In this paper I examine the relatively under-investigated topic of how historical legacies shaped the emergence of the “Red-brown” political tendency in East-Central Europe and the former Soviet Union – which is sometimes referred to as “National Bolshevism” or “National Communism” or “Strasserism.” More specifically I ask the question, how do historical legacies help explain why extreme right wing voters support the successors to the formerly dominant communist parties (or what I refer to as the “red-brown” vote)? I find that the most important legacy variable that affects the red brown phenomenon is the legacy of the previous communist regime.  相似文献

This article provides an introduction to the special thematic section on political mobilization in East Central Europe. Based on a brief presentation of the main arguments of the individual articles, the authors discuss the recent political volatility in East Central Europe. They highlight the tension between fierce political rhetoric and populist policies on the one hand, and low levels of voter turnout and overall political participation in the region on the other. The authors argue that recent cases of successful as well as unsuccessful political mobilization in East Central Europe point to structural re-alignments in the region’s political landscape. In particular, the parties that are successful are those that manage to communicate their visions in new ways and whose messages resonate with nested attitudes and preferences of the electorate. These parties typically rally against the so-called establishment and claim for themselves an anti-hegemonic agenda. The introductory essay also asserts that these developments in East Central Europe deserve attention for their potential Europe-wide repercussions – especially the idea of “illiberal democracy,” which combines populist mobilization and autocratic demobilization and finds adherents also in more established European democracies.  相似文献

This paper considers how the three main political parties — and the two nationalist parties ‐ use model standing orders to bring cohesion and discipline to their council party groups. The paper explores how these models indicate the national party's expectations of the organisation and activities of the group and the relationship between the group and its members. It compares the key similarities and differences in the parties’ approaches to regulating group activity. This paper contributes to the discussion of links between sports, nationalism, and globalization by focusing on the political aspects of the preparation of Russian national teams for sports mega-events staged in Russia. By analyzing the cases of the XXVII Summer Universiade in Kazan, the XXII Winter Olympics in Sochi, and the XXI FIFA World Cup scheduled to take place in 12 Russian cities, the paper provides a comparative study of the benefits that mega-events provide for the host nation in terms of building national identities. To involve the sports component in the study of the nation-building processes, the paper applies the concept of the “spillover effect” of sporting nationalism which presumes that nationalist sentiment or ideology configured and promoted through sports affects non-sporting political processes, actors, and institutions. The paper argues that the “spillover effect” of sporting nationalism allows for the converting of excellence in sports mega-events – the centerpiece of global sports – into political excellence and displays the strengths of the nation to both the global and domestic public. Therefore, showing excellence as the host nation is the main objective that Russian political actors pursue in both their rhetoric and course of action.  相似文献

As “music of commitment,” in the period from the late 1970s to the late 1980s rock music in Yugoslavia had an important purpose of providing a popular-cultural outlet for the unique forms of socio-cultural critique that engaged with the realities and problems of Yugoslav society. The three “music movements” that embodied the new rock’n’roll spirit – New Wave, New Primitives, and New Partisans – used rock music to critique the country's “new socialist culture,” with the purpose of helping to eliminate the disconnect between the ideal and the reality of socialist Yugoslavia. This paper examines the New Partisans as the most radical expression of music of commitment through the works of its most important rock bands: Bijelo dugme, Plavi orkestar, and Merlin. The paper's argument is that the New Partisans' socio-cultural engagement, animated by advocacy of Yugoslavism, was a counter-logic to the nationalist dissolution of a distinctly Yugoslav fabric of a socialist community in crisis. Thus, the movement's revolutionary “spirit of reconstruction” permeating its “poetics of the patriotic” was a mechanism of socio-cultural resistance to political, cultural and moral-ethical de-Yugoslavization of Yugoslav society. Its ultimate objective was to make the case that the only way into the future – if there was to be any – rested on strategic reanimation of the Partisan revolutionary past as the only viable socio-cultural foundation of the Yugoslav socialist community.  相似文献

This article, written in February 1998, describes political confusion, contradictions, and ambiguities (institutional as well as ideological) typical of the Kabila’s regime at that time. Political mobilisation as well as political identification were polarised by opposition between “local Zairians,” born from locally-born parents, and “new Congolese” who were born elsewhere or whose parent were born outside of the country. Other factors of political identification were ethnicity, regionalism, and generation. Given the fact that the new political regime suspended all political parties and that Kabila himself did not openly declare himself leader of a political movement, there was no open political activity. The article suggests that the new political crises is coming; it was confirmed by August 1998 rebellion/invasion.  相似文献

This article examines the role of ethnicity in the formation of political cleavage and is based on the analysis of the political agenda of the Polish national minority in Lithuania after the re-establishment of the independent state in 1990. It analyzes the political performance of the Electoral Action of Poles in Lithuania (EAPL), an ethnic-based “niche” political party that tends to keep a monopoly over the representation of interests of the Polish minority in Lithuania and collects a vast majority of the votes of citizens of Polish origin. The article considers how specific in comparison to the titular nation the interests of the Polish national minority are, and how different in comparison to the political agendas of other political parties the political agenda of the EAPL is.  相似文献

The theory of urban bias was a major contribution to the evolution of contemporary theories of political economy that remains highly relevant today. Yet theorists of urban bias have still not produced a general explanation that accounts for anomalous cases of what we call “rural incorporation,” or coalition strategies based on modest rural producers. These anomalous cases suggest that the collective action underpinnings of urban bias theory underdetermine outcomes. This paper advances a new explanation of the anomalous African cases of Kenya, Côte d’Ivoire, and Zimbabwe. After detailing the costs of rural incorporation, we theorize the conditions that would motivate state elites to overcome their pro-urban biases and offer substantial material benefits to non-elite agrarian producers. Rural incorporation is an optimal strategy only when state elites are locked in unusually intense conflict with their rivals. Most nationalist movements in Africa did not meet this condition and their leaders followed pro-urban policies. The three outliers are all cases of settler colonialism: bitter rivalry between European settlers and native planters created the conditions for rural incorporation. We show how native planters and their political allies selected rural incorporation as a political-economic instrument of commercial competition and political supremacy. Case studies of Ghana and Nigeria demonstrate that in the absence of political and economic rivalry with settlers, African leaders selected the “default” strategy of urban bias.  相似文献

This article demonstrates that Axel Hadenius and Jan Teorell’s attempt to disprove a causal effect of emancipative mass orientations on democracy is flawed in each of its three lines of reasoning. First, contrary to Hadenius and Teorell’s claim that measures of “effective democracy” end up in meaningless confusion of democracy and minor aspects of its quality, we illustrate that additional qualifications of democracy illuminate meaningful differences in the effective practice of democracy. Second, Hadenius and Teorell’s finding that emancipative orientations have no significant effect on subsequent measures of democracy from Freedom House is highly unstable: using only a slightly later measure of the dependent variable, the effect turns out to be highly signficant. Third, we illustrate that these authors’ analytical strategy is irrelevant to the study of democratization because the temporal specification they use misses almost all cases of democratization. We present a more conclusive model of democratization, analyzing how much a country moved toward or away from democracy as the dependent variable. The model shows that emancipative orientations had a strong effect on democratization during the most massive wave of democratization ever—stronger than any indicator of economic development. Finally, we illustrate a reason why this is so: emancipative orientations motivate emancipative social movements that aim at the attainment, sustenance, and extension of democratic freedoms.  相似文献

Social inequalities have deepened in Latin America over the past several decades, yet an erosion of class cleavages has occurred in the political arena. During the era of import-substitution industrialization (ISI), “stratified” cleavage structures based on class distinctions emerged in a subset of Latin American countries where party systems were reconfigured by the rise of a mass-based, labor-mobilizing party. These nations typically experienced more severe economic crises during the transition from ISI to neoliberalism than nations that retained elitist party systems with “segmented,” cross-class cleavage structures. They also experienced greater political upheaval, as neoliberal critical junctures produced an erosion of stratified cleavages along their structural, organizational, and cultural dimensions in the labor-mobilizing cases, while leaving the segmented cleavages of elitist systems relatively unscathed. The Latin American experience differs from that of Europe, where strong labor movements and labor-backed parties were associated with superior economic performance during periods of economic adjustment. It also challenges Duverger's notion of an organizational “contagion from the Left,” as the dramatic weakening of labor movements and the shift away from mass-based party organizations have caused party systems to converge on elitist organizational models during the neoliberal era.  相似文献

This article tells the story of the construction of Turkish national identity in the early republican era by addressing two canonical novels about occupied ?stanbul: Sodom ve Gomore (“Sodom and Gomorrah”) by Yakup Kadri Karaosmano?lu and Biz ?nsanlar (“We People”) by Peyami Safa. Following the establishment of the Turkish Republic, Turkish nationalist intellectuals attempted to offer certain formulations and implemented various mechanisms to create a national self. The study aims to focus on the ways in which Karaosmano?lu and Safa create the new Turkish national identity and deals with the questions of how occupied ?stanbul was perceived by these intellectuals and how the memory of the Allied occupation of ?stanbul, the collapse of the Ottoman Empire, and the National Liberation Struggle shaped Turkish elites’ self-identification as well as their formulation of the national identity.  相似文献
