In Polish history, Prince Adam Czartoryski is almost universally regarded as one of the most important Polish statesmen and patriots of the first half of the nineteenth century. In Russian history, on the other hand, he is remembered chiefly as the Foreign Minister of the Russian Empire, and a close personal friend of Tsar Alexander I. How did Czartoryski reconcile his commitment to the Polish nation with his service to the Russian Empire (a state which occupied most of Poland)? This paper will attempt to place Prince Adam's friendship with Alexander, and his service to Imperial Russia, in the broader context of national identity formation in early nineteenth-century eastern Europe. It will be argued that the idea of finding a workable relationship between Poland and Russia, even within the framework of a single state for a “Slavic nation,” was an important and forgotten feature of Polish political thought at the turn of the eighteenth and nineteenth centuries. By answering the question of precisely how Czartoryski was able to negotiate between the identities of a “Polish patriot” and “Russian statesman,” the paper will shed light on the broader development of national identity in early nineteenth-century Poland and Russia.  相似文献

The government of the Chuvash Republic, an ethno-federal region of the Russian Federation, used a targeted and symbolic language policy in an attempt to stabilize the position of the republic's titular language while avoiding conflict with local Russophones and the Russian federal government. The resulting policy allowed the republic's government to frame the existence of an autonomous Chuvash republic – as well as the local elite's form of governance – as being essential to the preservation of the Chuvash language and thus the Chuvash people. In this way, it used language politics to strengthen its position vis-à-vis both local constituents and the Russian federal government. However, the limited nature of the government's program has made its gains tenuous in the face of continuing Russian political and cultural recentralization.  相似文献

Intercommunal, socio-economic, and political relations in the North Caucasus have historically revolved around access to this mountain region’s prized pasturage and scarce farmland. Given the centrality of the land question in the North Caucasus, it is unsurprising that historiography on land relations in the region has been highly politicized. This article examines how indigenous writing on the history of land relations in the central Caucasus – a region inhabited by today’s Kabardians, Balkars, Ossetians, Ingushes, and Karachais, and dominated by the princely confederation of Kabarda before the tsarist conquest – has been subject to wide revision in response to changes in local and national political dynamics and the emergence of ethnicized identity politics. In the late-imperial and early Soviet periods, Karachai, Balkar, and Ossetian elites-cum-historians, writing for an audience of imperial policy-makers, crafted histories to influence state policies toward land reform. By the 1930s, historians from the region tailored their histories of land relations to the prerogatives of Soviet nationality policies. The ideas contained in these histories impacted the construction of national identities in the Soviet period. Post-Soviet Karachai and Balkar intellectuals, seeking to establish new post-colonial national histories for their peoples, have reinterpreted the history of land relations in order to depict their ancestors as independent of Kabarda’s land-based dominance. This revisionism is part of the struggle of the Karachais and Balkars against their historiographical erasure, which was a product of the exclusion of the Karachais and Balkars from the family of Soviet nations during their deportation and exile to Central Asia from 1944 to 1957 and their subsequent political and cultural marginalization.  相似文献

In the 1990s, efforts were launched in the Republic of Sakha (Yakutia) in the Russian Federation to support the revival of Sakha (Yakut) language education. This interdisciplinary study examines the evolution of school-based Sakha language education in the city of Yakutsk over a 25-year period beginning with the launching of the first reforms in the 1990s. Language education reform in the capital city has been shaped by a dynamic interplay between federal, regional, and local factors. Grassroots social and cultural activism continues to play a key role in school-based language revitalization in Yakutsk, influencing how policies have been received and implemented at the local level. Local community stakeholders are working together to counteract federal education policies, which direct school resources away from minority language education. This case study shows that the Sakha (Yakut) language revival has taken root in the capital city, and it provides important evidence that civic activism continues to develop in urban areas of the republic.  相似文献

This article proposes to look afresh at the legacies of communism in urban spaces in post-1989 Poland. Specifically, it investigates the fate of Red Army monuments and explores how these public spaces have been used in the multifaceted and multileveled process of post-communist identity formation. The article suggests that Red Army monuments constitute sites for the articulation of new narratives about the country's past and future which are no longer grounded in the fundamental division between “us” (the nation) and “them” (the supporters of communism) and which are far from being fixed in the binary opposition of the banished and the embraced past. The reorganization of public memory space does not only involve contesting the Soviet past or affirming independence traditions but is rather the outcome of multilayered processes rooted in particularities of time and space. Moreover, the article argues that the dichotomy “liberator versus occupier,” often employed as a viable analytical tool by scholars investigating the post-communist memorial landscape, impedes our understanding of the role played by Soviet war memorials in the process of re-imagining national and local communities in post-1989 Eastern Europe.  相似文献

This paper investigates the clash of (language) ideologies in Estonia in the post-Communist period. In an analysis of changing Western recommendations and Estonian responses during the transition of Estonia from Soviet Socialist Republic to independent state, we trace the development of the discourses on language and citizenship rights. Different conceptions of the nation-state and of how citizenship is acquired, together with different approaches to human rights, led to disagreement between Estonian political elites and the political actors attached to international institutions. In particular, the Soviet demographic legacy posed problems.

We use a context-sensitive approach that takes account of human agency, political intervention, power, and authority in the formation of (national) language ideologies and policies. We find that the complexities of cultural and contextual differences were often ignored and misunderstood by both parties and that in their exchanges the two sides appeared to subscribe to ideal philosophical positions. In the following two decades both sides repositioned themselves and appeared to accommodate to the opposing view. In deconstructing the role of political intervention pressing for social and political inclusion and in documenting the profound feeling of victimhood that remained as a legacy from the Soviet period and the bargain that was struck, we hope to contribute to a deeper understanding of the language ideological debates surrounding the post-Communist nation-(re)building process.  相似文献

In recent years much has been written on the communist successor parties. Although much of the existent work focuses on the electoral performance of these parties or has described, in great detail, the development of single parties, this paper evaluates the utility of theories of party identity change in application to the successor parties. As an initial exploration we investigate the successor parties' programs before and after the initial competitive parliamentary elections in Hungary (in 1990), Poland (in 1991) and Russia (in 1993) to determine the extent to which poor electoral performance in initial competitive elections compelled the successor parties to alter their political identities.  相似文献

The article examines some generic traits of the “new” Russian ethnic nationalism, namely, de-ideologization of the nationalist milieu and its inclination for civic activism. It results from a case study of the Frontier of the North (FN – Syktyvkar), an ideologically ambivalent organization that combines dual Russian/Komi ethnic nationalism, anti-migration sentiments, white racism, and fragments of other ideologies. The article demonstrates that, unlike nationalists of the previous generation, FN is not hostile to public authorities and is ready to cooperate with them. FN’s grassroots activism, as well as sports and healthy recreational activities, attracts young people. The organization tackles the most acute social problems, often neglected by everyone else, and has become a working civil society institution. The authors argue that these tactics win the “new” nationalists sympathy among ordinary people and makes the groups politically stronger and more influential than the previous nationalist generation. However, state anti-extremist policy hampers the advancement of nationalists into mainstream politics.  相似文献

For several years, various nationalist groups and the Russian state have been competing over nationalism as a political concept and for popular support to nationalist claims. This paper analyzes the relationship between the state and anti-government, ethnocentric nationalistic groups that gather annually in an event called “the Russian March.” Emphasis is on the change in that relationship that happened in 2014, when the state added efforts to channel and mobilize the nationalists to its previous repressive and controlling measures. The article conceptualizes the competition over the nationalist argument in contemporary Russia as a case of dissentful and consentful contention in hybrid regimes, and shows how the dissentful nationalists have been forced to make way for the more consentful ones. Until recently, the room for maneuver for the radical nationalists was relatively wide. The events in Ukraine, however, divided the nationalists, and since 2014 radical nationalists have faced increased state repression. At the same time, pro-government nationalist actors have strengthened, and new players have appeared in the field. These developments tell us not only about the Kremlin’s diminished tolerance for dissentful contention, but also about the importance of the nationalist argument in Russian politics today.  相似文献

This study draws on ethnographic research conducted in a small village, Baltinava in Latvia, 2.5 kilometres from the border with Russia. The research examines how ethnic Russian women create a specific Latvian Russian identity by contrasting themselves from ethnic Latvians and Russians who live in Russia and identifying with both groups at the same time. To narrate their lives and to make them meaningful, real and/or perceived “attributes” are combined to draw boundaries between “us” and “them.” Thus, the same thing such as language can be used not only both to distinguish themselves from Russians in Russia or Latvians but also to form coherent identities and to emphasize similarities. This study suggests that ethnicities cannot be reduced to a list of set ethnic groups that are very often used in official government statistics. Ethnic identities have to be viewed as fluid and situational. Moreover, this study shows the dialectic nature of ethnicity. On the one hand, external political, historical and social processes create and recreate ethnic categories and definitions. Yet, on the other hand, the women in this study are active agents creating meaningful and symbolic ethnic boundaries.  相似文献

The late 1980s and early 1990s were characterized by the sudden rise of nationalist movements in almost all Soviet ethnic regions. It is argued that the rise of political nationalism since the late 1980s can be explained by the development of cultural nationalism in the previous decades, as an unintended outcome of Communist nationalities policy. All ethnic regions are examined throughout the entire history of the USSR (49 regions, 1917–1991), using the structural equation modeling (SEM) approach. This paper aims to make at least three contributions to the field. First, it is a methodological contribution for studying nationalism: a “quantification of history” approach. Having constructed variables from historical data, I use conventional statistical methods such as SEM. Second, this paper contributes to the theoretical debate about the role of cultural autonomy in multiethnic states. Finally, the paper statistically proves that the break between early Soviet and Stalinist nationalities policy explains the entire Soviet nationalities policy.  相似文献

The 1940s saw an intensification of worldwide interest in the problems of development and underdevelopment. One consequence of this was a rapid evolution of the language of global development. The reconstruction of its genesis is most commonly attempted through the analysis of literature on the subject and accounts by those who took part in or observed the debates of the time concerning the world’s development and structure. This article proposes a different approach which locates important events in the evolution of the modern language of global development on timelines tracing populational, political, socio-economic and civilisational processes.  相似文献

This article considers the role the Soviet Union's western borderlands annexed during World War II played in the evolution of Soviet politics of empire. Using the Baltic Republics and Western Ukraine as case studies, it argues that Sovietization had a profound impact on these borderlands, integrating them into a larger Soviet polity. However, guerrilla warfare and Soviet policy-making indirectly led to these regions becoming perceived as more Western and nationalist than other parts of the Soviet Union. The Baltic Republics and Western Ukraine differed in their engagement with the Western capitalist world. Different experiences of World War II and late Stalinism and contacts with the West ultimately led to this region becoming Soviet, yet different from the rest of the Soviet Union. While the Soviet West was far from uniform, perceived differences between it and the rest of the Soviet Union justified claims at the end of the 1980s that the Soviet Union was an empire rather than a family of nations.  相似文献

View all notesThe article intends to combine contemporary debates about nations and nationalism with a sociological perspective on collective emotions in its attempt to gain a better understanding of the process of constructing national identity. It will further present interdisciplinary evidence that collective emotions evoked in rituals instigate a number of group-related sociocognitive processes that reinforce enduring feelings of belonging and an emotional priming of collective representations. I will suggest that states of “collective effervescence” (Durkheim) do not only tie individuals to a community, but also provide a strong frame for the creation of symbols and the embodiment of shared meanings defining a community. The second part of the article analyzes examples taken from the football media coverage of the FIFA World Cups 2006 and 1974 (both were held in Germany) in order to provide a comparative case study exemplifying the proposed theoretical approach. The sample illuminates some interesting changes that invite further hypotheses about corresponding changes of national identity in a larger context.  相似文献

ABSTRACT

Boko Haram is a religiously motivated insurgency with a complex history in Nigeria and origins in urban Maiduguri. Through most of its existence Boko Haram has shown an affinity for border regions: the frontier zones between Nigeria and Niger, the Mandara Mountains on the border with Cameroon, and the shorelines and islands of Lake Chad. This paper argues that this is an historically mediated process. Boko Haram as a borderland phenomenon echoes the hijra of Usman dan Fodio, but also structured forms of violence and wealth creation that have historically united elites and their followers in the region. Moreover, there are continuities between the actions and actors associated with earlier phases of border violence and processes involving Boko Haram today. This suggests that Boko Haram will not be “defeated,” but rather that the region will see a reversion to forms of border violence that were prevalent as recently as the early 2000s.  相似文献

This article discusses the transformation of the urban space after World War I in the former Habsburg port city of Trieste. It reveals the key role played by the newly annexed northeastern Adriatic borderland in the national symbolism of postwar Italy, and it indicates how slogans and notions of Italian nationalism, irredentism, and fascism intertwined and became embodied in the local cultural landscape. The analysis is mostly concentrated on the era between the two world wars, but the aim of the article is to interpret the interwar years as part of longer term historical developments in the region rather than a break in its history. Looking at how monuments, buildings, and spatial planning in general functioned as ideological and national marking, and how this helped to shape the nation in a multi-ethnic town, this article seeks to contribute to a better understanding of changes as well as continuities in the modern history of south-central Europe. It argues that even if the cityscape had undergone drastic changes in its aesthetics after World War I, its ideological language was rooted in prewar nationalism and continued to support the local urban palimpsest in the Cold War.  相似文献

Albeit often – and fairly – degraded in the world of high culture as a populist and politicized representation of music, the Eurovision Song Contest (ESC) – by sheer virtue of the populist and politicized nature of its essence – stands among the most consequential cultural encounters to which post-independence Azerbaijan has been exposed, in that the extent to which Baku's victory in the ESC-2011 – and the further developments this victory has generated – can potentially impact on, and contribute to, the very process of nation-building and national identity formation, with which this post-Soviet Muslim-majority country is currently struggling, is unparalleled by any of the state's earlier encounters of the kind. This paper focuses on, and examines, four intimately related ways in which the ESC and Azerbaijan's successful involvement with the latter worked to interfere with the country's nation-building: as a dubious factor in the evolution of the Western sense of self among Azerbaijanis; as a unifying force within the structure of the country's rapidly maturing civil society; as a medium working to open up a channel through which Western popular cultural elements could interfere with the evolving dynamics of, and work to globalize, indeed de-endogenize, indigenous Azerbaijani culture, on one hand, and unify the discursive realm within which the country's cultural domain is to further evolve, on the other; and, finally, as an important element serving to decouple the evolving processes within the country's cultural domain from the unfolding dynamics of conflict settlement and hence conducive to the diversification of public discourse in Azerbaijan.  相似文献
