This article examines the evolution of patron–client relationships in Greece, Spain, and Turkey through the prism of the rural–urban divide. It traces which modes of clientelism (rural or urban) are more evident in these countries today, and why. Further, it finds that in rural modes of clientelism, normative bonds of deference and loyalty with a Weberian notion of ‘traditional authority’ and affective ties between political patrons and clients are more observable whereas urban modes of clientelism usually yield Downsian competition between political machines with more coercive motives. It suggests that these two notions of clientelism are not mutually exclusive but should rather be seen in a continuum. More generally, this article demonstrates the need in the existing literature for more contextualized analyses that take into account differences between socioeconomic and geographical antecedents of rural vs. urban clientelism and their divergent political reflections.  相似文献

King Alexander's dictatorship in Yugoslavia (proclaimed in January 1929) was an expression of a real political need for consolidation in the country; however, in essence, it was an autocratic and repressive regime. More decisive moves toward a return of democracy did not occur, even later, after the replacement of his regime in June 1935. The political methods in the internal political life followed the pattern from the first half of the 1930s to the very eve of World War II. Such a situation also defined the relationship between the Slovenes and Yugoslavia. Slovene politics continued to look at the state from two angles – a unitary/centralist angle on the one hand and an autonomist/federalist angle on the other. Both camps (as well as other Yugoslav political players), however, failed to create an environment that would enable truly democratic compromises. The state was stuck at a “standstill,” but in spite of all its flaws, in the view of the Slovene political groups it represented the most suitable environment for the political and national life of Slovenes. Any serious political calculations that would go beyond this framework hardly existed.  相似文献

Banerjee and Iyer find that districts which the British assigned to landlord revenue systems systematically underperform districts with non-landlord based revenue systems in agricultural performance, after the onset of the Green Revolution in the mid-1960s. Based on colonial documents, archival research and the work of historians, we correct a mis-interpretation of the land revenue system in Central Provinces, which BI characterise as landlord based. The historical evidence suggests that this region should be attributed to a mixed landlord/non-landlord based revenue system. Using a more appropriate classification, we find no evidence that agricultural performance of Indian districts in the post-independence period was adversely affected by the landlord land revenue system.  相似文献

This paper examines some hypotheses with respect to the interregional wage variations in Indian manufacturing from 1950 to 1960. The choice of this period was determined by the availability of relevant data. It was found in an earlier study that the regional wage structure tended to be flexible during the period under consideration. In this paper, an attempt has been made to explain the inter‐regional wage differentials by analysing the data on trade unionism, per capita income, productivity, capital intensity, non‐primary employment and consumer prices. It is argued that the level of regional wage differentials can be explained by relative differentials in productivity and in trade unionism, but the change in wage differentials depends upon the changing capital intensity in respective regions.  相似文献

Prominent postcolonial thinker Partha Chatterjee's concept of political society is an important one in understanding the vast domain of politics in the ‘Third World’ which falls outside hegemonic Western notions of the state and civil society. This domain, which is often marked by the stamp of illegality, nevertheless contributes to the immense democratic churning that characterises much of the ‘Third World’. However, this paper argues that the series of binaries set up by Chatterjee, like modernity/democracy, civil society/political society and the privileging of the latter half of the binary is ultimately counterproductive to the goal of democratisation. Based on empirical research on the People's Plan Campaign in Kerala, one of the most extensive democratic decentralisation programmes in the world, it will argue that the extension of popular sovereignty requires that we go beyond political society. The failures and prospects of the Plan and the struggles around it demonstrate clearly the breakdown of the binary.  相似文献

Abstract

This paper examines the long-run (steady-state) relationship between levels of educational human capital and levels of income for the 15 major states of India between 1965 and 1992. The relationship is estimated using the Pooled Mean Groups (PMG) technique; which produces common long-run coefficients but allows heterogeneity of the short-run adjustment parameters. The results suggest that levels of educational human capital, proxied by high school enrollment rates, have a robust positive impact on steady-state levels of income. This is true for male and female education, and the regressions also suggest that states which have larger gender-gaps in education have lower steady-state incomes. The estimated relationship is robust to the inclusion of alternative measures, added controls, and variation in the degree of state coverage.  相似文献

The movements of political protest, competitive elections and the installation of new regimes are widely regarded as the most significant political upheaval to shake Africa since political independence. The impression is often given that this transformation has also seen the sweeping away of the old guard of autocratic leaders. The image of renewed leadership does not however correspond with reality. Taking the leaders that were in office in 1990 at the beginning of the democratisation movement, the article traces their subsequent history. It finds that half still hold the highest office, having for the most part successfully transformed themselves into 'democratic' leaders. This remarkable success story is examined, for the purpose of this article, from a voluntarist perspective, that is, the tactics that the incumbents pursued so as to remain in office are the focus. Continuing in the tradition of Sandbrook, and Jackson and Rosberg's work on 'personal rule',1 it constitutes a primer on how to hang on to power against the odds.  相似文献
