In July 1610, municipal officials of the German city of Worms conducted a visitation of the city's Jewish ghetto. The visitation resulted in a remarkably precise census of this Jewish community, which was one of the largest in early modern Germany. In 1610, the Jewish community of Worms had a total of 759 inhabitants living in 95 households plus some additional indigents living in communal institutions. A total of 619 of those living in households (81.6%) belonged to the householders' own families while 140 (18.4%) were students, servants, or other nonrelatives. Households ranged in size from 1 to 21 inhabitants. The median household size was seven persons. One-third of the Jewish households of Worms included more than one conjugal unit, typically the householding couple plus one or more married children.  相似文献

The study of committee assignment politics is very limited in parliamentary systems. Even more limited is the study of the change in committee assignments that occurs between elections. In this article, a first attempt to rectify this, both theoretically and empirically, is presented. What might have an impact on committee reassignments and what relationship one would expect to find are discussed. Using data of all Danish committee assignments 1994–2007, the proposed relationships are tested. The results show that: (1) it varies which parties experience the more change; and (2) it is often related to internal problems, but vote share, seniority and whether an MP is involved in a ministerial reshuffle or not also have a significant influence on change of committee assignments.  相似文献

The 1881 census of the Russian Baltic provinces of Livland, Estland, and Kurland was the first modern-type systematic population enumeration in the Baltic area. It had been preceded by enumerations of other kinds—land cadastres that included aggregate population counts (during Swedish control of the area) in the 17th century, and fiscal revisions (during Russian control of the area) that did list residents by name but did not follow any principles of modern census-taking. The Baltic German politico-economic elite, which controlled public affairs in the Baltic provinces, decided to carry out a census of a modern kind, and produced the 1881 count. Although initially the initiative was coordinated by the statistical specialists of the three provinces, the publication of results was decentralized, resulting in a series of volumes that supplied different tables for each province. The article analyzes the contents of the census, some of its shortcomings, as well as its strengths.  相似文献

The subject of this article is the relationship between the central party organisation and the parliamentary party group. The article investigates whether Danish political parties are changing into parties dominated by their parliamentary party groups, as has been hypothesised. In contrast to most of the literature on party change, which is based on ideas of convergence caused by external changes, this article argues that party organisation is basically a party decision and therefore influenced by party preferences and characteristics. The analyses are based on data from the statutes of 16 Danish parties in over 50 years. One noteworthy finding is that Danish parties do not converge. Party ideology proves to be very important for the power structure of a party. Even though political parties are exposed to changing political circumstances they still organise according to their basic ideas about democracy and representation.  相似文献

The primary goal of censuses has always been to collect reliable information on the state’s population and provide a basis for governmental decision-making. This study examines the categories used in the 1930 census and links them to the context in which they were generated. We treat the census as a tool of state power, which can be discerned from the definitions of its categories and the way in which statistics are collected and used. The guiding question of the study was “how does the 1930 census differ from previous censuses and how can these differences and changes be explained?” We find that as in earlier censuses, Statistics Sweden used extracts from the parish books on the individual level to collect information for the 1930 census, but also used diverse supplementary sources including tax registers, income tax returns and language surveys. Thus, unlike in most countries, Sweden did not send out census takers or questionnaires to the population. Many of the new or updated variables we see in the 1930 census such as income, wealth, and number of children born, can be related to the political and social debate concerning the poor working class and the establishment of the welfare state. The inclusion of categories such as ethnicity, religion, and foreign nationality can be seen as part of a normative approach wanting to control, monitor and correct deviant elements of the Swedish population.

Sweden has several extraordinary longitudinal population databases built on the country’s excellent parish registers dating back to the 18th century. While the Swedish censuses have rarely been used as sources of data for historical analysis, this work demonstrates that the 1930 census has great potential to support new research.  相似文献

In order to find methods applicable for disclosing electrical torture, pig skin was exposed to heat and electricity under controlled circumstances. Biopsies were obtained immediately after exposure and the morphology of the heat lesions was compared to that of electrical lesions. The cytoplasm of epidermal cells in heat lesions appeared granular or fibrillar, while the nuclei were rather unaffected. In electrical lesions the cytoplasm appeared homogeneous often with a peculiar white colour in hematoxylin-eosin stained sections. The nuclei were either dark and shadowy or enlarged and vesicular. The keratin in electrical lesions often showed a bright yellow colour. Small defects in the epidermis were seen in some electrical lesions. Thus the morphology of electrical lesions differed markedly from that of heat lesions. Although some of these differences may be due to differences in distribution and intensity of energy, it is probable that pH shifts in the cells due to electrolysis is the main cause of the specific morphology of electrical lesions.  相似文献

The tonofilaments were clumped, intracellular oedema was present and cell membranes were ruptured between desmosomes. In electrical lesions the nuclei were usually enlarged with strongly condensed chromatin. Some nuclei were composed of fine, evenly dispersed granular material. The cytoplasm appeared homogeneous, in large magnification finely granular. Cell borders could sometimes be identified located in situ. In the stratum corneum, which appeared normal in heat lesions, single or several cells or large areas had an electron-dense appearance. The difference in ultrastructure of heat and electrical lesions makes it probable that electricity has a specific action on epidermal cells.  相似文献

Several researchers point to the anticipation of early death, or a sense of “futurelessness,” as a contributing factor to youth crime. It is argued that young people who perceive a high probability of early death may have little reason to delay gratification for the promise of future benefits, as the future itself is discounted. Consequently, these young people tend to pursue high‐risk behaviors associated with immediate rewards, which include crime and violence. Although existing studies lend support to these arguments and show a statistical relationship between anticipated early death and youth crime, this support remains tentative. Moreover, several questions remain regarding the interpretation of this relationship, the meanings that offenders attach to the prospect of early death, and the cognitive processes that link anticipated early death to youth crime. In this article, we address the limitations of previous studies using a multimethods approach, which involves the analyses of national survey data and in‐depth interviews with active street offenders.  相似文献

Ukraine used to be one of the most ethnically mixed Soviet republics due to a high level of immigration, mostly from other parts of the Soviet Union. This article uses the sample of households available at IPUMS International to study the information about birthplaces, migration and marriage partners in recently released microdata from the 2001 census. Since Ukraine’s independence in 1991 a large emigration surplus and ethnic estrangement have turned the country into a place with a lower degree of internal migration and ethnic intermarriage. With the exception of the capital Kiev, there was relatively little interchange of migrants between the eastern, Russian-dominated regions and the western regions. The highest degree of intermarriage was among people with at least one partner born abroad, most often in Russia. There is evidence of an elite of migrants from Russia to the Russia-oriented south-eastern provinces, who may feel especially threatened by the Ukrainian nationalistic takeover of power which happened after the Maidan insurrection.  相似文献

The history of the EU is characterised by rapid and complex institutional development. This leaves European Affairs Committees (EACs) in national parliaments with a moving target problem in their endeavours to control the government's EU policies. This paper investigates how EACs react to this challenge. Building on the rational delegation literature, it is argued that EACs are likely to adapt control instruments in tandem with institutional changes at the supranational level. Using McCubbins and Schwartz (1984, American Journal of Political Science, 28, 165–179), it is further argued that EACs are likely to want to impose both police patrol and fire alarm control on the government. These arguments are investigated in the case of Denmark during the 50-year period since the first Danish application for EU membership in 1961, and considerable support is found for the authors' hypotheses.  相似文献

Fifteen autosomal short tandem repeat (STR) markers (D3S1358, HUMTH01, D21S11, D18S51, PENTA E, D5S818, D13S317, D7S820, D16S539, CSF1PO, PENTA D, HUMvWA, D8S1179, HUMTPOX, FGA) were analyzed in 1734 individuals living in urban areas of cities from six different Argentinian provinces (Buenos Aires, Neuquén, Tucumán, La Pampa, San Luis, Santa Cruz) in order to determine if a common urban database could be used in Argentina for forensic purposes. Frequencies estimates, Hardy-Weinberg equilibrium (HWE), and other parameters of forensic interest were computed. Comparisons between the six populations, and with published data from one Native American population from Argentina and other urban populations from Argentina and Europe were also performed. Our results reveal evidences for population structure, both when testing for genetic differentiation and when comparing frequencies distributions between different pairs of populations. Therefore, caution should be taken when using a common pooled database with general forensic purposes in Argentina.  相似文献

公用事业临时接管的本质是公用事业民营化后国家承担的保障责任,即保障私人部门能够持续、稳定地提供公用事业服务.公用事业临时接管具有强制性、即时性和过渡性的特征,不具有终局处分的效果,其性质与行政即时强制相似,但不可完全等同.我国目前的公用事业立法存在法律位阶低,条文简单、粗疏且分散,缺乏可操作性等问题,从而导致实践中公用事业临时接管的纠纷频仍.完善公用事业临时接管制度的当务之急是尽早制定统一的《公用事业法》,以明确公用事业临时接管的实体和程序制度.  相似文献

In recent years, there has been a marked increase in the demand for global data on historical family systems, both in the social sciences and in the humanities. Until lately, however, scholars interested in historical global family variation had to rely on simplified and often ahistorical world-scale classifications of family systems by world geographic regions. This article communicates Mosaic to the scholarly community – one of the largest infrastructural projects in the history of historical demography and family sociology. The article provides a brief history of the project, a discussion of the main issues involved in creating the database (including sampling and representativeness), and Mosaic's data structure and coverage. In the remainder of the article, the authors provide an overview of methodological and research opportunities that the project can offer to scholars, showing how the most pertinent problems of historical family demography can be tackled in more systematic ways than previously.  相似文献

Despite their widespread implementation, there is a surprising absence of clear‐cut, unambiguous evidence concerning the effectiveness of situational crime prevention approaches (e.g. alarms, neighborhood watch, property‐marking) on residential burglary. This absence of evidence—which should not be confused with a presence of contradictory evidence—stems most notably from the fact that very few of the programs enacted to date have been evaluated under controlled, experimental conditions. The current article describes problems with previous evaluations and advocates the use of a place‐based, randomized experimental design—which this author argues should be easier to implement in Scandinavia than elsewhere.  相似文献

Community-oriented social capital strategies and punitive-oriented policing approaches conflict. Establishing local networking initiatives with community-oriented policing at the centre lends itself to an assets-based policing approach, based on honouring, mobilizing and extending the assets of community members. Scholars argue about the need for comparative research on convergences and divergencies across subcultures on the streets and communities. Based on qualitative data gathered from working class communities in Scotland and Denmark in 2014, the article draws inspiration from community-generated theory of social capital to explore the micro-sociology of experiences and understandings about community–police integration policy initiatives. We use this perspective to argue that the building of positive inter-generational and police–community relationships is the result of social exchanges and officers’ use of what we call ‘constructive investment strategies’. Ironically, our insights from Scotland to Denmark also suggest what appear as positive achievements of community policing may instead intensify residents’ negative perceptions of police officers and organizations. In this way, the article illuminates the tangled and conflicted nature of these embedded symbolic interactions, social capital formations and the latter’s form as a potential positional and ‘tribal’ commodity.  相似文献

This paper discusses the evolution and recent trends in the development of the constitutional concept of “public use” in the case-law history of the United States starting from the source of US government’s taking powers and the original meaning of the Taking Clause in the Fifth Amendment of the United States Constitution. Since the concepts of “public use” and “public interest” are extremely difficult to be defined, it is very hard for the US courts to develop a relevant operative criterion. In the United States, the safeguard of “public interest” in taking mainly lies legislative rather than judicial control. In a democratic society, legislative judgment is highly respected by the courts and the entire takeovers that conform to public use as determined by the Congress are usually deemed constitutional. In this sense, the Congress is a “public interest machine”, which automatically generates laws and decisions on behalf of public interests through the democratic representative process. The paper eventually suggests that China should divert its attention from the theoretical definition of “public interest” to institutional construction, and should make the National and Local People’s Congresses and their standing committees to play major roles in deciding taking and compensation schemes. __________ Translated from Zhongguo Faxue 中国法学 (China Law), 2005, (5): 36–45  相似文献
