Although social security programs were originally introduced as measures to reduce the poverty of needy groups, factors such as coverage, vestedness, administrative regulations and the so-called "wage stop" effectively prevent millions of people throughout the world from living decently when their only source of income is from social security. In the overwhelming majority of social security programs worldwide, including old-age pensions, illness and maternity programs, workers compensation, and family or children's allowances, coverage is open only to workers and usually excludes housewives, transient workers, agricultural laborers, new immigrants and part-time workers. Similarly, vestedness requirements effectively prevent many people from receiving benefits. Administrative regulations, including waiting times and proof of status, add to the difficulties many people have in getting social security benefits. Most importantly, the stipulation in almost every program that no one should be able to get from welfare programs that which he or she could get from wages or salaries keeps the level of payments far below the poverty line. This paper will document and demonstrate the influence of social security programs throughout the world in contributing to the maintenance of poverty and will propose some radical solutions for overcoming the problem.  相似文献

This article examines interstate variation in household food security. Using hierarchical modeling, we identify several kinds of state characteristics that appear linked to household food security: the availability and accessibility of federal nutrition assistance programs, policies affecting economic wellbeing of low income families, and states' economic and social characteristics. These dimensions comprise what we refer to as the state food security infrastructure. We find that a strong food security infrastructure is particularly beneficial to families who are economically vulnerable yet have incomes above the poverty line. Almost all of the observed interstate differences in food security can be explained by crossstate differences in demographic and contextual characteristics. © 2006 by the Association for Public Policy Analysis and Management  相似文献

In a panel dataset of 17 OECD countries over 1970–1997, we provide empirical support for the joint existence of the efficiency and the compensation effects of globalization. Our regression analysis shows that higher economic integration—and the associated external risk—lead to a need for social security policies that require higher taxes. The latter take the form of larger social security contributions that are part of taxes on the immobile factors (labor). The tax burden on the relatively mobile factor (capital) is affected negatively by increased economic integration.  相似文献

The COVID-19 crisis demanded rapid, widespread policy action. In response, nations turned to different forms of social distancing policies to reduce the spread of the virus. These policies were implemented globally, proving as contagious as the virus they are meant to prevent. Yet, variation in their implementation invites questions as to how and why countries adopt social distancing policies, and whether the causal mechanisms driving these policy adoptions are based on internal resources and problem conditions or other external factors such as conditions in other countries. We leverage daily changes in international social distancing policies to understand the impacts of problem characteristics, institutional and economic context, and peer effects on social distancing policy adoption. Using fixed-effects models on an international panel of daily data from 2020, we find that peer effects, particularly mimicry of geographic neighbors, political peers, and language agnates drive policy diffusion and shape countries' policy choices.  相似文献

面对日益严峻的城市贫困问题,国家初步建立了涵括基本养老保险制度、城市居民最低生活保障制度等在内的城市反贫困制度法律体系。但是这一制度法律体系还不够系统完善,还存在城市反贫困主体单一、社会参与有限的问题,尚未建立系统完备、保障全面的社会保障制度和全国统一的城市反贫困法律体系。城市化进程中的主体贫困、制度贫困和法律贫困是致使产生城市贫困问题的重要原因。这就需要建立政府主导、社会共同参与的城市反贫困工作管理机制,解决反贫困制度建设滞后和立法不规范的问题,科学规划、统筹规范反贫困工作,形成以宪法为基本依据、以《反贫困法》为核心、以《社会保障法》等相关社会保障法律法规为支撑的反贫困法律体系,强化城市反贫困权利救济和责任追究制度,不断提升城市反贫困制度化、法治化进程。  相似文献

The use of child soldiers has been increasing in the Democratic Republic of Congo, South Sudan, and the Central African Republic. To understand the implications of this on regional security, the study employed a strict textual analysis of the relevant literature on the use of child soldiers in these countries. The study found that the limited protection of refugee camps, poverty, and kidnappings are the major factors contributing to the recruitment of child soldiers. Moreover, the conflict over resources and that of religious differences has torn families apart and increase population displacement in these countries. The study concluded that the conflicts in these countries have not received the attention they deserve and although the United Nations has intervened, the lack of attention by the African Union and state governments means the problem will only escalate, threatening the livelihoods of children and regional security altogether.  相似文献

Recent literature on international migration focuses on the benefits it confers on migrants in the form of better opportunities and living conditions, as well as on households receiving remittance. Although legal migrants in OECD countries often enjoy more rights than they would at home, this paper also looks at some of the negative aspects for sending countries. The paper uses two cases, the Philippines and Morocco, countries that have elaborated large-scale and successful policies to facilitate the export of labor and the flow of remittances. Despite decades of massive migration abroad, Morocco still has surprisingly poor social indicators, whereas the Philippines, despite much higher social indicators, has significant levels of poverty. Despite the long-term use of this development tool, migration, while opening up opportunities for people who leave home, maybe less positive for those who remain behind. Citing the views of migration experts as well as local voices, this paper examines some downsides of migration, including its use as a safety valve for discontent that may actually delay demands for needed domestic reforms that would broaden social rights at home.  相似文献

Concentrated urban poverty is America's deepest social problem. Eliminating it stands as our nation's greatest challenge. In this article I analyze from a normative perspective antipoverty policies that attempt to address this problem via “mobility,” that is, policies that attempt to disperse the urban poor to suburban locations. I find these policies to be normatively problematic on two grounds: the level coercion experienced by (and the corresponding lack of free choice given) a vulnerable population and the undesirable effects (in the current context of American urban development) caused by failing to regard established neighborhoods as stable communities. The results of this analysis indicate strongly the need to generate increased levels of economic activity in America's inner cities, and I suggest that more research on this issue be conducted with an eye toward formulating and implementing a comprehensive strategy to bring about inner-city revitalization.  相似文献

Government policies, and substantial external resources and technical assistanceprovided over the course of decades, have neither eliminated broad poverty nor resulted inequitable income distributions in the poorer countries of the world. This paper explains thedevelopment failures with reference to Nietzschean behavior where the strong act withoutethical restraint and the rule of law does not protect the weak. While Nietzschean behaviorviolates principles of social justice, there are also inefficiencies. The Nietzschean strong whorule have no incentive to adopt efficiency-enhancing policies. Efficiency in a Nietzscheansociety is also greater, the higher the leisure preference of the weak and the less the weakare capable of producing. Labor productivity is low because the weak do not consistentlywork. These are the outcomes when the strong behave as roving bandits. When the strongbehave as stationary bandits, efficiency is enhanced but income distribution can be expectedto remain unequal. The Nietzschean perspective on development failure is compared withalternative explanations for the sustained plight of the poor in poor countries and the unequaldistributions of income and wealth.  相似文献

Deindustrialisation and the closure of automotive manufacturing can differentially affect the socioeconomic prospects of workers and their communities, and contribute to social and health inequity. We used Bacchi's problematisation approach to examine the South Australian (SA) Labor government's policy responses to the General Motors Holden (GMH) Elizabeth plant closure announcement. We focused on the way that these policy responses framed the ‘problem’ of this major economic shock, particularly the extent to which potential social and health equity consequences were addressed. We found a narrow focus on economic strategies, neglecting the compounding impact of poverty in Playford, which may exacerbate health inequity. The community effects from the GMH closure remain uncertain and may be delayed for several years. SA requires better integrated social and economic policies to minimise social and health inequalities, as the consequences of the car manufacturing loss are realised.  相似文献

Like other social funds, the Nicaraguan Emergency Social Investment Fund (FISE) has been created on the initiative of the donors to alleviate the social consequences of adjustment policies. It finances small infrastructural projects in education, health, water and other sectors and focuses on poor communities. FISE accounts for approximately 11% of public investment and 48% of public investment in the social sectors. The size of FISE and its apparent permanent character raise questions of its contribution to sustainable poverty reduction and on institutional development in the country. The article concludes that there are serious doubts on whether maintaining a social fund as a separate agency enhances effective governance for sustainable poverty reduction. Head counts of poverty are the most commonly used indicator of poverty level. While not ideal, the analysis of poverty head counts informs conclusions about whether households move in or out of poverty over time. Longitudinal data from repeated surveys show that, at the country level, some countries have lifted their populations out of poverty, while the populations of other countries have either remained poor or become poorer. How these scenarios come to be is the key question that challenges the development community. What mix of country characteristics, policies, structural features and external influences conspire to either improve or deteriorate well-being and to affect overall poverty levels? Unfortunately, changes in poverty levels might sometimes be the result of changes in poverty measurement methodology, with no real change in the well-being of the population. For this reason, poverty assessment should begin with an analysis of the measurement methodology – particularly given the increased global enthusiasm for poverty reduction. This article examines panel data from Mongolia and the Philippines to show how seemingly slight variations in survey methodology can have a rather significant impact on poverty results. In order to make a robust comparison of poverty head counts from different surveys, the basic building blocks of the poverty measures must be identical. This is not always the case. Given the difficulties identified with money-metric head counts, this study concludes by arguing for a move beyond economic statistics, toward multidisciplinary approaches to poverty assessment. 采用"质的研究"方式,对社会转型期华北一个村庄内各种保障或救济性质的资源安排进行了微观分析。相对于宏观政策层面的简单与明晰,正式的社会保障资源在农村社区的分配与利用过程中的功能、内容和形式都更为丰富,如作为消解其他政策和项目所带来的负面影响的工具,或演变为被争夺的竞争性经济资源,或将动态的保障制度异化为长期的养老保障,或作为维稳和社区治理的一种政策性工具等;这些变异一方面有悖政策初衷,使得政策目标发生偏离,另一方面也可能侵蚀社会公正。因此,社会保障政策制定与执行过程中需要充分考虑农村社区复杂而多元的现实,更具规范性、透明性和参与性,这也要求建立起更为健全的农村社会保障体系以及相应的监测与评估机制,厘清社会保障与社会治理的关系,尽可能避免进入政策资源异化与资源补偿型维稳的怪圈。与此同时,非正式的保障资源或社区内部的某些安排则在一定程度上弥补了正式的政策性资源的缺位或短缺,而如何将正式的保障政策资源与社区的、社会的力量有效结合起来是有待进一步研究的课题。  相似文献

Abstract

This paper demonstrates that heterogeneous countries such as Brazil have vast differences in welfare arrangements at the sub-national level. A number of social policies (social insurance, education, health and social assistance) were analysed in 5,565 Brazilian municipalities along five dimensions: expenditure, coverage, share of private spending, family structure and poverty. The grade of membership method was used to cluster municipalities and identify the main differences in their welfare regimes. Factor analysis was also used to explore which dimensions are most relevant in characterizing these sub-national regimes. The results show highly heterogeneous institutional forms of social protection across municipalities, which are classified as social assistance, quasi-social assistance, corporative, quasi-corporative, family insurance and intermediary welfare regimes.  相似文献

Abstract. This paper posits that countries with a constitutional right to social security that can be enforced by courts via judicial review will show patterns of spending on social security that are distinct from countries with other constitutional and judicial arrangements. Governments in countries with enforceable rights will be constrained to spend more on transfer programs to avoid censure from the courts. The hypotheses are tested using data from 22 OECD countries using time–series cross–section analysis. The results show that enforceable rights are associated with higher growth rates in social security spending and lower fluctuation in expenditures on social programs, although the amount of GDP spent on social transfers is unaffected by rights. These results are consistent with the idea that governments' spending habits are constrained by positive rights, but rebut the argument that rights lead to economic distortions.  相似文献

Ideological beliefs are of central importance in current debates about the marketization of social security. However, developments in Chile and China suggest that the conventional individualist‐collectivist dichotomy, which has framed ideological debates on social security, fails to capture the complexities of ideological differences as well as the imperative of economic development which appears to be driving social security policy in both countries. Examining events in these countries, it is suggested that the individualist‐collectivist dichotomy needs to be reconsidered. It is also argued at a normative level that these ideologies no longer provide a viable basis for social security policy, and that the “developmentalist” approach emerging in China merits further scrutiny.  相似文献

Policies and programs which aim to strength the engagement, connectedness and resilience of local communities have increasingly become a core element in public policy responses to the challenges posed by globalising social and economic relations. However, for many politicians, policy makers and citizens the conceptual framework and practical benefits of ‘community strengthening’ remain vague and unclear. This article aims to contribute to debates about the significance of community strengthening by providing a concise overview of the development and implementation of community strengthening initiatives by the Bracks Labor government in Victoria. Initial learning from this experience suggests that engaging and linking local communities can make a useful contribution to local social, environmental and economic outcomes as well as providing a foundation for the democratic renewal of local governance. Key factors underpinning successful community strengthening programs include strong local ownership and leadership, backed by sustained government investment in the social and physical infrastructure priorities identified as important by local communities. However, while local community strengthening strategies can lead to real improvements in community networks, infrastructure and capacity they are no substitute for the inclusive and redistributive taxation, income security, service delivery and labour market policies needed to create the conditions for sustainable reductions in poverty, inequality and social exclusion.  相似文献

The Swedish system of social security has often been regarded as comprehensive and comprehensive and inclusive. During major reforms in the 1990s and 2000s, it has maintained its essential character as a popular and well-endowed provider of social security and stability. Employment-related benefits are generous in financial terms, but come with the need for recipients to remain actively engaged in the economic or educational field. However, Sweden’s geographical and demographic diversity made it necessary to increase the role of local authorities in implementing active labour market policies. This article tracks these developments since the mid-1990s, both with regard to changing the benefits system and with regard to changing local government involvement. It argues that backed by broad political support, the Swedish system has achieved the necessary modernization and adaptation to remain a viable alternative to more neo-liberal welfare retrenchment projects conducted in other European countries.  相似文献

Drawing on a purposive sample of 25 interviews supplemented by secondary source material, this comparative study explores the options available to elderly immigrants in two quite similar countries to achieve social security in their old age. The focus is the culturally determined perspectives and practices of aging Italian-born and Indian-born immigrants in the context of public and private sector social welfare policies and provisions in Australia and Canada. Government transfers, occupational superannuation, tax-deductible personal savings, housing, and formal and informal supports are discussed. What is important to the sense of social security of the older people and how well-off or disadvantaged they seem to be are among the questions raised. The design affords an opportunity to test the complex combination of cross-national and cross-cultural comparison. In the certainty that the income deficiencies of today's elderly immigrants cannot be remedied easily or quickly enough to benefit those affected, intervention strategies can be aimed at expanding ethno-specific community supports and quality residential care; such a direction is supported by assessment of service availability in relation to estimates of aging among particular foreign-born immigrant groups. Suggestions are made for future research at the levels of theory and application.  相似文献
