Texts in context: Afro-Colombian women's activism in the Pacific Lowlands of Colombia

This paper speaks across the divide between feminist theorists and praxis-oriented gender experts to argue for a more enabling reading of postcolonial feminist critiques of gender and development. Drawing on the activism of Afro-Colombian women in the Pacific Lowlands of Colombia – most especially Matamba y Guasá, a network of black women's organizations from the state of Cauca – it brings attention to the independent ability of women in these locations to reflect and act on their own realities and claims.

This paper deals with the wrought relationship between psychoanalysis and feminism, broadly defined. Tracing the trajectory in which psychoanalysis leads feminism from sexuality to sexual difference then to the Phallus and the ideology of femininity, the paper takes on these ‘f-words’—femininity and ‘f-allus’, Freud and Foucault—to foreground an unacknowledged challenge of Judith Butler by Toril Moi in 1999. In this paper, I read Freud closely and demonstrate that although Freud's theory of cure is obscured by the turn to the Phallus and the ideology of femininity, its language of fantasy, sexuality, desire and the unconscious remain important concepts for feminism of the new millennium. On the other hand, critiques of ‘empire of the Phallus’ such as the French feminists’ affirmation of femininity and Judith Butler's concept of ‘lesbian Phallus’ only reproduce the master's system. Butler's misreading of Freud's ‘tooth’ and Lacan's ‘eyes’ as the Phallus shows that ‘inversion, subversion and rebellion’ by reversal or negation often leads to repetition without difference. In conclusion, I introduce Joan Copjec's critique of Foucaultian historicism and Toril Moi's turn to ordinary language philosophy to propose a new psychoanalytic feminism that can have sex without the Phallus.     

Gender mainstreaming and the framing of women's rights in Europe: The contribution of the Council of Europe

Drawing on published materials from the Committee of Ministers, Assembly and expert working groups of the Council of Europe, this paper investigates the distinctive contribution made to the framing of women's rights over the last two decades by this regional organisation, which recent studies of the `Europeanisation' of public policies have largely neglected. Elements of congruence are identified between the major mobilising themes of second wave feminism and the Council's emphasis on protecting individual rights, and its sensitivity to the incompleteness and shortcomings of `actually existing' democratic institutions and practices. The relative openness of its agenda-setting processes is also underlined. The Council's flag ship policies for women are shown to have centred since the mid-1980s on a `politics of presence' frame and the (contested) concept of `parity democracy', and the tensions between these and the more recent turn to gender mainstreaming are explored. But the paper also points to the Council's role in diffusing into the E.U. governance arena women's claims to equal participation and presence in the policy process, and notes recent French and U.K. legislation as testifying to the continuing salience of these claims at the national level.
