Despite the debate about mass polarization, most scholars agree that parties in Congress have become increasingly polarized over time. Scholars have sought to connect party polarization to the beliefs and perceptions of individual citizens, but little work exists on the relationship between polarization and the vote choices made by ordinary citizens. In this article, I examine the link between party polarization at the elite level, the use of ideology by citizens, and their vote choices in Congressional elections. I argue that the increased polarization that has occurred over time has led people to place more weight on ideology when casting their votes in U.S. House elections. My hypothesis stems from work on group conflict theory, which suggests that when people sense a high degree of conflict between two groups, a cue from elites, they will be more likely to rely on their own relevant characteristics or attitudes when making choices. This study differs from previous work on Congressional elections in that I examine variation in the effect of ideology on vote choice over multiple elections rather than just in one or two elections. I argue that an exploration of the political context (or the political context perceived by voters) is necessary in order to more fully understand the use of ideology in U.S. elections. To the extent that polarization facilitates the use of information shortcuts among voters, it might be viewed as a positive development within the context of electoral politics.  相似文献

We contend that a candidate’s decision to exit from a U.S. presidential nomination campaign is a function of three sets of considerations: the potential for profile elevation, party-related costs, and updated perceptions of competitiveness. We analyze data from eleven post-reform presidential nomination campaigns and find support for all three considerations. Specifically, our results suggest that in addition to candidates’ competitiveness, the decision to withdraw is a function of candidates’ closeness to their party and ability to raise their profile. At the same time, some of our results contradict the conventional wisdom regarding presidential nomination campaigns, as we find no evidence that media coverage or cash on hand directly affect the duration of a nomination candidacy.  相似文献

This paper evaluates the two most common methods of measuring voter time-of-decision??the recall method and the panel method??and asks whether the two methods are consistent with each other. Using data from the National Annenberg Election Survey collected during the 2008 U.S. presidential election, the findings suggest that these two methods measure different concepts, and thus cannot be used interchangeably. Furthermore, discrepancies between the two methods suggest that the accepted model of early, campaign, and late decision-making should be adjusted to account for a fourth group of voters that never changes their vote intention, but does not truly commit to that intention until later in the campaign. The concept of uncommitted early deciders is offered to describe this group, created by combining the two methods.  相似文献

To what extent are ethnic minority interest groups able to influence U.S. foreign policy? Current case study research has identified several factors that may condition the ability of diasporic groups to influence foreign policy toward ancestral “homelands.” To this point, existing studies have been unable to isolate the impact of campaign contributions from other factors that may influence U.S. foreign policy decision making. The current study uses a combination of conditional and standard logistic regression to examine the impact of Cuban American interest group and individual campaign contributions on a series of votes on key amendments in the 108th and 109th Congresses. Results from the study support the idea that the Cuban diasporic community in the United States has had an impact on U.S. foreign policy toward Cuba. However, there are significant limits to this influence conditioned in part by issue salience.  相似文献

What is the effect of gerrymandering on the partisan outcomes of United States Congressional elections? A major challenge to answering this question is in determining the outcomes that would have resulted in the absence of gerrymandering. Since we only observe Congressional elections where the districts have potentially been gerrymandered, we lack a non-gerrymandered counterfactual that would allow us to isolate its true effect. To overcome this challenge, we conduct computer simulations of the districting process to redraw the boundaries of Congressional districts without partisan intent. By estimating the outcomes of these non-gerrymandered districts, we are able to establish the non-gerrymandered counterfactual against which the actual outcomes can be compared. The analysis reveals that while Republican and Democratic gerrymandering affects the partisan outcomes of Congressional elections in some states, the net effect across the states is modest, creating no more than one new Republican seat in Congress. Therefore, the partisan composition of Congress can mostly be explained by non-partisan districting, suggesting that much of the electoral bias in Congressional elections is caused by factors other than partisan intent in the districting process.  相似文献

This article examines changes in the background characteristics, attitudes, and behavior patterns of high-level U.S. federal executives. It also considers the impact of the New Public Management (NPM) movement. The data indicate that despite intense struggles about the role of the public sector, top civil servants remain a well-educated, experienced, and highly motivated group, the members of which compare favorably to top executives in the private sector. The data also suggest that the Civil Service Reform Act (CSRA) of 1978 has been effective in producing a more politically responsive corps of career civil servants, and that administrators (both career and noncareer) are increasingly attuned to the more technical and legal aspects of their roles and less oriented to protecting particular interests or clientele groups. NPM-style changes are still in progress and remain controversial, but it appears that political leaders continue to have an excellent (and increasingly diverse) group of career people to work with and a system that—at least in part due to the CSRA reforms—is more responsive to them than before. The top part of the U.S. bureaucracy may have been bent and reshaped in many ways over the last thirty years, but, despite widely publicized fears, it has not broken.  相似文献

Modern American political campaigns are typically conceptualized as “candidate‐centered” and treated as conditionally independent in quantitative analyses. In reality, however, these campaigns are linked by professional consulting firms, which are important agents of campaign strategy diffusion within the extended party networks of the contemporary era. To test our hypothesis that consultants disseminate campaign strategies among their clients, we analyze new data on U.S. House elections derived from Federal Election Commission records. Using spatial autoregressive models, we find that candidates who share consultants are more likely to use similar campaign strategies than we would otherwise expect, conditional on numerous explanatory variables. These results, which largely withstand an extensive series of robustness and falsification tests, suggest that consultants play a key role in diffusing strategies among congressional campaigns.  相似文献

Drawing upon interviews with 69 defense policymakers and close observers, this article develops an extrapolation‐oriented case study of Donald Rumsfeld's campaign to transform the development of the U.S. Defense Department's future capabilities. This reform effort, launched by President George W. Bush during his first presidential campaign, encountered difficulties in developing and promoting the content of the proposed transformation and in executing it. Following Eugene Bardach's work on institutional craftsmanship and Michael Barzelay's efforts to further develop Bardach's methodology for extrapolation‐oriented case studies, the article explores the sources of the transformation campaign's difficulties, identifying several mechanisms linking common process context factors, exacerbated by process design features, to these negative outcomes. It also offers suggestions for rendering the design of change campaigns more robust to these vulnerabilities.  相似文献

This article examines nonincumbent fundraising through the lens of two theories that have not been applied in other studies of fundraising—strategic candidate entry and ambitious amateur candidates—to test whether candidates with prior office experience are advantaged in raising funds for U.S. House campaigns. A selection model that takes into account the strategic entry of strong candidates demonstrates that electoral experience matters for only a select subset of experienced candidates. In contrast to previous research, the results show that much of the fundraising difference between amateurs and experienced candidates can be attributed to a selection process where the strongest candidates seek the best races. The results have implications for how we understand the relative importance of various conditions that shape fundraising. Competitive local or national conditions that encourage strong candidacies also allow nonincumbents to accumulate sufficient funds to mount credible campaigns.  相似文献

Scholars of congressional elections have argued that an increase in constituent diversity increases the level of electoral competition. Following models of boundedly rational candidates, we argue that there is strong reason to believe that the opposite is true. As the complexity of the electoral landscape increases, challengers will have a more difficult time locating an optimal platform when facing an experienced incumbent. Using data from the 2000 National Annenberg Election Study, we construct a novel measure of district complexity for U.S. House districts and test whether the entry of quality challengers and the incumbent's share of the two-party vote are affected by the complexity of the electoral landscape. We find strong support for the hypothesis that complexity benefits incumbents for both indicators of electoral competition, which stands in contrast to most of the existing literature on diversity and incumbent performance .  相似文献
