This study is the first to measure the impact of federal regulations on consumer prices. By combining consumer expenditure and pricing data from the Bureau of Labor Statistics, industry supply-chain data from the Bureau of Economic Analysis, and industry-specific regulation information from the Mercatus Center’s RegData database, we determine that regulations promote higher consumer prices, and that these price increases have a disproportionately negative effect on low-income households. Specifically, we find that the poorest households spend larger proportions of their incomes on heavily regulated goods and services prone to sharp price increases. While the literature explores other specific costs of regulation, noting that higher consumer prices are a probable consequence of heavy regulation, this study is the first to provide a thorough empirical analysis of that relationship across industries. Irrespective of the reasons for imposing new regulations, these results demonstrate that in the aggregate, the negative consequences are significant, especially for the most vulnerable households.

This article contributes to the ongoing discussion concerning the impact of globalisation and European integration on the structure of ideological space in Western Europe. The empirical investigation is based on an examination of Euromanifestos data from four European countries – Germany, United Kingdom, Greece and Portugal – for a time frame of up to 30 years. The findings largely support the hypothesis of a transformation of the content of the standard cultural axis due to the emergence of conflicts over the desirability for regional and/or global integration. However, this transformation occurs in different ways and by different actors across national contexts. Whereas in the United Kingdom and Germany objections against ongoing integration processes have been mainly articulated by political parties of the conservative and populist right, in Greece and Portugal left-wing political parties emerge as the main representatives of the anti-integration camp.  相似文献

Cross-sectional research designs show that proportional representation (PR) tends to produce more equitable outcomes in terms of gender representation. While existing research provides valuable insights into the covariates of gender representation, such cross-sectional designs fail to provide a definitive test of the influence of electoral rules both over time and in the case of mixed systems. Addressing this gap, this article proposes a longitudinal research design using the case of Germany, because half the Bundestag’s seats are allotted through majoritarian first-past-the-post methods, while the other half are allotted through proportional methods. The main findings point towards heavy interaction between the two electoral tiers that becomes visible in party quotas, double nominations and increased competitiveness of female candidates.  相似文献

For many years voting rights litigation has focused on eliminationof at-large elections and the creation of ``majority-minority''districts – election districts where a majority of the electorateare racial/ethnic minorities. Numerous studies have analyzed theimpact of district elections on minority representation,particularly the election of blacks in the South. Most of thesestudies have focused on a single time period, comparing the ratioof black representatives to black population across cities withdifferent electoral schemes. The present study combines data fromsix different data sets to produce a panel of data covering fivedistinct time periods over a 26 year span. Cross-sectionalestimates of the effect of district elections in each time periodare compared to determine how the efficacy of district electionshas changed over time. The New Zealand government set up a Royal Commission to consider the country's electoral system. It produced an unexpectedly radical Report, challenging some of the basic assumptions of the Westminster system under which New Zealand has been governed for 100 years. This article considers the wider implications of the Report, criticizing some of its assumptions, but accepting its basic analysis—a general philosophical dislike of the principle of concentrating power in the hands of the majority. What politicians devote attention to, is an important question as political attention is a precondition of policy change. We use an experimental design to study politicians’ attention to incoming information and deploy it among large samples of elected politicians in three countries: Belgium, Canada, and Israel. Our sample includes party leaders, ministers and regular members of parliament. These elites were confronted with short bits of summary information framed in various ways and were then asked how likely it was that they would read the full information. We test for three frames: conflict, political conflict, and responsibility. We find that framing moderates the effect of messages on politicians’ attention to information. Politicians react more strongly (i.e., they devote more attention) to political conflict frames than to non-political conflict frames and they react stronger to political responsibility attributions than to non-political responsibility attributions. Conflict frames attract more attention than consensus frames only from members of opposition parties. Political conflict frames attract more attention from government party politicians. These effects occur largely across issues and across the three countries.  相似文献

Science is central to the regulation of risk. But who provides the science on which risk regulations are based? Through an in-depth empirical analysis of domestic health and safety standards, this article shows how private actors use scientific information to acquire preferential outcomes. I develop a formal model delineating conditions under which firms will seek stricter standards on their own products, and I reveal how companies can acquire these outcomes through the strategic provision of information. To test the theory, I track changes to U.S. agrochemical standards over a two-decade period. I also introduce firm-level petition data and historical evidence to test the mechanism directly. My findings provide new insight into the strategies companies use to benefit from regulations, while also forcing us to reevaluate what it means for regulations to be based on science.  相似文献

Recent years have seen an increase in choice of provider in many public services, including education. Proponents of provider choice suggest that it increases users' satisfaction. However, insights from the psychology of choice overload suggest that too much choice can be detrimental. The authors use a survey experiment to investigate the effect of provider choice on parents' satisfaction with schools (under performance declines and increases). The findings show that choice increases satisfaction and perceptions of fairness of the process compared with no choice. However, consistent with choice overload, increasing the number of options does not boost satisfaction. The findings have important implications for satisfaction as a measure of performance, because user satisfaction seems not to be independent of choice processes. This suggests lessons for designing delivery systems: although facilitating minimal user choice is preferable to having no choice, further increasing delivery options may not increase users' satisfaction.  相似文献

All governments are dependent upon a degree of political support and legitimacy. Some authoritarian countries, like Singapore and China, have staked this legitimacy on an “authoritarian bargain” in which residents exchange their political rights for economic growth and development. However, this bargain is complicated in the Chinese countryside, where rural residents have been granted a key political right – the right to participate in the election of their local leadership. In this paper, we ask whether rural residents have accepted the authoritarian bargain, and base their political support solely on economic development, or whether rural residents also consider their political rights when evaluating government. Based on an experimental study conducted in rural China, we find that rural residents place equal importance on their political rights and economic development when assessing their support for government.  相似文献

Dominant theories of electoral behavior emphasize that voters myopically evaluate policy performance and that this shortsightedness may obstruct the welfare‐improving effect of democratic accountability. However, we know little about how long governments receive electoral credit for beneficial policies. We exploit the massive policy response to a major natural disaster, the 2002 Elbe flooding in Germany, to provide an upper bound for the short‐ and long‐term electoral returns to targeted policy benefits. We estimate that the flood response increased vote shares for the incumbent party by 7 percentage points in affected areas in the 2002 election. Twenty‐five percent of this short‐term reward carried over to the 2005 election before the gains vanished in the 2009 election. We conclude that, given favorable circumstances, policy makers can generate voter gratitude that persists longer than scholarship has acknowledged so far, and elaborate on the implications for theories of electoral behavior, democratic accountability, and public policy.  相似文献

This article seeks to test the degree to which ASEAN has been able to develop a security identity based on its collectively held norms. The article begins by isolating two norms that are central to ASEAN, namely non-intervention in the internal affairs of sovereign states and non-use of force. The article then seeks to determine how consistently these norms have been upheld within ASEAN by analysing the policies of member states during two major crises where these norms were threatened: the 1979 Vietnamese invasion of Cambodia (Kampuchea) and the 1995 Chinese occupation of Mischief Reef. If member states pursued policies which upheld the norms in question (even where alternative unilateral policies may have been more beneficial to them), then this would suggest such a security identity existed. On the other hand, should unilateral interests take precedence over the will to uphold these collective norms, questions must be raised over the strength of ASEAN'60 Col No: 189;s security identity, both then and now.  相似文献

This article discusses the role of the discourse of law in legitimizing the protection of intelligence secrets. It draws on examples from the United Kingdom and the United States to illustrate rhetorical regularities with respect to the need to protect intelligence officers, agents, sources and methods, the effectiveness of intelligence agencies, international intelligence relationships and the effects of a mosaic of disclosed information. It concludes that judges produce specialized knowledge on state secrecy that plays a part in shaping the understanding of state secrecy in society.  相似文献

This study exploits close elections in Sweden to assess the causal relationship between seat majorities for mainstream political parties and refugee reception policy. The study focuses on the two dominant mainstream political blocs, in a centre-right and a centre-left coalition, during three waves of elections from 2002 to 2010. In doing so, the study makes a few contributions to current research: Firstly, besides addressing a current knowledge gap in the focus on mainstream parties and refugee reception policy, this study investigates the impact of seat majorities which potentially have a more influential position compared to individual parties. Secondly, the study relies on an empirical strategy which allows comparison of comparable cases. Lastly, the study focuses on mainstream parties at the local level of government within one institutional context and thus addresses the obstacle of case comparability within cross-country studies. In conclusion, this study finds that the relationship between the mainstream political blocs and refugee reception policy is of an associative nature. In order to find significant estimates of seat majorities, the win margin for each bloc needs to be substantial. These results indicate that there is a unified political attitude over the mainstream blocs towards refugee reception and that other factors, and not political seat majorities, have contributed to the uneven distribution of refugees among municipalities in Sweden.  相似文献

This study investigates strategic voting for small parties in proportional representation systems, in previous work sometimes referred to as threshold insurance voting (Cox, 1997). Starting from theories of rational voting (Downs, 1957), three conditions for threshold insurance voting are developed: the voter considers potential government outcomes, votes for a party at risk of falling below an electoral threshold, and votes for another party than his or her most preferred one. The conditions are tested on the case of the 2010 Swedish general election. Using extensive data material and a conditional logit model of vote choice, the results show that in this election voters cast strategic votes for at least one of the small parties, the Christian Democrats which was included in the incumbent government coalition.  相似文献

This article argues that a hypothetical decision by the People's Republic of China to assert territorial sovereignty over the area surrounding its planned manned Moon base is plausible. Enhanced international prestige in the near term and access to natural resources and strategic military positions in the long term may be sufficient temptations for China's leaders to challenge the United States to a twenty-first century space race. Strategic surprise could be successfully employed, given the opacity of Chinese decision-making; the conceptual blindness of external observers, including decision-makers, analysts, and academics; and China's repeatedly demonstrated capacity for executing military or diplomatic surprises of comparable magnitude. The ability of signatory states to withdraw from the 1967 Outer Space Treaty with one-year's notice means that international law only poses a temporary obstacle to such a decision. A manned Moon base would fulfill the condition of effective occupation necessary for territorial sovereignty under international law. An international relations constructivist approach discourages consideration of the advantages to states of territorial aggrandizement or the weakness of international law in restraining the behavior of states.  相似文献
