Immigration is a top concern among citizens across the globe. Research shows that the salience of immigration shapes voters' political behavior, but little is known about whether it influences judicial behavior. This article theorizes that variation in issue salience influences judges' behavior when there is a clear connection between the legal and a generally salient, politicized issue. I test this argument drawing on all Swiss asylum appeal decisions reached between 2007 and 2015. I find that higher asylum salience leads judges to decide otherwise similar asylum appeals less favorably. This effect is not restricted to judges affiliated with anti-immigrant parties, unlikely to be driven by accountability pressures, and strongest for those topics known to drive anti-immigrant sentiment in the general public. Together, these findings raise concerns that issue salience threatens the consistency of judicial decisions.  相似文献

The salience of foreign affairs to general publics is an important but often neglected parameter for the role of public opinion in foreign and security policy. This article explores the determinants of foreign affairs' public salience and probes into the respective patterns in Germany, Britain and France. Building on the theory of news values, the article proposes to distinguish between issue-specific and country-specific influences on the public salience of foreign and security policy. The data suggest that broad international crises on the scale of 9/11 or the Iraq war go along with distinct cross-national peaks in the salience of foreign affairs to general publics. At the same time, the effects of constant issue logics are refracted by country-specific factors: most notably, the latter account for the much higher overall salience of foreign affairs to the British public than to the German and French publics since late 2002.  相似文献

Studies show that salience of an issue influences the behavior of political elites, policy responses, and the attitudes of the public. Yet while the effects of salience are given considerable attention, less is known about the factors that produce salience. Specifically, what are the determinants of an issue's salience? We examine salience of energy issues in the United States over the past six decades and make two contributions. First, we provide systematic explanations of issue salience. Second, contrary to popular conceptions that energy salience is driven entirely by gasoline prices, or some scholarly analyses that salience depends on crises, we argue that other factors increase salience. Specifically, we find that political actors and activities increase energy salience, even after controlling for higher gas prices and shocks. This is an important finding; political dynamics enhance salience. Meaningful political action, therefore, driven by enhanced salience, is not entirely dependent on market forces or unplanned events.  相似文献

How come voters and their parties agree or disagree on policy issues? We claim that voter–party mismatches are due to a lack of information of voters regarding parties' positions. Three mechanisms determine levels of information: ideology, salience, and complexity. We test these ideas drawing on a large sample of policy statements (50) presented to voters and party leaders prior to regional elections in Belgium. Contrary to existing studies, we include predictors on all three levels: issue, voter, and party level. We find support for our claim. Major ideological divides such as the left–right divide yield useful information to the voters about where parties stand. Salience also generates information for voters, or makes information more accessible for voters, which decreases the odds that they have a different stance than their party. Our measures of complexity yielded the expected results too. When the task of voting is made more difficult, voters succeed less in voting for a party that matches their preferences.  相似文献

Recent elections yielded sweeping majorities for the centre‐right in Scandinavia with a decade of pure centre‐right majorities in Denmark and the longest sitting centre‐right coalition in Sweden for decades. This is a blind spot in the issue voting literature, which would not expect centre‐right parties to flourish in contexts where welfare issues have a natural salience as in the case of universal welfare states. In contrast, Scandinavian universal welfare states ought to benefit social democracy when it comes to issue voting on welfare issues. It is argued in this article that centre‐right parties can beat social democrats by credibly converging to its social democratic opponent on issues of universal welfare. Issue ownership voting to the benefit of centre‐right parties will then be strongest among voters perceiving the centre‐right to have converged to social democracy and perceiving the centre‐right as issue‐owner. Using Danish National Election Studies, 1998–2007, the article shows that the Danish Liberal Party outperformed the Social Democrats on traditional welfare issues among those voters perceiving the Liberals to be ideologically close to the social democrats. The findings help us to understand why centre‐right parties have recently turned into serious competitors on social democracy's turf: the universal welfare state.  相似文献

Which issues are discussed by candidates in an election campaign? Why are some issues never discussed? Model tractability is lost quickly when dealing with these questions, partly because of the multidimensional voting inherent in models of multiple issues. Our model features two candidates for office who can talk about any subset of issues, allowing uncertainty both on the part of voters and candidates, and taking candidates to be office motivated. Candidates move first and simultaneously, announcing any positions they choose on any issues. To us, salience is simply the discussion of an issue in a campaign. If both candidates and voters are expected utility maximizers, we find salience results, in that candidates typically want to talk about everything (or they are indifferent between talking and nonsalience). Leaving the expected utility framework, we present an example using “Knightian uncertainty” or “maxmin expected utility with multiple priors” of Gilboa–Schmeidler to illustrate how robust nonsalience and salience of issues might be generated.  相似文献

Issue ownership, or the idea that some parties are considered by the public to be better able or more committed to dealing with specific issues, is increasingly used in studies of electoral choice. Yet, various scholars have argued that if measures of issue ownership are confounded with party choice, this raises concerns regarding their usability to predict electoral choice. This research note examines to what extent various measures of issue ownership are confounded with voters’ party preferences and voters’ agreement with the party's position on the issue. Relying on an online survey‐embedded question wording experiment fielded in two countries (Belgium and Denmark), question wording effects for two dimension of issue ownership are examined: competence issue ownership and associative issue ownership. It is found that, in both countries, the two associative issue ownership measures were less affected by party preference and positional agreement. The most used competence issue ownership measures are most confounded with party choice and positional agreement in the experiment. Results in the two countries are largely similar, the main exception being that one of the two associative measures performs worse in Denmark. The results imply that scholars should take care in using measures of especially competence issue ownership to predict the vote, but that also country differences affect the validity of issue ownership measures.  相似文献

The study reveals the salience of particular issues in the manifestos of the main British parties for the 1997 and 2003 UK general elections, as well as the 2003 Scottish and Welsh elections, using the method introduced by the Comparative Manifesto Project (CMP) and a modified list of issue categories to reflect the division of government competences between the central and regional governments. Ideological and social base of a party, as well as the delimitation of government competences, are found to be important determinants of issue salience. A more consensual institutional design of the regional government in Scotland and Wales seems to have conditioned larger differences among the issue profiles of parties competing in regional elections, in comparison with general elections. With the institutionalisation of devolution, however, we observe an increase in the similarity of the issue profiles of the same parties in general and in Scottish and Welsh elections, as well as among different parties competing in the same regional elections.  相似文献

This article analyses the effects of the issue agenda and of party competence on party popularity. Based on the salience and the issue ownership literatures, shifts in party support may be attributable to two factors: changing voter perceptions of issue salience and shifts in perceived party competence. We thus hypothesize that (1) a party's popularity increases if the public issue agenda changes in its favour such that its “best” issues become more important to voters and (2) that voters' changing perceptions of party competence account for shifting party popularity. Using annual macro data on voter perceptions of the issue agenda, party competence and popularity in Austria, we find no support for the first hypothesis. Rather, voter perceptions of party issue competence vary considerably and this variation accounts for the parties' level of popular support. This suggests that party competition plays out more by what politicians actually do and what impression they give about their deeds and competence than by exercising influence on the issue agenda.  相似文献

The pandemic outbreak has dealt consequences on global engagements and structures. With the ongoing search for pandemic-mitigating measures and the excesses (notably corruption) erupted in its wake, concerns have been raised about the decline in public trust, transparency and satisfaction – particularly in Ghana. This situation has spurred multilevel governance discussions regarding pandemic management. Ensuingly characterising policy makers' propositions in this regard is the civil society's salience as a control valve to governance deficits like corruption. Therefore, transcending the anecdotal claims on civil society's efficacy, this study takes a state-society perspective to probe its relevance in fostering trust, transparency and satisfaction, relative to corruption-stricken pandemic governance. The current study engages the general systems theory as a conceptual lens. The structural equation modelling technique was used in analysing data (n = 519) gathered through the questionnaire survey approach. Though results of data analysis affirmed the negative effects of corruption on trust, transparency and satisfaction, the civil society received affirmation as an enhancer of trust, transparency and satisfaction. In view of these study findings, implications and future research suggestions are delimited.  相似文献

The European Union (EU) has become increasingly visible and contested over the past decades. Several studies have shown that domestic pressure has made the EU's ‘electorally connected’ institutions more responsive. Yet, we still know little about how politicisation has affected the Union's non-majoritarian institutions. We address this question by focusing on agenda-setting and ask whether and how domestic politics influences the prioritisation of legislative proposals by the European Commission. We argue that the Commission, as both a policy-seeker and a survival-driven bureaucracy, will respond to domestic issue salience and Euroscepticism, at party, mass and electoral level, through targeted performance and through aggregate restraint. Building on new data on the prioritisation of legislative proposals under the ordinary legislative procedure (1999–2019), our analysis shows that the Commission's choice to prioritise is responsive to the salience of policy issues for Europe's citizens. By contrast, our evidence suggests that governing parties’ issue salience does not drive, and Euroscepticism does not constrain, the Commission's priority-setting. Our findings contribute to the literature on multilevel politics, shedding new light on the strategic responses of non-majoritarian institutions to the domestic politicisation of ‘Europe’.  相似文献

The level of congruence between parties and their voters can vary greatly from one policy issue to another, which raises questions regarding the effectiveness of political representation. We seek to explain variation in party–voter congruence across issues and parties. We focus on the hypotheses that (1) average proximity between the positions of voters and the party they vote for will be highest on the issues that the party emphasises in the election campaign and that (2) this relationship will be stronger for niche parties. We test these hypotheses using data on the policy preferences of voters, party positions, party attention profiles and salience on concrete policy issues in four countries: The Netherlands, Ireland, Germany and Sweden. Overall, we find that voter–party proximity tends to be higher on issues that the party emphasises. As these are the issues where parties typically have the greatest policy impact, this implies that the quality of representation is highest where it matters most. There is some limited evidence that the positive relationship between issue salience and proximity is stronger for niche parties. In sum, the quality of policy representation varies strongly with party-level issue salience and to a lesser extent with the type of political party.  相似文献

This study examined whether Gormley's insights about the effects of public salience and technical complexity on the patterns of participation in the regulatory process have explanatory power in an international setting. Specifically, I tracked 60 legislative proposals initiated by the European Commission and estimated the change made by the supranational technocrats in response to the requests of subnational politicians. I found support for the theoretical propositions about the differentiated effect of salience and complexity on political and administrative actors. Consistent with the notion of bureaucratic expertise, the Commission is less responsive when the policy issues require expertise to be tackled efficiently. Although the European Union has been pursuing various mechanisms to democratize its policy process, the technical character of supranational regulation precludes the broader public and elected politicians from assuming a larger role and bureaucracy will continue to be a major player in the international arena.  相似文献

Parties have an incentive to take up extreme positions in order to achieve policy differentiation and issue ownership, and it would make sense for a party to stress these positions as well. These incentives are not the same for all issues and all parties but may be modified by other strategic conditions: party size, party system size, positional distinctiveness and systemic salience. Using manifesto‐based measures of salience and expert assessments of party positions, the findings in this article are that parties emphasise extreme positions if, first, they are relatively small in terms of vote share; second, the extreme position is distinctive from those of other parties; and third, other parties fail to emphasise the issue. These findings have consequences for our understanding of party strategies, party competition and the radicalisation of political debates.  相似文献

The Issue Yield model predicts that parties will choose specific issues to emphasise, based on the joint assessment of electoral risks (how divisive is an issue within the party support base) and electoral opportunities (how widely supported is the same issue outside the party). According to this model, issues with high yield are those that combine a high affinity with the existing party base, together with a high potential to reach new voters. In previous work, the model showed a remarkable ability to explain aggregate issue importance as reported by party supporters, as well as issue emphasis in party manifestos. This paper tests the implications at the individual level by comparing a conventional model where issue salience is determined from manifesto data with a revised model where issue salience is determined by issue yield. The empirical findings show that issue yield is a more effective criterion than manifesto emphasis for identifying the issues most closely associated with party support in the minds of voters.  相似文献

This research note examines the connection between portfolio and the individual popularity of ministers as measured in opinion polls. It is an ongoing challenge for political science to derive measures of portfolio salience. In this research note, portfolio popularity is measured in Denmark for the period 1978 to 2019 for 24 different portfolios. Though we know little about it, it is often stated that popularity is important for ministers. If this is the case, popularity is a relevant supplement to studies of portfolio salience. The results show that there are significant differences in how different portfolios have been assessed by voters, which is an important point in itself. This shows a clear hierarchy within cabinet. The results are discussed in relation to ministerial durability, portfolio salience and issue ownership. It is suggested that cross national studies of portfolio popularity should be carried out.  相似文献

Saliency theory is among the most influential accounts of party competition, not least in providing the theoretical framework for the Comparative Manifesto Project – one of the most widely used data collections in comparative politics. Despite its prominence, not all empirical implications of the saliency theory of party competition have yet been systematically tested. This article addresses five predictions of saliency theory, the central claim of which is that parties compete by selective issue emphasis rather than by direct confrontation. Since a fair test of the theory's assumptions needs to rely on data that measures party issue saliency and party positions independently, this article draws on new manifesto data from the Austrian National Election Study (AUTNES). Analysing all manifestos issued for the 2002, 2006 and 2008 general elections, it shows that saliency theory correctly identifies some features of party competition. For instance, parties disproportionally emphasise issues they ‘own’. Yet, the core assumption of saliency theory that parties compete via selective issue emphasis rather than direct confrontation over the same issues fails to materialise in the majority of cases.  相似文献

Issue ownership, which has a competence and an associative dimension, refers to the link between issues and parties in voters' minds. Although used frequently in voting research, there remain worries about the validity of its current measures. The measures may be confounded with respondents' (dis)agreement with parties' position and general party evaluations. Through a question wording experiment we compare measures of both issue ownership types and test which are most affected by the two confounding factors. We find that competence issue ownership measures are heavily affected by confounding factors while associative issue ownership wordings are less. Challenging existing research, we find that especially the classic ‘best at handling’-wording tapping competence issue ownership is most conflated with positions and party preference.  相似文献

I develop a general model of multiparty competition in which parties model voters' choices by means of probabilistic choice rules. The model is specified in terms of an issue salience coefficient which varies with the importance voters attach to issues, as opposed to unmeasured nonissue motivations. I show that when the policy salience coefficient is sufficiently low, then both vote-maximizing and rank-maximizing parties have a dominant strategy: to adopt the “most popular platform,” which maximizes voter utilities over the entire electorate. This most popular platform therefore represents a convergent equilibrium when all parties are vote- or rank-maximizing. Numerical estimates suggest that this equilibrium result holds for degrees of issue voting which exceed the parameters behavioral researchers have estimated for various historical elections.  相似文献

While Carmines and Stimson's work on issue evolutions has prompted research showing the dynamics and effects of new party alignments on abortion, religion, gender and cultural issues, this research has all centred on the United States. This article examines issue evolution in Britain. Using evidence on the timing of changes in elite positions from Comparative Manifestos Group data, and survey data on public attitudes to the European Union with a longer historical sweep than heretofore, the article finds strong evidence that the European issue has followed an issue evolution path, though with distinct dynamics contingent on the pace of elite re‐positioning. Thus, this article extends the theory of issue evolution to a parliamentary political system and demonstrates the responsiveness of the public to elite cues, while also providing additional insights from a unique case in which elites have staked out distinct positions not once, but twice.  相似文献
