The conference of European affairs committees: A collective voice for national parliaments in the European union

The role of national parliaments in the European Union has been the subject of intense debate in the last decade. The Maastricht and Amsterdam Treaties contained significant texts aimed at enhancing the role of national parliaments. Several major political figures in Europe have recently discussed the case for making the collective voice of national parliaments better heard and this issue is firmly on the ‘post‐Nice’ agenda.’ In parallel, an important debate has been running between the parliaments themselves about a collective role for national parliaments. Since 1989, a little‐known body has provided a forum for these debates. This article aims to set out the history of that body, and to highlight some of the issues surrounding an enhanced role for national parliaments.

A settlement, created in 1994 by a UK resident for UK capitalgains tax purposes, was governed by British Virgin Island law.The trustees, in 2000, made two investments through a Guernseyprotected cell company. Before the second investment, the UKtax legislation changed. The trustees were not advised of thechange and the investment went ahead; this comprised £750,000paid by an investment company also controlled by the trustees,to the trustee, of which £712,000 was then paid as a loanto one of the cells of the Guernsey company. The unheeded changeof legislation resulted in a substantial tax liability for thesettlor. The trustee applied to the court for a declaration that thetrustee's decision to accept the

Signs of death as considered by Dr. B.M. Vance in a lecture fifty years ago

This work is based on the lecture given by Dr. Bernard M. Vance, then Assistant Chief Medical Examiner of New York, to the Homicide Squad Detectives of New York City on November 2, 1933, at the New York Police Academy. He entitled his presentation "Death, simulation of death and suspicion of death." Dr. Vance was an outstanding member of the New York Office's Forensic Pathology Group and was known for his colorful renditions of the scene and autopsy findings in medicolegal cases.     

Constituency Congruency and Candidate Competition in U.S. House Elections

Research on candidate competition has focused on how much context matters in emergence decisions and election outcomes. If a candidate has previously held elected office, one additional consideration that may influence entry decisions is the relative degree of overlap between the candidate's current constituency and the “new” set of voters she is seeking to represent. Using GIS software, we derive a measure of the challenger's personal vote by focusing on constituency congruency between state legislative and congressional districts. Results suggest state legislators are more likely to run for a seat in the U.S. House if constituency congruency is relatively high.

《鹿特丹规则》全名《联合国全程或部分海上国际货物运输合同公约》,2008年12月通过,2009年9月23日开放签署及之后的批准、接受、核准程序,目前已有24个国家签署。西班牙于2011年1月19日批准该公约。借由实务经验解释条文,发现有些文章对公约的理解似是而非,这些言论阻挠了许多政府的签署及批准。试就现有条文作实务面之解读,矫正过虑的误解并促请早日加入该公约。
