Empirical studies that use reported crime data to evaluate policies for reducing crime will understate the true effectiveness of these policies if crime reporting/recording behavior is also affected by the policies. For instance, when the size of the police force increases, changes in the perceived likelihood that a crime will be solved may lead a higher fraction of victimizations to be reported to the police. In this paper, three data sets are employed to measure the magnitude of this reporting bias. While each of these analyses is subject to individual criticisms, all of the approaches yield similar estimates. Reporting bias appears to be present but relatively small in magnitude: each additional officer is associated with an increase of roughly five Index crimes that previously would have gone unreported. Taking reporting bias into account makes the hiring of additional police substantially more attractive from a cost–benefit perspective but cannot explain the frequent inability of past studies to uncover a systematic negative relationship between the size of the police force and crime rates.  相似文献

Previous research suggests that 3 general processes underlie the decision of property crime victims to notify the police: One that is cognitively driven by reward/cost considerations, one that is affectively driven, and another that is socially driven. This study is the first to employ a community sample of crime victims to compare the 3 processes within a single study. Computer-assisted interviews were conducted with 422 property crime victims (n = 129 burglary, n = 293 theft) located via a random digit dialing procedure. Logistic regression analyses showed that each process independently accounted for a significant amount of the variance in victim reporting, and that there were no interactions among the three processes in predicting reporting. Of the 3 processes, social influence was the best predictor of reporting. Analysis of the affect-driven process showed that reporting was primarily a function of the level of fear rather than anger or the level of generalized arousal upon discovering the crime.  相似文献

This article presents the initial results of a 5‐year longitudinal study of police officers’ attitudes about themselves, their profession, crime, and their role in society. The study sample was comprised of graduating classes at l'École Nationale de Police du Québec in 2003. Graduates completed an anonymous multiple choice questionnaire designed for a similar study conducted in the 1990s in France (Monjardet & Gorgeon, 1992, 1993, 1996, 1999). The complete study will track attitude change in these recruits over the first 5 years of their police careers. Results from the first year point to a change in officers’ attitudes resulting from the shock of actually working as police officers and the recruits’ preconceived notions of what police work would be like. Training and education could be adapted to better prepare police recruits for this transitional shock, including changes in mechanisms used to integrate recruits, improvements in police organizations, and increased organizational support for new members. We also suggest ways of identifying areas where continued education would improve the overall quality of police work.  相似文献

In this article, we investigate factors affecting hate crime policies by examining anti-LGBT (lesbian, gay, bisexual, transgender) hate crime reports as a type of policy implementation. Analyzing state-level data drawn primarily from the US Census between 1995 and 2008, we examine how structural and social movement mobilization factors explain hate crime reporting. We find that anti-LGBT hate crimes are more likely to be reported in more urbanized states and in states with both split political elites and a greater number of LGBT social movement organizations. We discuss the implications of our findings for separating the drivers of policy passage from policy implementation and for complementary criminological and social movement explanations for hate crime reporting.  相似文献

Objectives

Police workload’s relationship with crime clearance has been studied widely. In the challenging environment now facing police, even small and possibly temporary changes in investigative workload could harm clearance. However existing workload-clearance research either used only a yearly average that obscures temporal variability in caseload, or explored proxy rather than direct measures of workload’s short-term variation. Our improved workload measures capture caseload’s daily changes as crimes are reported, cleared, or remain uncleared but reach the end of active investigation. We examine relationships between clearance and both long- and short-term variability in workload.

Methods

Using NIBRS and LEMAS data, we calculated between-agency (typical or long-term) and time-varying, within-agency (daily fluctuating or short-term) workload measures. We used these and other agency/jurisdiction- and incident-level variables in multi-level survival analysis of clearance by arrest for serious violent incidents from 2007 NIBRS.

Results

Both workload measures were significantly and negatively related to the clearance hazard rate; higher long- and short-term workloads are associated with reduced chance of a case being cleared. The estimated relationship between longterm workload and clearance became progressively stronger (more negative) as the crime incident’s legal seriousness decreased. However, estimates indicated greater sensitivity of the clearance hazard to short-term workload fluctuations for more serious crimes, though the workload-clearance relationship remained negative for all crime types.

Conclusion

Crime clearance should be considered by police agency planners when addressing workload through staffing decisions. Refinement of our workload measures will require additional information, and should be considered in future agency- and incident-level data collection.

The present study uses Social Identity Theory as a framework to investigate the collective effects of perceived police bias, ethnicity and self-identification with different groups on respondents’ intentions to cooperate with police in general crime control efforts and in counter-terrorism policing. Drawing on survey data collected from 1,272 individuals from three ethnic minority backgrounds in Australia, the present study reports findings including: (1) significant and large direct positive associations between superordinate identity and willingness to cooperate with police, (2) small-to-moderate significant associations between perceived police bias and cooperation with police (positive for Vietnamese subsample; negative for Indian and Arab subsamples), and (3) significant interaction patterns between subordinate identity, perceived police bias, and ethnicity. Findings are discussed with respect to community-engaged prevention and prejudice reduction.  相似文献

ABSTRACT

Open sanctions and changes in conceptions of rehabilitation are changing qualification requirements in the field of prison and probation services. In particular, the significance of social interaction between employees and offenders has emphasized. This study examines this issue from the viewpoints of social constructionism and discourse analysis. Research material was collected by interviewing 11 Finnish Criminal Sanction Agency employees who prepared and enforced supervised probationary freedom. According to the results, social interaction was structured from different points of view and linked to differently constructed identities in the interviewees’ speech. Professional interaction and a confidential employee–offender relationship were viewed as a means to create occupational safety and prevent security risks, and also to support offender’s rehabilitation. In addition, employees used a discourse of daily interaction and support which emphasized the significance of everyday encounters with the offender. Employees were able to overcome the tension between support and control by flexibly combining the discourse of supervision with the discourse of daily interaction and support, which enabled them to support the offender without being a rehabilitation professional. The study reveals the central role of social interaction, which creates challenges for education, and the development of an organizational culture in prison and probation services.  相似文献

The use of police in schools has increased dramatically in the past 12 years, largely due to increases in US Department of Justice funding. This study used data from the School Survey on Crime and Safety to assess the extent to which the addition of police in schools is associated with changes in levels of school crime and schools responses to crime. We found that as schools increase their use of police, they record more crimes involving weapon and drugs and report a higher percentage of their non-serious violent crimes to law enforcement. The possibility that placement of police officers in schools increases referrals to law enforcement for crimes of a less serious nature and increases recording of weapon and drug offenses requires that more rigorous research be carried out to assess more carefully the school climate and school safety outcomes related to this popular and costly practice.  相似文献

On May 1, 2002, the Philadelphia Police Department launched Operation Safe Streets, stationing officers at 214 of the highest drug activity locations in the city 24 hours a day, 7 days a week. Interrupted time series (AutoRegressive Integrated Moving Average) models on weekly data isolated citywide and local program impacts on all violent crimes, murder, and reported drug crimes. Results showed no significant impacts on citywide weekly counts for drug crimes, homicides, or all violent crimes. Geographically focused analyses showed significant localized intervention impacts for both violent and drug crimes. Analyses of high‐drug‐activity non‐intervention sites suggest: the program impacts seen were not an artifact of history or local history; significant spatial diffusion of preventive benefits for violent crime; and probably significant spatial displacement for drug crime. Stationary targeted drug‐enforcement interventions like Operation Safe Streets may differentially affect the locational selection processes behind violent crime versus drug crime.  相似文献

Certain forms of criminology such as social disorganization theory examine how community characteristics influence crime. That approach, however glosses over the fact that the distribution of community advantages and disadvantages (CAD) has structural origins, and that the distribution of CAD is also an indicator of the kinds of social, economic and ecological injustice communities face. Building on observations recently made by Moloney and Chambliss concerning the integration of state and green criminological research, this article explores the structural origins of CAD, how taking a political economic view of CAD relates to the distribution of crime and injustice in communities, and how a CAD approach promotes the integration of state crime, radical criminological and green criminological research.  相似文献

A large body of research has considered the relationship between crime and structural indicators. However, despite trends in the gender gap in offending, fewer studies have separately examined the effects of structural variables on both male and female offending. The present study examined that question through a macro-level examination of property crime across large U.S. cities using data from the Uniform Crime Report and the American Community Survey. The predictors included theoretically supported indicators of disadvantage and drug accessibility/use that were disaggregated by sex. Although the findings indicated some similarities in predictors of male and female arrest rates, they highlighted some important differences as well.  相似文献

Social disorganization theory asserts that neighborhood composition affects levels of violence within the community. The purpose of this article is to analyze the bivariate effects of social disorganization, crime, and collective efficacy, in addition to the individual factors of gender, race, and a history of child maltreatment, on the acceptance of using violence within the family. Data from the Norfolk Police Department (2000–2004), 2000 Census, and 2006 Norfolk Residents’ Attitudes about Crime Survey were used to determine differences in approval of family violence. Results indicated that approval for family violence is an individual-level phenomenon as well as a community-level occurrence. Various aspects of family violence elicit different levels of tolerance by both micro- and macro-level characteristics. Implications are discussed.  相似文献

Despite plentiful efforts to identify perpetrator, victim, and incident characteristics correlated with reporting violence against women to police, few studies have addressed the contexts that shape such reporting. Even fewer have examined variations in these contexts across geographic areas. Drawing upon National Crime Victimization Survey data from 1992 through 2009, this paper uses conjunctive analysis of case configurations to identify and investigate the dominant situational contexts of reporting of violence against women to police across rural, suburban, and urban areas. Our findings show that context matters and the importance of incident, perpetrator, and victim characteristics vary across geographic areas.  相似文献

Fear of crime has long been considered a significant social problem, spurring decades of academic research and leading to a variety of policy initiatives. Building on prior research, this study investigated the direct and indirect effects of demographic characteristics, social and physical disorder, and prior victimization on fear of crime. Further, it assessed the direct and indirect effects of perceived risk on fear. Finally, the research examined the extent to which social capital mediated the impact of these variables on fear. Using data from a survey of residents in a southeastern city, analyses reveal that victimization and disorder significantly predict fear of crime, and that risk perception and social capital mediate the relationship between disorder and victimization on fear. Further, structural equation models show a number of interesting indirect effects. Policy implications and directions for future research are discussed.  相似文献

While the extant research on trust and confidence in the criminal justice system is broad in scope, its individual studies are more limited, leaving much unknown about these relationships. Building on prior research, the current study investigates the relationships between prior contact, victimization, and seven measures of trust and confidence in the police and courts. This study responds to calls for the relationships between trust and confidence in the criminal justice system, race/ethnicity, prior contact, and victimization to be investigated within a single study. Although rare in prior research, outcomes of trust and confidence in local police and courts are individually investigated within the same sample simultaneously. As a first, the current study also separates prior contact by police, courts, community corrections, and institutional corrections and examines four types of victimization (direct violent, vicarious violent, direct non-violent, vicarious non-violent). The latter allows for an examination of potentially more nuanced relationships between victimization and trust and confidence in the police and in the courts.  相似文献
